Picture: Gallo Images/Sunday Times/Masi Losi</p> </p><p> </p> <p> <p>The partnership between business and government is showing results, with one of the positive features of the government of national unity the openness of ministers to engage with business.</p><p>Busisiwe Mavuso, CEO of Business Leadership South Africa (BLSA), says in her weekly newsletter that a better understanding of each other’s needs and objectives can help business and government make progress.</p><p>She says the BLSA hosted the Minister of Electricity and Energy, Dr Kgosientsho Ramokgopa, who spoke to members about the progress of electricity systems reform.</p><p>“The legislative foundation for competitive electricity markets is now in place with the amended Electricity Regulation Act enabling Eskom’s restructuring into separate generation, transmission and distribution entities, breaking the monopoly that constrained our energy future.</p><p>“Most significantly, the Independent Transmission Project Office is established and will unlock billions in private transmission investment, starting with 1 164 kilometres of new lines that will release 3 200 MW of stranded renewable capacity in the Northern and Western Cape.”</p><p> <p> <p> <p> Read more </p> Here’s Eskom’s load reduction schedule for Gauteng this week </p> </p> </p><p>ALSO READ: Eskom hammers another nail in load shedding coffin</p><p> </p><p> </p>Breathing room now for proper implementation of structural changes<p>Mavuso says with Eskom’s availability factor now stabilising around 65% and additional capacity from the Medupi and Koeberg units coming online, we have breathing room to implement structural changes properly and immediate wins are within reach if we can resolve current bottlenecks.</p><p>However, she points out that current grid access disputes are blocking renewable energy projects and preventing energy traders from participating in virtual wheeling, undermining the very competition government and business are trying to create.</p><p>In addition, she warns that some exporters face losing EU market access within 12 months due to carbon border adjustments, while we struggle to issue renewable energy certificates quickly enough. Mavuso says the minister’s commitment to have the National Energy Regulator of South Africa’s board chair lead the resolution of grid access rules offers a concrete near-term milestone that can be tracked.</p><p>“The underlying challenge is more fundamental. Municipalities owe Eskom over R110 billion, while customers owe municipalities over R370 billion, a payment crisis that threatens system sustainability. Over 95% of municipalities lack qualified electrical engineers, undermining their ability to collect revenue, maintain infrastructure, or plan for growth.</p><p> </p><p>“Our current distribution system is simply not fit for purpose, and numerous interventions to address the culture of non-payment failed to solve the problem.</p><p>“As Minister Ramokgopa explained, Eskom must serve as a supplier of last resort for millions of poor South Africans, but this social obligation requires a sustainable financing model that current structures cannot deliver.”</p><p>ALSO READ: Third-party concessions a solution for municipal electricity distribution</p>Distribution Agency Agreements will require coordinated effort<p>Mavuso says the Distribution Agency Agreements being developed could address this systematically, but implementation will require the kind of coordinated effort that made the energy partnership successful.</p><p> </p><p>She points out that the minister acknowledged the tension between urgency and implementation quality directly, that slow progress risks undermining market sentiment while rushed reforms could trigger system failures.</p><p>“His message was clear: government understands the urgency but recognises that getting complex reforms right takes time. It is a difficult balance, but one made easier through the collaborative approach we established.”</p><p>ALSO READ: ‘Sad situation’: Eskom warns growing municipal debt seriously risks its sustainability</p>Minister credited business with progress on electricity<p>Mavuso says what gives her confidence is the way this partnership has evolved. “The minister explicitly credited business as ‘very central in the resolution of the energy question’ and accepted business’ offer to provide embedded skills capacity, from modelling expertise to policy articulation support.</p><p> </p><p>“This is not just consultation but genuine co-creation of solutions where business expertise can help government navigate reform complexity.</p><p>“While full transmission system independence may take several years, we can accelerate progress on the immediate priorities of resolving grid access rules, enabling curtailment that could add capacity quickly and developing the municipal engineering capacity that underpins system sustainability.</p><p>“These are concrete areas where business skills and government authority can combine for rapid impact. This collaborative model proved successful across government, from home affairs to basic education. As government focuses increasingly on local government delivery, we are ready to contribute capacity and insight where it is most needed.”