3201405	无图 <p>외교부·경찰청·소방청이 공동 주최한 「제5회 해외에서 겪은 사건사고 경험담 공모전」 시상식이 7.7.(월) 외교부에서 개최됐다.</p><p> ※ 수상자 26명(16개팀), 김진아 외교부 제2차관, 윤주석 외교부 영사안전국장, 이준형 경찰청 국제협력관, 박근오 소방청 119대응국장 등 참석</p><p>5회째를 맞은 이번 공모전에는 동영상·인스타툰·수기 3개 부문에서, 응모자들이 해외에서 직접 마주한 위험을 슬기롭게 극복한 경험부터 재외공관과 영사콜센터의 영사조력을 통해 위기를 벗어난 사연까지 총 285건의 작품이 접수됐다. 심사를 거쳐 16개 작품이 최종 선정되었으며, 3개 부문 통합대상 수상자에게는 외교부장관상이, 각 부문별 최우수상·우수상·장려상 수상자에게는 경찰청장상과 소방청장상이 수여됐다.</p><p>김진아 외교부 2차관은 이번 시상식에서 공모전 수상자들에게 축하 인사를 전하며, “국가의 존재 이유 중 가장 큰 것은 우리 국민의 생명과 안전을 지키는 일”이라고 강조하고, 외교부가 앞으로 경찰청·소방청 등 관계부처와 더욱 긴밀하게 협력하여 재외국민 보호망을 강화해나갈 것을 약속했다.</p><p>이번 공모전 대상(외교부장관상)은 남아프리카공화국에서 우리 기업 주재원으로 근무중에 희귀질환이 발병한 어린 자녀가 회복되기까지의 경험담을 수기형식으로 소개한 〈희망봉, 그곳에 대한민국이 있었다〉의 이권철씨가 수상했다. 그는 2021년 남아공에서 발생한 코로나19 변이 바이러스로 귀국 치료가 불가능한 상황에서, 주남아공대사관으로부터 재외국민 119응급의료상담서비스와 현지 병원 소개 등 많은 도움을 받았다. 자녀의 회복 과정에서 현지 의료진의 노력에도 감동받은 이씨는 대사관과 함께 본인이 회장을 맡고 있던 지상사협의회와의 자선행사를 공동 개최하며 남아공의 미혼모와 아동폭력 피해자들을 돕는데 참여하기도 했다. 이씨는 “대사관의 도움으로 아이의 건강을 되찾고, 나눔도 실천할 수 있었다”고 했다.</p><p>동영상 부문 최우수상(경찰청장상) 수상작인 〈나는 캐나다에서 피난민이 됐다〉는 2024년 워킹홀리데이로 캐나다 서부에서 지내던 중 대형 산불이 발생해 긴급하게 대피해야 했던 정윤교씨의 이야기이다. 정씨는 이때의 대피 경험을 바탕으로 캐나다에서의 산불 피해 발생시 대처법을 안내하면서, “위기상황에서 주밴쿠버총영사관과 연락하면서 필요한 정보를 전달받아 안심이 되었다”고 했다.</p><p>〈꿈의 이유〉로 인스타툰 부문 최우수상(경찰청장상)을 수상한 이은설씨는 일본 여행 시 지진을 겪었던 경험담을 10컷 만화로 그려냈다. 이씨는 “지진으로 위험에 처했던 가족이 주오사카총영사관의 도움으로 무사히 한국에 돌아올 수 있었다”며, “그 경험을 계기로 대사관에서 일하면서 사람들을 돕고 싶다는 꿈이 생겼다”라고 밝혔다.</p><p>〈돌로미티에서 숨바꼭질〉로 수기 부문 최우수상(소방청장상)을 수상한 이건우씨는 이탈리아 돌로미티 설산에서 어린 자녀가 행방불명되었던 아찔한 경험을 소개했다. 이씨는 현지 경찰과의 언어장벽으로 오해까지 생겼는데 영사콜센터와 주이탈리아대사관의 도움을 받아 자녀를 찾을 수 있었다고 하면서, 즐거운 해외여행을 위해서는 위급상황에 대비한 철저한 준비가 필요하다는 점을 강조했다.</p><p>외교부는 2021년 「재외국민보호를 위한 영사조력법」시행을 계기로 첫 공모전을 개최한 이래, 국민들의 해외여행 경험을 담은 우수 콘텐츠 발굴을 위해 매년 경찰청 및 소방청과 함께 공모전을 개최하고 있다.</p><p>외교부·경찰청·소방청은 이번 공모전 수상 작품들을 적극 활용하여, 영사조력 제도와 해외 사건·사고 대응 요령을 쉽게 국민들에게 알릴 수 있도록 다양한 홍보 활동을 해나갈 예정이다.</p><p>붙임 : 행사사진. 끝.</p> 함께 나눈 경험으로 더욱 안전해지는 해외여행 상세보기\|보도자료 \| 외교부	查看 1827	外交部	2025-07-07 08:00:00 2025-07-08 03:41:57	word

Guerra de conquista, expansión y crímenes contra la humanidad, 1870 – 1924” presentado por el Centro de Estudios Sociales (UNNE) a la convocatoria de investigación Democracia, derechos humanos y paz: Encrucijadas y desafíos desde el Estado y las organizaciones sociales de CLACSO.</p><p><img src="data:image/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==" rel="noopener noreferrer"></p><p>En el marco de dicho proyecto se promovió la articulación entre el sector científico y otros sectores de la sociedad con el fin de acompañar los procesos locales de construcción de memoria, verdad y justicia en torno a la Masacre de Napalpí perpetrada en 1924, en la cual murieron centenares de indígenas qom y moqoit en manos de fuerzas de seguridad del Territorio Nacional del Chaco (Argentina). Reconocido por el Estado argentino como un crimen de lesa humanidad y genocidio en el Juicio por la Verdad de la Masacre de Napalpí realizado en 2022.</p><p><img src="data:image/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==" rel="noopener noreferrer"></p><p>Como producto de este proceso, la editorial de CLACSO publicó el material educativo que está destinado a la enseñanza de la Masacre de Napalpí y fue elaborado de manera participativa entre el equipo de investigación, docentes de la Escuela N°14 (Colonia Aborigen Chaco- Ex reducción de Napalpí), referentes y traductores indígenas.