So now we will be working this week on fixing that.”</p><p> </p><p> </p>Admiration for Italy<p>With Italy having left star and experienced players at home, and having had a few injury disruptions, they are heavy underdogs, but Du Toit reiterated what other players and coaches said in the build-up to the first Test last week.</p><p>“As we’ve been saying all of last week, we respect them and their patriotism for their country, as that’s something that resonates with us. There is a good alignment in their squad, and they are gelling well as a unit,” said Du Toit.</p><p>“So there are definitely areas we need to improve on this week, while we also have to build on the areas of our game which went fairly well.”</p><p>One of the highlights for the Italians in last week’s game was their hugely impressive maul try from a lineout, that rumbled about 20 metres over the line, and Du Toit admitted that was a sore spot for the team and something they wanted to rectify.</p><p> </p><p>“If you look at that maul it was an example of what is becoming the modern way of mauling in that it is not the whole package, but different players coming in to have an involvement,” said Du Toit.</p><p>“It was a case of the maul snaking left and right and kind of evolving towards the tryline. Picture: Gallo Images / Die Burger/ Lulama Zenzile</p> </p><p> </p> <p> <p>A hefty sum has been allocated to several municipalities ravaged by flooding and severe weather in June.</p><p>Minister of Corporate Governance and Traditional Affairs (Cogta) Velenkosini Hlabisa announced a R1.2 billion disaster relief fund on Monday.</p><p>At least 107 people were killed in the Eastern Cape and bordering provinces, while the areas suffered an estimated R6.3 billion in infrastructure damage.</p>Eastern Cape flood relief<p>The disaster relief funding will be released in three batches, starting with a R151.3 million provincial response grant on 11 July.</p><p>A R395 million municipal response grant will be released on 18 July, with the final release of R708.9 million scheduled for 28 August.</p><p> <p> <p> <p> Read more </p> Initiation abuse lands traditional nurse behind bars </p> </p> </p><p>The Eastern Cape suffered the loss of at least 103 lives, with the OR Tambo municipality being the hardest hit with 79 casualties.</p><p> </p><p> </p><p>The province will receive the largest portion of the funds, including R504 million from the final August payment. </p><p>Hlabisa asked municipalities to begin preparing their disaster relief efforts and warned that future grants would be suspended should these funds be wasted.</p><p>“We want all municipalities to know ahead that this money is coming, and they must activate their project processes,” said Hlabisa.</p><p>“Recipients of the funds must follow established reporting protocols and use the required templates to ensure accountability in their financial disclosures,” he explained.</p><p> </p>Waste warning<p>Hlabisa was aware of the tactics used by those who abused state resources, recognising the potential for price inflation and mismanagement.</p><p>To guard against this, Cogta will deploy teams to the affected areas to verify infrastructure damage and associated rebuilding costs.</p><p>He also warned against inadequate workmanship, poor infrastructure planning and the diversion of funds from intended projects.</p><p>“If there is no accountability, money will not be released. This resulted in 21 departmental convictions and 11 criminal convictions. </p><p>Deputy Minister of Police Dr Polly Boshielo said: “By the president’s declaration that GBVF constitutes a national crisis, it will continue to be prioritised. They have no moral standing to uphold the rule of law.” </p><p> </p>Saps code of conduct ignored<p>Witness Maluleke, a criminologist at the University of Limpopo, said the Saps code of conduct was ignored. </p><p>“They continue breaking the same laws due to power dynamics. Instead of protecting victims of rape, they re-victimise them. Picture: Saps </p> </p><p> </p> <p> <p>Towards the end of former president Thabo Mbeki’s rule, explosive allegations were made against then national police commissioner Jackie Selebi. </p><p>Selebi was not only a top ruling party member, but the former United Nations ambassador was also at the time president of Interpol, the international crime fighting organisation. </p><p>When the head of the National Prosecuting Authority, Vusi Pikoli, attempted to effect arrest and search warrants against Selebi, it resulted in his own suspension and later firing. </p><p>On Sunday, KwaZulu-Natal provincial police commissioner Lieutenant-General Nhlanhla Mkhwanazi made similarly explosive allegations of possible criminal conduct by sitting Minister of Police Senzo Mchunu and head of this country’s detectives, Shadrack Sibiya. </p><p>Mkhwanazi made the public allegations that much like Selebi back in the day, the top politician and cop have direct relationships with bosses of crime syndicates who have been linked to drug cartels and assassinations. </p><p> <p> <p> <p> Read more </p> ATM demands investigation into claims of political interference in Saps </p> </p> </p><p>Selebi was temporarily