3162967	有图 <p> The Cannabis Expo is at the Sandton Convention Centre and the Inner City Beer Fest will be held in Pretoria on Saturday. </p> <p> <img src="https://media.citizen.co.za/wp-content/uploads/2025/05/Cannabis-expo-beer-festival.jpg" rel="noopener noreferrer"> <p>Picture: the_cannabis_expo/Instagram</p> </p><p> </p> <p> <p>Joburg is a vibrant and frantic city due to its inhabitants’ “hustler” mentality, while Pretoria, with all its embassies, is much more laid-back in comparison.</p><p>With this outlook in mind, one would assume that this weekend’s Cannabis Expo would be held in Pretoria and the Inner-City Beer Fest in Joburg.</p><p>However, it’s the other way around as Gauteng’s two biggest metropolitan municipalities separately take beer enthusiasts and connoisseurs of the herb on a journey into these two substances.</p><p>The Cannabis Expo takes place at the Sandton Convention Centre from Friday to Sunday.</p><p>The inaugural Inner City Beer Fest will be hosted at 012 Central in Pretoria on Saturday.</p><p> <p> <p> <p> Read more </p> New development in Olorato Mongale murder case </p> </p> </p><p>ALSO READ: Cannabis-infused food ban: A blow to South Africa’s economy</p><p> </p><p> </p>A growing industry<p>The Cannabis Expo in South Africa was launched in late 2019 and The Cannabis Expo’s Communications Manager, Kendel Falkson, says they were taken aback by how big the local cannabis industry was.</p><p>“With each subsequent expo the number of businesses exhibiting with us has grown rapidly, with new local businesses popping up and contacting us daily,” Falkson told The Citizen.</p><p>“The cannabis industry is far broader than most people realise and at the upcoming expo in Sandton over 100 cannabis businesses are represented from cannabis cultivation to extraction products.”</p><p>In 2024, just before the country’s general elections, President Cyril Ramaphosa signed into law the Cannabis for Private Purposes Act, which legalises the private use of cannabis.</p><p> </p><p> <p> <p> </p> <p><svg><g><g><g></g></g></g></svg></p><p> <p>View this post on Instagram</p> <p> </p><p> </p><p> </p> <p> </p><p>A post shared by JIWA Rolling (@jiwarolling.io)</p><p>Falkson says there is still a large grey area, but that more money is flowing into the industry, especially in areas such as cultivation, CBD products and technology.</p><p>“Investors are looking for that next big thing and while the legislative landscape is still evolving, businesses are innovating and pushing the boundaries,” she says.</p><p> </p><p>“People are finding creative solutions to work within the current confines, and we’re seeing a lot of activity outside the ‘grey zone’. Image: Charl Bosch</p> </p><p> </p> <p> <p>Off-roading, whether as a passenger or behind the wheel, has been part of my life for more than 25 years.</p><p>Having spent a great deal of my formative years, post-2000, in the back of a single cab Isuzu KB, two double cab Mitsubishi Colt Rodeo V6s and a Nissan Pathfinder with my father, late mother and brother criss-crossing Southern Africa from Swaziland to the Caprivi strip, the passion and appreciation for what these vehicles can do remains undiminished to this day.</p>Not the best memory<p>An invite nine years ago to attend an off-road jamboree in a fully kitted-out short wheelbase Mitsubishi Pajero came with the same then enthusiasm, but ended in complete dismay.</p><p>ALSO READ: Nissan Navara Pro-4X Warrior stakes claim in off-road bakkie fight</p><p>Being a competition environment, the event was anything but enjoyable and ultimately descended into an ego trip filled with unsavoury post-results behaviour and remarks. </p><p> <p> <p> <p> Read more </p> Boxy and rugged returns as Jeep starts teasing all-new Cherokee </p> </p> </p><p>I was, therefore, apprehensive to say “yes” to the annual Spirit of Africa media event this week, as the competition aspect of off-roading has left a resounding bitter taste in my mouth.</p><p> </p><p> </p>Celebrating a milestone<p>Marking its 21<sup>st</sup> anniversary this year, and the third to be sponsored by Nissan, I decided to tick the “yes” box as, unlike last time, I was to compete with my colleagues and not self-image driven individuals keener to belittle others than enjoying what had been set up.</p><p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/DSC0211.jpg" rel="noopener noreferrer"></noscript><sub>Spirit of Africa this year celebrated its 21st running. Image: Charl Bosch</sub></p><p>The brainchild of 11-time South African rally champion and motorsport legend Sarel van der Merwe, the event this year took place at the Sandwani Game Lodge outside Cullinan, and saw the media and Nissan representatives use the newly launched Navara Pro-4X Warrior on 16 stages varying from high speed to slow and technical.</p><p>Supposed to be as testing as possible, but within each driver and the car’s limits, the 15 competing Navara Pro-4X Warriors made for an evocative sight standing next to each other.</p>Spirit of Africa yes’ and no’s<p>Confidence was something I had nothing of. Unlike some of my colleagues who were taking part in their third or fifth event, I was the rookie and under no illusion that this wouldn’t be easy the first time out.</p><p> </p><p>The Spirit of Africa fundamentals are, in fact, easy: each team starts out with 100 points and loses points for reversing (30), hitting the marker poles (10), the red flag indicators (30) and for every second over the stipulated time each stage would normally take.</p><p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/Spirit_of_Africa_Y5A0771.jpg" rel="noopener noreferrer"></noscript><sub>The devised stages were tight and confined in some places. Image: Nissan</sub></p><p>What’s more, warnings and being disqualified for being unnecessarily silly – speeding in between stages for example – are also applicable, with the very real outcome of being thrown-out completely if damage to the car is recorded.</p><p>Gaining points though comes via the speed sections, completing the stage within or faster than the mandated time, and not hitting any of the mentioned poles.</p>Welcome Pro-4X Warrior<p>There was the topic of the Australian-developed Navara Pro-4X Warrior would perform first time around.</p><p> </p><p>The work of Melbourne-based engineering firm Premcar, the Pro-4X Warrior, as its name points out, uses the “normal” Pro-4X as a base, but receives a redesigned front bumper with a steel bashplate, wider front and rear tracks, uprated springs and dampers, and a lift-kit that raises ground clearance from 221 mm to 232 mm.</p><p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/Spirit_of_Africa_Y5A1622.jpg" rel="noopener noreferrer"></noscript><sub>The Navara Pro-4X Warrior showed no let-up in its maiden Spirit of Africa. Image: Nissan</sub></p><p>Completing the upgrades are 17-inch alloy wheels wrapped in all-terrain tyres, side-steps, “riveted” wheel arch cladding, red accents, Pro-4X Warrior decals on the side of the loadbox, black mirror caps and a black grille with a red Nissan badge.</p><p>Besides red Warrior embroidery work on the headrests of the front seats, the interior is otherwise identical to the Pro-4X, with the same applying to the standard features sheet.