Picture: Gavin Barker/BackpagePix</p> </p><p> </p> <p> <p>Pyramids coach Krunoslav Jurcic has pleaded for Egyptian fans to attend the CAF Champions League final second leg against South African club Mamelodi Sundowns in Cairo on Sunday.</p><p>While fellow Cairo clubs and African giants Al Ahly and Zamalek can attract capacity 73,000 crowds to the national stadium, Pyramids have a supporter base of just a few thousand.</p>Pyramids coach – ‘We are representing Egypt’<p>“We are almost alone, we deserve support, we are representing Egypt,” the 55-year-old former Croatia midfielder told reporters as Pyramids seek a first African title.</p><p>After Walid el Karti scored in added time to snatch a 1-1 first-leg draw with Sundowns in Pretoria last weekend, Pyramids have transformed from underdogs to slight favourites.</p><p>Sundowns had taken an early second-half lead through Brazilian Lucas Ribeiro only to concede with just 37 seconds remaining.</p><p> <p> <p> <p> Read more </p> OPINION: Has CAF football become boring? </p> </p> </p><p>Europe has scrapped the away-goal rule in club competitions, but Africa continues to apply it, meaning a 0-0 draw at the 30 June Stadium in Cairo will give Pyramids the title.</p><p> </p><p> </p><p>A 1-1 draw after 90 minutes and the final goes to penalties, while a score draw with more goals would see Sundowns crowned champions a second time after winning the 2016 final.</p><p>Winning the premier African club competition at only the second attempt would cap a remarkable rise for a club bankrolled by Saudi and, more recently, Emirati petro dollars.</p><p>Formed in 2008 as Al Assiouty, the club moved to Cairo 10 years later, changed their name and had the funds to lure some of the best talent in Egypt and Africa.</p><p>While the majority of the team are Egyptians, Moroccans Mohamed Chibi and El Karti, Burkinabe Blati Toure and star Democratic Republic of Congo forward Fiston Mayele started in Pretoria.</p><p> </p><p>Jurcic favours an offensive approach and hailed the surprise finalists after holding a Sundowns side including South American stars like Ribeiro and Chilean Marcelo Allende.</p>‘Heroes’<p>“The players were heroes and deserve praise for their excellent performance. Sundowns are a much more experienced Champions League team,” he said.</p><p>Sundowns are competing in the annual competition an 18th time, and have failed to reach the knockout phase only once since defeating Zamalek in the 2016 title decider.</p><p>Pyramids debuted in the Champions League last season and exited after winning only one of six group matches. They did draw at Sundowns then, but fell 1-0 at home to the Pretoria outfit.</p><p> </p><p>Jurcic, who joined Pyramids after the previous Champions League campaign, admits he is nervous ahead of the return match “because we have not won anything yet”.</p><p>Pyramids rested most of their first choices when beating Ceramica Cleopatra 5-1 on Wednesday, but had to settle for second place behind Al Ahly in the Egyptian Premier League.</p><p>Now their sights are on a double — the CAF Champions League and the Egypt FA Cup. They face Zamalek in the final of the domestic knockout competition on June 5.</p><p>Sundowns’ Portuguese coach Miguel Cardoso wants to avoid losing successive Champions League finals after his previous club, Esperance of Tunisia, lost to Ahly last season.</p><p> </p><p>“We need mental strength because the destiny of the trophy is wide open. We must show the greater desire,” he told reporters.</p>Sundowns crave another Champions League <p>“Heroes emerge in difficult circumstances. It is easy to become a hero in favourable times,” added the 53-year-old hired by Sundowns last December.</p><p>Like Pyramids, Sundowns have rich backers. Picture: Neil McCartney / The Citizen</p> </p><p> </p> <p> <p>My family has lived in South Africa for more than 13 generations and has stretched across at least three race classifications, and yet I am not seen as an African.</p><p>I may dance to Amapiano, watch rugby, attend spinning events, or share a curry with my neighbours, but we are constantly reminded that we are not the same. We may choose to all see ourselves as South Africans, but when we stand in line to fill in paperwork or listen to politicians speak, we are reminded that there is no such thing.</p><p>The box of aggressive racial classification that so haunted and divided South Africa during Apartheid continues, and was given a pass by President Cyril Ramaphosa this week</p><p>Speaking just days after Africa Day was celebrated across the continent, Ramaphosa claimed that citizens of all races have “equal claim to this country” and that everyone is “African first and foremost”. But then defended the government’s use of the word “African” to legally identify black South Africans.</p><p>After making his stand, he comically used the word “black” to describe the group from then on, as if he himself was not comfortable using the word in the context his party’s government had agreed to.</p><p> <p> <p> <p> Read more </p> ‘There is no white genocide happening here,’ says Trump’s top pastor after SA visit </p> </p> </p><p>He noted several examples of the word “African” being used alongside “coloured,” “Khoi,” “white,” “Indian,” or “Asian,” including on BEE policy documents and official census records, where “Black African” is used.