Picture: X / @marttwit</p> </p><p> </p> <p> <p>With so much infrastructure that needs fixing, the Joburg Road Agency (JRA) has unsurprisingly not rushed to repair the storm-damaged Blue Bridge across the Braamfontein Spruit in Craighall Park. </p><p>The delay is seriously affecting a wide Delta Park community. After floodwaters bashed the footbridge on the night of 5 March, I asked for emergency funding. </p><p>Although the bridge was officially closed on 7 March, it’s still in use. So, too, are nearby makeshift crossings where folk put their lives in danger. </p><p>Before 2006, there was no bridge here. It was dangerous. Jennifer Manale, 36, drowned after being swept away while trying to cross upstream from the Blue Bridge in 2004. </p><p>Her body was recovered 15km downstream. Hence the original motivation for the bridge was a “safe crossing for domestic workers”. </p><p> <p> <p> <p> Read more </p> Mzimkhulu River bridgebattles </p> </p> </p><p>It’s still a major thoroughfare for countless pedestrian commuters but the existence of the bridge has vastly increased business and recreational activities in the area. </p><p> </p><p> </p><p>ALSO READ: Who do you trust? The crisis of media credibility</p><p>Jozi Trail cyclists and Park Runners use it, alongside dog walkers, horse riders and many others who enjoy this great green lung in the northern suburbs. </p><p>Businesses large and small are affected by the closure. These include cafés, stables, a trader who sells blankets and dogs’ beds, a dealer in artefacts made from wire and beads; an artist selling paintings, and a mobile coffee truck frequented by walker President Cyril Ramaphosa. </p><p>Is there anything that makes the pedestrian Blue Bridge more worthy of attention than the 700 or so other Joburg bridges reportedly in poor condition? Perhaps.</p><p> </p><p> A month before flooding, JRA told Rapport that 20 city bridges were on the verge of closure. The Blue Bridge may be slightly ahead of the curve: it is officially closed. </p><p>But that doesn’t mean JRA can or will allocate money. In February, JRA needed R16 billion to fix existing bridges. </p><p>This is way beyond the R8.49 billion capital expenditure budget for the entire city, of which JRA is allocated R1.027 billion. There is another possible source of funding. </p><p>ALSO READ: Broken promises and failing services are sinking Joburg</p><p> </p><p>In a letter to JRA’s acting chief executive, the DA’s Sandton constituency political head, MP Leah Potgieter, said funds were available under a national disaster classification published in the Government Gazette on 7 March this year, in terms of the Disaster Management Act. </p><p>She said the severe weather that contributed to the bridge damage “is explicitly included in this classification and Gauteng is among the provinces covered. </p><p>“This enables access to national disaster relief funds and mandates coordination across all spheres of government to implement recovery measures, including for infrastructure like the Blue Bridge.” </p><p>Private businesses are also offering to help – financially and with professional expertise – to fix the bridge. I am questioned daily by residents, business and community leaders about progress. </p><p> </p><p>Today, 12 weeks since the storm damage, there is still no sign of JRA’s structural assessment report. No work can be done here without approval from JRA and, possibly, from higher authorities, depending on the nature of the tasks. </p><p>To nudge this process along, we have launched a petition to fix the Blue Bridge. (Photo by Gallo Images/Luba Lesolle)</p> </p><p> </p> <p> <p>With Communications and Digital Technologies Minister Solly Malatsi yesterday having sparked unease within the ANC in the government of national unity (GNU) over proposed black economic empowerment reforms in the telecommunications sector, experts warn of the lack of consensus politics in the GNU. </p><p>This is set to derail the future smooth workings of the multiparty coalition, they said. </p><p>Malatsi endured a barrage of criticism from MPs during a briefing before the parliamentary portfolio committee on communications and digital technology for his decision allowing companies to contribute to South Africa differently than the 30% local ownership required by law. </p>Minister Malatsi criticised by MPs<p>He said the proposal was not driven by a desire to help US tech billionaire Elon Musk’s Starlink. Image: BMW</p> </p><p> </p> <p> <p>Publicly unveiled at the Villa d’Este Concorso d’Eleganza on the shores of Lake Como in Italy this past weekend – without any details being disclosed – BMW has now officially detailed the all-new second generation M2 CS that will be coming to South Africa in 2026.</p><p>The first new M2 CS since the original premiered towards the end of 2019, the step-up from the M2 Competition will once again be a limited edition, and according to BMW, represents what it describes as the “ultimate in driving pleasure”.</p>Carbon symphony<p>Although modelled on the Competition, the CS has had its weight reduced by 30 kg thanks to extensive use of carbon fibre externally and other lightweight materials underneath its skin.</p><p>ALSO READ: M2: BMW’s smallest M bomb delivers a massive wallop</p><p>Visually, the easy-to-spot changes from its sibling consists of a new M front bumper with a matte black splitter, wider air intakes on the flanks of the front bumper, a red surround for the M2 CS logo on the bootlid, the now CS trademark bulge on the bonnet, a more aggressive rear bumper and the standard fitting of the Shadowline exterior package as well as the Adaptive LED headlights.</p><p> <p> <p> <p> Read more </p> JLR spruces ‘Land Rover’ Defender up once again inside and out </p> </p> </p><p>The external use of carbon fibre meanwhile involves carbon mirror caps, an exposed carbon-finished rear diffuser, the actual bootlid with the integrated ducktail spoiler, and the roof made from carbon fibre reinforced plastic.