Image: Toyota Gazoo Racing</p> </p><p> </p> <p> <p>The East London Grand Prix Circuit, which some of the older generation still refer to by its original name, the Prince George Circuit, has an inevitable reputation of being the fastest and scariest track in South Africa.</p>It is time<p>A venue that has hosted motorsport since before WW II, the current 3.9 km track served as the first home of the South African Grand Prix with three F1-sanctioned races taking place between 1962 and 1965, and four non-official events, the last being in 1966.</p><p>Thoroughly old-school in its layout, the equally famous “circuit next to the ocean” hosts the fifth round of the National Extreme Festival this weekend, and by extension, round five of the Toyota GR Cup.</p><p>ALSO READ: From zero to almost podium hero in Toyota GR Cup stunner</p><p>The final race weekend before an enforced one-month break until the penultimate round at Killarney in September, the track has been the one most feared by the fear-inducing Potter’s Pass and Rifle Range Bends are, by and large, responsible for any mention of the circuit’s name warranting blocked ears and not being commented on.</p><p> </p><p> </p>The past doesn’t lie<p>At well over 200 km/h, the slightest mistake doesn’t go unpunished as proven last year by colleague Bernie Hellberg’s now infamous roll that wrote-off the GR Corolla used then.</p><p>Going back further, both rounds of the erstwhile Super Touring Car series 30 years ago resulted in speculator accidents.</p><p>The first being Anthony Taylor’s Toyota Camry going off at Rifle at 240 km/h, and then spinning across the track before flying across the infield and coming to a halt before the braking point at the Cocabana hairpin.</p><p>In the second meeting later that year, the BMW of the late Sabine Schmitz, then Reck, triggered a multicar accident after missing her brake markers heading into the hairpin.</p><p> </p><p>Not immune, the Group N race the following year saw Kosie Swanepoel’s BMW lose its brakes and fly across the circuit, over the hairpin and then into the bushes over 100 m from the track.</p><p>A year later, the title challenge of Nissan and one Giniel de Villiers nearly came unstuck when the eventual champion’s Primera pitched sideways at Rifle and slew across the track onto the outside before control was regained.</p><p>With well known incidents and near misses like these being only a few that comes to mind, the reasons for neither the GR regulars nor the media wanting to think about East London speaks volumes about the challenge it presents.</p><p>As shown by Bernie’s accident last year, the track penalises any faux pas harder than at Kyalami, with devastating consequences.</p><p> </p>A circuit that demands respect<p>From the main straight, the circuit flicks right into the infamous Potter’s Pass where lifting simply isn’t an option, never mind braking.</p><p>A corner that demands absolute respect, trust in the driver next to you and the car underneath, the running out wide in setting up for the next corner, Rifle, requires extreme care as the outer curb eventually makes way for gravel and then grass.</p><p>From here, with the speed still building, the kink over a slight hump that is Rifle gives way to the mentioned Cocabana hairpin.</p><p>A corner that requires the same respect as Potter’s and Rifle, the speed drops dramatically from over 200 km/h to less than 60 km/h, placing a massive premium on the brakes that will take severe punishment over both races, totalling eight laps each.</p><p> </p><p>From here, the circuit changes direction down the Beach Straight and into the esses, a section just as testing that saw Mike Briggs’ Opel Vectra and Steve Wyndham’s Ford Mondeo exchange blows in more ways than one during that second touring car meeting in 1995.</p><p>Tight and compact, the right-left sequence will place a further strain on the already suffering brakes, as well as the driver’s neck that are jarred from-side-to-side.</p><p>The third section, known as Cox Corner’s, turns left at the back-end of the pits before going into the equally tricky back-end sweep.</p><p>Part of the circuit that puts additional strain on the driver, it requires the same “set-up” approach as Potter’s by drifting to the outside curb, which, once again, doesn’t last forever and gives way to the much less tractable green stuff.</p><p> </p><p>A complex of corners vital to get right as building the speed and tucking into the slipstream of the car ahead all but sets you up for the final turn that is Beacon Bend.</p><p>Although easy in appearance, it too can bite as getting out too slowly will result in a drag race down the main straight and into Potters.</p>All new, once again<p>With the same field of GR86s, GR Corollas and GR Yaris’ totalling 25 cars expected, the term “tow” will prove most important throughout qualifying and the race.</p><p>Besides the higher speed and narrower gap to the car in front, it allows those at the rear to brake fractionally later and then overtake for position at the prime corners of Cocobana and Beacon.</p><p>The risk factor, though, is being careful with your brakes as, apart from being the fastest circuit in South Africa, it eats brakes similar to how the abrasive surface of Aldo Scribante destroys tyres.</p><p>Adding further jeopardy is the biggest mental challenge, us. With the exception of current GR Corolla championship leader and former Group N driver, Mario de Sousa, the majority of the current drivers have never been around East London.</p><p>The same applies to the media. We received a lot of backlash on our response and the time it took to ensure a breakthrough. </p><p>“But I must say this type of case necessitated that. I urge you to report different types of abuses so that we can stop the continued loss of life.</p><p>“Whether it be physical or abuse of a child, child neglect, medical neglect, sexual abuse, verbal or emotional abuse, we are here to put a stop to it.”</p>ActionSA laments Jayden-Lee Meek murder<p>ActionSA MP Dereleen James, visibly emotional, criticised the handling of the case by the police.