3156124	无图 <p>The operation comes as part of a renewed crackdown on immigration crime as this government restores order to our borders through the Plan for Change.</p><p>A Home Office crackdown against people-smuggling gangs and people exploiting the Common Travel Area (CTA) has led to the arrest of 33 people, and the seizure of £17,000 in suspected criminal assets and the detention of a heavy goods vehicle related to an unpaid Clandestine Entrants Civil Penalty worth £144,000. Officers also issued civil penalties to the value of more than £10,000.</p><p>As part of the government’s latest initiative to take down the criminal gangs exploiting UK borders, Home Office Immigration Enforcement teams executed a three-day multi-agency operation tackling abuse of the CTA, descending on ports and airports in Northern Ireland, North West England and Wales.</p><p>The operation, the sixth of its kind, saw collaborative working between the Police Service of Northern Ireland (PSNI), An Garda Síochána, the National Crime Agency (NCA), other UK police forces, Border Force and international partners to gather intelligence, trace offenders and take action against UK border breaches. </p><p>This operation builds on the success of previous enforcement activity in Northern Ireland by the Criminal and Financial Investigations team, part of Home Office Immigration Enforcement.</p><p>Since July 2024 over 60 arrests have been made and over £405,000 of criminal cash seized in the crackdown on abuse of the CTA, protecting migrants at risk of exploitation and disrupting criminality that threatens the public’s safety. </p><p>This latest success comes alongside the announcement that nearly 30,000 people with no right to be here have been returned under this government, including a 23% increase in enforced returns and a 14% increase in foreign criminals deported since the election.</p><p>It also follows a series of measures introduced by this government to tackle organised immigration crime under the Border Security, Asylum and Immigration Bill, which will enable smarter, faster and more effective interventions to protect UK border security; and make it easier to detect, disrupt and deter those seeking to engage in and benefit from organised immigration crime.</p><p>Minister for Border Security and Asylum, Dame Angela Eagle said:  </p> <p>This government is using every tool at its disposal to take down the criminal gangs who exploit vulnerable people in order to make quick cash. 3156123	有图 <p>Moths are rather unassuming creatures, often playing second fiddle to their insect cousins, butterflies. But in a new work being premiered next month, they are far from that. In fact they have been instrumental in creating the immersive soundworld that forms the basis of composer Ellie Wilson’s piece.</p><p>“Moth X Human” is an instrumental piece, based on moth activity data collected last summer, much of it from Natural England’s Parsonage Down National Nature Reserve near Salisbury.</p><p>The piece will have its first airing in Bradford during the UK City of Culture celebrations on 7 June and then will also be played at the Southbank Centre in London on 5 July, as part of a New Music Biennial.</p><p>Classically trained Ellie said the idea to use insect activity to create music that explores declining biodiversity came to her at breakfast one morning and from there she was introduced to the UK Centre for Ecology and Hydrology which had created a system with high-resolution cameras to capture images of moths and record their species.</p><p><img src="https://assets.publishing.service.gov.uk/media/68308f2ce9440506ee953a7a/Moth_-_Northern_College_of_Art_2.jpg" rel="noopener noreferrer"></p><p>The numbers of moths visiting Parsonage Down National Nature Reserve by Salisbury were used to create this instrumental. One was from Parsonage Down, where over the course of four hours, 80 different moth species were recorded on 1 August, including elephant hawk, burnished brass, water veneer and ruby tiger moths. The second was from monoculture farmland, where pesticides have been used and on the same night. Just 19 different species were recorded.</p><p>The species were each given a unique sound or note to create the 12-minute long piece that is played alongside live musicians.</p><p>Ellie said:</p> <p>At some points the moths create short melodic fragments and these can be heard later in the piece as repeating motifs in the cello and piano.</p> <p>By contrast, the end of the piece uses data from a poor habitat, audibly demonstrating declining biodiversity due to human interference.</p><p>Natural England’s senior reserve manager for National Nature Reserves in Wiltshire, Stuart Hales, said:</p> <p>National Nature Reserves are our most important places for nature, so it’s exciting to see Parsonage Down providing inspiration for the arts, in addition to being crucial for conservation.