RZA wore a cargo pants with Doc Martin shoes.</p><p>Riot Rose, the younger of the two, melted hearts in a green blazer and pint-sized cargo shorts. Moreover, his soft curls were tied up as he toddled beside Rihanna.</p><p>The brothers had everyone “aww-ing” and snapping pictures as they waved at cameras. They played with Smurf plushies handed out at the event. Picture: iStock</p> </p><p> </p> <p> <p>Municipalities with poor payment records are risking a backlash from National Treasury.</p><p>A letter was recently sent to Minister of Cooperative Governance and Traditional Affairs (Cogta) Velenkosini Hlabisa, warning that vital payments to municipalities would be throttled should they not get their accounts in order.</p><p>Almost 40 municipalities were flagged by Treasury for owing water boards billions, as well as not honouring pension fund and medical aid payments of staff.</p>Defaulting municipalities<p>Finance Minister Enoch Godongwana wrote to Hlabisa on 30 June, giving the Cogta minister seven days to acknowledge the treasury’s demands.</p><p>Godongwana threatened to invoke section 216(2) of the constitution, which would place restrictions on Local Government Equitable Share (LGES) grant payments.</p><p> <p> <p> <p> Read more </p> Treasury allocates R750m to offset Pepfar funding withdrawal as Motsoaledi tables health budget </p> </p> </p><p>A total of 39 municipalities are in the finance minister’s crosshairs, including eight that owe the South African Revenue Service (Sars) a combined R197.5 million.</p><p> </p><p> </p><p>Those eight and a further 13 have unpaid third-party pension fund contributions amounting to R819.5 million.</p><p>The worst offender is Kopanong Local Municipality with R330 million in unpaid pension contributions, followed by Mafube and Mohokare municipalities with R253.4 million and R147.9 million, respectively.</p><p>All three fall under the Free State government, which has been accused of prioritising “exorbitant” salaries over service delivery.</p><p>“Withholding funds from struggling municipalities is not enough. All three levels of government have a responsibility to ensure that residents’ rights are protected,” stated the Freedom Front Plus’ Armand Cloete.</p><p> </p>Over R17 billion owed for water<p>Unpaid pension fund contributions were dwarfed by the amount owed by municipalities to water boards.</p><p>Treasury singled out 18 municipalities from four water boards, which have a combined debt of R17.7 billion.</p><p>Matjhabeng Local Municipality — also in the Free State — has amassed a bill of R8.1 billion, while Merafong and Emfuleni municipalities in Gauteng each have debts exceeding R1 billion.</p><p>The municipalities must provide Godongwana with proof that the amounts will be settled or face receiving only partial LGES payments, which will be earmarked solely for the debts owed.</p><p> </p><p>The finance minister warned that should those conditions not be met, he would motivate to Parliament for the cessation of all LGES payments to these defaulting municipalities. </p><p>Hlabisa’s office did not respond to requests for additional information, but Cogta’s Free State office did acknowledge questions sent by The Citizen, with that response still pending at the time of publication.</p><p>NOW READ: When is the deadline to register for free basic electricity?</p> </p> <p> Read more on these topics Cooperative Governance & Traditional Affairs (CoGTA) Enoch Godongwana municipalities National Treasury </p> Almost 40 municipalities facing sanctions from Treasury over mismanagement \| The Citizen	查看 3513	《公民报》	2025-07-14 21:04:14 2025-07-15 02:30:49	word

Picture: Gallo Images</p> </p><p> </p> <p> <p>Political analyst Prof Dirk Kotze believes the current controversy surrounding Police Minister Senzo Mchunu has the potential to destroy his political career.</p><p>This comes after President Cyril Ramaphosa placed Mchunu on special leave on Sunday.</p><p>This is meant to give a commission of inquiry a chance to investigate allegations that Mchunu interfered in police work and is linked to criminal syndicates.</p><p>Although Ramaphosa said interim reports are expected after three and six months, it is unclear how long this commission will take. Commissions are known to take a considerable amount of time before reaching a conclusion.</p><p>Kotze told The Citizen on Monday that Ramaphosa is applying the principle of innocent until proven guilty by appointing a commission to investigate the allegations.</p><p> <p> <p> <p> Read more </p> PICTURES: MK party marches for Mkhwanazi </p> </p> </p><p>“I would say this signals the end of his [Mchunu’s] political career,” he said.</p><p> </p><p> </p><p>Kotze said initiating a commission of inquiry is part of the formal process of dealing with this matter.</p><p>But another analyst, Sanet Solomon, believes Mchunu “might survive this setback”. </p>Other ways of investigating allegations against Mchunu?<p>Solomon said a commission of inquiry may not have been the right course of action.</p><p>“While they uncover a lot of information, this does not always translate into prosecutions and action.