</p><p>“If only all of these Saps [South African Police Service] members could have been deployed to the crime scene on the day that she had reported it, maybe we could have spared the life of Jayden-Lee Meek,” she said.</p><p>James questioned why the mother wasn’t considered a suspect from the beginning.</p><p>“When the mother said Don’t search my flat, that should have been a tip-off. That should have told them that something is happening in this flat.</p><p>“The fact that Jayden-Lee’s body was found the next morning tells me that he was in that flat, hoping and calling on those who were meant to protect a minor would actually open and break down the door.</p><p>“We failed Jayden-Lee Meek as a community. We failed Jayden-Lee Meek, even as Saps,” she said.</p><p>ActionSA MP, Dereleen James, at a gathering for Jayden, another child victim of a senseless murder. pic.twitter.com/GvW0ffiCOV</p>— Herman Mashaba (@HermanMashaba) July 14, 2025</p>Commissioner defends police investigation<p>Deputy National Police Commissioner Tebello Mosikili addressed concerns about the timing of the investigation, explaining that law enforcement needed time to build a strong case.</p><p>Mosikili told the media that the mother only reported her son missing around two hours before midnight on 13 May, and questioned why she had waited so long, given that she claimed her son hadn’t returned from school that afternoon.</p><p>“One wonders what happened from that time until the time of reporting,” the Saps official said.</p><p>She further stressed that officers were dispatched as soon as the report was received.</p><p>Mosikili added that numerous warning signs were evident at the scene following the discovery of the child’s body.</p><p>“At the time that we were pushed back, we could have moved immediately. Picture: Shutterstock</p> </p><p> </p> <p> <p>Moneyweb has learnt that consumers will have to cough up at least R40 billion more for Eskom following a settlement between the utility and the energy regulator Nersa. This pertains to mistakes Nersa’s made in several decisions regarding Eskom’s revenue and tariffs.</p><p>This amount may increase as Eskom has launched a fresh challenge to Nersa’s latest decisions regarding the utility’s revenue and tariffs for the current and the next two financial years.</p><p>Eskom’s court application is the latest in a string of challenges to Nersa decisions, almost all ruled in favour of Eskom.</p><p>Moneyweb has learnt that several such applications were settled between the two parties in May. This was not widely communicated at the time.</p><p>The settlement, which was made an order of the court, pertains to clawbacks spanning the financial years 2015 to 2021.</p><p> <p> <p> <p> Read more </p> These are the Gauteng areas affected by Eskom’s load reduction this week </p> </p> </p><p>ALSO READ: Ekurhuleni metro and Nersa lock horns over electricity tariff discrepancy</p><p> </p><p> </p>Clawbacks<p>The clawback mechanism is designed to retrospectively compensate either the utility or its customers for variations in the assumptions underlying the revenue determination, such as sales volumes.</p><p>The compensation is done by adjusting electricity tariffs in following years.</p><p>Eskom disputed the amount Nersa decided it was entitled to claw back in each year from 2015 to 2021.</p><p>Following the settlement Eskom is entitled to recover in total R40 billion more from consumers for underrecovery over the period due to mistakes made by Nersa.</p><p> </p><p>In terms of the order, Nersa will decide on the timing of this recovery.</p><p>ALSO READ: Nersa’s municipal tariff process flawed, says Sapoa</p>Nersa still making mistakes?<p>Eskom now alleges that Nersa’s latest revenue and tariff determination for the current and next two financial years is also flawed.</p><p>This will be on the agenda of Nersa’s electricity subcommittee during a special meeting on Wednesday (16 July).</p><p> </p><p>It follows an application by Eskom to the Gauteng Division of the High Court to have the decision reviewed and set aside.</p><p>Nersa announced in January that it had approved revenues of R384.6 billion for Eskom for the current financial year, which translated to an average percentage increase of 12.74%. This took effect on 1 April.</p><p>ALSO READ: The silent 77.5% rise of your electricity bill</p><p>The allowable revenue approved for 2026/7 is R409.5 billion, which translates to an average increase of 5.36% and for 2027/8 it is R435.8 billion, which translates to an average increase of 6.19%.</p><p> </p><p>This is considerably lower than the amounts Eskom applied for, which would have meant increases of 36.15%, 11.81%, and 9.1% in the three consecutive years.</p><p>Following Nersa’s publication of the reason for its decision early last month, Eskom filed an application to have the decision reviewed and set aside specifically regarding Nersa’s treatment of the Regulatory Asset Base (RAB).</p><p>Moneyweb has reliably learnt that Nersa has not yet indicated whether it will oppose the application.</p><p>Presumably the meeting on Wednesday will make a recommendation to the electricity regulator, which will then take a final decision.</p><p> </p><p>The formulation of the agenda point however indicates that Nersa may have accepted Eskom’s argument and is open to settling the matter.</p><p>It reads: “Correction of error on the Eskom sixth multi-year price determination decision (MYPD6) Regulatory Asset Base section and proposed settlement.”</p><p>ALSO READ: Nersa approves 12.7% electricity tariff hike for Eskom</p>Eskom’s arguments<p>In an affidavit supporting its court application, Eskom CFO Calib Cassim sets out in detail – some of it quite technical – the mistakes that Eskom contends Nersa has made.</p><p>This includes attaching a zero value to several operational power stations, including Koeberg.</p><p>He shows that the value attached to the RAB is key to determining the returns Eskom is entitled to – and that Nersa’s downward adjustments of the RAB in each of the three years dealt with in the tariff application cost the utility about R30 billion in total.