</p><p>Underneath its bonnet, the stalwart YD25DDTI 2.5-litre turbodiesel engine has not undergone any changes and, as such, delivers 140kW/450Nm to the rear or all four wheels via a seven-speed automatic gearbox.</p><p> </p>Action commences<p>Pre-event rule briefing over, I decided to sideline the happenings of almost a decade ago and try to enjoy my time with the Pro-4X Warrior rather than worrying about the scorecard.</p><p>But, as my colleague Willem van de Putte famously put it, once behind the wheel and into the stage, the competitive aspect takes over as simply having fun turns into a desire to win, not being silly and completing the stage with one’s race-face on.</p><p>The first stage involved a simple speed test, but through a tunnel of poles and flags on either side.</p><p>My driving partner, Naresh Maharaj, acquitted himself brilliantly, and we finished it relatively trouble-free.</p><p> </p><p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/DSC0232.jpg" rel="noopener noreferrer"></noscript><sub>Navara Pro-4X Warrior should its worth going up and down. Image: Charl Bosch</sub></p><p>Knowing that the slow and technical sections tend to suit me better, I took the wheel for the second stage, which soon became a disaster.</p><p>Tight and twisty it was, precision was the key and, unfortunately, a few poles got touched – some disappearing underneath the Pro-4X Warrior – as I simply struggled to get into a rhythm with the clock ticking. </p><p>As disappointed as I was, the driver swap for the next speed section went according to plan with a clean run.</p><p>Stage four, named Blood, Sweat and Gears, had everything I loved about off-roading; rocky outcrops, tight corners, a few downhill sections, blind crests and a steep descent at the end.</p><p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/DSC0304.jpg" rel="noopener noreferrer"></noscript><sub>Stages demand patience, precision, and not hitting any of the placed market poles. Image: Charl Bosch </sub></p><p>Again, a few wrong lines saw poles being touched, yet I was starting to get into the swing of things and, admittedly, taking it very seriously.</p><p>Another well executed speed section later, the second section of the event, a slalom and then an uphill park in reverse,went completely awry as both Naresh and I copped a “DQ” for different infringements that had departed our minds in the heat of battle.</p><p>Admittedly, this resulted in memories of the past event flaring back up. However, I knew I couldn’t let it keep me downhearted as I made peace with the fact that our #10 Navara Pro-4X Warrior had probably dropped to the back of the field.</p><p>The final technical and twisty section, despite appearing anything but difficult, proved to be the most enjoyable.</p><p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/DSC0310.jpg" rel="noopener noreferrer"></noscript><sub>Third last stage came with a water crossing. Image: Charl Bosch</sub></p><p>Again, all about being precise, smooth and accurate, it also included a river crossing and a tight uphill turn to the left and the right.</p><p>Dropping downhill at the finish, fewer poles were clipped and more points gained, though we still had no idea where we ranked overall.</p><p>For the final pair of speed tests, Sandwani’s version of the Mulsanne straight had been laid out.</p><p>But, unlike the famous stretch of public French road that forms part of the 24 Hours of Le Mans, there would be slipstreaming. Image: Charl Bosch</sub></p><p>Having kept the Navara in high range four-wheel-drive (4L) throughout the event, thoughts of possibly switching back to the default 2H came up for discussion as we prepared to blast off.</p><p>Concerns, however, of traction being lost settled the argument and instead, an impromptu launch control method was settled upon.</p><p>With 4L still selected, dabbing the throttle while keeping my left foot on the brake saw the Pro-4X Warrior accelerate quicker than I had expected when the “go” call crackled over the handheld radio.</p><p>Feeling stable and undramatic, we crossed the line well ahead of our competition and at close to 120 km/h.</p><p>The second run was just as faultless and once again, Naresh and I won our battle, albeit with a slightly narrower margin than before.</p><p>While supposed to have taken place over the mentioned 16 stages, time constraints meant only 12 could be completed, the final being a figure-of-eight with each car starting at the opposite end based on their number.</p><p>A stage that balances speed with smoothness into the corners, I knew I had to do well after what had been a much better second half of the event than the first.</p><p>Badly cut-up in places by the time we arrived, the stage was testing but fun, and while two poles we touched, I exited with a smile in complete contrast to how it started a few hours before.</p>Top 10 finish<p>At the end of it all, we didn’t place 15<sup>th</sup>, but rather scored a top 10 finish, aptly in 10<sup>th</sup> place as per our vehicle number.</p><p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/Spirit_of_Africa_Y5A1773.jpg" rel="noopener noreferrer"></noscript><sub>From L-R: Naresh Maharaj, Sarel van der Merwe and The Citizen’s Charl Bosch at the end of the event. Earlier this season when Goosen was also out, Le Roux deputised at flyhalf, but White has opted to keep his specialist players in their preferred positions. 3162961	有图 <p> The presence of accused officers undermines the entire police service"s integrity and effectiveness. </p> <p> <img src="https://media.citizen.co.za/wp-content/uploads/2025/05/Saps-badge.jpg" rel="noopener noreferrer"> <p>Picture: Saps</p> </p><p> </p> <p> <p>The South African Police Service (Saps) faces mounting pressure to remove officers accused of serious criminal offences from active duty, with Parliament’s portfolio committee on police demanding urgent Section 34 inquiries to determine fitness for service.</p><p>The crisis has exposed deep systemic issues in Saps, where officers charged with rape, attempted murder and drug trafficking continue serving in frontline roles while public trust erodes.</p><p>Criminology expert Willem Els warns that allowing accused officers to remain in uniform sends a dangerous message to communities.</p><p>“When the public sees that these officers are still in uniform after being accused of serious crimes like rape and all the others, it demonstrates to them or it gives them the impression that they are above the law and there’s no accountability,” Els said.</p>Specific examples of criminally charged police officers’ cases<p>The portfolio committee has identified multiple cases where officers facing grave charges continue their duties unimpeded.</p><p> <p> <p> <p> Read more </p> Remains of missing toddler Kutlwano Shalaba found in shallow grave </p> </p> </p><p>These include a police constable out on bail for rape who remains stationed at a local facility and an acting station commander facing charges of attempted murder and torture who retains his post.</p><p> </p><p> </p><p>Other cases highlighted by committee chairperson Ian Cameron include a member who was caught selling police docket and later arrested for drunk driving while suspended, but has since returned to work.