</p><p> </p><p>“Instead, the state could redirect the funds towards investigating bodies that could build strong cases and prosecute those responsible for alleged crimes,” she said.</p><p>She believes the president could have considered tasking the Public Protector’s office or another security apparatus to investigate the matter.</p><p>“This would yield thorough and speedy results,” she said.</p><p>ALSO READ: DA brands Ramaphosa’s decision to suspend Mchunu an illusion of reform’</p><p> </p>What about Mkhwanazi?<p>Meanwhile, Solomon said the president had good reason not to remove the KwaZulu-Natal police commissioner, Lt Gen Nhlanhla Mkhwanazi, from his position.</p><p>He had received criticism from some commentators who see him as factionalising the South African Police Services (Saps).</p><p>“Mkhwanazi has been retained given his competence and the progress he has been making in his position. Picture: Marco Longari/AFP</p> </p><p> </p> <p> <p>Shining with bat and ball, South Africa coasted to a five-wicket victory over Zimbabwe in the opening match of the T20 International tri-series in Harare on Monday.</p><p>Set a target of 142 runs to win, the Proteas lost three wickets within the first six overs of their chase, but they were stabilised by a solid partnership between debutant Rubin Hermann and 22-year-old Dewald Brevis.</p><p>The duo shared 72 runs for the fourth wicket, keeping the SA team in the drivingseat, before Brevis was removed in the 12th over. When you’re in Belgium, then you’re sitting on the brink of European football.</p><p>“For me, (it’s hard) to say that he’s going to improve. Most teams that he will play against in Saudi are senior players because you go to Saudi when you have your last three or four years to make a lot of money.”</p><p>While financial details of the transfer remain undisclosed, clubs in the Saudi Pro League have earned a reputation for their financial muscle and willingness to spend freely in the transfer market.</p><p>Although Williams is not in favour of the youngster’s move to the lucrative Gulf league, he extended his best wishes to Nkota. A report by consumer and data science company Eighty20 shows that people’s preference is varied, with some enjoying sushi, while others choose tinned fish.</p><p>The report was diving into consumer trends in retail and brand preferences across income levels.</p><p>Andrew Fulton, Director at Eighty20, said sushi sits right at the intersection of the country’s consumer trends. TheUS dominates fresh whole fish imports, consuming60%of South Africa’s fresh exports.”</p><p> </p><p> </p><p>Fulton added that seafood imports totalled R5.4 billion, with Namibia, Norway and China leading as suppliers. “Norwegian exports to South Africa are predominantly fresh salmon, 82% of fish exports, a reflection of the growingsushi market, both in grocers and restaurants.”</p>Sushi or tinned fish?<p>He added that due to sushi gaining popularity, retailers have adapted fast, as local grocers are offering prepackaged sushi-to-go.</p><p>A prepackaged sushi-to-go ranges from R100 to R140, depending on the type, portion and retailer.</p><p>ALSO READ: Fish and chips to cost more in SA as shortage hits the industry</p><p> </p><p>“Sushi also holds6% of the national restaurant category share. One of the first sushi restaurants to open in South Africa was the legendary Minato Sushi Bar just off Long Street (Cape Town) in 1996 by Hatsushiro Muraoka, also fondly known as Papa San.”</p><p>While the country’s appetite for ready-to-eat sushi continues to grow, the broader fishing industry has delivered mixed performance, with modest growth overall. </p><p>“Export markets have remained relatively stable, particularly for premium products like abalone and lobster, but profitability pressures have intensified across major players.”</p>Tinned fish remains a national staple<p>Fulton added that tinned fish remains a national staple. Their data show that two-thirds of South Africans buy tinned fish monthly across all incomes, owing to demand for affordable shelf-stable protein due to cost-of-living challenges.</p><p> </p><p>While tinned fish consumption matches LSM and SEM distribution, brand loyalty is clear, with John West and Mayfairrepresented more in higher-income groups, while Koo and Lucky Starare mostly consumed in the mass market, even though Oceana, owner of the Lucky Star brand, recently pointed out growth at retailers such as Woolworths.</p><p>The sector also delivers unexpected stories. In addition, people expected stronger action from President Cyril Ramaphosa to deal with the corruption in the police.</p><p>Busisiwe Mavuso, CEO of Business Leadership South Africa (BLSA), says in her weekly newsletter that the notification from the White House that many of South Africa’s exports will face 30% tariffs from August is “deeply concerning”.</p><p>“While there may be scope to negotiate some reprieve, we must prepare for the worst-case scenario. Although exports from SA to the US make up just 2.2% of gross domestic product (GDP), some of that basket will be unaffected because there are specific exemptions, particularly for raw materials, such as platinum, gold, chrome and coal that the US deems critical.