</p><p> </p><p> </p><p>If official and historical statistics can identify a group as black African, then why can’t they likewise see someone as white or Indian African?</p>Discrimination? <p>While Ramaphosa pointed to classification as a help in addressing previous inequalities, it does nothing to remedy the past if a coloured, Indian or Asian person is seen as black for BEEE purposes but not for other relief programs.</p><p>It only spreads more division if the state sees a group one way and then differently at another time, depending on what the government is trying to achieve.</p><p>Coloured and Indian communities have often spoken about how they feel relegated in society, often seen as an afterthought in the great race debate. If entire population groups cannot understand their place in society, how can they participate meaningfully in it?</p><p> </p><p>ALSO READ: A VIEW OF THE WEEK: Don’t give BEE bully Musk your lunch money</p><p>Ramaphosa admitted that no impact assessment has been done to see how it disadvantages all South Africans to have only one group identified as merely African, but acknowledged that it hampered social cohesion.</p><p>And yet he stuck by his guns. He suggested that everyone should be seen as African, but until Apartheid wrongs were righted, it couldn’t be.</p><p>He gave no explanation of how the government was trying to reach this goal of unity, except to point out how BEE was failing, but must come right.</p><p> </p><p>Meanwhile, communities across the country continue to question whether the continent that bore them has simply abandoned them.</p><p>NOW READ: A VIEW OF THE WEEK: What’s real? Eventually, we arrived at Amanzimtoti. The suspect arrived here with the intention to hire a vehicle. There is an individual here who is renting out the cars, and he has rented out cars to him before.</p><p>“Allegedly, the guy says that upon seeing his [Makhanya’s] face circulated on the media, he then decided he’s not going to give him [Makhanya] the vehicle to escape and tried the whole day to convince him to hand himself over. He confessed, according to the witness. The owner of the place said he confessed to him about what he did in Joburg,” Mkhwanazi said.</p><p>ALSO READ: JUST IN: Main suspect in murder of Olorato Mongale shot dead in KZN</p><p> </p>Suicide<p>Mkhwanazi said Makhanya wanted to commit suicide.</p><p>“When he asked him [Makhanya] about the second suspect, he said he was told the other suspect is going to Zimbabwe. So, he [the second suspect] has disappeared, and we are still trying to locate him as well.</p><p>“So, when the team eventually arrived here, they were able to get into this apartment, and unfortunately, there was an engagement inside and the suspect was shot,” Mkhwanazi said.</p>Fake IDs and mobile phones<p>Mkhwanazi said officers also found several mobile phones and identity documents in Makhanya’s possession.</p><p> </p><p>“We know the main suspect was this one that we managed to locate here. The team in Gauteng is tracing the other suspect, sharing information with us. Thus far, the two that assisted him [Makhanya] to escape, who drove with him yesterday, picked him up, dropping him off here, and drew money from the bank are the ones we also have in custody as accomplices in escaping and evading arrest”.</p>Escape<p>On Thursday, the mother and father of one of the suspects linked to Mongale’s death were taken into custody for allegedly tipping off their son that the police were looking for him.</p><p>“The father is the owner of the VW Polo, while the mother is believed to have tipped off the son that police are at the parents’ house looking for him,” police said.</p><p>The mother’s actions allowed their son to evade arrest on Wednesday evening, the police said. When officers arrived in Inanda, KZN, where the suspect stayed, he had already left.</p><p> </p><p>Mkhwanazi said both parents have been released. </p><p>“Taking them [parents] was part of the investigation in locating him [Makhanya].</p><p>ALSO READ:Big development in search for Olorato Mongale’s killers</p>Tip offs<p>Mkhwanazi said police received over 90 calls about Makhanya.</p><p> </p><p>“We know that he also has a kidnapping case in KwaMashu, which he was supposed to appear in court for. We know of a court case in Brakpan where he was supposed to appear on Monday on a kidnapping case as well,” Mkhwanazi said.</p><p>“We have no less than 28 ID cards and no less than 20 cellphones found in his possession. He’s been moving around with a safe; we don’t know for what purpose. So, we are still trying to trace the IDs and who they belong to. Picture: AdobeStock</p> </p><p> </p> <p> <p>A lot of fingers are pointing to the South African Revenue Service (Sars) and some of the banks following a recent survey conducted by the Office of the Tax Ombud to get to the bottom of last year’s surge in hijackings of tax practitioner and individual taxpayer eFiling profiles.</p><p>The Office of the Tax Ombud (OTO) is finalising a draft report into its systemic investigation into the origins of the hijackings and the effect on taxpayers and practitioners.</p><p>There is an urgency to finalise the report and make recommendations. The filing season generally kicks off in July, and that is when hijackers tend to strike.