</p><p>She says she is optimistic that the momentum can be maintained. </p><p> </p><p>“Minister Ramokgopa’s detailed engagement demonstrates how business is now viewed as a genuine partner in solving complex policy challenges. South Africa won the first Test comfortably.</p><p>Mulder’s score is the fifth best of all time — after Lara’s 400 not out, Matthew Hayden’s 380, Lara’s 375 and Mahela Jayawardene’s 374. The furthest the four-year-old had raced was 1600m – and that was just once, in a minor feature.</p><p> </p><p> </p>‘Right time, right place’<p>“With his pedigree, I thought he’d stay the 2200m,” said an emotional Kannemeyer after notching his fourth July victory.</p><p>“We were banking on that; ’cos he’s a completely relaxed horse. Everybody said, ‘You’re the trainer, you should know if he stays the 2200’; and I said, ‘I’m not that smart!’ But I did think he’d relax and get it.”</p><p>Pundits also piled pressure on Kannemeyer by suggesting The Real Prince was under-prepared, short of a prep run, as he’d had just one outing since February.</p><p>The problem was the horse had built up a high merit rating by excelling in sprints, but another good performance would send it soaring and land the gelding with a hefty weight in the July.</p><p> </p><p>“The handicapper is going to be looking for you,” explained Kannemeyer. “You’ve got to come in at the right time, in the right place.</p><p>“We got the right draw, which was fantastic. We galloped him twice in between, at Summerveld up the hill; and he did good pace work [at the Durban July public gallops] as we all saw. So, it’s fantastic!”</p>2024 disappointment<p>Winning jockey Craig Zackey said he was confident of “the best horse in the race” but also spoke of his 2024 July disappointment and the heavy stress he’d felt in being booked aboard the favourite, Green With Envy, for Kannemeyer, and then running poorly.</p><p>“Green With Envy … it felt like I was carrying the world on his shoulders. The pressure just got to the both of us,” said the well-liked rider.</p><p> </p><p>Currently striving to win his first national championship, Zackey said he’d carried a burden of Green With Envy’s failure for an entire year. “That pressure is well off now.”</p><p>Another indication of the pressures faced by big-race trainers and jockeys was the unexpectedly slow pace at which the race was run, which clearly showed that elaborate tactics were in play with a number of runners.</p><p>In almost every sporting code nowadays, sports psychologists are the norm. 3201324	有图 <p> Outa believes that the CCTV by-law places unreasonable burdens on businesses and residents, while also raising privacy concerns. </p> <p> <img src="https://media.citizen.co.za/wp-content/uploads/2025/07/CCTV-by-law-Johannesburg.jpg" rel="noopener noreferrer"> <p>Picture: iStock</p> </p><p> </p> <p> <p>Civil action organisation Outa is going to court to challenge the legality of the City of Johannesburg’s new by-law on CCTV, which sets up convoluted rules requiring registration and city access to private data on it.</p><p>Advocate Stefanie Fick, executive director for the accountability division at Outa, says Johannesburg must police the city, not its residents’ CCTV cameras.</p><p>Outa’s case, which was filed in the Johannesburg High Court on 18 June, is against the City of Johannesburg and its municipal manager. </p><p>Fick says the notice of motion calls for the court to declare the city’s privately-owned closed-circuit television surveillance camera (CCTV) by-law invalid and unconstitutional and set it aside. It also calls for the city to provide the records of public participation, adoption and promulgation of the by-law.</p><p>“The city council passed this by-law on 21 February 2025, with the meeting minutes showing support from 15 parties, including the ANC, ActionSA, EFF and PA, while two parties, the DA and ACDP, dissented.”</p><p>ALSO READ: Sapoa to challenge Joburg CCTV by-law in court</p><p> </p><p> </p>Outa’s concerns about CCTV by-law<p>According to Fick, Outa believes that the by-law is convoluted, irrational, places unreasonable burdens on private businesses and residents, raises privacy concerns and is unworkable.</p><p>She says that Outa wants the by-law overturned due to:</p>Lack of public participation;Conflict with section 156 of the constitution regarding the powers of municipalities;Lack of rationality; andInfringement of the constitutional rights to property (section 25 of the constitution), privacy (section 14) and freedom and security (section 12).<p>“The public participation process is essential and calls for the by-law to be declared invalid ‘for want of sufficient public participation’. Given the extent and impact of the by-law, it appears that limited public participation took place. Alternatively, there was insufficient community participation.”</p><p>Outa questions the legality of the by-law, arguing that the constitution and the South African Police Services Act limit the city’s powers, and these do not appear to allow a municipality to exercise direct authority over private property such as privately owned CCTV cameras.</p><p> </p><p>“The City of Johannesburg may regulate its own CCTV camera systems as it deems fit, but it exceeds its powers by directly interfering with private property rights. It would appear that the City of Johannesburg is usurping policing functions by commandeering private CCTV camera systems aimed at ensuring the safety and security of individuals, communities and property within the city.