</p> <p>We hope that this fabulous project helps connect people with nature through the power of music to bring it to a whole new audience.</p><p>Students from the Northern School of Art have created more than 100 moth designs, which are being animated to complement the music during the performances.</p><p>Be sure to catch the premiere ofMoth x Humanas part of New Music Biennial 2025 - a festival presented in partnership by PRS Foundation, Southbank Centre, and Bradford 2025 UK City of Culture. 3156122	无图 <p> Prime Minister to meet with the Mayor for the West of England Helen Godwin to discuss the benefits of his recent trade deals. Comes as we’ve nailed three trade deals in as many weeks to deliver growth that is a priority for the Plan for Change. Agreement with the EU a huge boost to 64,000 people employed in agriculture across the South West. </p><p>The three trade deals that we have struck in three weeks will benefit manufacturing that accounts for around 5% of all employment in the West of England.</p><p>Reducing India’s tariffs on machinery, reducing the US tariff on cars and removing American tariffs on UK aerospace will support employers with a significant presence in the region like Airbus, Rolls-Royce and GKN Aerospace.</p><p>This means job security for workers, jobs creation supported in local communities and higher living standards across the West of England – priorities that we are delivering through Plan for Change.</p>Prime Minister Keir Starmer said: <p>The trade deals that we have closed provides certainty for the 5% of all working people who are employed in manufacturing, delivers security for their families and puts more in people’s pockets. </p> <p>It also will create opportunities for more seamless trade, attracting inward investment that will grow the local economy and make a difference to people’s lives. </p> <p>These changes will be felt everywhere, whether it’s lower food prices at the checkout, more choice for consumers and higher living standards that will improve livelihoods across the West of England.</p><p>68,000 people employed in agriculture (a fifth of all agriculture workers in England) across the South West will benefit significantly from our trade deal with the EU, that removes red tape and burdens on business, meaning regional specialties like Cheddar Cheese now have easy access to the UK’s biggest trading market.</p><p>In another win for local producers, the deal means goods like Gloucestershire sausages that previously could not be exported can now be sold to customers in the EU.</p>Business and Trade Secretary Jonathan Reynolds said: <p>The three landmark deals secured this month with the US, India, and the EU have shown this government is serious about striking the deals that our businesses want and need.</p> <p>We are delivering billions for the UK economy and wages every year as part of our Plan for Change. For businesses in the West of England, these deals will mean stability and jobs protected as they seize new opportunities to sell to some of our biggest trading partners.</p><p>The Prime Minister will tell the English Mayors and the Leaders from the Devolved Governments at a meeting of the Council of Nations and Regions in London today (Friday 23 May) that his trade deals with India, the United States and the EU will deliver economic growth that will improve people’s lives at home.</p><p>He will challenge those in attendance to drive economic growth in their local areas to deliver for working people.</p>John Harrison, Chair of Airbus UK, said: <p>We welcome this new chapter in the UK-EU relationship. In an uncertain world, closer cooperation gives businesses greater certainty and unlocks new opportunities for investment, innovation and growth.</p> <p>For Airbus, with our unique industrial footprint across both the UK and EU, this reset provides a vital platform to strengthen partnerships in defence, space and civil aerospace, areas where collaboration is essential to Europe’s long-term security and competitiveness.</p><p>Our increased trade with India will unlock opportunities for every region in the UK to access the world’s fastest growing major economy, including the West of England.</p><p>Under the Free Trade Deal that was concluded, the barriers to trading have been dropped, with India agreeing to reduce tariffs on products including advanced machinery, aerospace and medical devices that are made in the West of England.</p><p>Based on 2022 trade alone, this amounts to India cutting tariffs worth over £400 million when the deal comes into force, which will more than double to around £900 million after 10 years. </p><p>India reduced tariffs on medical devices and machinery exported from the UK, that will deliver significant benefits for firms across Bristol and the wider region.</p><p>The deals both support collaboration on green energy tech, aligning with the region’s initiatives in renewables and energy innovation. They also bring benefits to the financial, digital and services companies that are based in Bristol which employ local people and generate economic growth across the region.