</p><p>The refunds due to individuals make them an attractive target.</p><p>Tax Ombud Yanga Mputa this week gave feedback on her office’s survey that established who was affected, which tax types, and the response from Sars and the South African Police Service.</p><p> <p> <p> <p> Read more </p> Unjustified debt collection measures cause unnecessary taxpayer distress </p> </p> </p><p>The OTO received the go-ahead from the minister of finance in August last year to investigate the hijackings as a systemic problem.</p><p> </p><p> </p><p>Several bodies representing tax practitioners as well as South African Tax Practitioners United (Satpu) alerted the Tax Ombud to the issues facing practitioners and their clients last year.</p><p>Theo Burrows, secretary-general of Satpu, noted then that the first reports of increased profile hackings surfaced in 2021. The matter gained momentum at the beginning of last year and became the predominant topic on tax practitioner forums around April.</p><p>ALSO READ: Evidence of practitioner involvement in eFiling hijackings</p>Insider involvement<p>Survey respondents cited internal fraud and insider involvement (at Sars) as one of the reasons behind the hijackings. Another reason is the ineffective response and communication from Sars.</p><p> </p><p>The survey showed that although 71% of the affected taxpayers and practitioners reported the hijackings to Sars, only 18% felt that the interaction with Sars was adequate and effective following the discovery of the hijacking.</p><p>Sars reportedly also blamed the lack of cybersecurity and system vulnerabilities of individual taxpayers and some tax practices.</p><p>Mputa says individual taxpayers may have weaker cybersecurity measures in place.</p><p>“Individuals have weaker passwords, and they make limited use of multi-factor authentication. They also become more vulnerable to phishing.”</p><p> </p><p>ALSO READ: Hours-long waits and your refund: Six eFiling questions answered</p>The targets<p>The survey results show that tax practitioners are the biggest targets for scamsters, with 48% indicating that they have been a target of profile hacking.</p><p>Individual taxpayers are second in line, with 32% saying they have fallen prey to eFiling scamsters.</p><p>Individuals and companies represented by a tax practitioner seem less vulnerable, with around 14% of individuals and 5% of companies being affected.</p><p> </p><p>The biggest focus is on personal income tax.</p><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/Table3-type-of-tax-affected.webp" rel="noopener noreferrer"><p>Transactions involving value-added tax (Vat) and company income tax (CIT) are often cross-verified with other data, which lessens the opportunity for manipulation through hacked profiles.</p><p>The hijacking scams generally result in the login details of taxpayers or their tax practitioners being amended.</p><p> </p><p>Swiftly thereafter, the banking details are changed, with the main aim of submitting fraudulent income tax or Vat returns to claim refunds paid into the amended bank accounts.</p><p>ALSO READ: Watch out for the VAT scam targeting SA consumers</p>Hijackers open bank accounts in taxpayers’ names – how?<p>During the feedback session this week, many of the participants expressed concern about the ease with which the hijackers were able to open bank accounts in the names of the taxpayers whose profiles they hadhijacked.</p><p>Burrows says although much attention is directed at the vulnerability of taxpayers, tax practitioners and Sars, it is necessary to raise, with more veracity, the fact that the hijackers can open bank accounts in taxpayers’ names.</p><p>One of the participants questioned Sars’s practice of calling for regular verification of bank accounts, particularly when a refund is due – this, despite a taxpayer having had the same account for several years and Sars having paid refunds into the account in the past.</p><p>“Is this not opening up opportunities for people to tamper with bank accounts?” he asked.</p><p>Mputa, noting that tax practitioners will have verified all of their clients’ information before submitting their returns, shares his concern and said the OTO intends to raise this with Sars.</p><p>There have been instances where taxpayers changed their bank accounts, alerted Sars to the change, yet the refund was still paid into the old account. “We do not understand this mismatch,” Mputa added.</p><p>ALSO READ: Unjustified debt collection measures cause unnecessary taxpayer distress</p>Speculation and facts<p>A Sars representative, Altus Lambrecht, cautioned against speculation, saying it is necessary to get the facts and to communicate them to the people involved.</p><p>He asked the Tax Ombud to engage with Sars, stating that since the start of the investigation into the hijackings, there has only been one meeting with Sars. It is necessary to put some of the issues into context, he said.</p><p>Mputa noted that her office is not “speculating”, and that its information is based on the results of the survey.</p><p>The survey was done at the end of February and closed in the first week of March.</p><p>The results of the survey were indicative of what the outcome of the draft report will be.