</p><p>“The City of Johannesburg’s safety and security responsibility is primarily the function of national and provincial government. For this reason, the City of Johannesburg is overstepping its executive and legislative authority.”</p><p>ALSO READ: Concerns over private CCTV cameras in Joburg</p>CCTV registration process cumbersome and unimplementable<p>In addition, Outa says the city’s registration process is also irrational, cumbersome and unimplementable. The by-law requires “prior written approval” from the city for installing, using or upgrading CCTV cameras that include coverage of public spaces, to provide the city with plans and motivations for the cameras, get sign-off from a registered engineer, reapply each year and pay fees to the city.</p><p> </p><p>It also allows the City of Johannesburg to simply confiscate any equipment it deems to have overstepped the by-law without a court order. The by-law also requires that each CCTV camera must record and store data for a minimum period but this is incoherently stated and effectively outlaws cameras that provide only real-time monitoring.</p><p>Fick says the by-law also blocks the sharing of data with community policing forums or private security companies, restricting it to use by the Saps and Johannesburg Metro Police Department (JMPD).</p><p>CCTV cameras must also carry labels with owners’ names and contact details, which creates privacy issues.</p><p>There are additional restrictions for commercial applicants.</p><p> </p><p>ALSO READ: Cameras ‘don’t deter criminals’ – experts</p>Demand for fees for CCTV scheme for additional revenue<p>Fick calls the demand for fees “nothing more than a scheme to secure additional revenue for the City of Johannesburg, which is financially crippled” and a double tax for owners who already paid VAT and probably import duties on their CCTV equipment.</p><p>“Outa believes this by-law will undermine community safety initiatives, which means the by-law will effectively have the opposite effect of what is intended. The by-law appears to grant City officials the right to enter private property at any time to inspect the cameras, which is an invasion of privacy and open to abuse.”</p><p>She points out that threats to confiscate unregistered cameras, or those the city does not approve, would be arbitrary deprivation or expropriation without compensation.</p><p> </p><p>“The requirement that owners must simply hand over all data is unnecessary, as ‘far less intrusive alternatives’ already exist in law, including the subpoena system for investigation and prosecution, or simply asking CCTV owners for help.</p><p>“The registration requirements raise concerns over privacy and the city’s handling of data and potential for misuse. If the City of Johannesburg takes all footage with access to public spaces, it follows that much of that footage will also include images of private space.</p><p>“What a person does within the boundaries of his property is private and the City of Johannesburg must not intrude on this privacy.”</p><p>ALSO READ: CCTV cameras pit security against privacy concerns</p>By-law will not improve security<p>Fick says the by-law is also unimplementable and will not improve security. “The exercise of public power must be rational and logically connected to the intended purpose. There is no rationality between the purpose and object of the Act and the unreasonable burdens imposed on a CCTV owner.</p><p>“Placing an enormous administrative burden on a CCTV owner would discourage residents from installing CCTV camera systems. The trading of accusations and counter-accusations threatens to undermine public confidence and sow confusion. Picture: Supplied</p> </p><p> </p> <p> <p>Award-winning Afrikaans singer Karlien van Jaarsveld provided an intimate glimpse into her life – with all its ups and downs – in the first episode of kykNET’s new season of the short series Net Mens.</p><p>The leggy blonde musician, whose younger brother is the famous singer-songwriter Bobby van Jaarsveld, released her debut solo album, As die Gordyn Val, in 2010. </p><p>Intertwined with Karlien’s newfound stardom was her turbulent relationship with former Springbok player Derick Hougaard. Two years after their 2013 “dream wedding”, the couple made headlines with their high-profile divorce.</p><p>The Citizen reported last year on the rugby legend’s battle with prescription medication addiction, for which he received treatment at a private psychiatric facility.</p>Karlien van Jaarsveld: ‘Net Mens’<p>For Sunday’s Net Mens episode, Karlien and her current husband, the former rugby union player Joe Breytenbach, were filmed camping out on the farm Vygeboom with their children, Elah and Samuel. </p><p> <p> <p> <p> Read more </p> Must get! Travis Scott tickets for FNB Stadium still up for grabs </p> </p> </p><p>The Sing vir Liefde hitmaker’s twins, Daniël and Eliah – born from her marriage to Hougaard – were also present.</p><p> </p><p> </p>The ‘eye of the fountain’<p>The episode opens with Karlien sitting at the picturesque farm’s original fountain.</p><p>“The greatest revelation I received from the Lord is about the fountain because the fountain is actually the eye – how the eye can renew and see differently,” the musician shared with viewers.