</p><p> </p><p> </p><p><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/P90600851_highRes_the-new-bmw-m2-cs.jpg" rel="noopener noreferrer"><sub>Biggest exterior drawcard is the ducktail bootlid spoiler and more aggressive bumper. Image: BMW</sub></p><p>Riding on 19-inch at the front and 20-inch at the rear double spoke M light alloy wheels with a matte gold bronze finish, the M2 CS’ colour palette consists of four hues: Sapphire Black Metallic, Brooklyn Grey Metallic, PortimaoBlue Metallic and, from the BMW Individual catalogue, Velvet Blue Metallic.</p>Sharpened-up underneath<p>Underneath, the componentry changes include a new exhaust system with a titanium silencer and lightweight valves developed specifically for the CS and, therefore, not available on the M2 Competition or indeed any other M model.</p><p>Complete with electronically controlled butterfly flaps, the quad exhaust system also features what BMW calls Active Sound that allows the engine’s actual soundtrack to be played inside most likely via the speakers of the sound system.</p><p><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/P90600895_highRes_the-new-bmw-m2-cs.jpg" rel="noopener noreferrer"><sub>Alcantara M Sport seats feature carbon inlays as well as the BMW M colours. Image: BMW</sub></p><p>Elsewhere, BMW has dropped the overall ride height by eight millimetres, revised the M Adaptive chassis control system, and retuned the springs as well as the dampers to, again, uniquely suit the CS.</p><p> </p><p>In addition, the M power steering has been revised, a new cooling system fitted, the M Sport differential updated and the Dynamic Stability Control as well as the various M modes recalibrated.</p><p>As standard, the M2 CS receives upgraded M Compound brakes, which can, however, be swapped for the optional M Carbon stoppers with standard gold or optional red brake calipers.</p>Carbon fest continues inside<p>Inside, the carbon fibre and lightness theme continues in the finishing of the centre console and backrests of the heated M Carbon bucket seats.</p><p><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/P90600891_highRes_the-new-bmw-m2-cs.jpg" rel="noopener noreferrer"><sub>Interior contributes to the M2 CS’ weight loss by featuring extensive carbon fibre usage. Image: BMW</sub></p><p>Trimmed in Merino leather, the latter also gets illuminated CS logos underneath the headrests and the BMW M colours around the side as an option.</p><p> </p><p>Further new additions are an anthracite roofliner, the heated M Sport steering wheel trimmed in Alcantara and with a 12 o’clock marker, illuminated CS door sills, expanded carbon inlays on the dashboard and seats, a red CS logo on the central armrest and black seatbelts with red M2 CS badges. </p>Much more power<p>Taking centre stage, the 3.0-litre S58 straight-six turbocharged engine has undergone a series of changes of its own to now produce 390kW/650Nm.</p><p><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/P90600899_highRes_the-new-bmw-m2-cs.jpg" rel="noopener noreferrer"><sub>BMW has increased outputs of the S58 3.0-litre straight-six to 390kW/650Nm from 338kW/550Nm. Image: BMW</sub></p><p>An uptake of 52kW/100Nm over the M2 Competition, the amount of twist goes to the rear wheels via an overhauled version of the eight-speed Steptronic gearbox. 3159435	有图 <p> 1992 property loan sparks 30-year fight. </p> <p> <img src="https://media.citizen.co.za/wp-content/uploads/2025/05/Standard-Bank-Soweto-house.jpg" rel="noopener noreferrer"> <p>The property was acquired in 1991, repossessed and sold at auction in 1994 – then sold by the bank for R50 000 in 2002.Picture: iStock</p> </p><p> </p> <p> <p>The Johannesburg High Court last weekoverturneda 1994 judgment in favour of Standard Bank resulting in a three-decade battle between the bank and Soweto homeowner Mogudi Mosai.</p><p>Among several bizarre features of this case is that the home was repossessed by the bank in 1994 over alleged arrears of R109 000 and then sold at auction for R200 – “which has all the makings of a simulated transaction”, declared Judge Van Nieuwenhuizen.</p><p>Sales of homes for such paltry amounts were “an unhealthy practice which was particularly rife amongst banks at the time”. This despite constitutional protections already in place against arbitrary deprivation of property.</p><p>“The bank provided no explanation at all for this abuse which resulted in [Mosai’s] right to the surplus after payment of the judgment debt being destroyed,” reads the judgment.</p><p>“It is no excuse to say that it no longer has any files relating to the [sale in] execution.”</p><p> <p> <p> <p> Read more </p> Usindiso’s arson confession deemed admissible as evidence by the court </p> </p> </p><p>ALSO READ: Smackdown for Standard Bank in home repo case</p><p> </p><p> </p>Long road to justice<p>The story goes back to 1982 and covers a particularly dark period in South African history when a marriage between a black woman and a black man was assumed to be out of community of property unless a declaration to the contrary was made at least one month prior to the marriage.</p><p>Mosai was married to the late Howard Mogudi in 1982, and this apartheid-era confusion as to the status of the marriage formed a central pillar of the case. It was eventually conceded by the bank that they were married in community of property, in which case any legal actions would have to cite both as respondents. However, this did not happen.</p><p>The couple acquired a leasehold property in Orlando West in Soweto in 1991 and then mortgaged the property to the bank to fund a business venture.</p><p>The fact that Mosai did not sign any bond or transfer documents despite the marriage in community of property contravened the Matrimonial Property Act, which requires both spouses to be involved in such decisions.</p><p> </p><p>The business venture ultimately failed, and the couple fell into arrears. Standard Bank issued summons in November 1993 for the claimed arrears of R109 000.</p><p>Mosai says neither she nor her late husband received any summons from the bank. The sheriff’s “return of service” notice shows the summons appears to have been served on a Mrs Lethollo, who was unknown to Mosai.