</p><p>Cassim says that Nersa, in taking the decision, exceeded its powers and acted inconsistently with its own methodology and with an earlier court order dealing with the same subject.</p><p>ALSO READ: 30% electricity tariff increase is a reality, says Erasa</p><p>He states that Nersa’s decision is irrational and unreasonable.</p><p>Cassim points out that Nersa’s flawed approach to the RAB only applies to the application by Eskom’s generation business.</p><p>Those of the National Transmission Company of South Africa, a wholly owned subsidiary dealing with transmission, and the distribution business, were dealt with correctly, in Eskom’s view.</p><p>In addition, there are discrepancies between some of the numbers in the press release Nersa issued in January announcing its decision and those in the document issued in June setting out the reasons for its decision.</p><p>ALSO READ: Eskom proposes further tariff restructuring to ensure ‘transparency and fairness’</p><p>Cassim further argues that the condition Nersa set for its approval of the utility’s revenue – that it submit a revaluation of its RAB, with the first clawback application following the 2025/6 financial year – is unrealistic and impossible. Such a revaluation takes at least 30 months and is an expensive exercise, according to Cassim.</p><p>Any adjustments in Eskom’s favour will be reflected in future increases in electricity tariffs.</p><p>This comes against the backdrop of widespread concern about the affordability of electricity, withMinister of Electricity and Energy Kgosientso Ramokgopasaying that South Africans must increasingly choose between buying food and buying electricity. Picture: Home Affairs/X</p> </p><p> </p> <p> <p>Home Affairs Minister Leon Schreiber has warned those in South Africa without proper documentation to self-deport before his department reaches them.</p><p>On Friday, Schreiber led Operation New Broom to conduct its first immigration enforcement raids in Nelson Mandela Bay. We found 21 illegal foreign nationals from Malawi, China and Zimbabwe. One Malawian had a visitor’s visa but was found working in contravention of the conditions of his visa. All the arrested people are being processed for deportation.”</p>Home Affairs’ Operation New Broom<p>Home Affairs launched Operation New Broom in May, as part of the department’s drive to intensify enforcement operations in urban hotspots. </p><p> </p><p>The operation seeks to arrest, convict and deport illegal immigrants occupying public spaces. </p><p>ALSO READ: Home Affairs committee raises alarm over border authority underfunding</p><p>The first operation took place in District 6 in Cape Town, where 25 suspects were arrested while occupying land meant for restitution to the victims of forced removals.</p><p>The operation utilises biometric technology to verify the immigration status of suspects, thereby eliminating the risk of fraudulent documents and strengthening legal cases.</p><p> </p><p>“The benefits of our commitment to digital transformation are being felt across all areas of Home Affairs’ mandate, including through the strides made by the Border Management Authority at the borders and by Home Affairs inland,” said the minister.</p><p>“As with everything else we do, Operation New Broom is guided by our commitment to the rule of law. 3206806	有图 <p> The Junior Springboks are unbeaten at the World Rugby U20 Champs, and are gunning to go all the way, with them up against Argentina in the semis. </p> <p> <img src="https://media.citizen.co.za/wp-content/uploads/2025/07/Ceano-Everson-1.jpg" rel="noopener noreferrer"> <p>Junior Springbok scrumhalf Ceano Everson makes a break during their match against Scotland U20s at the World U20s.Picture: Timothy Rogers/Getty Images</p> </p><p> </p> <p> <p>The double World Cup winning Springboks are backing the Junior Boks to go all the way and triumph at the World Rugby U20 Championship being battled out in Italy.</p><p>The Junior Boks are gearing up for a massive semifinal encounter against fellow Southern Hemisphere side, Argentina, at the Stadio Luigi Zaffanella in Viadana on Monday night (kick-off 8.30pm).</p><p>It has been a fantastic campaign for the Junior Boks so far, with them cruising through the pool phase unbeaten, after hammering Australia 73-17 and Scotland 73-14, while they also dispatched defending champions, England, 32-22, which in the end knocked them out of the semifinal running.</p><p>They now turn their attention to Argentina, who they beat in the U20 Rugby Championship (TRC) in Gqeberha a few months ago, 36-25, and they will be gunning for a similar, if not better, performance than that.</p><p>It has in fact been a terrific turnaround since the TRC, where the Junior Boks went down to Australia 29-24 and New Zealand 48-45, with their only win coming against Argentina, to finish third in the competition.</p><p> <p> <p> <p> Read more </p> ‘I always wanted one Test, and now I want one more’ — Cobus Wiese on his Bok debut </p> </p> </p><p>They turned that around spectacularly in Italy to thrash the Aussies in their pool encounter, and backed it up with their results against England and Scotland.</p><p> </p><p> </p><p>Springbok assistant coach Mzwandile Stick, speaking ahead of their clash against Italy in Gqeberha on Saturday, praised the effort of the youngsters and backed them to the hilt.</p>Go all the way<p>“I remember watching them here against New Zealand (in the TRC) earlier this year. They lost that game and they also lost against Australia (in the same competition),” said Stick.</p><p>“So to see them now giving Australia 70 points, and also Scotland 70 points as well. What those young men are doing is great for us as a country and hopefully they can go all the way.</p><p>“I have been there (with the Junior Boks) in 2005. To win a Junior World Cup changes a lot of peoples lives, and hopefully those boys can also create those memories. They have already made us proud and we hope they can go all the way and become world champions.”