</p>Peter Dilnot, CEO of GKN Aerospace, said: <p>These deals provide the certainty our industry needs to continue investing in the UK. 3156121	有图 <p>Unloved green spaces have been revamped into a new park as the next phase of an exciting project to transform a city’s urban watercourses gets underway.</p><p>Hull’s Dynamic Drains aims to improve the city’s urban watercourses, boost wildlife habitats and encourage people to connect with their natural environment.</p><p>The latest developments along Holderness Drain in the east of the city includes a new park between Portobello Street and St John’s Grove, a new piece of striking wildlife artwork co-designed by local children that has transformed Northern Powergrid’s electricity substation, and easier access to fishing.</p><p>The city’s wildlife and history trail has also been expanded, with wildlife mascots Wendy the water vole and Percy the perch taking walkers from East Carr Road all the way to King George Dock and the Humber Estuary.</p><p>Along the way people can find out more about the local history at each of the 12 bridges crossing the drain and spot some wildlife native to the location.</p><p>Hull’s Dynamic Drains is a partnership project with the Environment Agency, Groundwork Yorkshire, Yorkshire Wildlife Trust and Hull City Council.</p><p>The £500,000 pilot phase of the project to bring improvements along Beverley and Barmston Drain was completed last year.</p>Encouraging people to connect with nature<p>The Environment Agency’s Dan Jagucki said:</p> <p>We’re delighted to have rolled out the exciting Hull’s Dynamic Drains project to Holderness Drain.</p> <p>This partnership work has already created new green spaces to enjoy and is encouraging people to connect with nature in what is a largely urban environment.</p> <p>Bringing together a local artist with local children – supported by Northern Powergrid – and transforming an old building into a new striking mural has really helped to bring the project to life for the community.</p><p><img src="https://assets.publishing.service.gov.uk/media/68309484c054883884bff4ec/1_Archbishop_Sentanu_School_design_-_credit_Katie_Cawthorne.jpg" rel="noopener noreferrer"></p><p>Pupils from Archbishop Sentanu School with the mural they helped to design. With permission and support from Northern Powergrid, the walls of a previously dull electricity substation have been transformed into a wildlife themed mural. With support from Mike and Yorkshire Wildlife Trust, the mural was co-designed by children from Archbishop Sentanu School, Woodlands Primary School and The Hut Youth Centre (Child Dynamix), with some children even helping with the painting. The expansion of the city’s history and wildlife trail, which was originally created during the Beverley and Barmston Drain pilot project. The new trail takes people from East Carr Road to King George Dock and the Humber Estuary. The wildlife mascots Wendy the water vole and Percy and perch tell people about the history and wildlife of the area. Designed and delivered by Groundwork Yorkshire a new linear park has been created between St John’s Grove and Portobello Street. A winding footpath leads people through an avenue of trees including apples, pears and plums to pick, with stone seats for people to use. Four new bins have also been provided by Hull City Council along the path to help reduce littering. Credit: Groundwork Yorkshire.</p>Project shows ‘nature finds a way to thrive’<p>Yorkshire Wildlife Trust’s David Craven said:</p> <p>It’s easy to assume the drains through a major city are brown and lifeless, but this project shows that nature finds a way to thrive.</p> <p>We hope the ongoing success of Dynamic Drains encourages everyone from school children to commuters to stop and look around them at the wildlife in their community.</p> <p>The introduction of fruit trees and public art only further the strong sense of community that is being brought together.</p><p>Peter Murphy, Operations Director for Groundwork Yorkshire, added:</p> <p>Working on Hull’s Dynamic Drains programme has been so rewarding, bringing a multi-disciplinary team together to deliver community engagement, landscape design and contract management, resulting in meaningful improvements to the land along these important blue-green corridors.</p>Future plans to roll out the project further<p>Future plans for work on Holderness Drain includes more tree planting along the trail and two new pocket parks at Saltshouse Road and Maybury Road.</p><p>Hull’s Dynamic Drains also has plans to continue working across the city on its other urban waterways.</p><p>Councillor Charles Quinn, portfolio holder for Environment at Hull City Council, said:</p> <p>Hull’s Dynamic Drains is a very important and exciting local environmental project. As a port city on the Humber estuary, water has always defined Hull’s identity.