</p><p>“The most critical sectors to be affected are vehicles and parts, agricultural output, steel and aluminium (which faces 50%) and other manufactured goods. In the short term, they will face a shock that will ripple through their supply chains. She said she worries about how the automotive sector will withstand this.</p><p> </p><p> </p><p>She points out it is not just vehicle manufacturers, but the many parts manufacturers and other service providers who support them. “Under the Trump tariff regime, vehicles and parts will get their own tariff of 25%.</p><p>“The US acquired R35 billion in luxury cars and components last year, with a third of that consisting of parts, many provided by relatively small businesses.</p><p>“The citrus industry is also bracing for a huge impact. South Africa has become the world’s second-largest citrus exporter after Spain, but the biggest in the southern hemisphere, positioning it well for northern hemisphere winter demand.”</p><p>ALSO READ: Trump’s new 30% tariff less about trade and more about power</p><p> </p><p>The US market consumed around R1.8 billion of citrus exports, supporting about 140 000 jobs across the value chain. “Add to that wine, beef and other exports and large parts of our agricultural sector will be hit.</p><p>“The critical question is whether affected companies can survive long enough to pivot to new markets. Shifting production capabilities and securing alternative import agreements takes years, not months. In the interim, hundreds of thousands of jobs hang in the balance.”</p>Urgent decisions needed on US tariffs<p>Mavuso says government must make urgent policy decisions. “Much like during Covid, when companies were forced to close during lockdowns, the shocks are temporary. But losing companies and the thousands of jobs would be permanent.</p><p>“Then, government took the decision to support companies with loan schemes and support jobs with the Temporary Employer/Employee Relief Scheme (Ters). Similar interventions should urgently be considered to deal with the tariff fallout.”</p><p> </p><p>Of course, she says, government should also actively engage their US counterparts to find ways to avoid the full impact of the tariffs, but we must prepare for the worst. We cannot be left scrambling for a solution only after all other options have failed, she says.</p><p>ALSO READ: Where Trump’s tariffs will hurt most</p><p>She points out that government’s recent R753 million emergency funding for HIV programmes, necessitated by the US withdrawal of Pepfar, demonstrates a model for the challenge and response. “While this represents only a tenth of Pepfar’s previous spending, it shows government can move quickly when crises demand action.</p><p>“We must get ahead of this challenge. Government should immediately establish a tariff impact fund to support viable companies through the transition period while simultaneously working with affected industries to identify and develop alternative markets. Parallel diplomatic efforts with US counterparts remain important, but we cannot wait for their outcome.”</p><p> </p>Police corruption also needs urgent attention<p>Turning to the governance crisis exemplified by the Senzo Mchunu affair, Mavuso says the crisis also demands urgent attention. </p><p>“The decision Ramaphosa announced last night to grant the police minister leave of absence is welcome, although proper suspension pending investigation would have been more appropriate given the serious allegations of lying to parliament and interfering in police investigations of political assassinations in KwaZulu-Natal.</p><p>“The president’s appointment of Firoz Cachalia as acting minister does suggest an effort to put someone into the role without political baggage and is welcome. However, it would have been better to see stronger action.</p><p>“Just two weeks ago, the president dismissed a deputy minister for the relatively minor infraction of taking an overseas trip without final approval. If we fire officials for procedural violations, how can we treat potential obstruction of justice investigations with less severity?”</p><p> </p>Inquiry’s recommendations must not gather dust again<p>The commission of inquiry offers hope, provided it receives proper resources to support Acting Deputy Chief Justice Mbuyisile Madlanga, who has been appointed to head it, she says. </p><p>“The Nugent Commission on Sars and the PIC Commission successfully contributed to restoring those institutions, proving commissions can work when properly structured and supported.</p><p>“However, we cannot afford the delays and budget overruns that have plagued other inquiries, nor can we allow recommendations to gather dust like many from the Zondo Commission on state capture. Judge Madlanga will need to be swift and recommend immediate actions to suspend those who pose particular risk to the security services.”