</p><p> </p><p>Springbok captain for the match last weekend, Salmaan Moerat, who has represented the Junior Boks himself, was also effusive in his praise for the rising generation of future Springbok stars.</p><p>“We are extremely proud of them and the way they have been playing. Especially the step up they made from losing against Australia in the (U20) Rugby Championship, to beating them convincingly at the World Champs really says a lot about them as a team,” said Moerat.</p><p>“You can see that there are a number of potential future stars who will become really big players one day, and we wish them all of the very best. All of us knew what was going to happen to our lives, what was going to be improved in our lives, and slowly that image gets blurred,” Kani said.</p><p> </p><p>“And now, when the president said after the elections that we need a national dialogue, I was thrilled.”</p><p>He said his excitement about the dialogue stems from the opportunity to reflect on the country’s journey since the dawn of democracy in 1994, particularly in terms of citizen reflection.</p><p>“Maybe even speak to ourselves in our communities and say ‘what can I do to improve the situation, to improve the lives of our people…what are my responsibilities in dealing with crime in my street’,” said the actor.</p><p>Kani highlighted other social ills the country faces, urging South Africans to reflect on their contributions to the country’s welfare.</p><p> </p><p>“’Are you aware?’ I’m asking myself, I’m not saying what the government is doing. I’m asking myself what am I doing. Picture: GCIS </p> </p><p> </p> <p> <p>While speculation was rife that Cyril Ramaphosa would announce a Cabinet reshuffle on Sunday, experts believe the president’s hands may have been tied. </p><p>Several ministers and deputy ministers have been implicated in controversial scandals over the last few months.</p><p>On Sunday, Ramaphosa placed Minister of Police Senzo Mchunu on special leave.</p><p>However, he didn’t say anything about the future of Minister of Higher Education and Training, Nobuhle Nkabane, amid reports that she was prevented from travelling to China with a delegation led by Deputy President Paul Mashatile.</p><p>The director general in Nkabane’s department was sent in her place.</p><p> <p> <p> <p> Read more </p> What now for Senzo Mchunu? Police minister’s political career on the ropes </p> </p> </p><p>Nkabane has been embroiled in several blunders concerning the Sector Education and Training Authority (Seta) boards.</p><p> </p><p> </p><p>Ramaphosa has also not filled the position of deputy minister for trade, industry, and competition after he fired the DA MP Andrew Whitfield for taking an unapproved trip to the United States (US).</p>No need to reshuffle<p>Political analyst Sanet Solomon told The Citizen on Monday that a wholesale Cabinet reshuffle may not be the most sensible thing for the president to do at this stage.</p><p>“An entire Cabinet reshuffle may not be needed at this point in time as continuity creates the perception of political stability for global markets,” said Solomon.</p><p>But, she said, the president should consider firing his underperforming ministers and replacing them with more capable ones. </p><p> </p><p>“This would not only improve governance but positively contribute towards this renewal agenda, which Ramaphosa has been advocating,” she said.</p>Ramaphosa’s leadership style in the spotlight<p>Solomon said Ramaphosa has become known for being indecisive when faced with tough situations.</p><p>However, she believes he has made the right decision to put Mchunu on special leave and stop Nkabane from travelling to China.</p><p>“His decision to put Mchunu on a leave of absence makes sense. It allows the investigation to proceed without interference, while allowing the minister to retain his dignity.</p><p> </p><p>“Ramaphosa’s decision to prevent Nkabane from going to China is grounded given the controversy that surrounds her decision to appoint ANC-aligned individuals as chairpersons of Setas,” she said.</p><p>Professor Dirk Kotze told The Citizen that he believes that a Cabinet reshuffle will be an inconvenience to the GNU.</p><p>“I do not think there will be a general reshuffle because it will mean that he has to consult with the various GNU partners, and it will make no sense for him to do that. But the president should appoint a deputy minister of trade, industry, and competition.</p><p>“As far as the minister of higher education is concerned, she is compromised, I think she will soon go,” he said.</p><p> </p><p>ALSO READ: Senzo Mchunu investigation will take longer to finalise, says Public Protector</p>Is Ramaphosa protecting his comrades?<p>Meanwhile, Kotze said he believes that Ramaphosa did not take strong action against Mchunu because he did not want to face criticism from within his own party.</p><p>“He did that so that they do not say he is vexatious and reactive. He has the reputation of being sympathetic towards the party in KwaZulu-Natal.</p><p>“KZN remains a very important province to the ANC. Picture: Andrew Wevers/Getty Images</p> </p><p> </p> <p> <p>Two-time champion Ernie Els has withdrawn from this week’s Open Championship at Royal Portrush, which tees off on Thursday.</p><p>Golf fans will be disappointed to not see Els in action at the year’s final Major.</p><p>Els has one of the best records at the Open, a tournament he won in 2002 and 2012.</p><p>By not playing the Open this week, the 55-year-old Els will end a run of 32 straight appearances at the tournament, and 33 appearances in total.</p><p>He played his first Open in 1989 at Royal Troon, and then from 1992 – his next Open when he finished in a tie for fifth at Muirfield – didn’t miss an Open until now. We will however keep sending out reminders to those who have not come forth.” – SASSA CEO Mr Themba Matlou pic.twitter.com/wO0ECTkswL</p>— SASSA (@OfficialSASSA) July 14, 2025 <p>He emphasised that the review process is essential for maintaining the integrity of the social assistance system, particularly as the agency works with other institutions to identify beneficiaries who may no longer qualify for grants.