3146852	无图 <p>Hello everyone, and thank you all for being here.</p><p>It’s wonderful to see everyone together in the same place – the biggest gathering of education ministers anywhere in the world!</p><p>And what a fitting location. Just next door is the Methodist Central Hall, where almost 80 years ago the United Nations General Assembly met for the first time.</p><p>And we also sit in the shadow of Westminster Abbey, a place which marks the memories of so many inspirational figures, men and women who still light up our classrooms centuries on.</p><p>Isaac Newton, Stephen Hawking, and Charles Darwin are all buried there.</p><p>Jane Austen and the three Brontë sisters each have a plaque – next to the statue of William Shakespeare.</p><p>And close by lies the grave of Charles Dickens, whose stories I grew up reading, whose characters I loved.</p><p>Oliver Twist, David Copperfield, Pip and his great expectations.</p><p>The abandoned children of Victorian London, held back, time and again, by the tough luck of a bad start.</p><p>I was always drawn to Dickens because he was never afraid to confront social injustice.</p><p>The daily, grinding poverty that kept opportunity out of the reach of millions.</p><p>There’s been plenty of progress since those darker days.</p><p>And thankfully, London looks very different today.</p><p>But much of the inequality, the injustice remains.</p><p>Opportunity still lies beyond the grasp of too many people – here in this country and around the world too.</p><p>We have so far to go on our journey to cut the link between background and success.</p><p>That’s our job as education leaders, to give not just some children but all children the opportunity to succeed, regardless of background, to make that old dream new again for each generation.</p><p>There are well over a hundred countries and territories represented here today. Well over a hundred different education systems. Well over a hundred different sets of challenges.</p><p>But we can come together around one common cause. Opportunity.</p><p>That’s what education is all about. Opportunity for all children – to learn, to discover, to go on and live a good life.</p><p>So that every child knows, deep down in their bones, that success belongs to them.</p><p>That’s my mission for the children of this country, it’s the mission of our government. Because background shouldn’t mean destiny.</p><p>But the barriers we face are huge – here in the UK and across the globe.</p><p>250 million children still out of school around the world.</p><p>70% of children in low- and middle-income countries unable to read at the end of their basic education.</p><p>A pandemic that saw schools all over the world close their gates, classrooms empty, playgrounds silent, a global generation of children falling behind.</p><p>Challenges of this scale demand the fresh solutions of the future, not the stale systems of the past.</p><p>We must squeeze every last drop of value out of every last pound of funding.</p><p>And technology will lead the way.</p><p>The opportunities of EdTech are huge. It’s a wave of innovation that can lift the learning of billions.</p><p>But to be clear about what technology can do, first we need to be clear what it cannot do.</p><p>It can’t replace great teachers.</p><p>They are the heart, they are the soul of every school.</p><p>That was true 500 years ago. It’ll be true in 500 more.</p><p>Education is a deeply human gift, given by one generation to the next.</p><p>Opportunity passed from one generation to the next.</p><p>But EdTech can take that gift and make it stronger, spread it further, share it with more children.</p><p>It can be the radical force that brings the very best education into every city, every town, every village, every school, every classroom in the world.</p><p>It can help us to reach learners who might otherwise be left out – because they have a disability, their parents are poor, they don’t speak a certain language, or simply because they’re a girl.</p><p>EdTech can help us tear down those barriers.</p><p>Here in this country, we’re using it to free up teachers time to spend more time teaching.</p><p>For children that means more attention, higher standards, better life chances.</p><p>For teachers – less paperwork, lower stress, fewer drains on their valuable time.</p><p>My department is continuing to support Oak National Academy, an online hub of resources for teachers, whose AI lesson assistant is helping teachers to plan personalised lessons in minutes.</p><p>Making the most of teacher time is one of the challenges we all face.</p><p>Another is attendance – getting children back in the classroom, especially since covid.</p><p>Our response is rooted in our world-class data, where schools can use an interactive dashboard to drive early intervention.</p><p>And it’s working. We’ve lost 3 million fewer days to absence this year than last.</p><p>And now we’re using AI to go further and faster.</p><p>Just last week we launched a brand new AI-powered tool, which we think is amongst the first of its kind in the world.</p><p>Every mainstream school in the country can access reports right now to benchmark their attendance against 20 similar schools.</p><p>They highlight what schools are doing well, and where they need targeted intervention and support.</p><p>That’s the kind of cutting-edge insight schools need to get attendance moving.</p><p>But, despite its huge power, we know that AI isn’t a magic wand.</p><p>EdTech can light up the next century of education – and I believe it will – but there are no guarantees.</p><p>So getting AI on the right track now is the most important challenge for global education in a generation.</p><p>And we have far to go to deliver the scale of progress that I know is possible.</p><p>Our evidence-base is too narrow, too shallow, too concentrated in certain parts of the world, too focused on certain parts of the system.</p><p>More research is needed; better research is needed.</p><p>On impact.</p><p>On value.