</p> <p>Residents have told us how much they appreciate the transformation of the drain bank. 3156120	无图 <p>I’d also like to express the UK’s thanks to Saudi Arabia and to France for your excellent leadership in steering our preparations for this high-level conference at the UN.</p><p>We are delighted to be co-chairing the Working Group on Humanitarian Action and Reconstruction with Egypt.</p><p>The Working Group has three main goals.</p><p>First, as the Egyptian Ambassador has just set out, we want to mobilise support for the Arab/Islamic Plan for Early Recovery, Reconstruction and Development.</p><p>The plan sets out a realistic path for the reconstruction of Gaza and, if implemented, promises swift and sustainable steps to improve the catastrophic living conditions for the Palestinians living in Gaza.</p><p>We strongly encourage all delegations ahead of the Conference in June to consider what concrete measures or commitments you can make to provide financial, technical, and capacity-building support to the plan, and to empower the Palestinian Authority to lead it.</p><p>Of course, recovery and reconstruction efforts must also be based upon a solid political and security framework, which provides peace and security for both Israelis and Palestinians alike.</p><p>We therefore encourage delegations to consider what enabling elements, including financial, governance and security arrangements, are required. We urgently need to get these in place so that reconstruction efforts are sustainable, inclusive, and can support longer-term peace.</p><p>Second, our Working Group will look to identify how we can address the dire humanitarian situation in the Occupied Palestinian Territories.</p><p>As my Prime Minister said this week, the level of human suffering in Gaza is intolerable.</p><p>Humanitarian access to the Gaza Strip has been completely blocked or severely restricted since 2 March, and the entire population is at risk of famine according to the latest IPC report of 12 May. Meanwhile, hostages continue to be held in appalling conditions.</p><p>The Secretary-General has been clear that the entry of humanitarian assistance must be restored immediately with UN agencies allowed to work in full respect of humanitarian principles.</p><p>The UK has allocated $135 million this year to support the OPTs, including to provide humanitarian relief and support for Palestinian economic development.</p><p>Our working group will explore how we can ensure sufficient funding of the response, and the steps that can be taken to ensure it is consistent with humanitarian principles and with International Humanitarian Law. This includes the needs of the most vulnerable groups.</p><p>Third and finally, UNRWA delivers essential services and life-saving humanitarian assistance to Palestinian refugees in the OPTs and in the region. It is indispensable. That is why in the last financial year, the UK provided $55 million in funding to support its important work.</p><p>Yet UNRWA is still facing a shortfall of more than $450 million from a budget of $880 million, as it confronts the biggest humanitarian crisis seen in the organisation’s history.</p><p>Our working group will consider what further support can be provided by all of us to UNRWA, including through securing sustainable financial contributions.</p><p>Further details on the aims of our Working Group Five are set out in the Concept Note, which has been circulated. 3156119	无图 <p>In addition to co-chairing Working Group Five on Humanitarian Action and Reconstruction in Gaza with our Egyptian colleagues, the UK is also looking forward to engaging across all the working groups.</p><p>I would like to set out three priority areas where the UK thinks this Conference can have real impact in moving us closer to achieving a Two-State Solution.</p><p>First, the Palestinian Authority. To achieve a sovereign and unified Palestinian State living in peace and security with Israel, we need to provide support to the Palestinian Authority so that it can effectively govern the entirety of the Occupied Palestinian Territories. This includes financial and technical assistance, as it delivers vital reforms.</p><p>We should also explore how to strengthen support for Palestinian Authority fiscal and trade reforms, especially under the PA-EU reform framework, with the aim of restoring the Palestinian Authority’s economic viability.</p><p>Second, security. Through Working Group Two, we have an important opportunity to consider how we can ensure long-term security for Israelis and Palestinians alike.</p><p>We should use this to build international consensus on the transitional security and governance arrangements for the future of Gaza, without Hamas, that can lay the ground for sustainable peace in the region.</p><p>Third, we should use the conference to consider concrete measures for safeguarding the Two-State Solution and upholding international law. This should include concrete measures to oppose illegal settlement activities and any attempts at annexation.