</p><p>The CEO noted that Sassa must provide quarterly reports to the National Treasury on review progress, which has significantly elevated the agency’s workload.</p>Consequences of non-compliance and debt recovery<p>The agency is also empowered to recover money that may have been paid incorrectly to beneficiaries, particularly those who have been working while receiving grants.</p><p> </p><p>Beneficiaries who surpass income thresholds are liable to pay back money from the date they started working or exceeded eligibility criteria.</p><p>This debt recovery process can be instituted against individuals found to have been receiving social grants they were not entitled to receive.</p><p>Van Vrede distinguished between the current payment delay system and actual suspension.</p><p>“A suspension would mean your grant for that month would not be paid. And your grant will continue not to be paid until such time that you conduct a review and you are convinced that you’re so qualified,” he explained.</p><p> </p><p>ALSO READ: Sassa grant recipients forced to repay thousands after income threshold breaches</p>Fourth payment date introduced<p>Sassa has introduced a fourth payment date in its payment schedule specifically for beneficiaries flagged for review.</p><p>Brenton Van Vrede, the agency’s grant operations manager, explained that this represents a strategic shift from previous practices where beneficiaries would only discover they were under review when their grants were suspended.</p><p>“No one’s being suspended, everyone’s being paid. It’s an additional form of communication with people who have something wrong with their grant, come into a Sassa office and clarify,” said Van Vrede.</p><p> </p><p>The new system means that beneficiaries who previously received payments between the 2nd and 5th of each month will now receive their payments on the 4th day if they are subject to review.</p><p>Van Vrede clarified that this serves as a signal to beneficiaries that they need to visit Sassa offices to address issues with their grants.</p><p>ALSO READ: No social grants have been suspended, says Sassa</p>Sassa review process targets 210,000 beneficiaries<p>According to Matlou, approximately 210,000 beneficiaries out of the 19 million grant recipients have been identified for review based on data indicating they may have additional income or employment that could affect their eligibility.</p><p> </p><p>Matlou noted that this represents a small fraction of Sassa’s total beneficiary base, which continues to receive monthly payments without disruption.</p><p>“We pay 19 million beneficiaries, and we pay them every month without any disturbance. We just had to look at the segment that we need to call them for review,” Matlou explained, without elaborating on the number of grant recipients under scrutiny.</p><p>The review process was initiated following legislative requirements under Section 14(5) of the Social Assistance Act.</p><p>The Act mandates that beneficiaries notify Sassa of any material changes in their circumstances, including financial or marital status changes.</p>Sassa review process<p>Van Vrede provided detailed explanations of how Sassa assesses income during the review process, particularly addressing questions about maintenance payments.</p><p>He explained that beneficiaries undergo a thorough process where they sit with administrators to review three months of bank statements.</p><p>He noted that while maintenance is considered income under social assistance regulations, the context and purpose of such payments are carefully evaluated.</p><p>For example, if a grandmother receives maintenance from her children to support a grandchild, this would be considered in a child support grant application but not necessarily in an older person’s grant application.</p><p>Van Vrede emphasised that the qualifying criteria for older persons’ grants remain high at over R7 000 per month.</p><p>This means that receiving R2 000 to R3 000 in support from children would be unlikely to disqualify someone from receiving grants.</p><p>ALSO READ: Sassa delivers grants and IDs to Harding</p>Credit bureau partnership strengthens verification<p>According to the CEO, Sassa has strengthened its partnership with registered credit bureaus to improve income verification processes.</p><p>This collaboration allows the agency to cross-reference information provided by applicants with data from financial institutions.</p><p>The partnership addresses situations where beneficiaries may declare themselves unemployed when applying for grants but later reveal their employment status when seeking loans or financial services.</p><p>“This information is recorded with the credit bureaus, which we now have access to,” said Matlou. </p><p>ALSO READ: Former Sassa employee jailed for corruption after bribe sting</p>Communication challenges and office capacity<p>The agency has sent over 140,000 SMS notifications to beneficiaries selected for review.</p><p>However, Matlou acknowledged that outdated contact information limits the effectiveness of these communications.</p><p>He said many beneficiaries may have not updated their contact details with Sassa, creating challenges in reaching those who need to undergo reviews.</p><p>The agency has adjusted its operational plans to accommodate the increased workload, much like it did when handling the card replacement project.</p><p>Matlou said it is also working to activate a self-application platform that would allow beneficiaries to review their information online without visiting physical offices.</p><p>ALSO READ: R59.6 billion set aside for Sassa and SRD grants</p>National treasury compliance requirements<p>The review process is being conducted within the framework of the National Treasury’s budget allocation conditions issued in February 2025.</p><p>These conditions direct Sassa to implement cost-saving mechanisms through review processes to ensure that payments are not made to undeserving beneficiaries.