</p><p>ALSO READ: Cameron questions urgency of commission into Mchunu probe</p><p>Mavuso says this situation strikes at the heart of our criminal justice system. </p><p>“Police must have unwavering political backing to investigate crime without fear or favour. It’s like a first date, really, because to get lucky you just never really know where to begin. And if you haven’t been there since a child, and are now hauling your kids to the park, playing expert-dad can add even more pressure to the pot.</p><p>But the Kaisers did it. And will do it again, and again, because Mdluli Lodge, situated close to Numbi Gate, offered an experience that was as magnificent as it was profitable when it came to game viewing. </p><p>The bottom line in both instances makes you want to stay longer, see more game, eat more, read more and just soak up the bush. They just didn’t want to let him have a sip. Another young elephant bull has been helping Mdluli staff pull down invasive trees.</p><p> </p><p> </p><p>The story goes that, as they’ve been clearing bush, suddenly many more of the same trees were being pushed over and just left there. Not eaten, just to, apparently, help the staff. Conversely and not so helpful, was the ongoing removal of park signage by another rascal elephant. This Ellie, the guide said, had a predilection to upending No Entry signs and anything directional.</p><p>The view from the dining and bar decks at Mdluli Lodge are spectacular. Postcard pretty. One morning we woke up to a large herd of buffalo just chilling. There were too many to count for my seven year old, who was fascinated. It added dollops of flavour to an already delicious breakfast buffet spread. The foreign accents around us a reminder of how good we have it in Mzansi, with the natural treasure we sometimes take for granted.</p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/07/TRAVEL_11JUL_3.jpg" rel="noopener noreferrer"></noscript>Picture: Hein KaiserComfort in the bush: Family-friendly luxury under canvas<p>Mdluli Lodge is a luxury tented camp and the rooms, or tents, are air conditioned, there’s a king size bed for the parentals and a sleeper couch for juniors. It’s spacious, comfortable and with both an inside and outside shower. But the real winner here is the privacy, You don’t see your neighbours, you see bush. You don’t hear the guy next door; you listen to the birds or get woken up at 3am by some pretty loud lion roaring.</p><p>Golf carts ferry guests around the property if you’re not inclined to stroll to breakfast, lunch, or dinner. Mealtimes for the Kaisers can be traumatic. There’s a pair of fussy eaters in this family, the youngest two, solid appetites but the most challenging of palettes; just because they really don’t like culinary adventures, like eating vegetables.</p><p> </p><p>The dinner buffet and the boma night offered exceptional variety and everything tasted good. But juniors kicked in their heels. The staff must be used to that, because magically chicken strips and chips appeared, and were devoured, by the young Kaisers every night.</p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/07/TRAVEL_11JUL_12.jpg" rel="noopener noreferrer"></noscript>Picture: Hein Kaiser<p>Everything at Mdluli Lodge feels as if they have already anticipated what guests may need. And they do it with a smile.</p><p>Self-drive game viewing in the Kruger is the intimidating part. The place is so big, you just don’t know where to start. Thankfully, to all adult self-drive virgins, the abundance of animals makes it easier. So does the signage that’s not been elephant vandalised.</p><p>In two days, we saw four of the Big Five: buffalo, elephant, leopard, and lion. Rhinos were missing in action, but I bought a postcard at Skukuza rest camp to complete the spotting checkbox. Antelope were aplenty and the llone-ranger hyena asleep roadside was so cute that the temptation to stop and stroke it, and call it Fido, was irresistible.</p><p> </p><p>We also saw a lot of birds of prey, I don’t know what they were, but they looked impressive. Next shop, the Sappi Bird Guide, because game viewing is also about our feathered friends. A bird that looked like it belonged on a cereal box, I later learnt had mouthful of a name too. A southern yellow billed hornbill.</p><p>If you know the Kruger Park, Mdluli Lodge is close to Pretorius Kop rest camp. The Numbi gate is just beyond Mbombela, and it takes about five hours to get there from Joburg.</p><p>It’s a break that’s more than just a getaway. The staff are amazing, friendly, attentive. There are different players that we can look at that we feel will have the ability to fill that position.</p><p>“It will depend on the mix-up of the loose trio and the mix-up of the pack, and that will determine where our selection will go.”</p><p>Davids also echoed the sentiments of Erasmus after the Italian match, in backing Wiese, and said that the team would look to support him in whatever capacity they could no matter what the outcome of his DC is.</p><p> </p><p>“For us, it is unfortunate that Jasper got on the wrong side of the law. We are a physical team. We try to do things with as much intent as possible. That is part of our DNA,” explained Davids.