</p><p>Es un material intercultural y trilingüe (castellano, qom y moqoit) orientado al nivel primario, pero puede adaptarse para el nivel inicial y el secundario. Busca integrar el conocimiento de las comunidades indígenas con la producción científica, el saber comunitario local y la experiencia pedagógica de la escuela; incorpora contenidos que propicien la interculturalidad y el abordaje de elementos de la cosmovisión de las etnias Qom y Moqoit. Con este recurso se pretende aportar al cumplimiento de la sentencia del Juicio por la Verdad por la Masacre de Napalpí, que ordenó la enseñanza en todo el país.</p><p>Por su parte, el Ministerio de Educación, Cultura, Ciencia y Tecnología de la provincia del Chaco, estableció su enseñanza en todos los niveles educativos por calendario escolar y, con ese objetivo, promueve el uso del material educativo Napalpí, Napa´lpí, Napalyípí. 3201398	有图 <p><svg></svg><svg></svg><svg></svg><svg></svg></p><p><img src="https://www.clacso.org/wp-content/uploads/2025/07/Conicet.jpg" rel="noopener noreferrer">Comunicado de los centros miembros y las organizaciones vinculadas a CLACSO de Argentina ante los ataques al CONICET y a la investigación científica por parte del gobierno nacional<p>Los centros miembros y las organizaciones vinculadas a CLACSO de Argentina expresan su profunda preocupación ante las recientes versiones reproducidas en diferentes medios de comunicación acerca de una posible intervención por parte del gobierno nacional del Conicet, principal organismo dedicado a la promoción de la Ciencia y la Tecnología en Argentina. Junto a estas situaciones, también se pone de relieve la paralización en los ingresos a la carrera de investigador y a las becas doctorales que llevan a un éxodo de investigadoras e investigadores jóvenes que ven obstaculizada su formación y el desarrollo de sus investigaciones.</p><p>También expresan el completo rechazo a las modificaciones introducidas por Decreto del Poder Ejecutivo Nacional con relación a la composición del comité directivo de la Agencia Nacional de Promoción de la Investigación, el Desarrollo Tecnológico y la Innovación (Agencia I+D), luego de meses de inacción y paralización en sus tareas y objetivos. Las críticas vertidas por el vocero presidencial a un proyecto financiado por dicha Agencia develan la clara búsqueda de instaurar mecanismos de control ideológico y censura de los temas y agendas de investigación. Esto ya se ha visto recientemente con los Proyectos de las Redes Federales de Alto Impacto, donde en una inédita y escandalosa decisión, se avanza en la interrupción del financiamiento de proyectos en curso, que opera exclusivamente para aquellos del área de las ciencias sociales.</p><p>Todo esto forma parte del sostenido ataque al sistema científico y universitario por parte del gobierno nacional argentino que va más allá del desfinanciamiento de la producción de conocimiento y la ciencia pública, y que muestra un especial énfasis en limitar la investigación en el campo de las Ciencias Sociales, las Humanidades y las Artes, reintroduciendo hostigamientos y censuras inadmisibles en una sociedad democrática. Winning at home. This is a dream.”</p><p>Nico Hulkenberg finished a stirring third for Sauber to claim the first podium appearance of his long career after 239 races.</p><p> </p><p> </p><p>“It feels good,” the veteran German said.</p><p>“A long time coming! But we had it in us and I had it in me somewhere. It’s pretty surreal. All a bit crazy now.”</p><p>Piastri was careful not to express his disappointment at the time penalty verdict.</p><p>“I want to congratulate Nico,” he said.</p><p> </p><p>“That’s the best story of the day – but I don’t want to say much else to avoid getting into trouble.”</p><p>Norris became the 13thdifferent home winner of the British race.</p><p>Lewis Hamilton took fourth for Ferrari ahead of Red Bull’s four-time champion Max Verstappen.