</p><p>On sustainability.</p><p>And on safety.</p><p>We need to come together to grow a global, collective consensus – a suite of effective tools, built on top-class evidence.</p><p>That’s how, together, we can make sure EdTech and AI deliver the very best learning for children.</p><p>And on this the UK will lead the way.</p><p>This government’s EdTech hub – led by our Foreign, Commonwealth and Development Office – brings together research and policy organisations working to bridge the EdTech evidence gap.</p><p>The Hub is here to support and empower government leaders, giving you the evidence that you need to roll out and scale up EdTech effectively and responsibly.</p><p>The Hub is leading, and the UK is funding, the AI Observatory and Action Lab – supporting leaders in low- and middle-income countries to use AI in education.</p><p>And we are continuing the change here at home with our new Content Store Project.</p><p>We’re pooling a vast range of high-quality content – from curriculum guidance to teaching resources, from lessons plans to anonymised pupil work.</p><p>And we’re making it available to AI companies to train their tools – so that they can generate top quality content for use in our classrooms.</p><p>And we’re putting AI to work in a way that’s most useful for teachers, and most beneficial for students.</p><p>But now we want to go further, to share our expertise, to work with our partners around the world to grow that collective consensus.</p><p>So I am delighted to announce today that we are funding the development of global guidelines for generative AI in education.</p><p>Working closely with partners at the OECD, we are shaping the global consensus on how generative AI can be deployed safely and effectively to boost education around the world.</p><p>But everyone here today will know that guidelines are only ever as good as their implementation.</p><p>Because what really matters is firm action in our classrooms, not abstract promises on a page.</p><p>That’s why today I can announce that the UK will host an international summit on generative AI in education in 2026.</p><p>Education leaders from around the world will come together to implement these guidelines – for the benefit of our children, young people and learners the world over.</p><p>And we’ll continue to build the evidence base at home too.</p><p>So I’m pleased to announce today that my department is investing more than a million pounds to test the Edtech we’re using in schools and colleges.</p><p>Working with the Open Innovation Team, we’ll be engaging the sector to understand what works.</p><p>We’ll look at how tools, including AI, can improve things like staff workload, pupil outcomes and inclusivity.</p><p>Evidence must be at the heart of all we do, on EdTech and right across education.</p><p>Here in the UK, we’re lucky to have the Education Endowment Foundation.</p><p>The Foundation is at the forefront of research on how children learn.</p><p>And my officials work hand in hand with their experts to make sure all our policies and programmes are driven by the very best evidence.</p><p>We need to be at the top of our game.</p><p>We’ve spoken about the challenges specific to education, but there are wider global challenges, that spill into our schools and colleges.</p><p>Growing economic uncertainty, shifting labour markets, the flood of disinformation around social media.</p><p>These are shared challenges that demand shared solutions.</p><p>Solutions powered by technology, backed by evidence.</p><p>But collaboration is key. We can’t do this alone.</p><p>Learning from each other, sharing evidence, sharing data.</p><p>The UK is here to convene, to accelerate and to celebrate all that is best in global education.</p><p>And in the coming months we’ll publish our refreshed International Education Strategy.</p><p>At its heart will be collaboration.</p><p>Building partnerships that are meaningful, partnerships that matter, partnerships that, above all else, make a difference in the lives of the people we serve.</p><p>That’s what sets apart those men and women whom we remember in Westminster Abbey. They made a difference in people’s lives.</p><p>The scientists and engineers, the poets and playwrights, the doctors and nurses.</p><p>Most of their deeds were done and dusted centuries ago. 3146851	无图 <p>Home gardeners, allotmenteers and farmers have been urged today (Monday 19 May) to be vigilant for the presence of Colorado beetle, a major threat to potato crops, following recent sightings.</p><p>The Colorado beetle has the potential to have a significant economic impact on the potato industry without action being taken. Adult beetles and larvae feed on the foliage of potatoes and several other plants, including tomatoes, aubergines and peppers, and can completely strip them of their leaves if they are left uncontrolled.</p><p>Colorado beetle larvae were confirmed in a potato field in Kent following laboratory diagnosis of samples in 2023. There were outbreaks in the 1930s, 1950s and 1970s but the pest was swiftly eradicated due to inspections and public vigilance.</p><p>The beetles have been known to be imported into the UK as ‘hitchhikers’ on plants, such as leafy vegetables, salad leaves, fresh herbs, grain and frozen vegetables, and APHA is urging people to keep an eye out when handling these items.</p>Professor Nicola Spence, Defra’s Chief Plant Health Officer, said:<p>“The Colorado beetle poses a significant threat to plants and the wider potato industry.</p><p>“The public have an important role to play in helping us take swift and effective action to protect UK biosecurity. The public are urged to be vigilant and report suspected sightings to the Animal and Plant Health Agency with a photo and location details.”</p>APHA Interim Chief Executive Dr Jenny Stewart said:<p>“Public vigilance was key to eradicating the beetle in the 1970s, and we really need home gardeners, allotmenteers and farmers to step up again,and identify and report suspected sightings to protect potato crops.