</p><p>“They cover critical areas such as income verification, biometric checks, inter-agency data cross-referencing, and quarterly reporting obligations,” Matlou explained. </p><p>He stated that these measures were designed to enhance fiscal accountability, improve operational efficiency, and ensure the integrity of the Social Assistance Programme.</p>Future improvements and fraud prevention<p>Matlou said Sassa is implementing several improvements to the system, including the introduction of biometric identification to enhance security and integrity in grant administration.</p><p>“Sassa enforces a zero-tolerance policy towards fraud and corruption, both from beneficiaries and within its own ranks,” Matlou emphasised. </p><p>He stated that the review process is designed to safeguard the integrity of the social assistance system while ensuring that eligible beneficiaries continue to receive support. </p><p>Beneficiaries who have not received their payments or are uncertain about their payment status are encouraged to contact Sassa through official channels. </p><p>NOW READ: Sassa cracks down on beneficiaries flagged for not disclosing income</p> </p> <p> Read more on these topics Grants South African Social Security Agency (SASSA) </p> Sassa warns of grant suspension after three-month review notice	查看 9371	《公民报》	2025-07-14 19:06:46 2025-07-15 02:30:49	word

Picture: iStock</p> </p><p> </p> <p> <p>President Cyril Ramaphosa’s expected announcement of a commission of inquiry into policing matters is giving citizens a case of déjà vu.</p><p>KwaZulu-Natal Police Commissioner Lieutenant General Nhlanhla Mkhwanazi rocked the security cluster earlier this month with accusations of interference and criminal culpability against high-profile individuals.</p><p>Forced to act, the president’s announcement on Sunday evening was ridiculed by rival political parties and civil society groups demanding swift action. </p>A decade of commissions<p>Ramaphosa has successfully relied on commissions of inquiry to settle complex disputes, while former president Jacob Zuma had a less impressive record with the commission he chose to implement.</p><p>Acting Deputy Chief Justice Mbuyiseli Madlanga will chair this commission into Mkhwanazi’s revelations, marking the second inquiry in 2025, following President Ramaphosa’s May announcement of an investigation into the delay in investigating Truth and Reconciliation Commission matters.</p><p> <p> <p> <p> Read more </p> What now for Senzo Mchunu? Police minister’s political career on the ropes </p> </p> </p>Nugent Commission into Sars<p>Possibly the most impactful, the Nugent Commission into the South Africa Revenue Service (Sars) was launched in May 2018.</p><p> </p><p> </p><p>Chaired by retired Judge Robert Nugent, it investigated governance and operational failures under then-South African Revenue Service (Sars) Commissioner Tom Moyane.</p><p>Moyane was suspended in March 2018 and subsequently fired, with his lengthy court appeal ending in failure.</p><p>The Nugent Commission led to the appointment of Edward Kieswetter, who has been credited with successfully reforming Sars.</p>Zondo Commission into State Capture<p>The largest judicial inquiry undertaken took four years and implicated more than 1400 people based on the testimonies of roughly 300 witnesses.</p><p> </p><p>Handed to President Ramaphosa in June 2022, former Chief Justice Raymond Zondo’s State Capture report had, as of January, resulted in the arrest of 38 natural and juristic persons.</p><p>ALSO READ: Kubayi: NPA capacity up as state capture cases progress</p><p>However, the biggest names implicated in the State Capture report remain unprosecuted, including the former president and current ministers.</p><p>“Since [Ramaphosa’s] first speech as ANC leader, we have failed to see any material action being taken against those within the ANC who were involved in corruption,” stated the Democratic Alliance.</p><p> </p>Mpati Commission into PIC<p>In October 2018, Ramaphosa launched a commission inquiry into the management of the Public Investment Corporation.</p><p>Held over 63 days, 77 witnesses gave oral submissions to the commission chaired by Justice Lex Mpati.</p><p>Dr Dan Matjila resigned from his PIC CEO post before the commission concluded, but he and others connected to the companies implicated in wrongdoing have not been prosecuted.</p><p>“Matjila’s requests to provide financial assistance or make contributions to individuals, organisations and political parties reflect his abuse of office and the ability to exert undue influence over investee companies,” concluded the report.</p><p> </p>Marikana<p>Ramaphosa’s predecessor launched the Marikana Commission of Inquiry in August 2022, but the future president was linked to the massacre for another decade via a class action lawsuit.</p><p>Ramaphosa was a shareholder and non-executive director of Lonmin Platinum when 34 protesting miners were killed by police.</p><p>The commission cleared Ramaphosa despite leaked emails where he asked law enforcement to take “concomitant action”, as reported by Al Jazeera.</p><p>Former North West Deputy police commissioner William Mpembe and five others were charged for their involvement in the massacre, but all six were acquitted in September 2024. </p><p> </p>Seriti and Life Esidimeni<p>Two other less-flattering inquiries from the Jacob Zuma era were the Seriti Commission into the military spending and the inquiry into the Life Esidimeni tragedy.</p><p>After R140 million in expenditure, the findings of the Seriti Commission were set aside after it was determined that “questions posed to the witnesses were hardly the questions of an evidence leader seeking to determine the truth”.</p><p>Meanwhile, Section 27 is still fighting for the families of the 144 Life Esidimeni psychiatric patients who died while under the care of the Gauteng Department of Health.</p><p>Section27 asked the National Prosecuting Authority to prioritise the prosecution of provincial health officials Qedani Mahlangu and Makgabo Manamela as recommended by former Deputy Chief Justice Dikgang Moseneke.</p><p>“We hope to bring back into the spotlight the plight of the families whose loved ones died gruesome deaths at the hands of the state,” wrote Section27.</p><p>NOW READ: Cameron questions urgency of commission into Mchunu probe</p> </p> <p> Read more on these topics Commission of Inquiry Into Allegations of State Capture Cyril Ramaphosa Jacob Zuma LIfe Esidimeni </p> 6 commissions of inquiry government has launched before, and for what \| The Citizen	查看 5595	《公民报》	2025-07-14 19:11:55 2025-07-15 02:30:49	word