</p><p>In an epic event run in extreme and changeable weather conditions, Pierre Gasly was sixth for Alpine, ahead of Aston Martin’s Lance Stroll, Williams’ Alex Albon, two-time champion Fernando Alonso in the second Aston Martin and Mercedes’ George Russell.</p><p> </p><p>On a cool and wet summer’s day in central England, the race began as the sun slanted through the clouds following torrential rain, Verstappen leading a controlled formation lap behind the safety car.</p><p>In F1’s 75thanniversary year, it was the 1,173rdrace since the inaugural world championship event at Silverstone on May 13, 1950, and with the field so closely-packed few races had been more keenly anticipated.</p><p>Russell and Leclerc gambled on switching to slick tyres before the start as Verstappen led the opening lap from his 44thpole ahead of Piastri, Norris and Hamilton.</p><p>RB’s’ Liam Lawson went off at Stowe on lap one, triggering a virtual safety car (VSC), and Franco Colapinto retired his Alpine after stalling in the pit-lane.</p><p> </p><p>The race re-started on lap five with Piastri hounding Verstappen before a second VSC intervention when Gabriel Bortoleto abandoned his Sauber. It was stop-go stuff with everyone waiting for more rain.</p><p>After chasing him, Piastri passed Verstappen at Stowe on lap eight to lead. Yet, implementation of its findings remains inconsistent and slow.</p><p> </p><p> </p><p>“The UDM, through parliamentary procedures must demand detailed progress reports from the Presidency and the [National Prosecuting Authority], ensure asset recovery is expedited and transparent; create a dedicated oversight structure within parliament to track implementation and prevent institutional regression.”</p><p>ALSO READ: Holomisa slams Cabinet and Treasury for crippling SANDF funding</p>UDM pushing for reforms<p>The party must push for reforms to seal procurement loopholes and reinforce the independence of law enforcement bodies.</p><p>It must lead in championing the expediting of legislation to enshrine the commission’s rulings into law, effectively safeguarding the state from any form of corruption.</p><p> </p><p>The Zondo Commission was appointed to probe the extent of corruption involving the capture of the state by corporations and unearth billions of Rand of alleged graft, mainly involving the Gupta brothers’ companies.</p><p>It found state funds were syphoned from state-owned enterprises, provincial administrations and national government departments, including an attempt to take over the National Treasury.</p><p>Senior politicians and officials were found to have facilitated and benefited from the graft. This is not a political appeal to the President, it is a direct demand to law enforcement,” the MK party said.</p>‘No delays’<p>The MK party said National Police Commissioner, General Fannie Masemola, together with Mkhwanazi, “must act without delay.”</p><p>“The evidence implicating Minister Mchunu is serious and calls for the law to take its course. No one is above the law and any further inaction will only confirm suspicions of institutional protection and political interference.</p><p> </p><p>“Given the weight of the allegations, the arrest must be carried out without any further delay. The integrity of our democratic institutions and the safety of our citizens should always be paramount. Any efforts that hint at sabotaging justice and truth, regardless of the source, must be eradicated,” the MK party said.</p>Ramaphosa concerned<p>Meanwhile, the Presidency said it had noted Mkhwanazi’s allegations.