</p><p>The OTO will also raise concerns about the role of certain identified banks with the South African Reserve Bank’s Prudential Authority.</p><p>This article was republished from Moneyweb. Pciture: GCIS</p> </p><p> </p> <p> <p>It’s time to hold mayors, speakers and council members to account for municipal failures, said Auditor-General of SA Tsakani Maluleke during a Wednesday parliamentary briefing on local government audit outcomes.</p><p>Despite calls on municipal and metro leaders to act with urgency to overhaul local government – which is characterised by “insufficient accountability, failing service delivery, poor financial management and governance, weak institutional capability and widespread instability” – the action taken has been too slow and has had little impact on the lived realities of South Africans, said Maluleke.</p><p>“Legislation is clear on what the responsibilities of mayors, councils and executive authorities are – it is the diligent and effective implementation of these responsibilities that is lacking.”</p><p>The AG’s latest report on local government audit outcomes for the 2024 financial year shows that just 16% of 257 municipalities received clean audits, and most of these (17) were in the Western Cape. The number of clean audits (41) is unchanged from 2021.</p><p>Those with clean audits have the discipline and necessary governance to spend predictably and efficiently, said the AG.</p><p> <p> <p> <p> Read more </p> ‘Same story year after year’: MPs unhappy as Auditor-General reveals local government audit outcomes </p> </p> </p><p>A clean audit is not always an indicator of good service delivery and does not always reflect the lived experience of all communities in a municipal area, but it reflects honest communication with communities as to whether and when their needs will be met through accurate records.</p><p> </p><p> </p><p>ALSO READ: ‘Same story year after year’: MPs unhappy as Auditor-General reveals local government audit outcomes</p><p>There was almost no change in the number of municipalities with “unqualified with findings” audits – there were 99 in 2024, compared to 100 in 2021.</p><p>Things get worse from there: 93 (35%) were given “qualified with findings” audit outcomes compared to 83 in 2021.</p><p>The number of “adverse with findings” outcomes increased to six (from four in 2021). Thirteen municipalities did not submit their financial statements on time. Of these, seven – with a combined budget of R6.85 billion – habitually disregard the legislated requirement to submit on time.</p><p> </p><p>There was a notable improvement in “disclaimed with findings” audits from 28 in 2021 to 11 in 2024.</p><p>More concerning is the number of audits outstanding – 10 in 2024, up from just one in 2021.</p><p>ALSO READ: Questions about municipal manager’s qualifications after R927 000 spent on 22 laptops – report</p>Outcomes ‘leave much to be desired’<p>“It’s great we are reversing disclaimers, but this still leaves much to be desired,” said Maluleke.</p><p> </p><p>“Unqualified with findings means that institution does not have the culture to plan, execute and deploy public funds efficiently.”</p><p>It signifies weak internal controls to improve the quality of spending, as well as lax governance.</p><p>The Free State and North West appear once again as the provinces with the most problematic municipalities, with either disclaimers or non-submission of statements.</p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/Audit-outcomes-municipalities.webp" rel="noopener noreferrer"></noscript>Source: Auditor-General SA<p> </p><p>ALSO READ: 149 municipalities are R1.4 billion in arrears on their pension fund payments</p>Clean audit for Cape Town<p>Of the eight metros, only Cape Town received a clean audit.</p><p>Three (Ekurhuleni, Johannesburg and eThekwini) received unqualified with findings audits, and three (Buffalo City, Tshwane and Nelson Mandela Bay) earned qualified with findings audits.</p><p>“Of those with unqualified with findings [outcomes], only Ekurhuleni gave us quality financial statements.</p><p> </p><p>“City of Joburg did not give us quality financial statements,” said Maluleke. “They should have the skills and resources to compile financial statements.”</p><p>The AG detailed some of the problems at Buffalo City: a vacancy for a district engineer for electricity that went unfilled for 80 months, and a vacancy for a sanitation engineer that had not been filled after 24 months.</p><p>“We must ask the question why things fall apart? Why can they not get the skills they need?” said Maluleke. “[There are] challenges of stability at council and administration levels, and institutions have become weaker over the years.”</p><p>ALSO READ: SIU finds no corruption in City of Joburg but Auditor-General has concerns</p>Infrastructure projects<p>The result of these deficiencies is that the financial health of local government is weakening.</p><p>This is aggravated by poor management of infrastructure projects, which are delayed, poorly planned, inadequately supervised, and often over budget.</p><p>Deficiencies were identified at 87 of the 113 projects (77%) that were visited by the AG’s office.</p><p>Overall, metros have continued to regress from 2021, despite their greater capacity and large budgets.