Why must we oblige to such nonsense? This guy, called [the] SA president [does not] give a hoot about South Africans. He doesn’t feel the pain of thuggery and corruption. He seems to be enjoying seeing us tortured. Cyril Ramaphosa must be pushed out with his organisation,” he said.</p><p>The Citizen spoke with Ringo to expand on his comments on social media, and he said he preferred not to comment.</p><p> </p><p>“Unfortunately, I’m not willing to answer questions about my X input,” the singer told this publication on Monday morning.</p><p>In a shock move in 2019, the Sondela Sthandwa singer became a member of parliament (MP) of the EFF, cementing his commitment to politics.</p><p>After the conclusion of the general election in 2024, Ringo announced that he’s stepping away from politics, but will remain an Economic Freedom Fighters (EFF) member.</p><p>Ringo said his time in politics has given him a better understanding of the decisions taken by those in power.</p><p> </p><p>“For me to be part of the deciders and constructors of the laws of the country, I learnt a lot [about] how things are going. Picture: iStock</p> </p><p> </p> <p> <p>Attraction is not spoken as much as it is experienced. It’s not often that anyone declares their attraction to someone else. Most of the time, people give it away in the little moments. It could be the way that someone looks at you, how they fidget or how they casually ask about your pet rock a week after you mentioned that you have one.</p><p>These are the quiet signs that someone’s attracted to you. Studies back it up, and body language expertDavid Allennoted that there are several primary body language cues to look out for; signals that are dead giveaways for attraction between people.</p>It’s in the eyes<p>Eye contact says more than people realise. If someone holds your gaze longer than necessary or keeps glancing at you when they think you are not looking, it is often because they enjoy what they see. And if they smile while looking at you, watch the eyes. A genuine smile creases around the corners. If it does not, they are just being polite.”</p><p> <p> <p> <p> Read more </p> Why you’re attracted to the unexpected </p> </p> </p>Mimicking or mirroring<p>If the person you’re talking to unconsciously copies your speech, your tone, gestures or posture, it is not a coincidence. It is a phenomenon known as the chameleon effect. Studies show that people mimic those with whom they feel a connection. “We mirror when we want to build trust or rapport,” Allen explained. “It is not planned, but it is a very good sign. You lean in, they lean in. You fold your arms; they do the same.”</p><p> </p><p> </p>Light touches<p>A light touch during conversation, a hand on the shoulder, or a brush of the arm. These are often subtle signals of interest. “It is not about being flirty or creepy,” Allen said. “A platonic, confident touch shows someone is comfortable and confident around you. People who like you want to feel closer, even in small ways.” Touch is so important to romantic signalling that researchers have linked it directly to courtship behaviour. It can be very subtle, as one man at the receiving end of affection shared online: “She touched my shoulder every time she laughed. I didn’t notice until my friend pointed it out.”</p>Nervous energy can be a giveaway<p>Fidgeting can give someone’s attraction away, but it is important to note the difference between anxiety and attraction. Because there is a wide gap. “When people are nervous from attraction, they fidget slowly, a little more erratically, not in a panicked way,” Allen said. “They do not know what to do with their hands or hair. It is awkward, but sweet.” Something along the lines of, for example, dropping your keys twice while chatting to someone you find attractive, and then still adjusting your clothing, is obvious but a subconscious trigger of note.</p>Leaning in<p>Leaning in and making the circle smaller, shrinking the gap, is a classic. The closer you move, the closer you want to be to that person. “If someone’s feet and shoulders are facing you, and they are inching closer during a chat, that is a solid signal,” Allen said. “But if their body starts turning away, they are probably just being polite.” Also, according to research by psychologist Albert Mehrabian, body orientation is one of the clearest indicators of engagement.</p><p>Also, look out for a light bite of the bottom lip while looking at someone. It is often a clear sign of physical attraction. “Not always obvious, but very telling,” noted Allen.</p><p> </p>Small things… remembered<p>When someone recalls the tiny details you only mentioned once, it is a good sign they are paying attention. “People who like you take mental notes,” Allen said. “They are not just filling silence—they are interested.” A Reddit post painted this picture for easy reference: “She remembered my dog’s name and asked about him a week later. I’d only mentioned it once. No one does that unless they like you.”</p>They keep making plans<p>If someone keeps suggesting you do things together, even if it’s not a big thing, chances are they’re hoping to build a connection. “If I ask you to go for a walk, have coffee, or check out a spot with me, and that’s just the two of us, it is not just about the outing,” Allen said. “It is about spending time with you in a more personal setting.” One woman shared her account of courtship in its early stages online: “He kept suggesting new places we should ‘go check out together sometime’. Picture: Hatim Kaghat / BELGA / AFP</p> </p><p> </p> <p> <p>Throughout the week leading up to US President Donald Trump’s 30 percent-tariff threat on the EU, European officials and diplomats insisted they were closing in on a deal — right up until his letter landed at the weekend.