</p><p>According to the Presidency, President Cyril Ramaphosa will address the matter when he returns to the country from Brazil, where a Brics leaders’ summit is currently taking place.</p><p>“This is a matter of grave national security concern that is receiving the highest priority attention. It is vital that the integrity of the country’s security services is safeguarded and that the rule of law is affirmed,” the president said.</p><p> </p><p>“All parties to this matter are called upon to exercise discipline and restraint. ANC and DA scrap over Tshwane city manager’s appointment</p>Insubordination<p>Spokesperson for the Presidency Vincent Magwenya reportedly said Steenhuisen’s lack of participation in the committee could draw Ramaphosa’s ire.</p><p> </p><p>“It will be important for the sake of the DA’s continued participation in the GNU that Minister Steenhuisen is able to separate his ministerial obligations from his party positions,” Magwenya told the Sunday Times.</p><p>“His refusal to participate in the National Dialogue interministerial committee will be regarded by the president as insubordination,” Magwenya said. Picture: Hans Neleman/Getty images</p> </p><p> </p> <p> <p>The agricultural sector has described the lifting of restrictions in disease management areas (DMA) as a milestone, calling on all stakeholders to maintain vigilance and strengthen efforts to prevent future outbreaks of foot-and-mouth disease (FMD).</p><p>Last week, Minister of Agriculture John Steenhuisen lifted the restrictions in Eastern Cape and Limpopo after intensified efforts by veterinary services contained the spread of FMD.</p><p>ALSO READ: Foot and mouth disease successfully contained in three municipalities</p>The control of FMD outbreaks<p>“In the Kouga and Kou-Kamma municipalities in Eastern Cape, a DMA has been in place since 26 July, 2024 to support the control of FMD outbreaks.</p><p>Vaccination was implemented as a control measure and 144 424 vaccinations were done,” he said. Steenhuisen said the last cases were reported in September 2024.</p><p> <p> <p> <p> Read more </p> Foot and mouth disease successfully contained in three municipalities </p> </p> </p><p>“Extensive serological surveillance was done in the DMA to confirm that there are no undetected pockets of the disease.</p><p> </p><p> </p><p>“In Limpopo, the DMA has been in place since September 2022 to control a FMD outbreak in dip tanks in Vhembe municipality. Tony’s Chocolonely represents a masterclass in niche marketing through social justice positioning.</p><p> </p><p>Fulton says this Dutch confectionery company built its brand around ethical sourcing, fair trade practices, and social justice, with its chocolate bars composed of odd-shaped squares that serve as a visual metaphor for wealth distribution imbalances in the chocolate industry.</p><p>“This approach created a passionate, loyal global following. In South Africa, Tony’s can be found in a variety of place, from farm stalls and delis to the Checkers Sixty60 app.”</p><p>ALSO READ: Chocolate is good for you!</p>South Africans’ favourites will surprise you<p>Turning to the South African landscape, he notes that a wide range of South Africans consume chocolate, with more than half (52%) of adult South Africans having eaten some form of chocolate in the past month.</p><p> </p><p>“It is safe to assume many more of them (5.2 million in the past 7 days) choose a Bar-One (R14.99 on the Sixty60 app for a 52g bar) rather than premium alternatives like Tony’s Chocolonely, which costs 1.5 times more.”