</p><p>“We support Jasper in whatever decision it will be, and we trust the disciplinary hearing committee’s judgment on the issue. We work very hard as a team on staying on the right side of the law. Picture: Gallo Images/Die Burger/Lulama Zenzile</p> </p><p> </p> <p> <p>The National Prosecuting Authority (NPA) believes that clarification from the courts regarding the acquittal of rape-accused Nigerian televangelist Timothy Omotoso could strengthen its case before the Supreme Court of Appeal (SCA).</p><p>However, the defence rejected the move, accusing the state of trying to get the court to reconsider its decision.</p><p>The Eastern Cape High Court in Gqeberha on Monday began hearing the first phase of the state’s application for leave to appeal.</p><p>The application follows Judge Irna Schoeman’s April ruling, in which she acquitted Omotoso and his co-accused, Lusani Sulani and Zukiswa Sitho, on a range of charges following an eight-year trial.</p><p>The court found that the state had failed to prove its case beyond a reasonable doubt and also criticised the poor quality of the prosecution.</p><p> <p> <p> <p> Read more </p> Five arrested in Jeffrey’s Bay for possession of abalone worth R250 000 </p> </p> </p><p>Although the NPA is appealing the judgment, Omotoso has since left South Africa, having been declared a prohibited person by the Department of Home Affairs.</p><p> </p><p> </p>NPA seeks clarification on Omotoso acquittal<p>During proceedings, the state requested that Schoeman clarify the factual findings based on the evidence presented during the trial. </p><p>Alpa Bodlani, representing the NPA, stressed that the state was not asking the judge to revise or revisit her ruling.</p><p>“We want the clarification so that we may ask the court to reserve questions of law. But that’s something that we intend to do once we have received the clarification,” he said.</p><p>The lawyer emphasised that the 2 April judgment stands.</p><p> </p><p>ALSO READ: Batohi explains why NPA did not investigate prosecutors in 2021 Omotoso trial</p><p>Referring to precedent from another judgment, Bodlani explained that the SCA had outlined three requirements that must be met before a question of law can be reserved under the Criminal Procedure Act including the legal issue must be stated clearly, the underlying facts must be well-established, and the record must reflect both the facts and the legal question.</p><p>“Unless the state does this, the court continues. It may not be possible for an appeal court to establish certainty about what the conclusions made by the trial court and the legal court were.</p><p>“So when it is unclear from the judgment of the trial court what its findings of fact are, it is necessary for the state to request it to clarify its findings. If this is not done, the point of law is not properly reserved,” he explained.</p><p> </p><p>Bodlani stressed that the state did not know what the factual findings are.</p><p>“We don’t see those conclusions of that in the judgment.”</p><p>Gqeberha High Court: NPA Omotoso Appeal https://t.co/GtxZpsoVz1</p>— NPASouthAfrica (@NPA_Prosecutes) July 14, 2025</p>Defence strongly opposes NPA’s request<p>In response, Omotoso’s lawyer, Peter Daubermann, argued that Schoeman’s ruling was final.</p><p> </p><p>“You discharged your function and cannot now supplement, elaborate or revisit your factual findings,” he said.</p><p>Daubermann contended there was no legal mechanism for the NPA’s request.</p><p>“The Criminal Procedure Act contains no provision expressed or implied allowing the state to request clarification of factual findings after an acquittal.</p><p>READ MORE: Omotoso acquittal points to NPA dysfunction, activists say</p><p> </p><p>“The only possible mechanism would be Section 319 of the Criminal Procedure Act, which the state has not invoked. </p><p>“There is no application to reserve a question of law and only today, as the state stated, an intention to do so.”</p><p>The lawyer accused the state of attempting to “reverse engineer a factual finding in the hope that it might later justify an appeal”.</p><p>He maintained that the request for clarification is “procedurally impermissible”, adding that the judgment is not ambiguous.</p><p>“It is long, reasoned and careful.”</p>State accused of trying to reopen Omotoso rape trial<p>Daubermann further criticised the request, describing it as a “retrospective fishing expedition”.</p><p>“It amounts to an impermissible attempt to reopen the trial, re-litigate the facts, and circumvent the acquittal under the guise of seeking clarity.”</p><p>He also argued that the state had missed the deadline to file an appeal.</p><p>“In terms of the Criminal Procedure Act, such an application had to be brought within a reasonable time. A reasonable time in the circumstances would be 21 days. It is now more than 90 days after judgment was delivered in this case.”</p><p>Moreover, Daubermann warned that granting the state’s request would undermine legal certainty.</p><p>“If this type of application were entertained, it would mean that an accused person would never know whether the judgment is final, because any court, any judge or magistrate would be entitled to amplify the judgment. During the deferral period the objectives were to advance the normalisation of structural impediments, improve the sustainability and viability of the longs business, while sustaining jobs and manufacturing supply chains in South Africa.