</p><p>SA’s eight metros are responsible for delivering services to 8.9 million people, or 46% of all households in the country. The financial health of metros remains concerning as they struggle to collect revenue, despite implementing recovery and turnaround plans.</p><p>ALSO READ: Mashatile: How national government is aiming to reform local municipalities</p>Unfunded budgets<p>Some 113 municipalities adopted unfunded budgets in the 2024 financial year, contrary to the advice given by national and provincial treasuries.</p><p>Unauthorised spending of R31.8 billion incurred by 174 municipalities was the result of unreliable information and a lack of diligence and impactful decision-making by mayors and councils.</p><p>“Municipal finances are severely troubled and even though funds are constrained, mayors, councils and municipalities are displaying little fiscal discipline.</p><p>“Money paid by residents and funded from the national purse is often wasted through poor financial and procurement decisions and project failures,” said the AG.</p><p>“The limited funds that municipalities had were also not spent carefully. The main reasons for the continuing financial losses and waste were widespread poor payment practices, uncompetitive and uneconomical procurement practices, limited value and benefit received for money spent, and weaknesses in project management.”</p><p>Creditors are not paid within legislated timelines, and the debt owed to Eskom and the water boards remains high and continues to increase. If these debts are not paid, communities are left without access to basic services such as electricity and water.</p><p>ALSO READ: Emfuleni’s R636 million betrayal: Critical infrastructure funds returned while residents suffer</p>Failure of the Eskom debt relief programme<p>The Eskom debt relief programme was intended to provide some relief to municipalities that struggled to pay the electricity supplier, but 53 of the participating municipalities (84%) are not complying with the conditions of the programme, warns Maluleke.</p><p>Another problem is the ongoing non-compliance with procurement legislation, leading to financial losses and contractors not delivering.</p><p>Some 214 municipalities had findings on non-compliance with procurement and contract management legislation.</p><p>The lack of consequences in local government continuously slows any progress towards improved service delivery and financial performance. This is most evident in poor and slow responses to investigating allegations of financial and supply chain management misconduct and fraud indicators.</p><p>Also evident is a lack of enthusiasm for dealing with unauthorised, irregular, and fruitless and wasteful expenditure.</p><p>ALSO READ: Distressed municipalities spent less than 4% of budget on maintenance — Cogta</p>Material irregularities<p>Some 281 material irregularities worth R8.7 billion were identified during the year, mostly for goods and services not received or of poor quality or not being in line with contracts.</p><p>Late payment of suppliers leads to interest charges, with inefficient use of resources resulting in little or no benefit for the money spent.</p><p>Revenue is lost due to incorrect or no billing, debt not recovered, and unrecorded receipts.</p><p>Another problem among poorly performing municipalities is the use of consultants, at huge cost, to little apparent avail.</p><p>ALSO READ: How residents in one North West town are tackling municipal collapse</p>Call to action<p>Maluleke issued a call to action for local government turnaround:</p>Build capable institutions with intergovernmental support;Professionalise and build capacity in local government, making it an attractive place for professionals to work; andInstil a culture of ethics and accountability, characterised by consequence management and where material irregularities are treated with the urgency they deserve.<p>This article was republished from Moneyweb. They will not need extensive analysis of Edinburgh or their potential semi-final opponents, pointing out areas of improvement, or motivation to give their all. </p><p>But they are ready to go all the way this time.</p><p>The Bulls secured their home quarter-final against Edinburgh at Loftus on Saturday (kick-off 1.30pm) after finishing second on the log with 14 wins from 18 games. </p><p>One of those victories came against Edinburgh at Loftus in September (final score 22–16). Both teams have won every match played at home.</p><p> </p><p> </p>Not much new to be said<p>As White geared up for another clash against his former assistant coach at the Sharks and consultant with the Bulls, Sean Everitt, he said there was little that needed to be said.</p><p>“Edinburgh beat us a couple of weeks ago so there is not much I need to say [to the team] because I think the players understand,” White explained.</p><p>“We play Sharks or Munster [in the semi-final] and those are two teams that have beaten us this year. So there’s not much I need to say in terms of getting them ready. It’s a little bit of déjà vu on the basis that we’ve been here, done it before, but we now have the opportunity to play our best rugby in the last three weeks.”</p><p>The Bulls’ forward pack has dominated all opposition, putting them in the position they are in. White praised tighthead prop Wilco Louw for his standout performances in scrums and said he hoped he would win the South African URC Player of the Year award.