shielded from arrest by the immediate suspension of Pikoli by Mbeki, whom, it was alleged, was a close friend and confidant of the police commissioner. </p><p> </p><p> </p><p>It is widely accepted that President Cyril Ramaphosa owes his first term as president to, among others, Mchunu and former deputy president David Mabuza who died last week. </p><p>And the question uppermost in everyone’s mind is: will Ramaphosa follow in Mbeki’s footsteps to first shield his political ally Mchunu and, second and most importantly, put in motion steps that might result in the end of the career of Mkhwanazi? </p><p>It is not every day that a provincial police commissioner alleges that his political principal has been caught out in a lie to parliament about being an associate of an alleged crime syndicate boss. </p><p>The easiest way to make all these unsavoury allegations go away is to get rid of the one making the allegations, by either removing them from their position or, as is common in mafia movies, make him an offer he cannot refuse – resign or be killed. </p><p> </p><p>ALSO READ: ‘Police are the chief criminal syndicate’: Saps R120bn budget criticised by MPs</p><p>The third option, a favoured method in this country’s law enforcement, is to suspend and charge him with trumped-up violations of the police’s code of conduct. </p><p>The president’s way of shielding those close to him politically is to “apply his mind” to matters. </p><p>It will not shock anyone if he institutes a commission of inquiry into Mkhwanazi’s allegations, while Mchunu and Sibiya continue in their jobs and Mkhwanazi is sidelined. Mkhwanazi’s allegations, if not proven untrue in an official manner, will confirm that the descent of this country into a mafia state is in full swing. </p><p> </p><p>It is known that kidnappings have now become an accepted daily occurrence. </p><p>The recent assassination of financial forensic investigator in the Ekurhuleni metropolitan municipality showed that the murder of Babita Deokaran under similar circumstances was not the first, nor the last. </p><p>These crimes will continue because those in charge protect the criminals. The truth should be communicated to South African citizens, without fear or favour. The Saps is in deeper trouble than ever.” </p>Allegations of this nature are dangerous<p>Criminal law expert Cornelia van Graan said allegations of this nature are dangerous, even if unfounded. </p><p> </p><p>“It can put the entire policing and justice system in jeopardy. Africa on Monday.</p><p>South Africa was among several countries to receive similar communications from the US administration, signalling a broader shift in American trade policy.</p><p>The tariff, set to take effect on 1 August 2025, represents a significant escalation in trade tensions between the two nations and threatens to disrupt established commercial relationships.</p>Ramaphosa challenges trade data interpretation<p>Ramaphosa’s administration has directly challenged the American interpretation of bilateral trade figures that formed the basis for the 30% tariff decision. negotiations.</p><p>“Starting on 1 August 2025, we will charge South Africa a Tariff of only 30% on any and all South African products sent into the United States, separate from all Sectoral Tariffs,” Trump wrote. </p><p> </p><p>He emphasised that the percentage was “far less than what is needed to eliminate the trade deficit disparity we have with your country.”</p><p>Trump’s correspondence included both incentives and warnings, offering tariff exemptions for companies that relocate manufacturing to the US while threatening additional penalties for any retaliatory measures. </p><p>“If Picture: Rogan Ward/Reuters</p> </p><p> </p> <p> <p>Its 2014 acquisition of Australian department store David Jones has been labelled a “R20 billion blunder”, but Woolworths Holdings has now at least been vindicated over its value-added tax (VAT) treatment of the transaction.</p><p>The Supreme Court of Appeal (SCA) has held that a “comprehensive consideration” of an entity’s activities is required, rather than isolating a “single or a segregated” set of transactions.</p><p>It has dismissed – with costs – a South African Revenue Service (Sars) appeal against a Western Cape Tax Court ruling in favour of Woolworths Holdings’s VAT treatment at the time.</p><p>The acquisition was funded by cash, debt, and equity funding through a R10 billion underwritten rights offer.</p><p>Woolworths incurred VAT of R18.6 million in respect of professional services for the rights offer to local and foreign shareholders.</p><p> <p> <p> <p> Read more </p> Woolies denies claim of discriminating against poor whites </p> </p> </p><p>It deducted input VAT of approximately R8.5 million for services provided by local service providers, declared R15.5 million (foreign) for the services supplied by foreign (non-resident) service providers, and claimed R12.8 million of the cost.</p><p> </p><p> </p><p>ALSO READ: Woolworths Food remains the group’s star</p><p>The deduction claim was based on a tax opinion that the supply of the shares to residents was an exempt supply and the supply to non-residents was a zero-rated taxable supply.