</p><p>ALSO READ: IDC saves ArcelorMittal days before furnaces switched off</p>Main impediments for ArcelorMittal long steel business<p>According to the ArcelorMittal Sens statement, the main structural impediments highlighted for several years are:</p><p> <p> <p> <p> Read more </p> ArcelorMittal hauls Transnet to Competition Tribunal for market abuse </p> </p> </p>The structural distortion created by the Preferential Pricing System and export tax on ferrous scrap in favour of scrap-based steelmakers to the disadvantage of integrated steelmakers, such as ArcelorMittal South Africa.Weak domestic demand and the lack of growth projects for steel.Insufficient import protection and the continued circumvention of existing tariff protections by local companies without prosecution.Poor rail service performance and associated high, globally uncompetitive and unaffordable tariffs.Unaffordable and globally uncompetitive electricity tariffs.<p>ArcelorMittal says regrettably limited progress was made until now to tackle the major structural impediments, with high imports continuing to flood the domestic market. “Transnet’s rail performance also deteriorated to its lowest levels ever, resulting in significantly elevated operating risk and unaffordable additional cost being borne by the company.”</p><p> </p><p> </p><p>The steelmaker says it has been exploring various strategic options while the IDC simultaneously conducted its due diligence into the company during the deferral period. “Government has been pursuing structural interventions with significant effort and is still continuing.</p><p>“The longs business, as we said before, will only be able to continue with financial support as the company cannot bear any further financial risk associated with its continued operations after the deferral period.</p><p>“Therefore, unless a solution is implemented timeously and to ensure the orderly closure of the longs business as soon as possible, ArcelorMittal may have no option but to take certain operational steps to prepare for the wind down process before 30 September 2025.</p><p>“However, ArcelorMittal’s longs business will continue to trade until the end of September to meet its commitments to its customers.”</p><p> </p><p>ALSO READ: ArcelorMittal closing down long-steel works, cutting about 3 500 jobs</p>Downturn in steel industry also problem for ArcelorMittal<p>ArcelorMittal also says the global cyclical downturn in the steel industry has continued for almost two years, which is longer than the norm. “Compared to the same period in 2024, global crude steel production reduced by 1.3% from January to May 2025, according to World Steel Association.”</p><p>In South Africa, gross domestic product (GDP) growth expectations were reduced to no more than 0.7% for 2025, with all sectors except agriculture contributing to the weaker outlook that resulted in tough trading conditions in key steel consuming sectors, such as construction, automotive, mining, fabrication and energy and transport.</p><p>Apparent steel consumption in South Africa for the first half of 2025 is expected to be marginally lower year-on-year, with a high share of demand supplied by imports, estimated at around 37% share of local consumption. Sales volumes are expected to be approximately 10% down compared to the first half of 2024.</p><p> </p><p>Apart from lower demand, the sales volumes for flat steel products continue to be affected by the high import levels, while long steel product sales reflected the uncertainty around its continuation.</p><p>ArcelorMittal also points out that the risk of uncontrolled blast furnace stops arose twice during the past six months due to major rail service interruptions due to an unprecedent spate of cable theft and locomotive failures. The industry expressed general disillusionment with policy developments and dissatisfaction with the continued decline of the steel sector, which is creating a challenging business and investment climate in South Africa.</p><p> </p><p>The steelmaker says the rapid increase of imports (notably from China, Indonesia and Vietnam) took the industry by surprise, reaching levels described by the South African Iron and Steel Institute as “unacceptable”.</p><p>Imports now represent more than 35% of apparent steel consumption and significantly undermines domestic supply. The industry called for the urgent imposition of definitive actions from the ongoing tariff reviews, along with amending the ill-conceived and ill-implemented Preferential Pricing System and the associated export tax regime relating to scrap prices.</p><p>“Structural demand issues, fragmented policy implementation, ceaseless electricity cost increases and the crippled rail performance, pose significant challenges to the South African steel and manufacturing industry.</p><p>“While there has been unprecedented action by governments around the world to protect their industries, with expedited protective tariff implementation and strong localisation programmes, support for the South African steel industry is required and this cannot happen quickly enough.”