</p><p>“Our surveillance capabilities protect UK borders from a wide range of plant pests and diseases, including the Colorado beetle, but we cannot do this without the help of the public.”</p>How to spot a Colorado beetle: The beetle’s body is yellow or cream with 10 black stripes and it has an orange head with irregular black spots. It is usually between 6 to 11mm in length and 3mm in width. Its larvae are a pinkish red or orange colour, with black spots along each side and a black head and are up to 15mm in length. They are distinctive in appearance, however, there are several beetles that are frequently mistaken for them.<p>APHA is exhibiting at this year’s RHS Chelsea Flower Show to raise awareness of the impact this pest can have on UK food security and the potato industry</p><p>Visitors to APHA’s Chelsea Flower Show exhibit can engage with interactive graphics and a multimedia experience highlighting how the beetle attacks plants and how to identify signs of the pest.</p><p>The exhibit (location GPA004) will also showcase how to report suspected findings to APHA in an effort to protect the British potato industry.</p>Additional information: If you find a Colorado beetle in England and Wales, please do not let it go - capture it in a secure container and report any suspected sightings to APHA as soon as possible by telephoning 0300 1000 313 or by emailing the planthealth.info@apha.gov.uk mailbox. 3146850	无图 <p> UK secures new agreement with the European Union to support British businesses, back British jobs, and put more money in people’s pockets. Package will help make food cheaper, slash red tape, open up access to the EU market and add nearly £9 billion to the UK economy by 2040. Prime Minister hails agreement as ‘good for jobs, good for bills, and good for our borders’. </p><p>The Prime Minister has today confirmed a new agreement with the European Union which will deliver on his core mission to grow the economy, back British jobs and put more money in people’s pockets.</p><p>Extensive negotiations over the last six months have led to the third major deal struck by the government in as many weeks, following the US and India – which the Prime Minister says will be “good for jobs, good for bills and good for our borders”.</p><p>As part of the deal, a new SPS agreement will make it easier for food and drink to be imported and exported by reducing the red tape that placed burdens on businesses and led to lengthy lorry queues at the border. This agreement will have no time limit, giving vital certainty to businesses.</p><p>Some routine checks on animal and plant products will be removed completely, allowing goods to flow freely again, including between Great Britain and Northern Ireland. Ultimately this could lower food prices and increase choice on supermarket shelves – meaning more money in people’s pockets.</p><p>The EU is the UK’s largest trading partner. After the 21% drop in exports and 7% drop in imports seen since Brexit, the UK will also be able to sell various products, such as burgers and sausages, back into the EU again, supporting these vital British industries.</p><p>Closer co-operation on emissions through linking our respective Emissions Trading Systems will improve the UK’s energy security and avoid businesses being hit by the EU’s carbon tax due to come in next year – which would have sent £800 million directly to the EU’s budget.</p><p>Combined, the SPS and Emissions Trading Systems linking measures alone are set to add nearly £9 billion to the UK economy by 2040, in a huge boost for growth.</p><p>British steel exports are protected from new EU rules and restrictive tariffs, through a bespoke arrangement for the UK that will save UK steel £25 million per year. </p><p>The UK will enter talks about access to EU facial images data for the first time, on top of the existing arrangements for DNA, fingerprint and vehicle registration data. This will enhance our ability to catch dangerous criminals and ensure they face justice more quickly.</p><p>British holidaymakers will be able to use more eGates in Europe, ending the dreaded queues at border control. Pets will also be able to travel more easily, with the introduction of ‘pet passports’ for UK cats and dogs – eliminating the need for animal health certificates for every trip.</p>Prime Minister Keir Starmer will say: <p>It’s time to look forward. To move on from the stale old debates and political fights to find common sense, practical solutions which get the best for the British people.</p> <p>We’re ready to work with partners if it means we can improve people’s lives here at home.</p> <p>So that’s what this deal is all about – facing out into the world once again, in the great tradition of this nation. Building the relationships we choose, with the partners we choose, and closing deals in the national interest. Because that is what independent, sovereign nations do.</p><p>Today will also see the agreement of the new Security and Defence Partnership, which will pave the way for the UK defence industry to participate in the EU’s proposed new £150 billion Security Action for Europe (SAFE) defence fund – supporting thousands of British jobs and boosting growth.</p><p>At a time of increasing global uncertainty and volatility, this will formalise UK-EU co-operation on defence to ensure Europe’s safety and security.</p>Ministerfor European Union Relations and lead Government negotiator, Nick Thomas-Symonds said: <p>Today is a historic day, marking the opening of a new chapter in our relationship with the EU that delivers for working people across the UK.</p> <p>Since the start of these negotiations, we have worked for a deal to make the British people safer, more secure and more prosperous. Our new UK-EU Strategic Partnership achieves all three objectives. It delivers on jobs, bills and borders.Today is a day of delivery. Britainis back on the world stage with a Government in the service of working people.