</p><p>Sars disallowed the R8.5 million input VAT claimed and levied a further VAT output tax of R28373.90 on what it regarded as the correct value of the total imported services. This was in addition to the R15.5 million that had been declared by Woolworths.</p><p>The revenue service imposed an understatement penalty of R2 million.</p><p> </p><p>Woolworths objected to the additional assessments and approached the Tax Court to appeal Sars’s decision to uphold only a portion of the objection relating to the output tax. The Tax Court upheld Woolworths’s appeal.</p><p>That court found that Woolworths conducts the enterprise of an active investment holding company and was entitled to the deductions.</p><p>Sars took that decision on appeal to the SCA.</p><p>ALSO READ: Woolworths is fighting many battles</p><p> </p>Definition of ‘enterprise’<p>Sars contended before the SCA that the description of the services supplied by Woolworths to its subsidiaries as ‘capital management’ was an “obfuscation”.</p><p>The SCA found it difficult to understand this argument.</p><p>“No explanation is offered as to why activities relating to the investments and financial management of those investments must be ignored in the factual determination of the enterprise of Woolworths Holdings,” Judge Nambitha Dambuza noted.</p><p>Sars reasoned that prior to the acquisition of David Jones, Woolworths Holdings had not engaged in the activity of issuing shares in a “continuous, unchanged or uninterrupted manner” as an enterprise.</p><p> </p><p>It reasoned that the rights offer was an “isolated activity”.</p><p>ALSO READ: Woolworths faces the eye of the storm</p><p>Dambuza said the definition of enterprise requires that the activity of the enterprise be conducted continuously or regularly.</p><p>It also provides for activity conducted in connection with the commencement or termination of the continuous activity to be deemed to have been performed in the “course or furtherance of the enterprise”.</p><p> </p><p>She added that the inclusion of the proviso in the definition of enterprise demands a holistic consideration of the activities of the entity under consideration.</p><p>“The contention by Sars that a once-off transaction at the start of a business enterprise does not form part of the enterprise is incorrect.”</p>De Beers case ‘not the same’<p>In her decision, Dambuza noted that Sars placed much reliance on the De Beers case. The factual context in the Woolworths matter case was different.</p><p>In that case the SCA found that De Beers’s main trading activities were not the holding of shares and receipt of dividends, it was the mining and selling of diamonds from SA.</p><p>The submission on behalf of Sars in this case – that, based on the findings in the De Beers case, the holding of shares by Woolworths does not fall within the definition of enterprise – can only be based on a misreading of the De Beers judgment.</p><p>“This court in De Beers acknowledged that investments held by an investment company can conceivably be regarded, on their own, as an enterprise as envisaged in the VAT Act,” Dambuza said.</p>International case law<p>The SCA also considered international legislation and referred to the Kretztechnik AG v Finanzamt Linz case in the European Union – where the courts held that costs of raising capital by way of a rights offer formed part of Kretztechnik’s overheads and had a direct and immediate link with its entire economic activity.</p><p>“The undue focus by Sars on the specific mode of raising capital [the rights issue], and isolating that activity from the rest of Woolworths Holdings’ activities, makes little sense and would render this aspect of South African Tax Law incoherent both nationally and internationally.”</p><p>Joon Chong, partner at Webber Wentzel, says the SCA’s analysis of existing South African and international cases has significantly enriched the jurisprudence on this issue.</p><p>“The SCA held that a comprehensive holistic consideration of the vendor’s activities and a broad interpretation of any enterprise or activity in the definition of enterprise is required.”</p><p>Charles de Wet, tax executive at ENSafrica, says it is an important judgment from a VAT perspective.</p><p>“Since the De Beers judgment, there has been a narrow view of the VAT enterprise conducted by holding companies.It has now been confirmed that the activities go behind the holding of shares and earning of dividends that do not form part of any VAT enterprise.”</p><p>He adds that it should have a positive impact on the VAT apportionment rate that holding companies can apply.</p><p>This article was republished from Moneyweb. Very few of us have any form of additional layered security,” he said.</p><p>He criticised the justice system for failing to prioritise protective measures for whistleblowers, witnesses, and even prosecutors who face threats.</p><p>“Even within the NPA, it’s not only about protecting witnesses, but also their own prosecutors. Picture: Supplied</p> </p><p> </p> <p> <p>Private sector investment in Transnet’s five priority rail and port corridors appears to be imminent.