</p><p>She also worked on a painting of an eye during the programme and spoke about the importance of honesty.</p><p>“Your lie must not become your truth – and for that not to happen, your fountain must open.”</p><p> </p>Karien van Jaarsveld gets candid about childhood challenges<p>Karlien speaks candidly about her childhood – how the family moved frequently and how difficult it was to make new friends at each new school.</p><p>“We never had a lot of money, but Pieter [Bobby’s real name] and I each had a bicycle. Sometimes we’d meet at the bike shed during break and eat our sandwiches together,” she recalled.</p><p>Karlien’s father, Bob van Jaarsveld; her mother, Ronel Brink; and her sister-in-law, Annatjie van Jaarsveld, also appear on the programme, each sharing how Karlien has impacted their lives.</p><p>She also opened up about the impact her parents’ (Bob van Jaarsveld and Ronel Brink) rocky marriage and traumatic divorce had on her earlier life. </p><p> </p>The rebellious years<p>On a lighter note, the songstress and her parents reflected on her rebellious years after matric – from her father discovering she hadn’t attended a single class in six months while supposedly studying marketing to her mother recalling torn stockings and black-painted nails!</p><p>Karlien eventually dropped out and joined Bobby’s band as a backing vocalist and guitarist. She later became a member of the group Die Melktert Kommissie, followed by her own rock band, Revolusie.</p>‘My people are my home’ – Karien van Jaarsveld<p>Although she’s passionate about her career as a solo artist, Karlien said that her home – surrounded by her four children – will always be her favourite place.</p><p>“My people are my home,” she stated firmly. </p><p> </p><p>“Aunt Laurika [Rauch] has a song called Huis, in which she sings: ‘You don’t learn your lesson; it’s not an address – it’s your people who are your home’. I want to cry every time I hear it.”</p>Karlien van Jaarsveld and Derick Hougaard: ‘Deep need to save others’<p>Revisiting her marriage to Hougaard, Karlien explained that, as someone who grew up with trauma, she’s always felt a deep need to save others – and that was also a painful truth in her relationship with the former Springbok.</p><p>According to her, the miscarriage of their daughter, Evah, in 2015 marked a turning point in the once golden couple’s marriage. </p>Karien and Joe’s heartbreak <p>Karien and Joe’s daughter, Elah, suffers from a condition called portal vein thrombosis, which causes blood clots to form in the portal vein, which transports blood to the liver from the intestines.The blockage causes severe bleeding and hypertension.</p><p> </p><p>Yet Karlien believes both that her miscarriage and Elah’s medical condition are part of God’s greater plan.</p>‘Everything in life is so finely intertwined’<p>According to the gutsy blonde singer, she finds meaning and symbolism in all aspects of her life – constantly tracing it back to her faith and her close relationship with God.</p><p>“Everything in life is so finely intertwined.” </p><p>Perhaps it’s her mother who sums up Karlien’s journey best: “Karlien is a sunflower that grew out of mud.”</p>The full episode is available on DStv Stream and Catch Up. Picture: Phill Magakoe/AFP</p> </p><p> </p> <p> <p>Having raised a lot of eyebrows by bowing out early, declaring South Africa’s innings before having a crack at a world record, Proteas captain Wiaan Mulder defended his decision on Monday by claiming he had too much respect for the legends of the game.</p><p>Mulder carried the SA team to 626/5 before they opted to close out their first innings at lunch on day two of the second Test against Zimbabwe in Bulawayo. This despite Mulder being on 367 not out, and just 33 runs short of the record held by West Indies icon Brian Lara for the highest individual Test innings.</p><p>Speaking after stumps were drawn, Mulder said he didn’t feel it was right to take Lara’s record away against minnows Zimbabwe in a career which had seen the 27-year-old all-rounder playing only 21 Tests thus far.</p><p>He also felt his team had enough runs on the board and it was best to declare the innings, even though they had nearly four days remaining to try and secure a 2-0 series victory against a struggling Zimbabwe side.</p>‘Lara is a legend’<p>“Firstly, I thought we got enough and we needed to bowl. And secondly, Brian Lara is a legend, let’s be real. He got 400 against England (in April 2004) and for someone of that stature to keep that record is pretty special,” Mulder said.</p><p> <p> <p> <p> Read more </p> Proteas have series victory in their sights against Zimbabwe </p> </p> </p><p>“I think if I get the chance again I’d probably do the same thing. That resulted in a shortfall of around 4400 people, according to the 2024 budget.</p><p>Women make up less than 21 per cent of the Australian Defence Force and change has slowed to a crawl. Whilst I’m disappointed that I won’t return to the field for the remainder of the 2025 season, this time away from the game will be used to focus fully on my health, recovery, and building the strongest possible foundation heading into pre-season,” Cox said.</p><p>Loading</p><p>“I’m incredibly grateful to my club, teammates, medical staff, and everyone who has supported me through what’s been a challenging and uncertain period.