</p><p>According to quarterly MAPS data from the MRF (with a sample size of 20,000 people), the top five chocolate bars South Africans love are Bar-One, Lunch Bar, Aero, Black Cat, and Kit Kat, with a million people eating each of them every week.</p><p>Interestingly, Black Cat and Aero skew toward higher-income consumers, while South Africans across all income levels like to take a break with a Kit Kat or a Lunch Bar.</p><p>ALSO READ: Dark chocolate good for blood pressure – study</p><p> </p>Men and women in SA have different tastes<p>Fulton says that a third of South Africans eat a chocolate bar in any given week. In terms of gender breakdown, women seem to prefer Jungle Energy Bar, Aero, Kit Kat, and Crunchie, while men favour Nosh, Lunch Bar, Black Cat, and 5 Star. </p><p>In terms of generations, Gen Z consumers prefer Nosh, Lunch Bar and Chomp, while Gen X gravitates toward Aero, Black Cat and Flake.</p><p>“There is a steady shift in how people approach chocolate. They want to know where ingredients come from, how products are made and they want more authentic, ethical experiences. At Honest Chocolate, we use single-origin Tanzanian cocoa beans that offer a unique, fruity flavour with bright acidity, which consumers really appreciate,” Anthony Gird, co-founder at Honest Chocolate, says.</p><p>ALSO READ: The future of chocolate prices remains unpredictable due to challenges</p><p> </p>Chocolate is getting more expensive, costing 40% more than in 2021<p>On that note, Fulton says, if you felt chocolate bars are getting smaller and more expensive over the past five years, you are not wrong. </p><p>Chocolate experienced double-digit inflation in most years since 2020, significantly outpacing consumer inflation, with the bars now 40% more expensive than they were in December 2021.</p><p>The 11.6% inflation rate in 2024 represents a particularly steep increase, making chocolate a notable casualty of global economic pressures, climate change and supply chain pressures, he says.</p><p>“With cocoa prices increasing due to climate change affecting production in West Africa, quality dark chocolate is getting more expensive and that is likely to continue for the next couple of years.”</p><p>While many consumers associate chocolate with Switzerland, Germany is the world’s largest exporter of chocolate, accounting for 16.3% of total exports. Belgium, Poland, Italy, and the Netherlands round out the top five, which make up half of all global exports.</p><p>The global chocolate export market reached $43.8 billion in 2024, with the US and the United Kingdom importing nearly 20% of that production.</p><p>ALSO READ: Stephanie Ceranio’s chocolate empire started with just R8 000</p>Four of five exporters are from Africa<p>Africa is Ground Zero for chocolate in its raw form, cocoa beans, with 4 of the top 5 exporters from Africa. They are Cote d’Ivoire, Nigeria, Ghana and Cameroon, responsible for 46% of all cocoa bean exports.</p><p>“Chocolate continues to be one of our most beloved guilty pleasures, a small indulgence that delivers big on satisfaction. Picture: Gallo Images/Brenton Geach</p> </p><p> </p> <p> <p>It was always just a matter of when, not if, the ANC and DA’s unusual marriage in the form of the government of national unity (GNU) would find itself in turbulent waters. </p><p>South Africa’s two biggest parties have such different ideologies, so the relationship taking strain over an issue or decision taken that either of the two did not support or like was always on the cards. </p><p>Since the formation of the coalition, there’s been disagreements and challenges to various Bills. </p><p>ALSO READ: Steenhuisen warned of ‘insubordination’ over national dialogue