</p><p>Minister of Transport Barbara Creecy confirmed on Monday that the Department of Transport (DoT) has just concluded a request for information (RFI) process to guide private sector investment in these five corridors.</p><p>In an address to the Southern African Transport Conference, Creecy stressed the limited availability of state resources to fund infrastructure development makes private sector investment critical.</p><p>ALSO READ: Transport minister has big hopes for big plans</p>‘Excellent response’<p>Speaking on the sidelines of the conference, Creecy said South Africa’s rail infrastructure has not had a major revamp, nor has the rail system been expanded, since the 1970s.</p><p> <p> <p> <p> Read more </p> Creecy signs agreement to provide backup for ailing driver’s licence card machine </p> </p> </p><p>“We have put out these requests for information to see what the appetite is. We had an excellent response.</p><p> </p><p> </p><p>“There were almost 163 submissions,” she said.</p><p>“We are now processing those submissions so that Transnet can begin the formal procurement process at the end of August 2025 through the issue of Requests for Proposals (RFPs).”</p><p>Creecy told the conference the DoT has concluded a Memorandum of Agreement (MoA) with the Development Bank of Southern Africa (DBSA) and National Treasury, appointing DBSA as the hosting institution for the new Private Sector Participation Unit.</p><p>ALSO READ: Victory for Transnet: more cash incoming, union accepts salary increase</p><p> </p>Rail initiatives<p>She said the DoT will, at the end of July 2025, release the second batch of RFIs, which will be focused on passenger rail initiatives.</p><p>The Interim Rail Economic Regulatory Capacity has been established to create fairness and transparency for third-party operators, improve network utilisation, increase competition, and reduce costs.</p><p>“To sustain our economy, we cannot afford to wait until the PSPs [private sectorparticipants]reach financial close before launching an ambitious programme to rehabilitate Transnet’s rail network and rolling stock, as well as port infrastructure and equipment,” she said.</p><p>Creecy said funding sources for immediate rehabilitation of the five priority rail corridors include the current Transnet budget for rail and rolling stock maintenance and purchase of port equipment, submissions to treasury’s Budget Facility for Infrastructure (BFI), and private investment in refurbishing or expanding line capacity through existing customer agreements.</p><p> </p><p>She said Transnet itself makes annual allocations for maintenance but this is insufficient – and they have also put in an application to the BFI.</p><p>“Overall, it will be over R30 billion that we will be applying for,” she added.</p><p>“This would allow us to do maintenance and to buy equipment for the rail corridors and also in the ports.”</p><p>ALSO READ: Government delivers R51 billion support to Transnet. Will it last?</p><p> </p>Major investment<p>Creecy said there are two tranches and the July window application is already in while they are still working hard on preparing the application for the October window.</p><p>“We won’t be able to do all of the ports and corridors all at once but we will be doing so incrementally as we process the information. What we can look forward to is some major investment in our rail corridors and also in our ports.</p><p>“Obviously it’s going to take our infrastructure to a different level moving forward,” she said.</p><p>These initiatives are in line with two of the six targets that Creecy highlighted in her Budget Vote speech in parliament last week, which are to:</p><p> </p>Ensure that by 2029 that Transnet moves 250 million tonnes of freight on its network each year; andImprove the speed at which ships are loaded and unloaded in South Africa’s ports to the international benchmark of 30 gross crane movements per hour.<p>The other targets are to:</p>Ensure the passenger rail system provides safe, reliable and affordable transport to workers and their families, with the aim of ensuring 600 million passenger journeys a year by 2030;Boost the contribution of aviation to tourism, economic development and job creation, with the expectation of moving 42 million passengers a year through the Airports Company of South Africa (Acsa) network of airports by the end of this political term;Move 1.2 million tonnes of airfreight a year through the Acsa network of airports by the end of this political term; andEnsure greater safety on South Africa’s roads and reduce the devastating toll that road accidents have on lives and livelihoods by reducing road fatalities by 45% by 2029 and thereby reach the United Nations target of halving road fatalities by 2030.<p>Creecy said the large DoT ecosystem has in different ways been responsible for undermining economic growth and acting as a drain on the development of the economy and society.</p><p>She said these six targets are written into the Medium Term Development Plan, which is the government’s plan for the following five years.</p><p>“Fundamental to our reform programme is our intention to re-establish rail as the backbone for the transport of people and goods.”