</p><p>For its part, the UK has announced a series of sanctions targeting those responsible for supporting, inciting and promoting violence against Palestinian communities in the West Bank.</p><p>In addition to these three important themes, we must continue to press for an immediate and rapid increase in humanitarian aid delivery and distribution in Gaza. 3156117	无图 <p> <p>From new medical sensors to components for next-generation computers that could boost cyber security or discover new medicines, Exeter experts are bringing state-of-the-art new materials to life with £19.6 million backing</p> <p>Exeter University’s MetaHub will design materials with specially engineered properties, not found in nature, at microscopic scale</p> <p>MetaHub has already attracted £4.5 million of private investment, boosting to the high-growth technologies and sectors that will drive our Plan for Change in the South West and beyond</p> </p><p>Researchers in Exeter have today (Saturday 24 May) been selected to host a state-of-the-art facility developing new materials designed at microscopic scale – paving the way for new jobs and businesses in everything from medical sensors to healthier food colourings in soft drinks.</p><p>The University of Exeter’s MetaHub will be supported by £19.6 million in public and private backing, announced by Science Minister Lord Vallance at the University.</p><p>The MetaHub is focused on ‘nanoscale metamaterials’ – a new class of advanced materials, designed at the tiniest, molecular level, so that they have new and useful properties that cannot be found in the natural world.This could enable components to be created that are much smaller than current technology allows, or that can perform new functions that aren’t possible with existing materials.</p><p>These new materials could be used to make the next generation of computer components and radio transmitters for defence systems, diagnostic tools for healthcare, and healthier food colourings for soft drinks. Their work is being backed by businesses ranging from defence and security firms QinetiQ and Leonardo to multinational drinks manufacturer PepsiCo.</p><p>This is a growing field, emerging from just a handful of groups doing such research, with the UK already leading the way. Investing now in the UK’s metamaterials expertise paves the way for the products of the future to be discovered and commercialised in Britain – with new jobs, businesses and even entire industries to potentially flow from them.</p><p>Delivering this growth in partnership with the private sector, £10.5 million of the total funding comes from UK Research and Innovation, with a further £4.5 million in private investment crowded in – showing the value of cutting-edge research as a driver of investment into all corners of the country, in support of the Plan for Change. The practice of tethering birds of prey as a method of long term accommodation will be phased out, with a shift to large aviary enclosures. 3156114	有图 <p> watershed moment is the beginning of the end of 30 years of fragmentation, frustration and poor performance starting with SWR, publicly owned services will need to meet tough performance standards to be rebranded Great British Railways kicks off a total reset of the railways to improve performance and win back public trust, boosting economic growth as part of the Plan for Change </p><p>History has been made today (25May 2025) as South Western Railway (SWR) services become the first to transfer back into public control under the new legislation, ending almost 30 years of fragmentation and waste under privatisation.</p><p>Great British Railways won’t just be the name of the new nationally owned railway, it symbolises a complete reset that will mark the high standard of service and delivery the public should expect to receive.</p><p>Speaking from South Western Railway’s depot in Bournemouth, the Transport Secretary was clear that operators will have to earn the right to be called ‘Great British Railways’.</p><p>Starting with SWR, each operator will have to meet rigorous, bespoke performance standards on things like punctuality, cancellation and passenger experience, so we can rebuild a world class public service. </p><p>Two-thirds of Britons have already expressed their support for public ownership, which will save the taxpayer up to £150 million a year in fees alone and ensure every penny can be spent for the benefit of passengers.</p><p>Public ownership is a vital first step in kickstarting the cultural reset needed to instil a sense of pride back into the railways, moving away from 14 siloed train operators, each with their own staff, incentives and competing commercial motivations. A new nationally owned body – Great British Railways – will manage track and train, with a sole focus of delivering for the public. As set out in the King’s Speech, we will introduce legislation to create Great British Railways this session.