</p><p> </p>Edinburgh’s Wes Goosen says they are braced for the Bulls<p>But many players have shone for the Bulls, not least their eighthman, Cameron Hanekom, who is also up for the award with his threatening runs, offloads, tackling and work at the breakdown. </p><p>White said his players have improved since their URC final defeat against Glasgow last year, and were good enough to go all the way this time.</p><p>Still, Edinburgh’s South African-born winger Wes Goosen said they were up to the challenge. They just needed to continue pressing as they had in the first hour of their Challenge Cup victory, before allowing the Bulls back into the game.</p><p>“It’s not going to be easy. They just want me to smile at events, stay skinny and make them money.”</p><p>She further alleged that a pageant representative once physically pinched her body to criticise her weight and appearance.</p><p>“I had to beg and beg for them to give me a yoga mat… at the same time, they were hounding me and constantly talking about my weight and my body.”</p>Miss Grand International hits back at Gupta<p>On Thursday, the Miss Grand International Organisation released a statement announcing Gupta’s termination.</p><p> </p><p>It cited her alleged failure to fulfil contractual duties, unauthorised work engagements and her refusal to travel to Guatemala for a scheduled appearance.</p><p>The organisation also requested that she return the crown within 30 days.</p><p>“Miss Rachel Gupta is no longer authorised to use the title or wear the crown associated with Miss Grand International 2024. During sentencing, Kotze sought leniency, citing his age and ill health.</p><p>Du Preez countered that his lack of remorse, the gruesome nature of the crime, and its lasting trauma on the victim, who continues to suffer nightmares, warranted no deviation from the prescribed minimum sentence of life imprisonment. She argued that age alone could not excuse such a heinous act,” Mahanjana said.</p>Leniency<p>Magistrate Piet Nel agreed with the state, stating that “rape is a scourge in our society, and the absence of remorse aggravates this crime”.</p><p> </p><p>Nel found no substantial or compelling circumstances to justify leniency, imposing life imprisonment, reinforcing the judiciary’s firm stance against gender-based violence.</p><p>ALSO READ:AfriForum accuses NPA of playing to public gallery in Cwecwe rape case</p>Rape<p>During the trial, it emerged that Kotze rented a room at a commune where the six-year-old girl was staying with her mother.</p><p>The little girl referred to him as “oupa”, though they were not biologically related. On 3 October 2019, the mother of the child suspected that something was wrong with her and decided to investigate.</p><p> </p><p>When the mother could not find the child where she was supposed to be playing, she went to look for her in Kotze’s room.</p>Arrest<p>Mahanjana said that when the mother entered Kotze’s room, he immediately pulled his hands away from the child, which made her suspicious.</p><p>“She then grabbed the child and went to their room, where she questioned her. The child then disclosed to her mother that Kotze had raped her by digitally penetrating her, touched her private parts, and forced her to touch him.</p><p>“The child further revealed that these acts were not isolated incidents. She also served on the ANC national executive, among many other roles she held in politics.</p><p>Shope fought tirelessly against apartheid and for women’s emancipation.</p><p>ANC national spokesperson Mahlengi Bhengu-Motsiri said Shope was a “lifelong revolutionary”.</p><p> </p><p>“Ma Shope, born on 15 August 1925, was a leader of profound discipline, courage and humility. But now the retailer is taking bigger steps, as it offloads its Spar Switzerland and Appleby Westward Group (AWG) business.</p><p>“Shareholders are advised that, following this strategic review, the group is exploring divestment options for Spar Switzerland and AWG,” said the retailer in its SENS announcement on Thursday.</p><p>That was the beginning of outlining the pain the retailer experienced during the 26 weeks ended 28 March 2025. The warning is released ahead of the publishing of financial results on 4 June 2025.</p><p> </p><p> </p><p>According to the Johannesburg Stock Exchange (JSE) listings requirements, companies are required to publish a trading statement as soon as they are satisfied that a reasonable degree of certainty exists that the financial results for the period to be reported on will differ by at least 20% from the financial results for the previous corresponding period.</p><p>Spar said it is in talks with a UK-based business that is well-positioned to develop and grow AWG in South West England. In Switzerland, it has been in talks with parties with extensive business interests in the region and experience in European food retailing and distribution.</p>Spar Swiss and AWG<p>“Total impairments of approximately R4.2 billion were recognised, including R3 billion in Switzerland and R1.2 billion in AWG. The impairments take into account the fair value of the disposal groups less costs to sell,” said the retailer.