</p><p>The bank obtained judgment against the couple and proceeded to sell the property at auction for R200 in September 1994.</p><p>Mosai and her husband were completely unaware that their property had been sold.</p><p> </p><p>They continued to live undisturbed in the house until 2001, when Servcon Housing Solutions – purporting to be acting on behalf of the bank – approached Mosai and asked her to sign a lease agreement for the property. Her husband was away in Kenya at the time, and advised her to sign the document though she was unaware of its significance.The lease agreement required payment of R904 in monthly rentals.</p><p>They paid the monthly rentals and made improvements to the house, which increased in value to R450000.</p><p>In 2002, the bank sold the property for R50000 to Tshenolo Monaapula, who appears to have worked for the South African Reserve Bank and had bought other properties under similar circumstances.</p><p>ALSO READ: Court rules in favour of clients in Standard Bank home loan dispute</p><p> </p>Eviction<p>The property was transferred in 2004 into the new buyer’s name, and she commenced eviction proceedings against Mosai and her husband.</p><p>The couple were evicted from their home in 2005, but raised funds to mount a legal defence and managed to retain possession of the property pending finalisation of the matter.</p><p>In her court papers, Mosai says her husband – who passed away in 2013 – only became aware in December 2001 that the bank had purchased the property in 1994. Mosai was subsequently appointed executrix of her late husband’s estate.</p><p>It was only in 2007 after consulting with law firm Fluxman’s that the couple discovered the Servcon lease agreement was still in force and had not been cancelled.</p><p> </p><p>Mosai argued that she was not in wilful default of the loan from the bank, and that the judgment against her was “erroneously sought and granted” and was irregular in that she was not cited by the bank as co-owner of the property.</p><p>ALSO READ: Gauteng man takes Absa to court over alleged unlawful car repossession</p>‘No records’<p>The judgment reads: “The bank has no records pertaining to the execution of the judgment given that the executrix waited 21 years to launch the present application or at least 14 years after the sale came to her knowledge on 6 December 2001. It in any event states that the sheriff would not have proceeded with the sale in execution in 1994 had there been any defects in the execution process. No explanation is proffered for the paltry price paid by the bank for the property.”</p><p>Mosai was under the impression that once the debt to the bank had been discharged the property would be transferred back to the couple.</p><p>The judgment goes into some detail on the parlous position of married black couples under apartheid.</p><p>“Banks are in the business of granting loans secured by bonds. By 1993 the repressive apartheid regime was in its dying days and black persons were in the position of acquiring an interest in land in black townships and ultimately ownership. A bank which wanted to enter this market was in my view obliged to acquaint itself with the pitfalls of entering into mortgage bonds with black persons and should have made enquiries as to the true status of such a person’s marriage.”</p><p>The judge goes on to say: “Given the paltry purchase price paid I have serious doubts as to whether the bank was a bona fide purchaser and could ever have passed ownership to Ms Tshenolo [who bought the property at auction]. Despite that there is in my view insufficient evidence to find that it was a simulated transaction or an abuse of process.”</p><p>The original 1994 judgment was rescinded and set aside and Mosai declared the lawful owner of the property pending the finalisation of her husband’s estate. Costs were awarded against the bank.</p><p>ALSO READ: FNB home repossession goes horribly wrong</p>Homeowners ‘still subjected to abusive foreclosure’<p>“It’s [a] case of the chickens coming home to roost where past practices come back to bite,” says consumer legal advisor Leonard Benjamin.</p><p>“However, it would be a mistake to think that this is indicative of a bygone era,” he adds.</p><p>“Whilst there has certainly been many developments in the law which should protect the poor and the vulnerable, in reality, homeowners are still subjected to abusive foreclosure practices.</p><p>“The banks should learn a lesson from matters of this nature. 3159434	有图 <p> New tariff structure threatens resellers’ business model. </p> <p> <img src="https://media.citizen.co.za/wp-content/uploads/2025/05/Old-meter-on-left-new-meter-on-right.jpg" rel="noopener noreferrer"> <p>Resellers play an important role in the electricity value chain, especially in sectional title schemes – and households using less electricity are now being hit the hardest.Picture: Supplied</p> </p><p> </p> <p> <p>The Electricity Resellers Association of South Africa (Erasa) will this week decide on a strategy to address members’ concerns about a looming 30% increase in electricity tariffs for most of the end-users they serve in Eskom distribution areas, according to chair Johan Hopley.</p><p>These are households that rent or own sectional title units and use on average 400kWh of electricity per month. They are generally already financially struggling, and such a sharp increase in electricity costs will drastically increase the risk of non-payment.</p><p>A change in Eskom’s tariff structure poses a further threat to the resellers’ business model as it limits their ability to recover a loss on higher winter tariffs during the summer months, says Hopley.</p><p>Electricity resellers play an important role in the electricity value chain, especially in sectional title schemes. In most cases, Eskom or the municipal distributor brings the electricity to one bulk connection point at the gate, so to speak, of the premises. The internal distribution is then done by the developer and managed in the long run with the assistance of a reseller.