</p><p>The UK and the EU have also agreed to co-operate further on a youth experience scheme – which could see young people able to work and travel freely in Europe again. The scheme, which would be capped and time-limited, would mirror existing schemes the UK has with countries such as Australia and New Zealand.</p><p>The Prime Minister is clear that bringing down migration remains an absolute priority for him, which is why today’s agreement also majors on further work on finding solutions to tackle illegal migration – including on returns and a joint commitment to tackle channel crossings.</p><p>The UK and EU have also reached a new twelve year agreement that protects Britain’s fishing access, fishing rights and fishing areas with no increase in the amount of fish EU vessels can catch in British waters, providing stability and certainty for the sector. The UK will also back coastal communities by investing £360 million into our fishing industry to go towards new technology and equipment to modernise the fleet, training to help upskill the workforce, and funding to help revitalise coastal communities, support tourism and boost seafood exports. 3146849	无图 Professor Nick Webborn<p>Professor Nick Webborn CBE DL has a lifetime’s experience in high performance sport as an athlete, medical director, clinician, researcher and most recently as Chair of the British Paralympic Association.</p><p>As a world leading expert in sport and exercise medicine, Nick has worked on 13 Paralympic Games and has decades of experience in providing performance support to British athletes. He was also Chief Medical Officer for Paralympics GB at the London 2012 Paralympics and for the Invictus Games 2014. In the former role, Nick helped develop the winning bid for London 2012 and played a critical role in the delivery of athlete healthcare services for the Games.</p><p>Since then, Nick has gone on to become one of the UK’s most prominent sport administrators. As Chair of the BPA, Nick played a critical role in leading the organisation through a period of change as they delivered a new 10 year strategy which sustained Paralympics GB’s position near the top of successive Paralympic medal tables, whilst embedding social impact as a cornerstone of their work. Nick is also incredibly experienced in the world of international sport, having served on the Medical and Anti-Doping Committees of the International Paralympic Committee.</p><p>In 2016, Nick was awarded an OBE for services to Paralympic Sports Medicine and the British Paralympic Association and a CBE in the 2022 New Years Honours List for services to Sport and Sports Medicine.</p><p>Nick is delighted to have been appointed as Chair of UK Sport and looks forward to leading the organisation to deliver the next phase of its Strategic Plan, ensuring the positive future of Olympic and Paralympic sport and major sporting events in the UK.</p><p>Nick continues to practice in the field of Sport and Exercise Medicine and has published over 100 peer reviewed articles and book chapters.</p>Nick Webborn said:<p>“It is a great honour to be appointed as Chair of UK Sport and to have the opportunity to continue the work of my predecessor, Dame Katherine Grainger, who I have had the privilege to work alongside over the last eight years.</p><p>Having spent much of my life in high performance sport, I know how much the UK public value the Olympic and Paralympic success that our wonderful sports and athletes have achieved over the last 25 years and how much the UK is respected as a host of sporting events.</p><p>However, I also know that our sporting success is not guaranteed in the face of mounting global competition. I therefore look forward to working with the incredibly talented people we have across the UK sporting system to deliver continued success on the field of play and to unite, inspire and excite people all across the nation.”</p>Sally Munday, Chief Executive of UK Sport, said:<p>“We are absolutely delighted to welcome Nick to the UK Sport team. 3146848	无图 <p>The Medicines and Healthcare products Regulatory Agency (MHRA) has today, 16 May 2025, approved guselkumab (Tremfya) to treat Crohn’s disease and ulcerative colitis (UC).</p><p>Guselkumab is currently approved to treat plaque psoriasis and psoriatic arthritis. However, clinical studies have shown that guselkumab is also efficacious in treating adults with moderately to severely active Crohn’s disease and UC who have not responded well to other treatments or experienced unacceptable side effects.</p><p>Using guselkumab in Crohn’s disease can benefit patients by reducing the signs and symptoms of the disease, which can include diarrhoea and abdominal pain. In UC it helps to reduce abdominal pain and inflammation of the intestinal lining. These effects can improve a patient’s ability to do normal daily activities and reduce fatigue.</p><p>Guselkumab can be administered either by intravenous infusion or injection for the initial treatment of Crohn’s disease. For UC, initial treatment will be administered via an intravenous infusion.</p>Julian Beach, MHRA Interim Executive Director of Healthcare Quality and Access, said: <p>“Patient safety is our top priority, which is why I am pleased to confirm the approval of guselkumab to treat Crohn’s disease and ulcerative colitis.</p><p>“We’re assured that the appropriate regulatory standards of safety, quality and efficacy for the approval of this new formulation have been met.</p><p>“As with all products, we will keep its safety under close review.” </p><p>In Crohn’s disease, three major studies involving around 1,400 patients found that up to 56% of those treated with guselkumab achieved clinical remission after 12 weeks, compared to 15–22% with placebo. Endoscopic response, indicating reduced inflammation in the intestines, was seen in up to 41% of guselkumab-treated patients, compared to 11–21% receiving placebo.</p><p>In a clinical study for UC, 23% of patients receiving guselkumab achieved clinical remission after 12 weeks of induction treatment, compared to 8% on placebo. Continued maintenance treatment led to remission in up to 50% of patients after 44 weeks, versus 19% with placebo.