</p><p>By bringing track and train together, Great British Railways will enable operations to run more seamlessly, bringing accountability and reliability back into the railways and, in turn, helping to reduce delays and cancellations. This will get more people using our trains to travel to work, education and for leisure – boosting both the national and regional economies as part of the government’s Plan for Change.</p><p>Secretary of State for Transport, Heidi Alexander, said:</p> <p>Today is a watershed moment in our work to return the railways to the service of passengers. Trains from Waterloo to Weymouth, Bournemouth and Exeter will be run by the public, for the public.</p> <p>But I know that most users of the railway don’t spend much time thinking about who runs the trains – they just want them to work. New housebuilding timeframes must be set before planning permission is granted Developers who repeatedly fail to build out or use planning permissions to trade land speculatively could face new ‘Delayed Homes Penalty’ or be locked out of future permissions by councils Part of the government’s Plan for Change to grow the economy and deliver security for working people. </p><p>Thousands of new homes promised to communities will be delivered faster, thanks to major changes to make sure developers deliver on their commitments and do not leave sites half-finished for years.</p><p>For the first time, under new government proposals announced today, housebuilders will have to commit to delivery timeframes before they get planning permission, making sure they play their part to accelerate housebuilding and tackle the housing crisis head on to deliver security for working people.</p><p>Under new rules, housebuilders will also have to submit annual reports showing their progress to councils to keep them on track. While most developers want to get on and build, those who consistently fail to build out consented sites and those who secure planning permissions simply to trade land speculatively could also face a ‘Delayed Homes Penalty’ worth thousands per unbuilt home, paid directly to local planning authorities.</p><p>Those deliberately sitting on vital land, without building the homes promised, could see their sites acquired by councils where there is a case in the public interest and stripped of future planning permissions, showing the government’s Plan for Change means business to deliver 1.5 million new homes. </p><p>Large housing sites, producing over 2,000 homes, can take at least 14 years to build, meaning working families and young people spend years deprived of homeownership or the ability to rent an affordable home.</p><p>But where more than 40% of homes are affordable, build-out is twice as fast. The government is therefore also testing a new requirement for large sites to be mixed tenure by default – helping to build more homes, including more affordable homes, faster.</p><p>Deputy Prime Minister and Housing Secretary, Angela Rayner said:</p><p>“This government has taken radical steps to overhaul the planning system to get Britain building again after years of inaction. In the name of delivering security for working people, we are backing the builders not the blockers. Now it’s time for developers to roll up their sleeves and play their part.</p><p>“We’re going even further to get the homes we need. No more sites with planning permission gathering dust for decades while a generation struggle to get on the housing ladder. Through our Plan for Change, we will deliver 1.5 million homes, fix the housing crisis and make the dream of home ownership a reality for working people.”</p><p>These decisive changes will support housebuilders to adapt to build more, and faster, by incentivising a model that works for developers and communities.</p><p>When major reforms to streamline the planning system were introduced last summer, the industry pledged to work with the government to build out as quickly as possible.</p><p>They now need to make good on that promise. The government continues to back the industry with the tools and support it needs—but in return, the Deputy Prime Minister’s message to housebuilders is they need to get on and build.</p><p>These reforms play a key part of the government’s Plan for Change to build 1.5 million homes this Parliament and deliver the biggest boost in social and affordable housebuilding in a generation.</p><p>Work is already underway through the new pro-growth National Planning Policy Framework, including mandatory housing targets for councils, which will drive UK housebuilding to its highest level in over 40 years and add £6.8 billion to the UK economy by 2029/30.</p><p>This is on top of seismic planning reforms through the landmark Planning and Infrastructure Bill to make it quicker and easier to build 1.5 million homes and boost the economy by up to £7.5 billion over the next decade.