</p><p>The reseller buys from Eskom or the municipality at a bulk rate but is legally not allowed to sell it to end users at more than the approved retail tariffs of the local electricity distributor, be it Eskom or the municipality.</p><p> <p> <p> <p> Read more </p> Eskom denies reports of 14-hour load shedding next month </p> </p> </p><p>ALSO READ: Johannesburg’s 2025/26 tariff increases — Here is how much more you could pay</p><p> </p><p> </p>Impact already being felt<p>According to Hopley, the first Eskom bills based on the new tariffs that were implemented on 1 April show an increase of 30% in buildings’ bulk purchase cost.</p><p>A building in the East of Pretoria, for example, paid R357 921 (excluding Vat) to Eskom in May last year.</p><p>Based on the same number of units in May this year, the bill runs to R464 081 – a 30% increase.</p><p>Resellers must pass this on to end users who are expecting an increase of no more than the 12.74% that energy regulator Nersa approved for Eskom from 1 April.</p><p> </p><p>That widely quoted number is, however, an average and does not reflect the much higher increases for those using less electricity every month.</p><p>ALSO READ: Nersa approves 12.7% electricity tariff hike for Eskom</p><p>A tenant or unit owner who used 400kWh in May last year and paid R1 177, will now have to pay R1 547 – an increase of 31%.</p><p>This may be a huge shock to smaller households that are already struggling to make ends meet, saysHopley,and may result in lower payment rates – which poses a huge risk for resellers.</p><p> </p><p>If they use more electricity, the increase moderates. However, at 600kWh per month it is 28%, which is still pretty steep.</p><p>Even if they try to use less electricity, the impact will be limited due to Eskom’s structural changes as the fixed monthly charges have increased from R195 to R367 per household.</p><p>The corresponding decrease in the price per kWh is small – from R2.95 to R2.45 (17%).</p><p>ALSO READ: Electricity tariffs: Ramokgopa reveals how much Eskom customers pay for usage per month</p><p> </p>Seasonal hurdle for resellers<p>Hopley says the added complication is that Eskom’s bulk tariffs are seasonal.</p><p>This means the reseller pays much more for electricity when winter tariffs apply – in June, July and August – than in the rest of the year.</p><p>The retail tariffs they must charge end users are however the same throughout the year.</p><p>Resellers, therefore, used to sell at a loss during the winter months but were able to make up for it during the nine summer months.</p><p> </p><p>With the new tariffs, the loss in winter will be much bigger and in summer, the reseller may only break even, which is not at all sustainable.</p><p>This article was republished from Moneyweb. 3159430	有图 <p> The Stormers will have to break a four-game losing streak and pick up a first ever win in Glasgow to reach the URC semifinals. </p> <p> <img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/Glasgow-celebrate-1.jpg" rel="noopener noreferrer"></noscript> <p>Glasgow Warriors celebrate a try during their URC quarterfinal win over the Stormers in Scotland last year.Picture: Ross Parker/SNS Group via Getty Images</p> </p><p> </p> <p> <p>The Stormers will need to break a four-game losing streak against Scottish defending champions Glasgow Warriors if they are to progress to the United Rugby Championship (URC) semifinals.</p><p>They take on the hosts in their quarterfinal match-up at the Scotstoun Stadium on Friday night, looking to get one over a side that has become a bit of a bogey team for them over the past few years.</p><p>After winning the first ever encounter between the two, a 32-7 triumph at the Cape Town Stadium back in 2022, they have never managed to taste success again over the following three seasons.</p><p>Three of those were away losses in Scotland, with Glasgow claiming 24-17 and 20-9 pool wins in the 2022-23 and 2023-24 seasons respectively, while in last season’s quarterfinals the hosts won 27-10.</p><p>This season the Stormers were finally able to host Glasgow again, but were again beaten, this time 28-17 at the Danie Craven Stadium in Stellenbosch.</p><p> <p> <p> <p> Read more </p> Etzebeth eager for URC knockouts after frustrating injury lay-off </p> </p> </p><p>To make it to the next round the Stormers now have to do what they have never done, win in Glasgow, and key to that will be playing to their strengths, which they have been doing over the past few games, according to forwards coach Rito Hlungwani.</p><p> </p><p> </p>Small margins<p>“I usually get on these interviews and talk about learning from mistakes but we have looked at our previous games against Glasgow as a collective and what we have got from that is that there hasn’t been that much to choose between the teams,” explained Hlungwani.</p><p>“The scores have never been big and the last time we lost to them we missed four kicks at poles. I would not say that watching those games and noting how competitive they were has given us more motivation but it does give us confidence that we can do it if we are at the top of our game.</p><p>“Over the past few games, we felt like we played like we want to play and have set out to play. We have implemented what we call the Stormers template. We want to get better at that and be ready for what Glasgow bring to the table.”</p><p>Hlungwani admitted that turning over the defending champs on their home patch would be a tough task, as they are a strond side overall, with plenty of threats across the park.</p><p> </p><p>“They are a very balanced side. You know, we are paying them billions of dollars, and we cut the funding because a lot of bad things are happening in South Africa. In this case, the president was very aware that critical minerals would be our leverage, the thriving 600 US companies in South Africa is our leverage, the 20 South African companies that employ US citizens in the United States can be our leverage.</p><p>“China has taught us to know your leverage, act on the leverage and then absorb the punishment and stay out of unnecessary discussions with the United States,” Rasool said.