</p><p> </p><p>ALSO READ: Did government policy kill SA’s steel industry?</p>ArcelorMittal believes steel industry can thrive if government acts<p>ArcelorMittal says South Africa can maintain a thriving steel industry, but government must act decisively to ensure that commitments translate into real supportive action. Image: Jeep.</p> </p><p> </p> <p> <p>Stellantis South Africa has confirmed plans of making three new Jeep models available, currently defined as being “under study”.</p><p>In announcing its plans for 2026, Janus Janse van Rensburg, the divisional head of the conglomerate’s so-called premium brands comprising Jeep, Alfa Romeo and Leapmotor, said the mentioned products include the Avenger, new Compass, and the electric Recon due for unveiling soon.</p><p>Janse van Rensburg also told the media at Stellantis’ annual Media Connect event in Johannesburg last week that more revisions will be applied to the Wrangler and Gladiator in the first quarter of next year.</p>Wrangler<p>Based on the facelift Wrangler that become available in South Africa earlier this year, the added improvements, in accordance with those of the US variant, will consist of a revised colour palette involving a new orange hue called Joose.</p><p>Under study, and therefore yet to be formally approved, the combination of the stalwart normally aspirated 3.6-litre Pentastar V6 engine and eight-speed automatic gearbox looks set to make a surprise return after being dropped for the current 2.0-litre Hurricane turbo-petrol with the same box.</p><p> <p> <p> <p> Read more </p> Opel Frontera’s South African arrival pushed back to ‘mid-2026’ </p> </p> </p><p>ALSO READ: Jeep Wrangler’s new turbo engine helps it keep up with the times</p><p> </p><p> </p><p>Likely as a result of increased demand in the United States where the V6 had been mated solely to a six-speed manual, the setup will possibly yield the same 213kW/353Nm outputs as the pre-facelift Wrangler, although final approval still needs to be made.</p><p>The biggest surprise though is that consideration is also being given to bringing the Wrangler 392 to South Africa after the recent resumption of Hemi V8 engine production.</p><p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/07/JP025_001WR.jpg" rel="noopener noreferrer"></noscript><sub>V8-engine Wrangler 392 is under study for South Africa. Image: Jeep</sub></p><p>Supposedly phased-out after the debut of the farewell Last Edition 12 months ago, the most powerful production Wrangler ever made keeps hold of the 392 cubic inch or 6.4-litre normally aspirated V8 outputting 350kW/637Nm.</p><p>The 392, which was first shown five years ago, will get from 0-60mph (96km/h) in 4.5 seconds, and receive the same interior updates as the standard Wrangler without any dynamic or chassis alterations.</p><p> </p><p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/07/JP024_229WR.jpg" rel="noopener noreferrer"></noscript><sub>Special Willys Edition Wrangler could revive the two-door bodystyle. Image: Jeep</sub></p><p>While both the V6 and Wrangler 392 are still under study, so is the third variant of the limited run Willys that pays homage to the original Willys Jeep.</p><p>Unlike the rest of the Wrangler range offered solely in four-door Unlimited guise, the Willys will suggestively herald the return of the two-door body style should approval be given.</p>Gladiator<p>Joining its sibling in arriving next year, the updated Gladiator, which premiered at the end of 2023 in the States, will introduce the same exterior changes, as well as the significantly redesigned interior comprising new air vents, type-C USB ports, improved materials and the new 12.3-inch Uconnect infotainment system.</p><p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/07/JP025_028GL.jpg" rel="noopener noreferrer"></noscript><sub>Facelift Gladiator will finally debut in the first quarter of 2026. Image: Jeep</sub></p><p>Compared to the Wrangler, the local-market Gladiator is set to continue with the Pentastar V6 and eight-speed auto ‘box combination as the Hurricane unit cannot be specified in any market.</p><p> </p><p>This is likely to mean the same outputs of 209kW/347Nm locally.</p>In the pipeline<p>Of the mentioned models that are still under study, the Avenger takes prominence as it had been an on-again, off-again entity for South Africa ever since its world debut two years ago.</p><p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/07/JeepAvengerHP17.jpg.jpeg" rel="noopener noreferrer"></noscript><sub>Long rumoured Avenger has taken another step towards becoming a reality. Image: Jeep</sub></p><p>Although originally motivated by an electric powerplant, the arrival of a mild-hybrid soon after its launch effectively opened the door for local market availability, though it stands to reason that the 48-volt system could well be omitted should sales commence.</p><p>In Europe, the setup develops 74kW/205Nm using the familiar 1.2-litre three-cylinder PureTech petrol engine in combination with the belt starter/generator, and a six-speed manual gearbox only.