</p><p>Delivering further financial losses, Spar said that the divestment of its Polish business resulted in a loss on disposal of R531 million during the interim period.</p><p> </p><p>“This loss has been recognised in relation to the sale of the Polish operation and takes into account the satisfaction of certain suspensive conditions that were pending at the reporting date but have since been fulfilled, enabling completion of the disposal.</p><p>“The fulfilment of these conditions resulted in the final adjustments to the disposal proceeds and associated costs, and there have been no further cash outflows since the disposal became wholly unconditional and was implemented on 31 January 2025.”</p><p>ALSO READ: Spar Group agrees to end long-term exclusive leases in malls</p>South Africa performance<p>The Sens announcement further details that in southern Africa, the groceries and liquor segment is expected to deliver modest top-line growth on a comparable basis, while operating profit is expected to maintain solid momentum.</p><p> </p><p>“The KwaZulu-Natal distribution centre continued its positive trajectory, reflecting improved profitability. It has been a weird season because a lot of clubs will tell you that we played one game and had to wait another month for a game, Arendse concluded.</p><p> </p><p>“We had breaks and we also waited for other games to be played. It followed what the City described as a gruelling eight-day repair process.</p><p>“The city’s energy and electricity technicians had to work around the clock through a strenuous cable installation and connection process. After completion of this process, the team had to deal with the daunting task of modifying the Cable End Box, which serves as a connector between the cables and the main transformer at the substation.</p><p>“The modification process was compounded by the end box’s original parts, which were initially manufactured in 1972. Some of the parts had to be imported from other countries,” he said.</p><p> <p> <p> <p> Read more </p> Captain accused of raping trainee at Tshwane Police Academy suspended without pay </p> </p> </p>What if you still don’t have power?<p>Mashingo said customers whose power has not been restored are encouraged to log a complaint as part of the normal reporting process.</p><p> </p><p> </p><p>Thaba Tshwane resident Pearl Ramashala said, despite reporting the outage numerous times, the area is still without power.</p><p>ALSO READ: WATCH: In lockdown with no water or electricity … thanks to a sinkhole</p>Power finally restored to military hospital <p>The South African National Defence Force’s (SANDF) 1 Military Hospital, a national key point, is in the area and was only restored on Thursday evening.</p><p>“We have been without power for 12 days now, and it’s still off. Four areas were affected, and only three areas were restored. The City sent a team to reconnect the hospital and prison, but we, as residents, are still without power.</p><p> </p><p>“Despite reporting this issue to the necessary authorities, there has been no resolution, and their departure has left us in a precarious situation. </p><p>“We have already suffered considerable losses over the past eleven days, and the continuation of this issue poses an even greater threat to the well-being of those in our care,” she said.</p><p>Ramashala said that the streets still affected by the prolonged power outage included Johannes Bekker Street, Helwan Road, General de Wet Road, Joubert Road, Fredericks Road, and Voortrekker Road.</p><p>“We have tried everything, logged calls, reached out to everyone. Picture: Michel Bega</p> </p><p> </p> <p> <p>Just a few months after ActionSA helped ANC regional chairperson Dada Morero become the mayor of Johannesburg, the party has described its relationship with the politician as “toxic”.</p><p>This comes after Morero allegedly ignored ActionSA’s concerns over the 2025 budget, despite ActionSA being considered a coalition partner in the governing of Johannesburg.</p><p>Morero is accused of lobbying smaller parties to vote in favour of a controversial R89 billion budget that has been described as anti-poor and flawed.</p><p>Speaking to The Citizen on Friday, Mashaba said the budget’s passing is a sign that Morero no longer needs support from ActionSA.</p><p>“He has shown us that he does not need us, but we will not become voting cows to serve his agenda,” he said.</p><p> <p> <p> <p> Read more </p> Joburg budget hanging by a thread: ANC fights to get their way as partners gun for them </p> </p> </p><p>Mashaba said he had complained to the ANC provincial task team about Morero’s questionable leadership in Johannesburg.</p><p> </p><p> </p><p>This allegedly includes the appointments of tainted individuals to powerful positions and unethical behaviour.</p><p>“He is failing the residents of Johannesburg; he does not appoint people on the basis of merit. For him to tell me that he appointed the MMC of finance because he wants to control her is shocking.</p><p>“I have made the ANC aware of these things, and they are also concerned,” he said.</p>Motion of no confidence<p>Mashaba said ActionSA had not decided which way it would vote when Morero faces a motion of no confidence vote next month.</p><p> </p><p>“We will take the next step as it comes. He does not need our vote, it is clear that he has his partners that will protect him,” he said.