At any tournament you must get a positive result in your first match or you are on the back foot,” Ellis told reporters after a Linda Motlhalo penalty and a Jermaine Seoposenwe strike in the first half were enough to seal the three points.</p>Banyana winning start a good omen<p>South Africa beat Nigeria in their opening matches of both the 2018 WAFCON and the 2022 WAFCON. Goalkeeper Andile Dlamini then made one fine save after Banyana had gone 2-0 up while Ghana also hit the crossbar in the second half.</p><p> </p><p> </p><p>“It was definitely hot out there, not just off the pitch but on it too,” said Ellis.</p><p>“They had us under pressure in the first 15 minutes, we couldn’t get out in our build up. We changed things and then we got out a bit more.</p><p>“The second goal came at a great time, and we could have finished the match off with a third. I think the game was even overall. Andile made a couple of saves. We handled the long balls, we knew they would come on our left side.</p>‘Defensively sound’<p>“Linda (Motlhalo) controlled the midfield. We were defensively sound. He does not need to be commanded on it.</p><p>“The ANC itself has its own internal process, the integrity commission. So he will brief us as a deployee,” said Mbalula.</p><p> <p> <p> <p> Read more </p> UDM to ‘vigorously push’ for the prioritisation of combating corruption </p> </p> </p>Nkabane under investigation<p>Mchunu is not the only party deployee who faces serious allegations.</p><p> </p><p> </p><p>The Minister of Higher Education and Training, Nobuhle Nkabane, is reportedly also being investigated by the Hawks.</p><p>Nkabane is accused of misleading parliament and covering up alleged corruption concerning the Sector Education and Training Authority (Seta) boards.</p><p>She has denied all allegations against her.</p>‘Shades of Nkandla all over again’<p>DA spokesperson Karabo Khakhau said she was shocked that the ANC continues to defend ministers who face serious criminal allegations.</p><p> </p><p>“Nkabane misled parliament, with a scheme of deception to conceal grand cadre deployment corruption. The ANC has today endorsed and approved lying to parliament to keep cadre deployment under cover.</p><p>“This is a profound moment; it has shades of Nkandla all over again. It is suitable for making a fire inside. It is commonly used to keep warm in most informal settlements. </p><p> <p> <p> <p> Read more </p> 15 rescued from burning building in Katlehong </p> </p> </p><p>No injuries or fatalities were reported.</p><p> </p><p> </p><p>Around 200 informal structures were destroyed, leaving approximately 300 people displaced.</p>Humanitarian assistance being provided<p>The municipality’s Disaster Management Directorate is working with non-profit Gift of the Givers to deliver on-site humanitarian aid, including food, blankets, and other essentials for affected residents.</p><p>The displaced families have temporarily found refuge with neighbours, friends and relatives.</p><p>ALSO READ: One dead in a shack fire at informal settlement in Ekurhuleni</p><p> </p>eThekwini fires on the rise<p>This fire comes just days after a similar incident on 3 July 2025, when a large blaze broke out at the Kennedy Road Informal Settlement in Ward 25 at around 2pm. It was brought under control by eThekwini Municipality’s Fire and Emergency Services, with assistance from Disaster Management teams.</p><p>The blaze destroyed 117 informal structures and displaced 217 people. The cause of the fire is still unknown and is currently under investigation.</p><p>The municipality has indicated that its Human Settlements Division is actively working on a solution. They are people you can give feedback to, and get feedback from them. World Rugby encourages this,” said Peyper.</p><p>“But we certainly had a few questions after last week’s game. Let’s call it an alignment exercise. We want to align ourselves with them so we can align our plan and the execution of it. We are sure that they will give us honest feedback, so we know how to adjust going into this weekend.”</p><p> <p> <p> <p> Read more </p> U18 Craven Week day two results: WP thrash Boland </p> </p> </p><p>Peyper expanded that the onus was more on them than the referees to fix up any “grey areas” of their game, to make sure that they are on the right side of the decisions when it comes to match time.</p><p> </p><p> </p><p>“In rugby when your carry is dominant and your tackle is dominant the little bit of grey area sits with you. So on our side we need to fix that up and make sure that we are showing the referee a clear picture, and not allow for too much interpretation,” explained Peyper.</p><p>“Italy had a clear plan and they are really well coached. So we need understand if we have to adjust to one or two things, and if we have to we will. That is a positive for us.