</p><p>Furthermore, a court orderly found with over 900 Mandrax tablets continues deployment at a central Cape Town station, while a detective out on bail for drug dealing has reportedly resumed his duties.</p><p>“We cannot accept a situation where the police service turns a blind eye to such serious allegations, especially where the charges suggest direct involvement in violent or organised criminal activity,” Cameron said during recent committee engagements with the ministry of police and senior Saps management.</p><p>ALSO READ: 1 police vehicle and 30 officers sharing 4 cellphones: Cape Town’s crime struggle</p><p> </p>Constitutional challenges and legal framework<p>The situation presents complex legal challenges rooted in South Africa’s constitutional framework.</p><p>Els acknowledges the fundamental principle that individuals remain innocent until proven guilty, creating inherent difficulties in addressing the crisis.</p><p>However, Els suggests legislative reforms could address these challenges.</p><p>“Our legislation seems that it protects these officers more than it is supposed to, but that is our constitution, that is our law,” he explained, proposing immediate suspension once officers are charged with serious crimes to enhance transparency and public trust.</p><p> </p><p>During the committee meeting, national police commissioner General Fannie Masemola revealed a loophole that occurs allowing investigated officers to return to duty.</p><p>“Quite often, it happens that a departmental case lasts longer than 90 days. As you are aware that in terms of regulations suspension can only take 90 days and then it does happen that if the departmental case is not finalized, such a member comes back to work but normally we don’t place that member at the same place where he was working,” he said.</p><p>ALSO READ: Captain accused of raping trainee at Tshwane Police Academy suspended without pay</p>Ipid response and jurisdictional boundaries<p>The Independent Police Investigative Directorate clarified its role in addressing officers working while facing serious charges, emphasising that employment decisions rest with Saps as the employer. </p><p> </p><p>Ipid’s mandate focuses on investigation and recommendation rather than direct disciplinary action. </p><p>“We are only investigating and once investigated, if it’s a criminal offence, we refer the docket to the NPA for a decision. If there’s a case to answer from an employer’s perspective, we make recommendations to say can you please act against your member,” Ipid spokesperson Lizzy Shupin said.</p><p>Shupin acknowledged the complexity of cases where court processes take extended periods of time, noting that criminal court outcomes can override internal Saps decisions.</p><p>“Sometimes we find that the state court might say they did not find their member guilty if it’s a criminal offence. And you find that court processes take long and then the court finds the person guilty and sentences them to whatever number of years, then that would automatically overrule the Saps decision,” she said.</p><p> </p><p>ALSO READ: Mchunu to release SA’s fourth quarterly crime stats</p>Impact on police effectiveness and public safety<p>The presence of accused officers undermines the entire police service’s integrity and effectiveness.</p><p>Els warned that such situations create “a culture of impunity within the service, discourages whistleblowing and cooperation from the public and reporting of cases if they can’t trust the police.”</p><p>Echoing Els’ sentiments, the committee emphasised that effective crime fighting requires removing officers accused of serious crimes to ensure only committed personnel remain in service.</p><p>This becomes particularly critical given Saps’ mandate to restore credibility and reestablish community collaboration.</p>Proposed solutions and reforms<p>Els recommends several immediate measures, including fast-tracking disciplinary hearings that currently experience lengthy delays.</p><p>“Maybe they should look at bringing external presiding officers from the judiciary to oversee these cases and to hear these cases in order to fast track them,” he suggested.</p><p>The criminologist said risk assessments for officers on bail should bar them from public-facing duties, while standardised procedures could ensure automatic suspension for any officer charged with serious misconduct.</p><p>“If a police officer is charged with any serious misconduct, they should be automatically suspended. That will bring about a uniform sort of procedures,” Els explained.</p><p>ALSO READ: Two Cape Town police officers arrested for kidnapping foreign national</p>Oversight and accountability mechanisms<p>Ipid requires significant strengthening to address these challenges effectively.</p><p>Els notes that Ipid has been “stripped of a lot of their resources, underfunded, undermanned” and needs rebuilding to fulfill its oversight role properly.</p><p>He added that parliamentary oversight committees could play more robust roles in holding police accountable, while international best practices from countries like the UK and Canada demonstrate the effectiveness of independent oversight bodies and mandatory reporting requirements for officer misconduct.</p>Systemic issues and cultural reform<p>The crisis reflects deeper problems within Saps’ culture and recruitment processes.</p><p>Els identifies poor vetting, substandard training, political interference, cronyism and nepotism as underlying problems.</p><p>“Political interference, cronyism and nepotism within the police is still very, very high. That is why the police service in South Africa is regarded as the most corrupt state body in South Africa,” he said.</p><p>Els added that training standards have deteriorated significantly over the past two decades, requiring benchmarking against international standards.</p><p>ALSO READ: Alleged rape at police academy: Popcru calls for transparency and justice</p>Station-level accountability<p>The committee has resolved to extend oversight to individual police stations, with plans for a special meeting with the Fleurhof station commander following allegations of an inadequate response in the case of missing 11-year-old Jayden-Lee Meek.</p><p>“Crime happens at police station level and while leadership of the SAPS at the national and provincial level must be held accountable, so are officers at the station level,” Cameron emphasised, highlighting the need for accountability at all operational levels.</p>Broader criminal justice concerns<p>Beyond officer misconduct, the committee remains concerned about disparities between arrests and convictions, indicating systemic failures throughout the criminal justice system.</p><p>The lack of effective plans to combat gang-related violence, which significantly contributes to South Africa’s high murder rates, requires urgent attention.</p><p>“There is no question that gang violence is a major contributor to the high murder rates in the country. So in a game like this I didn’t really want to have an (extra) back as a reserve.