</p><p> </p><p>Launched two months ago, third generation Compass will expectedly fill slot-in above the Avenger in becoming Jeep’s eventual flagship.</p><p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/07/NewJeepCompassFirstEditionand4x4.jpg" rel="noopener noreferrer"></noscript><sub>Stellantis has confirmed the new Compass as being under study for the local market. Later, in Johannesburg, her gynaecologist broke the news that the baby, a boy, was no longer alive. </p><p> </p><p>“I don’t think I ever got over it,” she said.</p><p>Shortly afterwards, she was cast in 1922, and, as Amanda put it, she clung to the roleas Polish singer Elzbieta Karski like a piece of driftwood.</p><p>“It was one of the most amazing roles I’ve ever played,” she said. </p>‘All hell broke lose’: Amanda Strydom talks ‘Amandla!’<p>According to her, a turning point in her career was when she shouted “Amandla!”and gave the black power salute at the end of a concert at the Oude Libertas in Stellenbosch in 1986. </p><p> </p><p>“All hell broke loose,” Amanda said. </p><p>The writer Hennie Aucamp – whom Amanda called “Master” – told her afterwards that she needed to understand that nothing would ever be the same again.</p><p>“I tried to cope with it. Like with the miscarriage – you try to suppress and suppress. </p><p>“But when people repress hurt and humiliation, when your soul is trampled on and you keep it all inside, you’re building a bomb inside yourself – a bomb that will definitely explode at some point.”</p><p> </p>Amanda Strydom: Overcoming the obstacles of life and love<p>Amanda began hearing voices, and all the emotions she had suppressed, turned into psychosis. She was admitted to a psychiatric institution, where she underwent shock therapy, among other treatments. </p><p>A psychiatrist recommended that she find work with a fixed routine – a 9-to-5 job that could restore her sense of dignity. </p><p>During this time, Amanda came to terms with being alone and made friends with her neighbours. It’s less than 20 kilometres from the city (well, it’s 18). Its main strip, Were Street, is “a vibrant entertainment hub” (at least until 9pm on Fridays and Saturdays). It has trees, parks, buses and trains, three great primary schools, and a much-loved footy team (all true).</p><p>What the agent might not tell you is that if you move here, no one outside the outer north-east of Melbourne will know where you live. They will think you live bayside, or near the Dandenongs. Only when you say “out near Eltham” will they get it. I’ve heard more than one outsider call us “Little Eltham”, and I sometimes say that we are the South Yarra to Eltham’s Toorak. </p><p></p><p>People here like to imagine that we are the closest thing to a country town this side of the green wedge. I’m not sure anyone wants Were Street to be too vibrant an entertainment hub. (Except for that one day a year when the QWere Street party happens and our sedate street fills with bubbles and rainbows and drag queens.) After the only bar on Were Street closes, the most nighttime action happens 10 feet above us, where powerful owls pluck hapless ringtails from the rooftops and power lines.</p><p>Were Street is far from the traffic of Main Road and not well sign-posted. You need to know which turns to take through our undulating streets to even find it. When you do, it’s like stumbling across a country town hidden in the suburbs, full of small independent stores. Within its two blocks, there is one great coffee place and three OK ones. You will find different views up and down the street about which is which.</p><p>Coffee isn’t the only thing that divides us. People have mixed views on the recent “upgrade” of the street. This resulted in the loss of some of the quirky homegrown artwork that made it feel unique. It also meant the installation of paving tiles that many think look too much like genitalia or at the very least, match the bloodless aesthetic of the gigantic new train station at the end of the street.</p><p>When double white lines were painted down Were Street, some people were cranky. They saw it as a violation of their right to swing their SUVs into angled parking spots opposite. I’m in the other camp – every time I frown and shout the words “double white lines” at an offending vehicle, I feel like a true local.</p><p></p><p>I’ve only been here for 10 years, and Monty is the kind of place where generations come and stay or return – the demographic skews towards older people and young families. More and more, though, young adults are remaining at home. Late at night and in the early hours at weekends, a steady stream of Ubers ferry our young back from nightspots in the inner north.</p><p>It’s also the kind of place where people unite and fight hard to keep the things that they love about living here. At the end of every year on my street, the longest-standing residents hold a party in the park, where there is always a retelling of the battle they fought to save the park from development.</p></p> Life in the ’burbs: Montmorency is the South Yarra of the north.