</p><p>A full list of side effects can be found in the Patient Information Leaflet (PIL) or the Summary of Product Characteristics (SmPC), available on the MHRA website within 7 days of approval. </p><p>As with any medicine, the MHRA will keep the safety and effectiveness of guselkumab under close review.  Anyone who suspects they are having a side effect from this medicine is encouraged to talk to their doctor, pharmacist or nurse and report it directly to the MHRA Yellow Card scheme, either through the website (https://yellowcard.mhra.gov.uk/) or by searching the Google Play or Apple App stores for MHRA Yellow Card.  </p>ENDS   Notes to editors     The approval was granted on 16 May 2025 to Janssen-Cilag Limited. 3146846	无图 <p>Rico Iheagwara fraudulently applied for two £20,000 Bounce Back Loans during the summer of 2020</p> <p>Iheagwara’s SJR Recruitment Limited company was not trading at the time of the applications</p> <p>SJR Recruitment was placed into liquidation in 2021 with liabilities of more than £67,000</p> <p>A recruitment consultant who fraudulently spent Covid support funds for personal purposes has been handed a suspended sentence.</p><p>Rico Iheagwara secured two Bounce Back Loans worth £20,000 each from different banks for his Essex-based SJR Recruitment Limited company when businesses were only entitled to a single loan under the scheme.</p><p>Iheagwara, 36, of River Meads, Stanstead Abbotts, Hertfordshire, was sentenced to 18 months in prison, suspended for 18 months, for fraud when he appeared at St Albans Crown Court on Friday 16 May.</p><p>He was also ordered to complete 120 hours of unpaid work and 15 days of rehabilitation activity.</p><p>David Snasdell, Chief Investigator at the Insolvency Service, said:</p> <p>Rico Iheagwara blatantly abused a taxpayer-backed scheme designed to support genuine small businesses through the pandemic. He knew he was not entitled to support yet continued with his fraudulent applications nonetheless.</p> <p>Iheagwara’s business was not trading at the time of his application so he was not entitled to a single penny from the scheme, let alone the £40,000 he fraudulently secured.</p> <p>Tackling Covid support scheme abuse remains a key priority for the Insolvency Service and we will not hesitate to prosecute fraudsters such as Iheagwara who stole from the public purse during a national emergency.</p><p>SJR Recruitment was incorporated in January 2017 with Iheagwara as its sole director. The company’s registered office address was on High Road in Loughton.</p><p>Iheagwara was also the sole signatory on both company bank accounts which were opened in May 2020, just one month before his first fraudulent application.</p><p>For both applications, made in June and July 2020, Iheagwara claimed the company’s turnover was £82,000.</p><p>Iheagwara transferred the first £20,000 loan into his personal account on the same day he received the funds. For the second loan, he moved all £20,000 into his personal account the following day.</p><p>None of the £40,000 was used for the economic benefit of his business. Insolvency Service analysis of bank statements suggested that the funds were used for everyday expenses and paid to various family members.</p><p>In interviews, Iheagwara said he spent the funds on rent, paying off personal finance and supporting his children.</p><p>SJR Recruitment went into liquidation in April 2021. Doing deals that will grow our economy and putting more money in the pockets of working people.</p><p>In the last two weeks alone, we’ve delivered trade deals with India and the US. That means: jobs saved, jobs created, more growth and a huge vote of confidence in this country.</p><p>It shows that – as global instability is rising, the decisions we have taken to stabilise the economy and lead the way internationally have made Britain a place where people want to do business once again.</p><p>And from that position of strength – today we have struck this landmark deal with the EU – a new partnership between an independent Britain and our allies in Europe.</p><p>This is the first UK-EU summit, that marks a new stage in our relationship. And this deal, is a win-win. It delivers what the British public voted for last year.</p><p>It gives us unprecedented access to the EU market – the best of any country outside the EU or EFTA.</p><p>All while sticking to our red lines in our manifesto about. Not rejoining the single market, no rejoining the customs union and no return to freedom of movement.</p><p>This deal is good for both sides – and let me set out why it is good for Britain. We’ve struck an SPS deal to make food and agriculture trade with the EU cheaper and easier.</p><p>Slashing red tape and bureaucracy. That will mean lower food prices at the checkout.</p><p>More choice on our supermarket shelves – and more money in people’s pockets.</p><p>It will boost British exporters because, once again after a long absence, we’ll be able to sell great British burgers, shellfish and other products into the EU.</p><p>We’ve also struck a new Defence and Security Partnership to strengthen our cooperation and strengthen our security – which is vital in this dangerous new era.</p><p>And it will open the door to working with the EU’s new defence fund – providing new opportunities for our defence industry, supporting British jobs and livelihoods.</p><p>We are also increasing our co-operation on emissions trading. Saving UK businesses from having to pay £800 million in EU carbon taxes. Once again: supporting British businesses, backing British jobs.</p><p>Next, we are increasing our cooperation on energy to drive down bills in the long term.</p><p>The agreement negotiated by the last government left us with more disconnected with our closest neighbours despite being physically connected to the European grid by our undersea cables.