</p><p>“But if we finish that game with Louw Nel covering whoever is tiring of the loose forwards, and Conner and JD Schickerling covering lock. Then we have Joseph Dweba, Vernon Matongo and Sazi Sandi in the front row. I think that is a massive impact for our pack.</p><p>“So that’s our plan, to bring that impact. Because the 4G (pitch) does require a lot of running and the pack is most likely to tire. If we didn’t have that multiskilled covering in the backline a 5-3 split would definitely be less risky.”</p>Glasgow losing streak<p>The Stormer have lost their last four straight games against Glasgow Warriors, and have been poor travellers in the URC, but with them currently on a four game winning run, and having won six of their last seven matches, Dobson is extremely confident heading into the tough clash.</p><p> </p><p>“Our away record has been poor and it’s not something you would expect from the Stormers. Historically, way before my time, the Stormers travelled well. So we haven’t done as well as we would have liked (on the road),” said Dobson.</p><p>“But I haven’t felt the mood in the camp (away from home) like this for a long time. It has been building over the last few weeks. There is a real sense of joy, excitement and confidence. It feels very different to last year where we felt we were on the back foot for a couple of reasons.</p><p>“This year it is real, genuine excitement for this game. Picture: NBC / Collection ChristopheL via AFP</p> </p><p> </p> <p> <p>He’s the maverick medic who loved to confound the medical establishment with his brilliant, unorthodox diagnoses.</p><p>But Dr Gregory House, the misanthropic genius who was the star of the long-running “House” television series, got an awful lot wrong himself, Croatian doctors claim.</p><p>From a neurologist at work on the wrong end of a patient by performing a colonoscopy, or an MRI scan done by a physician who is clearly not a radiologist, Croatian researchers have pulled the American series up on its medical accuracy in a paper published this month.</p>77 errors<p>Denis Cerimagic, a professor at Dubrovnik University, and two fellow neurologists — all big fans of the series — listed 77 errors after analysing all 177 episodes of the show, which ran from 2004 to 2012.</p><p>“We focused on the diagnoses of main cases, reality of clinical practice presentation and detection of medical errors,” Cerimagic told AFP.</p><p> <p> <p> <p> Read more </p> ‘Muvhango’ axed by SABC 2 less than a year after relaunch </p> </p> </p><p>He and his peers — Goran Ivkic and Ervina Bilic — broke the mistakes down into five categories including misuses of medical terminology, misinformation and simple weirdness — something which the show’s anti-hero, played by British star Hugh Laurie, possessed in abundance.</p><p> </p><p> </p>That limp<p>They included the use of mercury thermometers — which had long given way to digital ones — the term heart attack and cardiac arrest being used interchangeably when they are not the same, and that vitamin B12 deficiency can be corrected with just one injection.</p><p>ALSO READ: New film unveils the world of John Lennon and Yoko Ono</p><p>Nor is there a universal chemotherapy for all types of malignant tumours, as one episode suggested.</p><p>But arguably the biggest error of all is that Laurie — whose character’s genius for deduction comes from the misdiagnosis that left him with a limp and chronic pain — uses his cane on the wrong side.</p><p> </p><p>The stick should be carried on his unaffected side, Cerimagic said, though he understood why the actor had done it because “it’s more effective to see the pronounced limp on the screen”.</p>Stretching reality beyond breaking point<p>Their research also found medical procedures being done by specialists who had no business being there, like an infectologist performing an autopsy.</p><p>At times the series also stretched reality beyond breaking point, with the findings of complex laboratory tests done in just a few hours. 3162957	有图 <p> Only low-income consumers will understand the difference a few rands make if more food items are Vat zero-rated. </p> <p> <img src="https://media.citizen.co.za/wp-content/uploads/2025/05/Vat-zero-rated-food.jpg" rel="noopener noreferrer"> <p>Picture: iStock</p> </p><p> </p> <p> <p>The Consumer Goods Council is calling for an urgent expansion of the list of zero-rated food products to ease the cost burden on poor households. </p><p>More food items were added to the zero-rated list when there was a Vat increase on the cards, but when the increase was scrapped, the food items were removed.</p><p>In response, the Consumer Goods Council of South Africa (CGCSA) addressed the Parliamentary standing committee on finance this week, calling for the National Treasury to urgently reintroduce the expansion of the list of zero-rated basic food items in the draft tax legislation expected to be published soon for public comment.</p><p>Neo Momodu, CGCSA executive for legal, regulatory and stakeholder engagement, submitted that in a country facing food insecurity, expanding the list of zero-rated food products, will ensure that poor households are able to afford more healthy and nutritious food that they would otherwise not be able to buy.</p><p>She said while the CGCSA welcomed the decision not to increase Vat, this had unfortunately led to the withdrawal of the minister of finance’s decision to expand the basket of Vat zero-rated food items to ease the burden of food costs on the poor and vulnerable.</p><p> <p> <p> <p> Read more </p> Godongwana cuts zero-rated food basket in Budget 3.0 </p> </p> </p><p>ALSO READ: Godongwana cuts zero-rated food basket in Budget 3.0</p><p> </p><p> </p>Vat zero-rated foods in first and second versions of Budget<p>In his first and second national budget statement for 2025 the minister proposed expanding the basket of Vat zero-rated food items to include canned beans and peas, dairy liquid blends and certain organ meats (offal) from sheep, pigs, goats and poultry.</p><p>However, after the Vat increase reversal statement of 24 April 2025, the National Treasury announced that “the decision not to increase Vat means that the measures to cushion lower income households against the potential negative impact of the rate increase now need to be withdrawn and other expenditure decisions revisited”.</p><p>Momodu said this decision is particularly concerning for the CGCSA and its members because many South Africans are hard hit by the cost of living and the zero-rating of the additional products would have gone a long way to not only cushion consumers but also improve healthy eating and healthy lifestyles, as well as improve food security.</p><p>ALSO READ: Zero VAT rating of products does not help poor people – expert</p><p> </p>Scrapping of Vat increase helps, but consumers need more zero-rated items<p>“Although there is no doubt that the decision to retain the Vat rate at 15% benefits consumers, this ‘win’ for consumers must be properly unpacked. It has merely avoided one of the potential additional direct costs that consumers carry by maintaining the status quo. This ‘win’ did in fact not create any positive means to reduce the existing burdens on financially vulnerable households.