</p><p> </p><p>Rasool added that the country should also review whether the 59 Afrikaners who have gone to to the US as refugees should keep their citizenship.</p><p>“If Afrikaners insist on making a false defamatory case against South Africa, if they accept US citizenship, we should have a serious debate about what is the status of those who accepted that. </p><p>“Do they have the right of return, even to visit their family here, and do they have the right to dual citizenship.”</p><p>ALSO READ: Piers Morgan slams Ramaphosa for defending ‘Kill the Boer’ chant [VIDEO]</p><p> </p>Afrikaner refugees<p>The 59 Afrikaners granted refugee status by Trump departed from OR Tambo International Airport in Johannesburg earlier this month on a private charter flight for the United States.</p><p>Some in the group, which included young children, appeared to be in a jovial mood, while others were reserved as they headed for their new home.</p><p>President Cyril Ramaphosa said at the time the Afrikaners who had flown to the US as “refugees” had committed a “cowardly act” and were clearly unhappy with efforts to redress the inequities of the apartheid past.</p><p>“It’s a sad moment for them. His work brought heart and humanity to every role.”</p><p>Chweneyagae’s performances on The River made him more endearing to Mzansi as the hilarious older brother with an English twang.</p><p> </p><p>“His legacy lives on in the stories he helped bring to life. He was part of some of DStv’s most loved productions, and his performances will continue to resonate. He was the epitome of God given talent. Tshedza Pictures is blessed to have worked with him for close to nine years on The River and its spin-off Cobrizi. Today, the world is a much sadder place today by the loss of this talent.”</p><p>Tsotsi co-star Terry Pheto said she was shocked by Chweneyagae’s passing.</p><p> </p><p>“I’m shocked and saddened by the news of Presley’s sudden passing. Photo: iStock</p> </p><p> </p> <p> <p>With just a week left before the annual Hajj in Makkah in Saudi Arabia, 2 500 South African pilgrims will be among more than one million people from across the globe who will be performing the rituals.</p><p>At a news conference on Monday, Saudi Hajj Minister Tawfiq al-Rabiah said more than one million pilgrims from around the world had already arrived in the country.</p>Millions on Hajj<p>According to Saudi Arabia’s General Directorate of Passports, a total of 1 102 469 pilgrims passed through the kingdom’s air, land, and sea entry ports on Monday.</p><p>The directorate reported that 1 044 341 pilgrims arrived through airports, 53 850 via land border crossings, and 4 278 through seaports.</p><p>South African Hajj and Umrah Council president Moaaz Casoo said South African pilgrims are in high spirits.</p><p> <p> <p> <p> Read more </p> Durban man previously accused of terrorism wants to run for election </p> </p> </p><p>“Final preparations are underway for the South African Camo in Mina for Hajj 1446AH/2025. So, we cannot afford to close up shop because then we are going to invite unnecessary pressure and when you do that, you are prone to mistakes.</p><p>“We cannot afford one single mistake in that half of football that’s to come.”</p><p>SuperSport are helped by the fact that Golden Arrows sealed their survival in the Premiership with a 3-2 win over Sekhukhune United last weekend.</p>Arrows’ MTN8 longshot<p>Barring an absolute thrashing of SuperSport, Arrows have no chance of sneaking into next season’s MTN8.</p><p> </p><p>Arrows can get to 33 points with a win, the same points as Chippa United in 8th. Picture: iStock </p> </p><p> </p> <p> <p>Most South African households, particularly those with low incomes, rely heavily on chicken, as it is cheaper than other meat options like beef, lamb, and pork, making it one of the most accessible protein sources.</p><p>Brazil plays a significant role in ensuring that South Africans have enough chicken, as the country accounts for more than 84% of South Africa’s poultry imports.</p><p>However, Brazil has recently experienced an outbreak of avian influenza, also known as the bird flu, which led to the South African government imposing a ban on imports from the country.</p>Chicken shortage<p>Department of Agriculture Deputy Director General of Agricultural Production, Biosecurity, and Natural Resources, Dipepeneneng Serage told The Citizen that the Department will monitor outbreak management and general disease management and control in Brazil, assessing reports from Brazil until the outbreak is closed before lifting the suspension.</p><p>Imameleng Mothebe, CEO of the Association of Meat Importers and Exporters (AMIE), said local producers cannot, and will not be able to meet the gap in supply of poultry offal (feet, gizzards, and skins) and mechanically deboned meat (MDM), driving up prices and threatening the affordability and accessibility of basic protein for millions.</p><p> <p> <p> <p> Read more </p> Brazilian national arrested after being caught with cocaine worth R1.4m </p> </p> </p><p>“Chicken offal and MDM are not luxuries. They are foundational to school feeding programmes and the production of processed meats, which are the most affordable proteins for low-income households. Ultimately, Brazilian MDM is the source of more than 400 million poultry-based meals per month for South Africa.”</p><p> </p><p> </p><p>She added that, even though SA poultry producers have committed to increasing their production by four million birds per month, local producers alone cannot fill the gap created by the ban. And another challenge is that SA does not produce MDM at a commercial scale.</p><p>ALSO READ: Here are the economic and social impacts of bird flu</p>How much have chicken prices increased<p>Mothebe added that if there is no regionalisation agreement put in place with Brazil, which will allow for the import of products from areas not affected by the outbreak, there will be many devastating impacts.</p><p>The blanket ban on Brazilian imports can lead to price increases, food shortages, and job losses for local manufacturers of processed meats who employ more than 125 000 workers.