</p><p>“I am not bagging anyone. This is an environment where we all continuously learn from each other to produce a better product. So we will decide how to respond depending on the feedback we get from them.”</p>Improved performance<p>Overall the Boks will be aiming for a much improved showing from what they put out in the first Test, with them eager to build up some momentum heading into the rest of the season, and Peyper said that they had thoroughly analysed where they went wrong and were working hard on improving.</p><p> </p><p>“The coaches always sit down and look at whether we planned well enough and if our execution was good enough, and we did that today (on Monday),” said Peyper.</p><p>“We are facing a passionate and well-coached Italian team, and we need to be up for the game and work hard this week to deliver on our standards.”</p><p>“We are a proud team, and that’s why we were frustrated (at the previous performance). 3202028	有图 <p> As the Bela Bill takes shape, the Department of Basic education admits 22% of Grade R teachers in SA are not qualified. </p> <p> <img src="https://media.citizen.co.za/wp-content/uploads/2025/07/Education-1-1200x800-2.jpg" rel="noopener noreferrer"> <p>Picture: iStock</p> </p><p> </p> <p> <p>As the Department of Basic Education (DBE) pushes ahead with the Basic Education Laws Amendment (Bela) Bill, it has admitted that more than 7 000 grade R teachers across South Africa are not qualified to teach the grade.</p><p>This revelation came during a Basic Education parliamentary committee meeting on Tuesday.</p><p>According to the DBE, there are 25 944 qualified Grade R teachers in the system.</p><p>However, when adding unqualified practitioners, 22% of all Grade R teachers are not suitably equipped to educate pupils in this critical foundation phase.</p>KZN tops list of unqualified grade R teachers<p>KwaZulu-Natal recorded the highest number of unqualified Grade R teachers with 1 937, followed by the Western Cape with 1 416.</p><p> <p> <p> <p> Read more </p> Health minister weaponising racial bias report to push NHI, says IRR </p> </p> </p><p>The department also noted that KZN still has 198 schools without Grade R classes.</p><p> </p><p> </p><p>In contrast, the North West had the fewest unqualified grade R teachers, just two, followed by Mpumalanga.</p><p>Mpumalanga reported a total of 2 033 Grade R practitioners, but 280 of them remain unqualified.</p><p>This accounts for nearly 14%, or about one in five grade R teachers in the province, who do not meet the required qualifications.</p><p>ALSO READ:Payment delays for school assistants caused by DBE verification issues</p><p> </p>DBE oversight visits uncover policy gaps<p>The DBE has been conducting oversight visits as part of the Bela Bill implementation and uncovered several systemic issues.</p><p>These include outdated or incomplete admissions policies at many schools.</p><p>“School learner admissions policies have not yet been amended to include provisions of the amended South African Schools Act,” said the DBE.</p><p>The department said some districts have not yet ratified these policies, and those that have adopted them must provide feedback to schools.</p><p> </p><p>Fee-paying schools were also found to be screening parents’ ability to pay, although only to advise them to apply for exemptions.</p><p>“PEDs must work with district policy and planning units to ensure that admission policies comply with the amended Act,” the department said.</p><p>ALSO READ: ‘Renewed energy’: New NYDA CEO gets to work as youth joblessness hits crisis point</p>Questionable admissions<p>The DBE also raised concerns about disparities in classroom sizes, particularly where some schools use Afrikaans as a medium of instruction to maintain class sizes as low as 24 pupils, while others remain overcrowded.</p><p> </p><p>“PEDs are to introduce parallel medium schools in order to balance learner numbers across districts,” it added.</p><p>In Gauteng, two unisex hostel high schools were flagged for admitting pupils outside the official online application processes. Picture: GCIS</p> </p><p> </p> <p> <p>The Institute of Race Relations (IRR) has accused Health Minister Aaron Motsoaledi of using a report into the racial bias of medical aid compliance standards to further his National Health Insurance (NHI) agenda.</p><p>The report, compiled by a panel chaired by Advocate Tembeka Ngcukaitobi, concluded that medical aid schemes were unfairly discriminating against black practitioners when investigating fraud, waste, and abuse (FWA) claims.</p><p>To reach this conclusion, the independent panel relied on an equation devised by a mathematician with a PhD from the University of Cape Town.