</p><p>“Maintaining the status quo is simply not enough to provide any tangible difference for vulnerable households or manifest the socio-economic obligations on the government to deliver food security to all consumers, especially protected groups that include women, children and disabled people.</p><p>“It would be an unfortunate outcome if the traction gained to expand the list of zero-rated items were to be lost due to seemingly erroneous and misplaced ties between expanding the zero-rated list and further tax increases. These are not outliers, they reflect a clear regulatory shift toward stricter enforcement.</p><p>Sameer Kumandan, MD of SearchWorks360, said that while much has been said about Fica obligations, less attention is paid to what happens when businesses fall short.</p><p>“The penalties are not limited to financial institutions. Regulators apply a structured framework that considers both mandatory and discretionary factors.</p><p> </p><p> </p><p>“These include the nature, duration, seriousness and extent of the contravention, as well as whether the conduct was intentional, reckless or negligent.</p><p>“The regulator will also assess whether the entity gained any financial or commercial benefit from the non-compliance and if there was any remedial action taken once the issue was identified.”</p><p>A business’s compliance history matters too.</p><p>Institutions with prior contraventions or those seen as repeat offenders can expect harsher sanctions, as can those found to have obstructed investigations or withheld key information.</p><p> </p>Fica sanctions<p>Kumandan said sanctions range from a written caution or public reprimand to a remediation directive, restriction or suspension of business activities, and administrative fines of up to R10 million for individuals and R50 million for companies.</p><p>For more serious breaches, particularly those involving an element of intent, criminal charges may be brought, with potential fines of up to R100 million or imprisonment up to 15 years.</p><p>Senior managers, directors and employees involved in the breach may be held personally liable.</p><p>ALSO READ: Prudential authority fines Absa R10 million for FICA non-compliance</p><p> </p>Common non-compliance issues<p>“Most Fica penalties stem from recurring failures such as inadequate or generic risk management and compliance programmes (RMCPs), poor customer due diligence, incomplete recordkeeping, failure to submit reports like cash threshold reports and insufficient training,” said Kumandan.</p><p>“These are not technicalities – they are central to the act and form the basis of most enforcement actions. In one case, a legal firm was fined R7.7 million for failing to implement an RMCP or train its staff.</p><p>“A financial services provider was penalised for failing to report suspicious transactions in a timely manner. These are the kinds of ‘basic’ oversights that now carry serious consequences.” </p>The pressure is industry-wide<p>He added that the uptick in enforcement isn’t limited to large financial institutions. In recent months, law firms, insurers, financial advisers and crypto platforms have all faced enforcement actions.</p><p> </p><p>“Fica applies across sectors and smaller firms are not immune. If you deal with money, you are accountable.”</p>Avoiding penalties requires more than good intentions<p>Fortunately, regulated entities have access to automated compliance platforms that facilitate the prevention of fraud, money laundering and regulatory breaches.</p><p>He said these tools reduce manual oversight, simplify regulatory reporting and ensure Popia-compliant data handling.</p><p>They also automate Know Your Customer (KYC)/Know Your Business (KYB) verification processes and can generate suspicious transaction and compliance reports as requested by regulators.</p><p> </p><p>“One of the big selling points of automating Fica compliance is ongoing monitoring. You took a piece of my heart with you, but I know a piece of yours will stay here with me,” Nikki said.</p><noscript></noscript>Biography<p>As a committed combatant in uMkhonto weSizwe (MK) during the liberation struggle, Lincoln operated as an intelligence officer working to dismantle apartheid’s machinery of oppression.</p><p> </p><p>Lincoln was appointed by Nelson Mandela to head the Presidential Investigation Task Unit a key agency formed to fight organised crime and corruption.</p><p>It was during this period that Lincoln’s valour saved the life of Mandela, foiling an assassination attempt.</p><p>Lincoln was appointed head of the anti-gang unit in 2018.</p>Misconduct<p>The top cop and besieged police Crime Intelligence (CI) boss Peter Jacobs were embroiled with former police boss Jeremey Veary in allegations of misconduct in an internal investigation centred on the murder of Anti-Gang Unit detective Charl Kinnear.</p><p> </p><p>The probe relates to what Jacobs did, or failed to do, when police received a warning of a threat on Kinnear’s life.</p><p>Kinnear was gunned down on 18 September, two weeks after police received credible information that his phone was being illegally tracked, with fears that the surveillance was a precursor to an attack.</p>Malicious prosecution<p>In 2020, the Supreme Court of Appeal (SCA) threw out Lincoln’s malicious prosecution claim against the state.</p><p>In 1998, Lincoln, then the commander of the Presidential Investigative Task Unit, was brought up on a string of charges, including theft and fraud.</p><p> </p><p>Among the accusations was that known Sicilian mob boss Vito Palazzolo paid Lincoln’s expenses on a trip to Angola.</p><p>Lincoln was convicted on 17 of 47 counts and sentenced to nine years in prison.</p><p>Both the conviction and sentence were overturned on appeal and Lincoln launched a civil suit against the police, claiming R15 million.</p><p>The case was initially dismissed, but again he took it on appeal and was successful, with the majority judgment of a full bench of the Western Cape High Court finding no “reasonable or probable cause to set the law in motion for the prosecution”.</p><p> </p>Retirement<p>He retired in 2021.</p><p>Lincoln is survived by his wife, Shereen, and their children. 3162952	有图 <p> The SIU secured a court order stopping Gasela’s pension payout as criminal investigations continue into corruption and fraud allegations. </p> <p> <img src="https://media.citizen.co.za/wp-content/uploads/2025/05/SIU-blocks-R3.3-million-pension-payout-of-former-Gauteng-HOD.jpg" rel="noopener noreferrer"> <p>Picture: iStock</p> </p><p> </p> <p> <p>The Special Investigating Unit (SIU) has secured a court order stopping the pension payout of a former Gauteng head of department (HOD) as criminal investigations continue into corruption and fraud allegations.</p><p>The unit obtained an interim order from the special tribunal to stop the Government Employees Pension Fund (GEPF) from processing about R3.3 million in pension benefits for Matilda Matozi Gasela, the former HOD at the Gauteng department of agriculture, rural development and land reform.</p><p>Additionally, until the legal proceedings are concluded, Gasela is prohibited from accessing or claiming these funds under the order which was given on May 15, 2025.