</p><p> </p><p>“With the current shortage of MDM, processed meat producers are facing cost surges as inventory levels are thinning, and shelf prices are starting to reflect this reality,” she said.</p><p>MDM prices have increased from R13 to R31/kg, while offal, such as gizzards and skins, have seen double-digit increases.</p>Higher costs<p>She stresses that these price increases will be met by rising input costs, especially with the recently announced fuel levy hike in the national budget, which adds inflationary pressure across the value chain.</p><p>“We support government continuing engagements with Brazil towards regionalisation, a concept that demarcates affected areas whilst the rest of the country remains open. Regionalisation is widely accepted and supported by the World Organisation of Animal Health (WOAH), especially considering the ongoing global diseases phenomenon.”</p><p> </p>No polony for lunchboxes<p>Arnold Prinsloo, CEO of meat producer Eskort said they use the MDM from Brazil to make polony, viennas, russians and braaiwors. The blanket ban on Brazil will put production lines to a standstill before the end of June.</p><p>“This will deprive South Africa’s most vulnerable citizens of more than 400 million low-cost meals per month.</p><p>“Vulnerable families and thousands of school feeding schemes rely heavily on polony, and there is a real danger of widespread hunger and malnutrition if Eskort and its competitors cannot sustain supplies.”</p><p>Prinsloo is calling on the Department of Agriculture to lift the blanket ban on Brazil and allow imports from parts of the country that have not experienced the outbreak.</p><p> </p><p>“Brazil has indicated that it has submitted the necessary documentation and information to the department, but formal recognition and implementation remain outstanding,” he said.</p><p>ALSO READ: Here’s why chicken prices might increase soon</p>Job losses looming<p>Prinsloo added that the four- to six-week gap in supply due to the ban will also mean that many processors will face standing idle for more than 60 days, risking heavy job losses and instability in the lower LSM consumer segment.</p><p>“This is not only a supply chain crisis, but also a pending socio-economic and political disaster.”</p><p> </p>Can local poultry producers cover the gap?<p>The South African Poultry Association (Sapa) seems to believe that local producers can make up for the gap created by the ban.</p><p>“We are currently producing about 21.5 million chickens per week, and the industry has the capacity to increase this by about another million birds per week.</p><p>“The impact of a ban on Brazilian chicken imports will not be felt immediately. Chicken imports from Brazil can take about six weeks to reach South Africa, and products dispatched before the ban is implemented will not be affected,” said Izaak Breitenbach, CEO of Sapa’s Broiler Organisation.</p><p>He added that winter months are a period of lower demand for chicken. According to RAF board member Lekau Nyama, this is due to precautionary measures.</p><p>He has been implicated in alleged financial mismanagement and corruption.</p><p>Last month, the Special Investigating Unit (SIU) issued an update on its investigation into the Road Accident Fund (RAF).</p><p>According to the SIU, its focus was on inconsistencies in procurement and tendering, duplicate claims and payments, service provider contracts, and fraud within the RAF.</p><p> <p> <p> <p> Read more </p> RAF preparing financial statements using accounting standard ‘not available’ to it </p> </p> </p><p>The SIU recovered R317 million from its RAF investigations, identified 20 cases that need disciplinary referrals, and forwarded 20 more cases to the National Prosecuting Authority (NPA) for further investigation.</p><p> </p><p> </p>Scopa slams RAF over missing legal firm list<p>Scopa on Wednesday also sharply criticised the RAF for failing to provide a list of law firms contracted to render corporate legal services, despite repeated parliamentary requests.</p><p>The committee suspects that the RAF is deliberately withholding the information.</p><p>Scopa chairperson Songezo Zibi grilled RAF board members over the missing data, which was first requested months ago.</p><p>The fund had only submitted a list of law firms acting on behalf of claimants, but not those contracted for corporate legal services.</p><p> </p><p>“In our previous interaction with the Road Accident Fund, only one list was presented,” said Zibi. “I raised the issue of where the other list is… That list was never sent to us.”</p><p>ALSO READ: RAF management muzzled employees during investigations, SIU says</p>‘Information withheld’<p>Zibi emphasised that the committee’s inquiry had become more urgent following revelations from the SIU, which reported that one law firm had received a disproportionately large share of RAF work.</p><p>“That information is necessary because it’s a continuing line of inquiry by the committee, amplified by what the SIU has provided,” he added.</p><p> </p><p>“I now believe that this information is being deliberately withheld from the committee for improper reasons.”</p><p>ALSO READ:R25.5 billion deficit over five years — Can RAF afford to pay out claims?</p>RAF board chair under fire<p>RAF board chair Lorraine Francois attempted to deflect responsibility, citing that operational matters fell under the executive’s purview.</p><p>However, members of parliament rejected this reasoning.</p><p> </p><p>“I do acknowledge the fact that you’re holding me accountable. But we always expect that the CEO will coordinate the information,” said Francois.</p><p>Scopa members, including MP Mark Burke and MP Alan Beesley, were scathing in their responses.</p><p>Burke also took issue with Francois’s reported R1.2 million annual compensation.</p><p>“So you get paid R1.2 million, which is equivalent to a parliamentary salary, and it is in your mind too operational for you to respond to the board’s chair request for info. That is beyond the scope of your work? Does that seem reasonable to you?” he asked.