</p><p>Today’s deal will see us work to bring these systems together again – benefitting bill payers and boosting our renewables industry in the North Sea.</p><p>Today’s deal is also good for British steel,protecting our steel exports from new EU tariffs. Saving the industry £25 million each year. Another example of this government backing our steel sector to the hilt.</p><p>We’ve reached a deal today on fish, protecting our access, rights and fishing areas with no increase in the amount that EU vessels can catch in British waters.</p><p>Our fishing industry will also benefit from the new SPS agreement which slashes costs and red tape for our exports into the European market. And we already sell 70% of our seafood into that market so it’s really significant. It is also opening the gates to sending shellfish back into the EU.</p><p>And I can announce today that we’re investing £360 million into our fishing industry – to help them take advantage of this deal.</p><p>We have acted today to strengthen our borders. The previous deal left a huge gap in our ability to work together to tackle illegal migration.</p><p>So thisdeal closes that gap so that we can work across the migration routes to end the migration crisis and smash the criminal gangs.</p><p>We are boosting our cooperation on law enforcement. Combating terrorism and serious organised crime with better sharing of intelligence and data – including facial imaging, for the first time.</p><p>Today’s deal will also helpBritish holidaymakers as we are confirming that they will able to use e-Gates when they travel to Europe – ending those huge queues at passport control.</p><p>And I call on all EU members states to help make this a reality without delay.</p><p>Finally – we have agreed today cooperate on a youth experience scheme to allow our young people to travel and work freely in Europe. And I’m clear – this will come with all the appropriate time-limits, caps and visa requirements.</p><p>So – it’s a long list – and it just shows how much we have achieved here today – real benefits for the British people.</p><p>Because, it’s time to look forward. It’s time to move on from the stale old debates and political fights to focus on delivering common sense, practical solutions which get the best for the British people.</p><p>We’re ready to work with all our partners.</p><p>If it means we can improve people’s lives here at home.</p><p>And that’s what this deal is all about: facing out to the world once again in the great tradition of this nation. With permission I will make a statement on the charging of 3 individuals under the National Security Act that took place on 17 May, and the further action the government is taking to counter national security threats.</p><p>Mr Speaker I want to thank the police, security and intelligence agencies, not just for their work on vital operations and investigations that are currently underway but for the dedication they show each day to defend our national security and keep our communities safe.</p><p>Their tireless work – often in the shadows, often in secret, often in great personal danger – is indispensable. I hope the whole House will join me in paying tribute to their service.</p><p>On Saturday 17 May, 3 Iranian nationals were charged with offences under the National Security Act 2023.</p><p>All 3 have been charged with engaging in conduct likely to assist a foreign intelligence service. Additional charges were brought in relation to engaging in conduct, including surveillance, reconnaissance and open research, with the intention to commit acts of serious violence against a person in the United Kingdom. The foreign state to which these charges relate is Iran, and these individuals are the first Iranian nationals to be charged under the National Security Act.</p><p>The criminal and national security investigations in these cases are ongoing, and the police and security services have my support in this vital work. These cases must now also progress through the criminal justice system and that means that until the trial there are limits on what we can discuss so as not to prejudice that process.</p><p>However, there are a series of grave, wider issues where I want to update the house on the stronger action the government is taking to strengthen our national security including new powers on state threats, further action on Iran and strengthening our border security to keep the public safe.</p><p>This is the first time there have been charges under the National Security Act linked to Iran, although the House will be aware that this comes against a backdrop of rising numbers of Iran-linked operations on UK soil where there have been repeated warnings by ministers, the police and our security and intelligence agencies. The Director General of MI5 said in October last year that the police and MI5 had responded to 20 Iran backed plots presenting potentially lethal threats.</p><p>So let me be clear, we will not tolerate any state backed threats on UK soil. The Iranian regime poses an unacceptable threat to our domestic security which cannot continue.</p><p>Following this charging decision, I can confirm that the Iranian Ambassador has been summoned.</p><p>And my Right Honourable Friend the Foreign Secretary is raising with the Iranian Foreign Minister in the strongest terms, that the UK will not accept any Iranian state threat activity in the UK.</p><p>As the Security Minister set out in March, we have placed the whole of the Iranian state on the enhanced tier of the Foreign Influence Registration Scheme which is due to come into effect on 1 July.</p><p>The government has also introduced sanctions as part of efforts to systematically dismantle criminal networks and enablers that Iran uses to carry out its work - including the Foxtrot network, sanctioned last month.</p><p>International co-operation is critical in challenging Iranian transnational threats. That is why we will be convening ministerial counterparts from allied nations facing similar threats to discuss coordinated action.