</p>Gasela allegedly played key role in mismanaging trash-collecting vehicles contract<p>Gasela began her tenure as HOD in 2018 and allegedly played a key role in mismanaging a contract with Enviro Mobi (Pty) Ltd (later known as Groen Mintirho).</p><p>SIU spokesperson Kaizer Kganyago said that Gasela authorised additional payments and approved a R6 499 712.64 settlement for “storage costs” — an item not included in the original contract — even though the company failed to deliver the vehicles.</p><p> <p> <p> <p> Read more </p> Remains of missing toddler Kutlwano Shalaba found in shallow grave </p> </p> </p><p>ALSO READ: SIU to investigate Defence department’s surgical mask tender from 2021</p><p> </p><p> </p><p>Senior counsel explicitly advised against this payment, which was later declared fruitless and wasteful expenditure.</p><p>“Her actions allegedly contravened the Public Finance Management Act (PFMA) and contributed to the depletion of public funds, as the SIU contends, in what it describes as a fraudulent scheme,” Kganyago said.</p><p>After discovering evidence of criminal activity, the SIU referred the case to the National Prosecuting Authority (NPA). The SIU sent this evidence to the NPA to consider pursuing criminal charges against Gasela, including fraud, corruption and maladministration.</p>October 2024 arrest<p>In October 2024, authorities arrested Gasela and her six co-accused.</p><p> </p><p>Her co-accused include:</p>Loyiso Mkwana, chief director: sustainable use of environment, who also served as the bid evaluation committee chair.Thandeka Mbassa, former HOD. Picture: iStock</p> </p><p> </p> <p> <p>Residents in Malvern and Kensington in Johannesburg have been without constant water supply for several months.</p><p>With a planned 21-day water maintenance outage currently underway in many parts of the Gauteng province, residents say it will only hurt their pockets more than their current situation.</p><p>The Citizen visited the area this week and heard how residents are still paying high water and electricity bills for services they are not getting.</p><p>“My water bill from last month is R7000 but we don’t have water,” Terrence Martincich said.</p><p>A neighbour, Angelica Gerber, added, “When you open the tap, it’s air coming out of the pipes. It comes back in the morning. The mother claimed that they were getting out of a taxi in Tshirela, near the Dr Nhlapo stop sign, in Boipatong, when three men approached them in a silver-grey VW Polo.</p>Kutlwano Shalaba’s remains found in shallow grave<p>The police reported, at the time, that the suspect grabbed the child and sped off in a car, leaving Keneilwe devastated.</p><p>However, during investigations, the police uncovered that the mother was involved in Kutlwano’s disappearance. This means that low-income consumers can afford even less nutritious food.</p><p>The household food basket is part of the Household Affordability Index compiled by the Pietermaritzburg Economic Justice and Dignity Group with the help of women who live in low-income communities where they shop at 47 supermarkets and 32 butcheries in Johannesburg, Durban, Cape Town, Pietermaritzburg, Mtubatuba in Northern KwaZulu-Natal and Springbok in the Northern Cape.</p><p>The average price of the household food basket, which contains 44 food items, was R5466.59 in May and cost R46,29 (0.9%) more than in April and R136.29 (2.6%) more than in May 2024. A total of 33 of the food items cost more than a month ago, while the prices of the other 11 items deceased.</p><p>Foods in the basket which increased in price in May 2025 by 5% or more, include: potatoes (7%), onions (23%), tea (5%), chicken feet (6%), carrots (8%), butternut (9%), spinach (5%), and peanut butter (5%).</p><p>Food items that cost more were samp (2%), salt (2%), frozen chicken portions (2%), soup (2%), Maas (4%), beef liver (3%), beef (4%), wors (3%), fish (2%), cabbage (2%), Cremora (3%), bananas (2%), apples (2%), margarine (3%), polony (3%) and apricot jam (2%).</p><p> <p> <p> <p> Read more </p> Repo rate: Will Reserve Bank cut or err on side of caution? </p> </p> </p><p>The food items in the basket which decreased in price in May include rice (-5%), tomatoes (-9%), oranges (-23%), white sugar (-2%), full cream milk (-2%), green pepper (-2%) and tinned pilchards (-2%).</p><p> </p><p> </p><p>ALSO READ: Steep increase in price of household food basket means more people will go hungry</p>Household food basket cost more everywhere except in Springbok<p>The average total price of the household food basket increased in Johannesburg (by R51), Durban (by R2.64), Cape Town (by R112.62), Pietermaritzburg (by R6.33) and Mtubatuba (by R87.51), while the price decreased in Springbok. The food basket decreased in price by R28.90.</p><p>Statistics SA’s latest Consumer Price Index for April 2025 shows that headline inflation was 2.8%, while food inflation was 3.3%, and the producer price index for March shows agriculture was at 2.4%. However, despite the lower inflation, low-income consumers are still struggling to afford enough food for their families.</p><p>Workers who earn the National Minimum Wage of R28.79 per hour or R230.32 for an 8-hour day. In May, with 21 working days, the maximum wage for a general worker was R4836.72. Black South African workers usually support four people on one wage, which means that, dispersed in a worker’s family of four, the wage comes to R1209.18 per person, far below the upper-bound poverty line of R1 634 per person per month.</p><p> </p><p>ALSO READ: Household food basket: prices drop, but not for core staple foods</p>Low-income consumers cannot afford household food basket<p>The average cost of a basic nutritional food basket for a family of four was R3843.40 in May. Using Pietermaritzburg-based figures for electricity and transport and the average figure for a minimum nutritional basket of food for a family of four, the group calculates that electricity and transport (R2722.97) take up 56.3% of a worker’s wage.</p><p>Mervyn Abrahams, programme coordinator for the group, points out that workers only buy food after setting aside money for transport and electricity, leaving R2113.75 for food and everything else.</p><p>“This means that in May we calculate that workers’ families underspent on food by a minimum of 45.0%, having R2113.75 left over after paying for transport and electricity. And with food for the month costing R3843.40, there is no possibility of a worker being able to afford enough nutritious food for her family.</p><p> </p><p>“If she uses the entire R2113.75 to buy food, it will provide R528.44 per person per month for a family of four, again far below the food poverty line of R796.”</p><p>ALSO READ: Consumer Goods Council calls for urgent expansion of zero-rated foods</p>No money for nutritious food for children in household food basket<p>He says women and children are particularly vulnerable. In May, the average cost to feed a child a basic, nutritious diet was R979.66, with an increase of R6.41 (0.7%) from April and R25.07 (2.6%) compared to a year ago.