</p><p>ALSO READ: Santaco wants faster progress on infrastructure and licensing reforms</p>Matter of urgency<p>Wrenelle Stander, CEO of Wesgro, the official tourism, trade and investment promotion agency for the Western Cape, told the conference that one of the key lessons she has learnt at Wesgro is that transport is “a decisive investment trigger”.</p><p>“Seventy percent of investors say transport is a primary factor in site selection.”</p><p>Stander emphasised that the World Bank says improving transport access for the poorest 40% of a population can increase income by up to 25%.</p><p>“In South Africa, where over 70% of the workforce depends on transport, this is not a theory. It’s urgency.</p><p>“Transport must be reframed from a burden to a lever of national economic growth.</p><p>“Too often, it is treated as a cost, a social burden to be subsidised. Picture: Gareth Copley/Getty Images</p> </p><p> </p> <p> <p>Wiaan Mulder is the talk of the cricketing world following his brilliant score of 367 not out for South Africa’s Proteas, scored in the second Test against Zimbabwe in Bulawayo on Monday.</p><p>The 27-year-old, captaining his team for the first time in the absence of the injured Temba Bavuma and Keshav Maharaj, raised eyebrows when he declared his team’s innings closed on 626/5, with his score 34 runs short of breaking Brian Lara’s individual Test record of 400 not out, scored for the West Indies against England in 2003/4.</p><p>Here are five things to know about South Africa’s latest cricketing star.</p>Background<p>Pieter Willem Adriaan Mulder was born on 19 February 1998 and after showing promise as a cricketer at a young age opted to attend St Stithian’s College in Joburg. It is the same school attended by Kagiso Rabada, Ryan Rickelton, Kwena Maphaka and Lhuan-dre Pretorius.</p><p>He played age group cricket for Gauteng since the age of 13 and made his senior provincial debut for the Lions at 18, while still at school. He captained the SA Schools and SA U19 teams.</p><p> <p> <p> <p> Read more </p> Conrad ‘impressed’ by second-string Proteas in series win over Zimbabwe </p> </p> </p>International cricket<p>In October 2017, Mulder took his first steps in international cricket after being selected for South Africa’s ODI squad for their series against Bangladesh and he made his debut on 22 October aged 18.</p><p> </p><p> </p><p>In February 2018, he was named in South Africa’s Test squad for their series against Australia, but did not play and in August 2018 was named in the T20 squad for the first time.</p><p>He made his Test debut against Sri Lanka on 21 February 2019.</p><p>Mulder scored his first Test century against Bangladesh in October 2024, scoring 105 not out.</p>All-rounder role<p>Mulder was, and still is, considered an all-rounder, who is equally adept at batting and bowling. He did not score his first half-century in Test cricket until his 25th innings in his 15th match — 54 against Bangladesh in Mirpur last October.</p><p> </p><p>Before that he had scored a total of 401 runs — one more than Lara’s single-innings record — at an average of 17.43.</p><p>His bowling figures at that point were better than his returns with the bat, although they were not outstanding — 25 wickets at an average of 25.00.</p><p>He was not a guaranteed first-choice player for a South African team in search of a quality all-rounder until head coach Shukri Conrad, appointed in January 2023, gave him his unequivocal backing.</p><p>The tide turned for Mulder after the half-century in Mirpur. Two million rand. You can’t order one online. </p><p>There’s no catalogue.<gwmw></gwmw></p><p>There’s no list. There’s just… vibes. You build a relationship with your local Hermès boutique over time, buying other items, showing loyalty, and maybe, just maybe, they’ll offer you the honour of buying a Birkin.</p><p>It’s the world’s most luxurious loyalty programme, with no guarantees and no points.</p><p> </p>Even Oprah heard “No.”<p>Here’s the wild part: Oprah Winfrey was famously denied entry into a Hermès store in Paris in 2005, allegedly because it had just closed. But many believe it was also a case of the brand’s high gatekeeping culture. Oprah. Turned away. Hermès doesn’t authenticate bags bought second-hand, and most celebs rarely confirm or deny their Birkins’ provenance. He also played for the Junior Boks team that won the 2012 Junior World Championship, the same tournament in which the midfielder was named World Junior Player of the Year.</p><p>Serfontein will play for the Bulls for the next three years. He’ll compete mostly with Harold Vorster and David Kriel for a starting position.</p><p>The midfielder is already training with the Bulls and could feature in the Currie Cup, before he turns his attention to the next season of the United Rugby Championship. He, too, will next feature in the Currie Cup.</p><p>Orie played for the Bulls between 2012 and 2016 before joining the Lions. He then featured for the Stormers before heading abroad.</p><p>The Bulls have also signed a few other players following the end of the last URC campaign, namely Springbok and Montpellier lock Nicolaas Janse van Rensburg and Stormers scrumhalf Paul de Wet.