</p><p>But we need to go further in strengthening our powers to address national security threats.</p><p>The Security Minister and I have both warned of the increasing complexity of the threats we face. Threats from extremist and terrorist groups and individuals – including Islamist extremism and far right extremism – continue. And vigilance and action against those remains crucial.</p><p>But malign activities against us by or on behalf of foreign states have grown and the threats we face are more complex and intertwined.</p><p>MI5 state threats investigations have increased by nearly 50% in a year. Policing investigations into state threats – led by counter terrorism policing - are up fivefold since 2018.</p><p>As well as growing, those threats are also evolving – they are becoming more interconnected and more intertwined. The old boundaries between state threats, terrorists and organised criminals, are being eroded. And we have seen malign foreign state organisations seek to exploit any vulnerability from criminal networks to our cyber security to our borders to do us harm.</p><p>In our manifesto, we committed to stronger action on state based security threats.</p><p>And before entering government, the Foreign Secretary and I set out plans for the establishment of a joint unit to pursue and coordinate action.</p><p>I can announce that the new state threats joint unit is in place, with staff from across Whitehall, driving a broader approach across government, building new partnerships with industry and academia.</p><p>Last week, the Security Minister set out the conclusions of a review by the defending democracy taskforce into transnational repression – where foreign states attempt intimidation, surveillance and harassment of UK-based individuals including stronger support for those who are being targeted. This is criminal activity and will be treated as such because everyone in this country should be able to go about their daily lives freely and without fear.</p><p>We are clear that this is criminal activity and will be treated as such. Threats will not be tolerated and we will support anyone at risk of such activity.</p><p>We have of course supported the National Security Act, rightly brought in by the previous government. But we need to go further.</p><p>That is why I commissioned Jonathan Hall KC, the independent reviewer of terrorism legislation, to examine further gaps in the national security legislation where counter terrorism powers could be emulated and particularly looking at proscribing powers where I have long raised concern that it was too difficult to apply existing powers for state and state-backed bodies</p><p>Today Mr Hall has published his review. I would like to thank him for working so swiftly and comprehensively.</p><p>He has concluded there are gaps in a series of areas – including on proscribing legislation where he identifies a series of legal difficulties in using powers that were designed to deal with terrorist groups for state and state-backed organisations such as the IRGC.</p><p>I can tell the House that we are committed to taking forward Mr Hall’s recommendations and we will draw up new powers modelled on counter terrorism powers in a series of areas to tackle these state threats.</p><p>And crucially I can tell the House we will create a new power of proscription to cover state threats – a power that is stronger than current national security act powers in allowing us to restrict the activity and operations of foreign state backed organisations in the UK, including new criminal offences for individuals who invite support for or promote the group in question and we will not hesitate to use it against organisations that pose a threat to UK residents because we will not stand for foreign state organisations seeking to escalate threats on UK soil.</p><p>Mr Speaker as confirmed at the weekend, the 3 individuals who have been charged came to the UK between 2016 and 2022 by lorry and small boat.</p><p>This government has made clear – border security is national security. That is why we are introducing new counter terrorism powers at the border. But let me also be clear that our border security needs to be strengthened.</p><p>Organised crime, malign state actors and extremists can all exploit any vulnerabilities.</p><p>So the Border Security, Asylum and Immigration Bill is introducing a wide range of counter terrorism style powers to pursue organised immigration crime and strengthen border investigations. We have introduced the Border Security Command which is drawing together security operations around our border, which have not been taken seriously enough before, modelled on the approach successive governments have taken to counter terrorism.</p><p>As part of our existing CT capabilities, security identity and criminal record checks are carried out on everyone who applies for a visa through our immigration system, on identified clandestine entries and on those who arrive by small boat – so that immigration and counter terrorism powers can then be used to address threats – including refusals, restrictions, tagging, heightened monitoring and immigration bail. But I have instructed officials to review those capabilities against the state threats as well as terrorism related risks we face so we can strengthen our security response alongside the new counter terrorism style border powers we are introducing.</p><p>We are also already reviewing our current response to criminality or threats in the asylum system, including the potential for greater use of a range of techniques and technology, and as well as the existing ability to revoke or effuse asylum.</p><p>Finally, Mr Speaker, in the face of this increasing range of hybrid threats to our national security, the Prime Minister has committed to publish a new national security strategy. That strategy is in development and will set out not just how our world leading police and security and intelligence agencies, but also how the whole of government and society, including businesses and communities; need to respond to these changing and complex threats.