</p><p>“The risk ratio is a tool we developed to work out the likelihood that a black practitioner would be subjected to an investigation, a finding and a penalty, versus a white practitioner,” explained Ngcukaitobi.</p><p>“What we found is that the FWA procedures, for the recovery of moneys allegedly owed, is unfair and violate the right to procedural fairness of individual practitioners,” said Ngcukaitobi.</p><p> <p> <p> <p> Read more </p> More than 7 000 grade R teachers aren’t qualified to teach their class </p> </p> </p>Minister ‘weaponising’ the report<p>The report has divided the industry, with some welcoming it and others challenging the methodologies and findings.</p><p> </p><p> </p><p>Motsoaledi was quick to support the report, but Hermann Pretorious, head of Strategic Communications at the IRR, questioned the minister’s motives for doing so.</p><p>“His opposition to ‘two different systems’ of healthcare in South Africa is a naked attempt to justify a single system – the NHI,” he told The Citizen.</p><p>He argued that any implication that the government could implement superior oversight of medical schemes was “absurd”. He predicted the NHI would “decimate” freedom of consumer choice.</p><p>“The obvious weaponisation of this report and its findings is a blatant and cynical ploy by Minister Motsoaledi to pay little more than lip service to the disgraceful failures of public healthcare under his watch whilst vilifying the most operational and successful part of healthcare in the country,” concluded Pretorious.</p><p> </p><p>ALSO READ: Medical aids slammed for procedural unfairness in new report </p>Part of SA’s make-up<p>Pretorious found little fault with the report’s methodology, suggesting the implied biases were a by-product of South Africa’s racially charged society.</p><p>“Given the intensely and coercively racialised nature of South African law and regulatory frameworks within which corporates operate, the practice of racial classification and its various offshoots become visible in practices of various complex entities – in both the public and private sector.”</p><p>Pretorius cautioned against assuming corporate compliance standards were infallible, noting how complex licensing had led to the closure of independent pharmacies and how regulators have frustrated attempts to create low-cost pharmaceuticals.</p><p> </p><p>“Neither over-nor under-regulation helps the South African consumer and economy. What is needed is sensible regulation – particularly in the healthcare industry,” said Pretorius.</p>Report ‘flawed’<p>The Board of Healthcare Funders (BHF) rejected the report, highlighting that FBW cost medical aid schemes roughly R30 billion each year, losses that were passed on to consumers.</p><p>Managing Director Dr Katlego Mothudi said the report was “demonstrably and fundamentally flawed” and would aid fraud if the recommendations were implemented.</p><p>Mothudi stated the BHF would not allow the report to distort their work, as they had a “moral imperative” to end exploitation by practitioners, regardless of race.</p><p> </p><p>“The investigation relied on unscientific methods to assign race, using surnames to categorise providers, despite well-documented inaccuracies and lack of scientific validity in this approach,” he stated.</p><p>Mothudi explained that patient volumes and exposure bias were not properly considered, nor was the fact that some providers serve a disproportionately large share of scheme members.</p><p>“One of the large schemes investigated, which is a member of the BHF, serves a member base that is 91% black, which logically results in a higher rate of member interactions with black providers,” stated the MD.</p><p>ALSO READ:Motsoaledi announces 1 650 new healthcare jobs and R1.3bn to be spent on hospital equipment</p><p> </p>Report validates what practitioners have ‘endured for years’<p>The South African Medical Association (SAMA) explained that they were an active participant in the panel’s work and called for “legislative, regulatory, and operational” reforms.</p><p>SAMA wish to see the Council for Medical Schemes (CMS) publish fixed timelines for the report’s implementation within the next 60 days and for the health department to amend the Medical Schemes Act.</p><p>“The report validates what many of our members have endured for years: racially skewed targeting, opaque algorithms, and Kafkaesque audit processes,” stated SAMA chair Dr Mvuyisi Mzukwa.</p><p>He concurred with Ngcukaitobi’s assertion that algorithms used by medical aids to detect fraud were flawed and that a transparent, independent system should be implemented.</p><p>“Our members have a right to fair treatment, regardless of their race, and patients deserve a health system built on equity and accountability,” said Mzukwa.</p>No racial profiling, says Discovery<p>Discovery Health was adamant that incidents of potential FWA had legitimate grounds for investigation and that there was no evidence of racial profiling.