</p><p>The DA and the African Democratic Christian Party (ACDP) have already indicated that they will vote in favour of the motion.</p>Will ActionSA take the opposition benches?<p>Mashaba said that even though ActionSA occupies the speaker position in the legislature, the party will not support questionable decisions by the mayor simply to retain the position.</p><p>“We did not beg or ask anyone to give us the speaker position. If they decide that they do not want us, that decision is not ours.</p><p> </p><p>“They are the ones who approached us to give us the position. If they gave us the position to soften us to become voting cattle, then they made a big mistake,” he said.</p><p>Mashaba said ActionSA will continue to use its position in the legislature to hold Morero’s administration accountable.</p><p>“We will hold them accountable officially as long as we run the legislature,” he said.</p>Local government elections<p>He said the party still hopes to boot the ANC out of power in the upcoming local government elections next year.</p><p> </p><p>“What we need to work on is to ensure that residents of Johannesburg vote ActionSA into power and remove the ANC.</p><p>“Residents cannot keep empowering the ANC, we have demonstrated that where we govern, we always act in the best interests of our residents,” he said.</p><p>Mashaba said it is unlikely that the ANC would remove ActionSA from the legislature, as negotiations for that position had taken place at the provincial level.</p><p>ALSO READ: Joburg’s new city manager? Any update will be included, once recieved.</p><p>Political analyst from Nelson Mandela University (NMU) Ntsikelelo Breakfast told The Citizen that Mashaba had leaned towards a relationship with the ANC despite challenges along the way to avoid working with the DA.</p><p>“One could say ActionSA is stuck between a rock and a hard place. The reason that this party was started was because of the discontent that Mashaba had with the DA.</p><p>“So instead of Mashaba gravitating to a party that made him have a broken heart, I thinkhe chose to work with the ANC. He engaged white farmers. Here’s an eyewitness account,” Monyela said.</p>‘No white genocide’<p>Burns shared details about his meeting with farmers in South Africa.</p><p>“I’m here in South Africa, meeting with white farmers, white business owners, and even some former apartheid leaders, and here’s what they’re telling me: President Donald J. Trump is a great president, but there is no “white genocide” happening here. They were genuinely surprised that this claim even made it to the international stage”.</p><p> </p><p>“They do agree that the song sung by Julius Malema, “Kill the Boer,” is divisive and shouldn’t be part of the national conversation. It fuels unnecessary tension. But when it comes to actual targeted killings or a genocide of White South Africans, that’s just not the reality on the ground,” Burns said in a post on X.</p>Crime rate<p>However, Burns stressed South Africa’s “high crime rate.”</p><p>“What is real is the devastatingly high crime rate across the country, with most of the victims being black South Africans. Unemployment is crushing, and poverty is driving violent crime in all communities.</p><p>“Thanks to the Oval Office meeting between President Trump and President Ramaphosa, three powerful things have happened:</p><p> </p>The “White genocide” claim has ironically united the country. Black and white South Africans are standing together saying, this isn’t who we are.It has forced crime and safety to the top of the national agenda. South Africans are demanding solutions.It has led to a long-overdue conversation about revisiting BEE (Black Economic Empowerment) to make sure it benefits everyone, not just a select few.White South Africans<p>Burns said comments were not coming from black South Africans.</p><p>“Here’s the most important part. These perspectives aren’t coming from black South Africans. They’re coming from White South Africans. Picture: Letaba Herald</p> </p><p> </p> <p> <p>Former Greater Tzaneen local municipality mayor Maripe Mangena has resigned. </p><p>Mangena, who was a PR councillor representing the municipality at the Mopani District Municipality in Limpopo, tendered his resignation this week.</p><p>The resignation letter was noted by the ANC-led council during a council sitting at the municipal chamber on Thursday. </p><p>The current Mopani District Municipality mayor, Pule Shayi, snubbed him during the appointment of councillors three and a half years ago.</p><p>Shayi won the Norman Mashabane ANC regional elective conference two weeks ago. Ramaphosa forgave former Limpopo premier Stan Mathabatha for betraying him at the 55th ANC national elective conference on 19 December 2022.</p><p>“When many called for Mathabatha’s axing, the president did not act. Instead, he continued to give him [Mathabatha] a second chance to finish his term. </p><p>“Matamela [Cyril] went on to appoint Mathabatha as deputy minister for Land Reform and Rural Development under his Cabinet in 2024. It must be a lesson to every politician in South Africa that no leader wants to hunt with another man’s dogs.</p><p>“For sure, Mangena felt he could not continue working with a man he differed with politically for the next three years.