stance</p><p>But President Cyril Ramaphosa’s decision to fire former deputy minister of trade, industry and competition Andrew Whitfield has opened up a can of worms, with DA leader John Steenhuisen pulling out of the national dialogue. </p><p> <p> <p> <p> Read more </p> Steenhuisen has made a bad situation worse with tactical blunders </p> </p> </p><p>It reached an awkward war of words between Ramaphosa, former president Thabo Mbeki and Steenhuisen late last week and doesn’t seem to be dying down. </p><p> </p><p> </p><p>We are not even 13 months into the GNU, yet it faces its biggest test yet – and Ramaphosa’s national dialogue is been used as the beating stick for both parties. </p><p>DA federal council chair Helen Zille has a point when she questions the manner in which the threats are being thrown around. </p><p>“A dialogue is entered into voluntarily by its participants. 3201384	有图 <p> Quiet Kgatla was put on precautionary suspension on allegations of financial misconduct. </p> <p> <img src="https://media.citizen.co.za/wp-content/uploads/2025/07/Madibeng-municipality-North-West-Quiet-Kgatla-suspension.jpg" rel="noopener noreferrer"> <p>Picture: iStock</p> </p><p> </p> <p> <p>The Madibeng local municipality in the North West has lodged an appeal to the high court ruling that ordered the formerly suspended municipal manager Quiet Kgatla should return to work. </p><p>Kgatla challenged his suspension and the High Court in Pretoria ruled that the suspension had expired and that Kgatla should return to duty. </p><p>The court recently ruled Kgatla’s precautionary suspension had lapsed in terms of the disciplinary regulations for senior managers. </p><p>The court ruled that the municipality, along with the council speaker, the acting municipal manager and the mayor, must immediately allow Kgatla to resume his duties as a municipal manager. </p><p>ALSO READ: Nepotism claim haunts Madibeng mayor</p><p> <p> <p> <p> Read more </p> Woman awarded R2.2m after losing eye when hit by police’s rubber bullet </p> </p> </p><p>Kgatla was put on precautionary suspension on allegations of financial misconduct after he appointed a contractor to undertake a housing building project without following the procedures this year. </p><p> </p><p> </p><p>The court restrained the council from continuing with disciplinary proceedings on 27 June. </p><p>The court also ordered the matter should not be discussed at the council meeting on 24 June, and instructed that all four respondents to pay the costs of the application. </p>Madibeng municipality appeal<p>In appeal papers, the municipality’s legal team said the judge who granted the interdict in Kgatla’ favour erred in deciding an urgent application without having considered the question of urgency at all and without having allowed the parties to argue the question of urgency. </p><p>They said the court erred in relying on an incorrect statement contained in the letter of 28 March, which made a reference to a suspension that occurred on 20 February. </p><p> </p><p>READ MORE: North West’s Madibeng municipal manager faces ‘serious misconduct’ probe</p><p>The objective facts were against this, making it not a reasonable conclusion for a court to make. </p><p>The lawyers said the court erred in entertaining the urgent application on extreme curtailed time periods, which caused recorded prejudice to the municipality, the council speaker and acting municipal manager, who were the first to third respondents respectively. </p><p>“There was no time to properly prepare and counsel for the respondents was not allowed sufficient time to argue the case.