</p><p>In May, the Child Support Grant of R560 was 30% below the Food Poverty Line of R796 and 43% below the average cost to feed a child a basic, nutritious diet of R979.66. Picture: Supplied</p> </p><p> </p> <p> <p>He has vivid memories of himself and his childhood friends playing Ludo in Ga-Matlapa, a village in Ga-Mashashane, Limpopo.</p><p>Lesiba Papo and his buddies would huddle up, take turns rolling the dice and race to finish first.</p><p>In their case, they drew it on the ground or on cardboard because they couldn’t afford to buy the actual game.</p><p>Decades later, the boy who played Ludo in the dust is now the creator of his own board game, Dicato72.</p>A fusion of classic games<p>“Dicato is an acronym for dice, cards and tokens. It fuses elements of ludo and casino games, and they are both stitched together by rock, paper, scissors,” Papo tells us.</p><p> <p> <p> <p> Read more </p> ‘I want to be with the people’: Limpopo mayor resigns </p> </p> </p><p>“The number 72 represents the blocks players have to move through before getting to the finish line,” the 35-year-old adds.</p><p> </p><p> </p><p>The two-player game challenges opponents to out-move each other and get past the 72<sup>nd</sup> block first, or to have the furthest token by the time the deck of 54 cards runs out.</p><p>They first roll the dice, have a face-off with the cards, which carry either a rock, paper or scissors symbol, and advance depending on who has the advantage.</p><p>“I’d like to think the game is good for mental stimulation, especially for kids, for their mental development, and just to harness their critical skills.</p><p>“It’s also good for adults who are maybe faced with work pressure and want to unwind. It’s basically for the whole family to have fun and relax.”</p><p> </p>The makings of Dicato72<img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/IMG-20250526-WA0009-1875x2500.jpg" rel="noopener noreferrer"></noscript>Dicato72 can be played by children as young as eight. Picture: Supplied<p>Now based in Pretoria East, Papo began exploring the idea of designing a game between 2021 and 2022, and says it is influenced by the games he played growing up.</p><p>“I came up with the concept because we used to play a lot of Ludo and casino games separately growing up. Gold, on the other hand, was not so lucky.</p><p>Lisette IJssel de Schepper, chief economist at the Bureau for Economic Research, says the Monetary Policy Committee (MPC) of the South African Reserve Bank (Sarb) decided to cut the repo rate by 25 basis points to 7.25%, which means that the prime interest rate is now 10.75%.</p><p>“The dovish tilt, with all six members voting for a cut and one member even preferring a 50 basis points cut, was surprising, but welcome. In addition, the clear signalling around moving to a 3% inflation target is positive and removes uncertainty.“</p><p>Bianca Botes, director at Citadel Global, points out that the rand strengthened to its best level since December, helped by a weaker dollar and the Sarb’s repo rate cut, which aims to support the local economy and as inflation remains low.</p><p>Busisiwe Nkonki and Isaac Matshego, economists at the Nedbank Group Economic Unit, also point out that the rand gained further ground this week. “The Sarb’s interest rate cut and the announcement of the imminent lowering of the inflation target boosted sentiment, lifting the local unit to R17.80/$ late Thursday, and on Friday morning it was trading around R17.83/$.”</p><p> <p> <p> <p> Read more </p> Surprise that all MPC members were in favour of repo rate cut </p> </p> </p><p>Unfortunately, the good news did not last, and the rand traded at R18.04 on Friday afternoon.</p><p> </p><p> </p><p>ALSO READ: Reserve Bank cuts repo rate thanks to lower inflation, stronger rand</p>Decrease in prices of oil and gold<p>Oil prices dropped for the second week in a row, with Brent Crude trading near $63/barrel, Botes says. “This decline is driven by investors remaining uncertain about what will happen with US tariffs, as the legal back-and-forth is making the market more unpredictable.</p><p>“Traders are also watching the upcoming expanded Organization of the Petroleum Exporting Countries (OPEC+) meeting, where major oil-producing countries are expected to agree on increasing oil production in July.”</p><p>Botes says there is extra tension because Kazakhstan is producing more oil than it is supposed to, which could lead to even more supply than planned. On the demand side, recent US economic data shows the economy shrank slightly in the first quarter, raising worries that people and businesses might use less fuel.”</p><p> </p><p>She says gold prices also slipped to around $3,290/ounce and are heading for a weekly loss, as investors wait for the PCE index, which could affect future interest rate decisions. Investors also remain cautious as they wait for more clarity on US inflation and interest rates.</p><p>ALSO READ: Producer Price Index remains unchanged, but an increase is coming</p>Producer price inflation remains muted<p>Lebohang Namo, economist at the BER, says producer price inflation (PPI) for final manufactured goods, remained unchanged at 0.5% in April. “Like consumer inflation last week, this was above consensus expectations following a string of downward surprises.”</p><p>Mamello Matikinca-Ngwenya, Siphamandla Mkhwanazi, Thanda Sithole and Koketso Mano, economists at FNB, say continued deflation in fuel, paper products and transport equipment helped keep overall producer inflation contained in April.</p><p> </p><p>Nkonki and Matshego, economists at the Nedbank Group Economic Unit, say April’s producer price inflation provided more evidence of subdued price pressures. Producer inflation held steady at 0.5%, matching our forecast and exceeding market expectations of 0%.</p><p>“Deepening fuel price deflation offset higher food prices. Food, beverages and tobacco inflation accelerated from 4.1% to 4.7%, while deflation in coke, petroleum, chemicals, rubber, and plastics deepened from 4.1% to 5.5%. Producer inflation will likely rise moderately off a low base in the months ahead.”</p><p>ALSO READ: Salaries decreased by 2% in April, but higher than a year ago</p>Private sector credit extension increased in April<p>Matikinca-Ngwenya, Mkhwanazi, Sithole and Mano say Private Sector Credit Extension (PSCE) growth increased to 4.6% in April, up from 3.4% in March, largely driven by an acceleration in corporate credit growth, which increased to 6.0% from 3.9%.</p><p> </p><p>Household credit growth was 3.0%, marginally higher than the 2.9% recorded in March. Within corporate credit, growth in general loans and advances rose to 7.4% from 4.3%, overdraft growth climbed to 12.6% from 10.3%, and mortgage advances grew by 6.2%, slightly up from 6.1% in the previous month.</p><p>Instalment sales credit growth remained stable and above inflation at 5.0%, compared to 5.1% in prior months, while credit card growth declined sharply to 0.6% from 2.5%. In the household segment, general loans and advances and overdrafts remained in contractionary territory, while mortgage advance growth was stable at 2.3%, unchanged from the prior month.</p><p>Growth in other household credit categories remained above inflation, with instalment sales credit at 6.2% and credit cards at 8.5%.