</p><p>Housing spokespersonfor the Local Government Association, Cllr Adam Hug said:</p><p>“We are pleased the Government has acted on the LGA’s call for it to be easier for councils to penalise developers and acquire stalled housing sites or sites which have not been built out to timescales contractually agreed, ideally with the recovery being made at pre-planning gain prices.</p><p>“Local government shares ambitions to boost housebuilding and work hard with communities and developers to deliver new sites. Too often they are frustrated when developers do not build the homes they have approved. While intervention of this sort is a last resort, this move is crucial to help ensure meaningful build out of sites.</p><p>“The ability to apply a’Delayed Homes Penalty’ is a power that councils have been asking for andmeans that local taxpayers are not missing out on lost income due to slow developers, but it must be set at a level that incentivises build out.</p><p>“Private developers have a key role in solving our chronic housing shortage but they cannot build the homes needed each year on their own. Ahead of the Spending Review, we have also set out the measures needed to empower councils to also be able to build more affordable, good quality homes quickly and at scale.”</p><p>Further information</p><p>The government is publishing a Planning Reform Working Paper entitled ‘Speeding Up Build Out’. This is alongside publishing a technical consultation on requiring transparency and accountability measures for build out rates on housing sites.</p><p>The technical consultation sets out proposals to require developers of 50 or more homes utilising powers introduced in the Levelling-up and Regeneration Act 2023 to provide:</p> <p>a build out statement with their planning application;</p> <p>a commencement notice when they commence their development; and</p> <p>an annual progress report tracking build out progress,</p> <p>The Working Paper on ‘Speeding Up Build Out’ makes proposals for discussion with the sector. This includes:</p> <p>An overall strategy to speed up build out, drawing on the best available evidence of the causes of slow build out.</p> <p>A new proposal on a Delayed Homes Penalty, which would be a last resort measure available for local authorities where a developer has agreed a build out schedule in their planning permission but falls materially (10% or more) behind it, without a good reason. 3156111	无图 <p>From today (25 May 2025), the operation of all South Western Railway services has transferred into public ownership and is being managed by DfT Operator Ltd (DFTO).</p><p>The transfer does not impact planned journeys, tickets or timetables and all current tickets remain valid. </p><p>DFTO is the government’s public sector owning group that will manage all train companies as they move into public ownership ahead of the creation of Great British Railways (GBR).</p><p>Publicly owned operators under DFTO are now responsible for over 25% of the network - with more than 455 million passenger miles, over 6,000 services running each day and almost 24,000 colleagues.</p><p>The government’s vision is to provide a railway that works better for both passengers and taxpayers across Great Britain. 3156110	无图 <p>Cutting-edge machines will cut waiting times and help 4,500 more patients get treatment faster</p> <p>Upgraded tech being rolled out at 28 hospitals can cut the rounds of radiotherapy needed and reach cancers in harder to treat areas like chest, abdomen and pelvis</p> <p>Rollout is backed by £70 million provided by government as part of its mission to improve cancer care through its Plan for Change</p> <p>Thousands of patients will benefit from faster and safer cancer treatment thanks to new cutting-edge radiotherapy machines being rolled out to every region in the country.</p><p>The government has paid for new linear accelerator (LINAC) machines at 28 hospitals, which use modern technology to reduce delays to treatment and, in some cases, could reduce the number of hospital visits a patient needs to make by half, helping to cut waiting lists faster.</p><p>Replacing these older machines will save as many as 13,000 appointments from being lost to equipment breakdown.</p><p>The machines will be rolled out at hospitals across the country from August, funded by a £70 million government investment as part of its plans to improve cancer care through the Plan for Change.</p><p>By March 2027, up to 27,500 additional treatments per year will be delivered, including up to 4,500 receiving their first treatment for cancer within 62-days of referral, helping to treat more cancer patients in faster time.</p><p>Equipped with cutting-edge technology, the machines are safer for patients and can more precisely target tumours, causing less damage to surrounding healthy tissues. They are particularly effective at targeting cancers in harder to treat areas, such as the chest, abdomen and pelvis.