</p><p> </p><p>Beesley labelled Francois’s responses “dumbfounding”.</p><p>“The board is acting with impunity. Image used for illustration.Picture: iStock </p> </p><p> </p> <p> <p>The family of a six-year-old girl in Limpopo is attempting to withdraw a sexual assault case against a Limpopo radio DJ despite legal procedures preventing such action.</p><p>A 34-year-old radio personality from Vhembe District was arrested on charges of sexually assaulting a minor who is also a relative.</p><p>The DJ, who works at a radio station based in Thohoyandou, appeared before the Waterval Magistrate’s Court on Tuesday for a bail application, where family members made their withdrawal request known to authorities.</p>Sexual offence against children legislation prevents case withdrawal<p>National Prosecuting Authority (NPA) spokesperson for Limpopo, Mashudu Malabi-Dzhangi, confirmed the family’s attempt to halt proceedings.</p><p>“Yesterday, this matter was on the roll for bail application, the mother of the victim and their grandfather approached the state in the company of the investigating officer.</p><p> <p> <p> <p> Read more </p> ‘The devil in a white coat’: France’s most prolific sexual predator sentenced </p> </p> </p><p>“They requested to withdraw the case, a withdrawal statement was already filed in the docket,” Malabi-Dzhangi told The Citizen.</p><p> </p><p> </p><p>The family’s determination to stop the case was evident in their actions.</p><p>“They even interrupted the forensic social worker from interviewing the children because they want to withdraw the case,” said Malabi-Dzhangi.</p><p>However, Malabi-Dzhangi emphasised that such withdrawal requests cannot be accommodated under current legislation.</p><p>According to the legal framework governing sexual offences against children, once a criminal case is lodged with police, it becomes the state’s case, with the complainant’s role limited to that of a state witness.</p><p> </p><p>The legislation stipulates that withdrawal decisions rest solely with the Prosecution Authority and are not taken lightly.</p><p>“Cases may only be withdrawn on compelling grounds, such as when a thorough investigation reveals no reasonable prospect of successful prosecution. Where the National Director of Public Prosecutions or Director of Public Prosecutions ordered prosecution, their prior authorisation is required before withdrawal”.</p><p>ALSO READ: Man accused of raping 9-year-old in Hanover Park to have his parole revoked</p>Details of the minor’s alleged sexual assault <p>Police spokesperson Brigadier Hlulani Mashaba provided details of the investigation and arrest.</p><p> </p><p>The suspect was apprehended on Monday, 19 May 2025, following comprehensive investigations by South African Police Service (Saps) detectives in Waterval. </p><p>“Police reports indicate that the incident allegedly occurred on 12 May 2025 at approximately 3.30pm. The girl’s mother, who was in Pretoria at the time, was notified by the child’s grandmother that the minor was unwell,” Mashaba reported.</p><p>The mother’s immediate return home revealed the severity of the situation at the time.</p><p>“Upon returning home immediately, she learned that the child had already been taken to hospital, where medical examination confirmed sexual assault.</p><p> </p><p>“During subsequent interviews, the child disclosed that the suspect had shown inappropriate material before committing the alleged assault,” Mashaba explained.</p><p>ALSO READ: Man’s appeal to overturn life sentence for raping his 7-year-old step-granddaughter denied</p>Nature of sexual assault charges<p>Malabi-Dzhangi clarified the specific nature of the charges against the radio personality.</p><p>“Sexual offences does not mean rape only. Under this case, the charge is exposing of pornography involving explicit sexual act,” she explained.</p><p> </p><p>The DJ made his initial court appearance on Tuesday, 20 May 2025, with proceedings postponed to 27 May 2025, for a formal bail application.</p><p>ALSO READ: ‘Such acts can’t go unpunished’: Criticism over NPA’s decision not to prosecute in Cwecwe rape case</p>Provincial leadership response<p>Provincial Commissioner of Saps in Limpopo, Lieutenant General Thembi Hadebe, expressed grave concerns about the case, particularly given the suspect’s position and relationship to the victim.</p><p>“It is deeply disturbing when those who should be protecting our children become the very perpetrators who harm them. You can say it’s injuries or management of injuries. I look at where we are as a club, and I can’t as a coach then distance myself from the fact that it [could] be me,” he said.</p><p>“There are things that I’ve done or selection choices I’ve made, recruitment choices I’ve made that I need to have learned from, that either work or don’t work. Maybe the calls I made…”</p>White says he is still growing as a coach<p>He said he could provide an analysis of how well any player tackles on either of his sides, how fast he runs or how many kicks he makes. But who, White asked, analyses the performances of coaches?</p><p>“As a coach, you have to grow as well. Who does analysis of coaches? Who analyzes whether what you do works? So I have to reflect: maybe it’s the way I do things, maybe it’s the way I could have changed things.”</p><p> </p><p>White said he was honest with himself in that he could be missing a trick or two, and sometimes it came down to luck. however, it has been complacent.</p><p>City Power’s battle with infrastructure thieves has predominantly been physical, but it has ensured that its online systems are safe and secure.</p>Hybrid cybersecurity model<p>The 2019 attack crippled prepaid electricity customers and stifled the entity’s ability to respond to outages.</p><p>City Power stated that the attack forced it to implement a multi-layered approach, which featured a dedicated internal team and a specialised external firm for real-time monitoring and threat intelligence.</p><p> <p> <p> <p> Read more </p> JUST IN: Police arrest man linked to murder of Olorato Mongale in Durban </p> </p> </p><p>“This hybrid model ensures a dynamic, proactive defence posture capable of responding to an increasingly complex cyber threat landscape,” City Power spokesperson Isaac Mangena told The Citizen.