</p><p>Nkonki and Matshego say the growth in broad money supply improved slightly from 5.8% in March to 6.1% in April, exceeding their expectations of 5.9%. “The boost in PSCE came from faster growth in loans and advances and a less severe decline in bills and investments.</p><p> </p><p>“The most significant momentum came from companies, where advances jumped from 5.5% to 7.5%, amplified by last year’s low base. Even so, company overdrafts and general loans accelerated, while commercial mortgages and instalment sales and leasing finances held relatively steady.”</p><p>They also note that the slow recovery in household loans continued, rising slightly from 2.9% to 3%. “The uptick came mainly from a rebound in credit card usage, while vehicle finance and home loans were unchanged. Picture: Steve Haag/Gallo Images</p> </p><p> </p> <p> <p>Edinburgh head coach Sean Everitt said his side had focused on discipline ahead of their United Rugby Championship quarterfinal against the Bulls at Loftus on Saturday (kick-off 1.30pm).</p><p>Everitt said winning penalties and kicking for touch would prove paramount at altitude as he hopes to get a personal 3-1 record against his former mentor, Jake White, whom he likened to a work colleague now.</p><p>The teams clash for the third time this season, with each taking the honours at home – the Bulls in the league phase of the URC and Edinburgh in the Challenge Cup quarterfinal last month.</p><p>Historically, Edinburgh have won three of the five games played between the sides, with each team taking the win at home to make it 3-2. However, Everitt has only been at the helm of the Scottish outfit for three of those contests since joining Edinburgh in 2023.</p>Getting one over his ‘good friend’<p>Everitt joined Edinburgh after being a consultant for the Bulls under White for a few months. Before that, he acted as assistant coach under White at the Sharks in 2013 and 2014. Jake and I are good friends. We won’t be talking rugby. It’s more of a catch-up and braai some meat on the fire and watch a bit of rugby but we won’t be talking tactics,” the South African said.</p><p> </p><p> </p><p>Talking tactics, Everitt said Edinburgh had been successful in their previous outing against the Bulls because of their excellent completion rate, scoring points in 84% of the times they were in the Bulls 22.</p><p>In order to repeat that, they needed to win many penalties and concede only a few.</p><p>Discipline is vital because we give away a penalty, from 60m out they can put it into your 22. Likewise for us, putting pressure on them defensively, winning penalties. So the territory game is very important.</p><p>“So with completion, we were 84% against the Bulls in the 22 the last time we played. So if we can have that completion again, we will be on the right side of the scoreboard.”</p><p> </p>Everitt and White will share a beer after the game<p>Everitt said both he and White had done their preparation and it was now up to the players in leadership to carry the day. That was why they could now rest and enjoy each other’s company.</p><p>“There’s not much for coaches to do on game day apart from run the substitutes and making sure the players stick to task. Jake and I have known each other for many years, we’ve coached together at the Sharks and Bulls together. </p><p>“Our friendship has grown. I suppose when you are colleagues at work, it is similar to our relationship.”</p><p>He said they both take their jobs very seriously and have had “some really good battles” in the past. </p><p> </p><p>“Hopefully we can go 3–1 against Jake tomorrow. challenging period ahead as major water infrastructure maintenance work is set to disrupt supplies across multiple areas from early June through July, with water restoration potentially taking up to two weeks after each maintenance phase concludes.</p><p>Rand Water will undertake extensive maintenance operations from 3 June to 21 July 2025, affecting several Johannesburg Water systems and leaving residents with reduced pressure or complete water outages during the seven-week period.</p><p>The bulk water supplier’s infrastructure work will impact critical supply systems serving areas from Sandton to Soweto.</p><p>Johannesburg Water has warned residents that recovery will not be immediate once maintenance concludes.</p><p>“After each maintenance has been completed, it will take maximum 14 days for the system to fully recover, and for normal water supply to return,” the utility stated.</p><p> <p> <p> <p> Read more </p> Tshwane’s water warning to residents </p> </p> </p>Preparation efforts underway<p>With the extensive maintenance period approaching, Johannesburg Water is urging residents to begin water storage preparations immediately.</p><p> </p><p> </p><p>The utility said it would establish alternative water supply points at strategic locations within residential areas, though residents are strongly encouraged to store water independently to reduce strain on the system.</p><p>“Residents can store water a few days before the start of the maintenance, to ease the impact on reservoirs & towers,” Johannesburg Water advised.</p><p>It recommended the use of clean begins</p><p> </p>Palmiet system disruption<p>The maintenance schedule begins with work on the Palmiet System on 3 June 2025. </p><p>It will affect:</p>Sandton Systems, Alexander Park Reservoir, South Hills Tower, Randjieslaagte Reservoir, Linksfield Reservoir, and Midrand Systems.<p>This initial phase will run from 06:00 to 16:00 on 3 June, involving Klipriviersberg isolation for cleaning and Eikenhof system maintenance<p>The most significant disruption will affect the Eikenhof System, serving the Commando System including:</p>Hursthill, Brixton and Crosby areas, Lenasia Systems, Randburg and Roodepoort Systems, Soweto Systems, Crown Gardens Reservoir,Eagles Nest Reservoir, and Aeroton Reservoir.<p>This maintenance will occur in two phases, both beginning on 30 June 2025 at 05:00.</p><p>The first phase, concluding on 2 July at 05:00, involves pipe leak repairs at the Rand Water Zuikerbosch Plant.</p><p>During this period, pumping will cease entirely for six hours, then increase to 50 percent capacity for 42 hours, before reaching 80 percent for the remaining 19 days.</p><p> </p><p>Simultaneously, a second Eikenhof System maintenance operation will run until 21 July 2025, focusing on cleaning sedimentation tanks at the Rand Water Vereeniging Plant.</p><p>This work will follow the same pumping reduction schedule, with no pumping for six hours, followed by 50 Zwartkojes System will experience complete pumping cessation during valve replacement work at Zwartkopjes Station from 30 June at 05:00 until 2 July at 07:00.</p><p> </p><p>This will affect:</p>Crown Gardens, Eagles Nest Reservoir, Parktown, Berea, Forrest Hill, Alan Manor, Naturena, and Hector Norris Pump Station areas.<p>The extended recovery period following maintenance completion represents a significant challenge for residents.</p><p>The maximum 14-day restoration timeline means that even after maintenance work concludes on 21 July, some areas may not see normal water supply return until