</p><p>The medical scheme giant cited a 2021 version of the same report, which found their systems to be legally sound, and stated that it was considering the possibility of a formal review of the final report.</p><p>“We are deeply concerned that the panel’s conclusions are based on flawed methodology, unscientific assumptions, and misinterpretation of complex data,” stated Discovery CEO Dr Ron Whelan.</p><p>“We maintain a zero-tolerance stance on any form of racial discrimination and rigorously investigate any such allegations,” Whelan added.</p><p>Like the BHP, he warned the report would undermine the fraud prevention efforts of medical aids, risk schemes’ sustainability and jeopardise member contributions.</p><p>NOW READ: Medical aids slammed for procedural unfairness in new report </p> </p> <p> Read more on these topics Dr Aaron Motsoaledi Editor’s Choice Institute of Race Relations (IRR) National Health Insurance (NHI) Tembeka Ngcukaitobi </p> Health minister weaponising racial bias report to push NHI, says IRR \| The Citizen	查看 6972	《公民报》	2025-07-08 20:20:09 2025-07-09 01:03:29	word

This means a second blank day in a row for South African racing and inveterate punters will be itching for bet.</p><p>Once again, the Tour de France offers something different in that department.</p><p>No rain is expected on the Tour’s 170-odd km stage 4, which finishes in the city of Rouen. After the crash-blighted chaos of stage 3, the riders will nervous – particularly with more stiff winds expected.</p><p>The Tour guide describes Tuesday’s stage as tough with a lot of short and explosive climbs close to the finish. Image: Isuzu UK</p> </p><p> </p> <p> <p>Having debuted its first all-electric bakkie in April this year, Isuzu has removed the wraps from the third iteration of the D-Max AT35 in the United Kingdom.</p><p>The work, once again, of Icelandic firm Arctic Trucks, the AT35 continues to use the top-spec double cab version of the D-Max as a base, but this time the facelift variant that made its world debut in Thailand just under two years ago.</p>AT touches<p>Not available in South Africa, the AT35 receives the same exterior changes as the regular D-Max, but as before, with the addition of extended wheel arches to accommodate the 35-inch all-terrain tyres, Bilstein shock absorbers, revised suspensions and dampers, and a 40 mm lift kit.</p><p>ALSO READ: Isuzu removes wraps from improved, facelift D-Max</p><p>Its wheels wrapped around special 17-inch matte black alloys with red AT centre caps, the AT35’s additional changes include AT badges on the front wings and on the side-steps, Arctic Truck mudflaps, a special tyre pressure graphic integrated into the front wheel arches, a standard sports bar, tonneau cover, roof rails and tow bar.</p><p> <p> <p> <p> Read more </p> Hint for South Africa? Image: Isuzu UK</sub></p><p>Taking care of safety are front and rear parking sensors, a reverse camera, cruise control, Driver Attention Alert, Traffic Jam Assist, Adaptive Cruise Control and Rear Cross Traffic Alert.</p>No extra punch<p>Up front, and again unlike in South Africa or indeed the standard variant in Thailand fitted with the new 2.2-litre MaxForce unit, the UK market D-Max AT35 makes exclusive use of the 1.9-litre BluePower turbodiesel engine.</p><p> </p><p>Producing 110kW/360Nm, the oil-burner is paired to a six-speed automatic gearbox, with drive going to the rear wheels or all four via a part-time four-wheel-drive system. As a result of the abuse, the initiate was unable to complete his initiation,” Tyali said.</p><p>After Sifumba’s arrest, the prosecution successfully opposed bail by pointing out his familial relationship with the victim and the victim’s brother.</p>Accused said victim claimed older women were ‘bewitching’ him <p>During the trial, prosecutor Elihle Mbutho presented strong evidence from the initiate, his brother, and the medical doctor who examined the victim.</p><p> </p><p>Sifumba pleaded not guilty and denied any wrongdoing, asserting that the initiate had claimed that elderly women were “bewitching” him to commit assaults at night.</p><p>ALSO READ: No deaths goal set for Limpopo initiation season</p><p>“The court rejected this defence as highly improbable, concurring with the prosecution that the severity of the injuries warranted a custodial sentence,” Tyali said.</p>DPP praises victim, brother’s courage<p>Advocate Barry Madolo, the Eastern Cape Director of Public Prosecutions (DPP), welcomed the ruling and praised the victim and his brother’s courage for speaking out against abuse and assisting the court.</p><p> </p><p>“Their courageous actions should serve as an example to other initiates who are rescued from abusive initiation schools.