</p><p>They privately described the outlines of an accord, showered top EU negotiator Maros Sefcovic with praise for his “remarkable” work and dismissed the prospect of a new US ultimatum short-circuiting those efforts.</p>Trump’s letter derails quiet optimism<p>But hopes of a swift deal came crashing down on Saturday as Trump publicly threatened the EU with levies three times the current level if there is no deal by August 1 — after sending similar missives to other countries.</p><p>The United States had notified the European Commission, in charge of trade policy for the 27-country bloc,as well the EU’s biggest economies a day earlier of the new tariff threat — but for others it dealt an unexpected blow.</p>Mixed signals from Washington sow confusion<p>The commission appeared sanguine last week about the advancement of talks: the thinking went that Trump would keep a 10-percent baseline tariff on EU goods — with exemptions for critical sectors like airplanes — under an “agreement in principle” to be fleshed out later.</p><p> <p> <p> <p> Read more </p> Israeli strikes kill children collecting water in Gaza </p> </p> </p><p>“I was rather surprised, of course, because during the week we had quite a positive mood about getting the framework agreement done,” Finland’s trade minister Ville Tavio said.</p><p> </p><p> </p><p>But he said, “the US has been rather spontaneous about their announcements”, speaking before he and his EU counterparts discussed their strategy going forward in Brussels.</p><p>ALSO READ: Trump’s new 30% tariff less about trade and more about power</p><p>Others including Hungary appear to have learned of the letter via Trump’s post.</p><p>But Hungary’s deputy trade minister, Levente Magyar, said he was not surprised “because President Trump’s been sending out these letters to all of his major counterparts”.</p><p> </p>EU’s hope for deal<p>Last week as Trump unveiled higher tariffs for Japan, South Korea and a dozen other countries ranging from 25 percent to 40 percent, the EU seemed to keep its cool.</p><p>“My understanding is that we are not going to receive a letter,” EU trade spokesman Olof Gill told reporters on Wednesday.</p><p>As late as Friday, Gill said the EU was “fully locked and loaded to conclude” a deal, adding: “Let’s see what happens when our friends in Washington wake up in a few hours.”</p>Can talks be salvaged before August 1?<p>There appeared to be some confusion brought about by US officials telling their EU counterparts there would be no letter, while others said a draft deal was on Trump’s table for approval.</p><p> </p><p>ALSO READ: Trump tariffs unsettle SA farmers as Africa eyes agricultural growth</p><p>In fact, there was a growing sense that the EU and the United States would announce a deal at the weekend and then thrash out the details until the August 1 deadline when US levies would snap back in.</p><p>Trump initially threatened 20-percent tariffs — and at one point even 50 percent — on a majority of EU goods before he suspended them to allow for negotiations.</p><p>It was not yet clear whether his new threat would be a game-changer in negotiations, beyond dialling up pressure.</p><p> </p><p>And EU ministers made clear on Monday they are still hopeful the bloc can clinch a deal by August 1, as they huddled to consider how much Brussels should flex its muscles when talks resume.</p><p>The discreet Sefcovic remained hopeful, telling reporters he intended to speak to his US counterparts later on Monday.</p><p>“We continue to engage with the United States administration and prioritise negotiated solutions by the new deadline of August 1,” he said.</p><p>NOW READ: Bulgaria to adopt euro in 2026 after final EU approval</p><p> </p> </p> <p> Read more on these topics Donald Trump European Union (EU) tariffs </p> Trump's tariff ultimatum catches EU off guard \| The Citizen	查看 4659	《公民报》	2025-07-14 20:41:37 2025-07-15 02:30:49	word

Picture: Anton Geyser/Gallo Images</p> </p><p> </p> <p> <p>Is this it for Willie le Roux?</p><p>One has got to wonder whether the latest member of the Springbok 100-club will play again for the national team.</p><p>On Saturday in Gqeberha, Le Roux joined seven other players to have picked up 100 caps for the Boks when he started at fullback in the second Test against Italy in Gqeberha.</p><p>Le Roux delivered a mixed bag performance and was subbed not long after half-time.</p><p>But with the two-time World Cup winner turning 36 next month, and with Aphelele Fassi (27) and Damian Willemse (27) in the wings and already ahead of Le Roux in the Bok pecking order, it feels like we’ve seen the last of the assist king, as Le Roux has come to be known in recent years.</p><p>Let’s also not forget coach Rassie Erasmus has in the past also called up Jordan Hendrikse (24), who can play flyhalf and fullback, and Quan Horn (24), and they have lots of international rugby ahead of them.</p><p> </p><p> </p>Bok fullback competition<p>Le Roux has been a quality Bok member since 2013, despite how many fans feel about his abilities.</p><p>Like most players, he’s got his strong points and weak points, he’s done good things and made some blunders, but he’s always played with passion and always thought of those around him rather than himself.</p><p>It will be interesting to see if coach Rassie Erasmus keeps Le Roux in the mix for the Rugby Championship.</p><p>I don’t think he will, not with Fassi and Willemse around and Sacha Feinberg-Mngomezulu also able to play fullback. The Boks are well covered in the fullback department.</p><p> </p><p>Where does one rank Le Roux then, among the Boks’ fullbacks since 1992? Can he be spoken about in the same company as Andre Joubert and Percy Montgomery? Is he better than one of them, or better than both, or is he not even close to being in that company?</p><p>Whatever your thoughts, Le Roux served the Boks well, he won two World Cups and he played 100 Tests.