</p><p>Health and Social Care Secretary, Wes Streeting said:</p> <p>There is a revolution taking place in medical technology which can transform treatment for cancer patients. But NHS hospitals are forced to use outdated, malfunctioning equipment thanks to 14 years of underinvestment under the previous government.</p> <p>Thanks to the investment this government is making in our NHS, we will provide more cancer patients with world-class, cutting-edge care.</p> <p>By reducing the number of hospital visits required and preventing cancelled appointments, these state of the art radiotherapy machines free up capacity so that thousands more patients are treated on time.</p> <p>As a cancer survivor, I know just how important timely treatment is. These machines are part of the investment and modernisation that will cut waiting times for patients, through our Plan for Change.</p><p>The tech is being prioritised in hospitals which are currently using outdated treatment machines older than 10 years, meaning patients can be treated faster and reducing cancelled appointments due to faults.</p><p>It will also increase the availability of Stereotactic Ablative Radiotherapy (SABR) cancer treatments, which can more precisely target tumours.  </p><p>NHS national clinical director for cancer Professor Peter Johnson said: </p> <p>Radiotherapy is essential for many cancer patients, so it’s great news that the investment in new machines means that some will need fewer rounds of treatment, as we bring in more sophisticated techniques.</p> <p>These machines will deliver more precise treatment for patients, which helps them to recover sooner, as well as enabling the NHS to treat people more efficiently as we continue in our efforts to catch and treat more cancers faster.</p><p>The new LINAC radiotherapy machines were allocated across England by Specialised Commissioning teams at NHS England, which will help to improve health inequalities by ensuring every radiotherapy service has the modern equipment needed to offer innovative radiotherapy treatments.</p><p>Alongside turbocharging treatment for patients, significant work is being carried out to get cancers diagnosed more quickly than ever before. </p><p>Improved performance against the Faster Diagnosis Standard has led to the equivalent of 4,000 extra patients given the all-clear or a definitive cancer diagnosis within 4 weeks in March 2025 compared to the same time the year before, to reach over 217,000 in total in March 2025.</p><p>Patients are also getting easier access to vital tests, checks and scans, with Community Diagnostic Centres delivering almost 2.5 million on high streets and at other convenient locations in March.</p><p>Senior policy manager at Cancer Research UK, Matt Sample, said:</p> <p>All cancer patients, no matter where they live, should have access to the best treatment, so it’s great to see investment in cutting-edge equipment for hospitals across the country.</p> <p>Modern LINAC machines can offer more efficient, targeted treatment with less side-effects for patients, which is why it’s vital that there is sustained funding to replace themroutinely.</p> <p>The government has a huge opportunity in its upcoming National Cancer Plan for England to tackle unequal access to optimal treatment, and we look forward to working with them to help give every patient the care they deserve.</p><p>Kate Seymour, Head of External Affairs at Macmillan Cancer Support says:</p> <p>Today marks an exciting step forward for cancer treatment in England. More routes into skilled work means more people building affordable homes, more care for NHS patients and more digital experts to push our economy forward. This includes an additional 30,000 apprenticeship starts across this Parliament.</p><p>This unprecedented investment is a critical step in delivering the government’s Plan for Change mission to create a decade of national renewal. We are backing our young people and investing in skills as an engine of economic growth – putting more money in people’s back pockets and breaking down barriers to opportunity.</p><p>Education Secretary Bridget Phillipson said: </p> <p>A skilled workforce is the key to steering the economy forward, and today we’re backing the next generation by giving young people more opportunities to learn a trade, earn a wage and achieve and thrive.</p> <p>When we invest in skills for young people, we invest in a shared, stronger economic future – creating opportunities as part of our Plan for Change.</p> <p>But everyone has a role to play in a thriving economy, and we’re taking our responsibility seriously providing more routes into employment, it’s now the responsibility of young people to take them.</p><p>To support this, we are:</p> <p>Implementing a 32% increase in the Immigration Skills Charge, which will deliver up to 45,000 additional training places to upskill the domestic workforce and reduce reliance on migration in priority sectors.