</p><p> </p><p> </p><p>Eskom suffered a security breach of its internal token vending platform in 2022 that led to the generation of unauthorised tokens.</p><p>Eskom was approached by The Citizen on 21 May, requesting an update on information about its cybersecurity efforts; Picture: Nigel Sibanda/ The Citizen</p> </p><p> </p> <p> <p>Flood warnings along the Vaal Dam have subsided as water levels continue to drop from their peak earlier this month, bringing relief to residents who have endured months of uncertainty. </p><p>The dam currently sits at 107.56%, down from 114% at the beginning of the month and 108% recorded two weeks ago. </p><p>As water levels have receded, so have the fears of flooding that gripped communities along the Vaal River system during the first quarter of the year.</p><noscript></noscript>Vaal Dam operating well below danger levels <p>Despite the seemingly high percentage, Midvaal councillor Pieter Swart explained that the Vaal Dam is operating well below dangerous levels due to infrastructure upgrades completed decades ago. </p><p>“The Vaal Dam is at no risk of overtopping, as the 107.5% is a little misleading. In actuality, the addition of the sluices on top of the original spillway and the raising of the wall in the 80s have increased the capacity to 126%. The 126% is the new 100%. So at its current level of 107%, the dam is actually at around 85% of its actual capacity,” Swart told The Citizen.</p><p> <p> <p> <p> Read more </p> Vaal Dam still over 100%: Here’s what level it’s on today </p> </p> </p><p>This technical explanation provides context for residents who may be concerned about water levels appearing to exceed 100% capacity.</p><p> </p><p> </p>Life returns to normal despite ongoing challenges along the Vaal River<p>While conditions have stabilised, Swart acknowledged that many residents continue to deal with the aftermath of the flooding that occurred during the dam’s rapid rise from near-empty to full capacity in just over two months. </p><p>“Mostly — life has returned to normal, but this does not mean that a large amount of people have not suffered significant damage and even financial ruin. My utmost sympathy goes out to these residents,” said Swart.</p><p>The councillor noted that residents with waterfront properties can now safely enjoy their facilities again, though he cautioned about the risks some have taken by building within flood zones. </p><p>“Since there is no danger at this stage, a lot of residents with water and riverfront access can safely enjoy the facilities. This, however, does not ignore the fact that a lot of infrastructure was built against recommendations — and sometimes even unlawfully — within the flood lines. This is a calculated risk the owners have taken upon themselves,” he explained.</p><p> </p><p>ALSO READ: Majodina reviews report on illegal Middle Letaba Dam blockages</p>Defence of Vaal Dam management amid criticism<p>The management of the Vaal Dam during the crisis period drew criticism from some residents, but Swart defended the Department of Water and Sanitation’s (DWS) handling of the situation.</p><p>“DWS managed the dam very well in my opinion. We could not have predicted that we would receive over 700mm of rain in the first 4 months of the year.</p><p>“The Dam went from 25% on New Year’s Day to 100% on 7 March. They also have to make sure the dam stays as full as possible for as long as possible. Unfortunately, when large amounts come in, large amounts need to be released, and that’s why flood lines exist,” he said.</p><p> </p><p>The rapid transformation from drought conditions to flood warnings highlighted the extreme weather patterns experienced in the region during early 2025.</p>Municipal safety measures and communication <p>Swart outlined the various safety measures implemented by Midvaal Local Municipality to protect residents during the crisis and ongoing monitoring efforts. </p><p>“Midvaal Local Municipality monitors the safety of residents very closely. We invest in various safety initiatives to ensure this. One example is Midvaal’s Marine 1 Rescue boat, stationed at Vaal Marina fire station,” he said.</p><p>Swart said the municipality has also prioritised communication with residents through multiple channels. </p><p> </p><p>“We communicate relevant information regularly. Not only on the official Midvaal channels and socials, but also through ward councillors like myself and my various channels and WhatsApp groups,” Swart added.</p><p>ALSO READ: Municipal water crisis ‘nothing to do with bulk water supply’, says minster at LHWP reopening</p>Regional impact and future outlook <p>While Midvaal residents have been relatively fortunate, Swart acknowledged that other areas along the Vaal River system have faced more severe challenges. </p><p>“As far as Midvaal Local Municipality goes, our residents are generally not affected to the extent as residents in places like Parys, for example. Unfortunately, I’m not familiar with what measures the Free State has in place for places like Parys,” he said.</p><p> </p><p>Looking ahead, Swart expects water levels to continue dropping gradually during the dry winter months, with levels potentially decreasing by 1% to 2% per week.</p><p>However, recent developments may help maintain higher water levels. </p><p>“Our dry winters could see a gradual drop in level of 1-2% per week. What will help significantly is the re-opening of the Lesotho Highlands Water Project tunnel, which concluded its maintenance recently and has already seen an uptick in inflows into the Vaal Dam,” he explained.</p><p>ALSO READ: Vaal Dam still over 100%: Here’s what level it’s on today</p>Forward-thinking water security plans <p>The municipality is also exploring alternative water supply solutions to reduce dependence on traditional sources. </p><p>Swart highlighted one innovative approach being considered. </p><p>“The DA-led Midvaal Local municipality prides itself in forward-thinking plans and solutions.