</p><p>National security is the first duty of government. It is the foundation of our Plan for Change. The threats we face are more intertwined than ever and our response needs to adapt. So together with our international allies, we need to face down the security threats and strengthen the powers and capabilities of the police and security services who work around the clock to investigate and disrupt those who mean us harm. Our agencies have the wholehearted support of this government because, Mr Speaker, in a volatile and uncertain world, their efforts could not matter more. Gaza’s people must receive the aid they desperately need.</p><p>“Prior to the aid block, the UN and humanitarian NGOs delivered aid into Gaza, working with great courage, at the risk of their lives and in the face of major access challenges imposed by Israel. These organisations subscribe to upholding humanitarian principles, operating independently, with neutrality, impartiality and humanity. They have the logistical capacity, expertise and operational coverage to deliver assistance across Gaza to those who need it most.</p><p>“Israel’s security cabinet has reportedly approved a new model for delivering aid into Gaza, which the UN and our humanitarian partners cannot support. They are clear that they will not participate in any arrangement that does not fully respect the humanitarian principles. Humanitarian principles matter for every conflict around the world and should be applied consistently in every warzone. The UN has raised concerns that the proposed model cannot deliver aid effectively, at the speed and scale required. It places beneficiaries and aid workers at risk, undermines the role and independence of the UN and our trusted partners, and links humanitarian aid to political and military objectives.  Humanitarian aid should never be politicised, and Palestinian territory must not be reduced nor subjected to any demographic change. </p><p>“As humanitarian donors, we have two straightforward messages for the Government of Israel: allow a full resumption of aid into Gaza immediately and enable the UN and humanitarian organisations to work independently and impartially to save lives, reduce suffering and maintain dignity. We remain committed to meeting the acute needs we see in Gaza. We also reiterate our firm message that Hamas must immediately release all remaining hostages and allow humanitarian assistance to be distributed without interference. 3146840	无图 <p>Good evening, ladies and gentlemen.</p><p>Commissioner Sefcovic.</p><p>It’s fantastic to welcome you all to mark the strategic partnership that we have agreed today with the EU.</p><p>Trade deals are much talked about.</p><p>People tried for a long time to get a trade deal with India, and it didn’t happen for eight years. We came along and did that deal with India.</p><p>People tried and talked about a deal with the US, we came along and did that deal with the US.</p><p>Nobody believed we could do a better deal with the EU, and we’ve just done a better deal with the EU.</p><p>I always said, I’m not particularly keen on the performance side of politics. I think it’s the delivery that matters.</p><p>And this has happened because of the serious, pragmatic way that we’ve gone around our negotiations, and when I met Ursula and Antonio at the beginning of the exercise, we committed to each other that we wouldn’t do it by megaphone diplomacy.</p><p>We would do the hard yards of real diplomacy and negotiation, and that’s the base on which we got this deal today.</p><p>And so, in the space of just under two weeks, three trade deals.</p><p>That tells you something about serious pragmatism.</p><p>It tells you something about our commitment to growth, but it also tells you something about the country, because others only want to do trade deals with businesses and economies that they want to tie themselves to going forward.</p><p>It reflects the strength of all those that are represented here and many, many others, because we have dramatically improved our trading ties with the largest economy in the world, the US, the fastest growing economy in the world, India, and the largest trading bloc in the world, the EU.</p><p>And that is, as I say, a vote of confidence in this country.</p><p>We’re living in a different world. It’s a different era, and notwithstanding that instability, that uncertainty, the decisions that we’ve taken to stabilize the economy and lead the way internationally have made Britain a place that people want to do business with once again.</p><p>And I’m really proud to be leading a government and a country where others are telling me that they’re very pleased to see the UK back leading on the world stage, whether it’s defense and security, whether it’s trade or the economy or many of the other global issues that face us.</p><p>And to underline that Britain is a place where people want to do business. 3146839	无图 <p>Provisional figures show that Homes England surpassed its 2024/2025 annual targets, set centrally by government, for the number of new homes started, the number of new homes completed, and the number of potential homes unlocked.</p><p>This work is key to supporting the government in delivering 1.5 million homes this parliament.</p><p>Homes England colleagues, working in partnership with hundreds of local, regional and national organisations to catalyse housing, regeneration and place-making across the country, have:</p> enabled the completion of more than 36,000 homes, up 14% from 2023/24 facilitated the start of construction for an additional 38,000 homes, up 6% on 2023/24 unlocked land that is capable of delivering 79,000 further homes, significantly up from 2023/24.<p>The figures represent a high-level snapshot of progress underpinned by strong performance from across the Agency.</p> <p>Local leaders are being supported to achieve their housing and regeneration aspirations through targeted interventions including Agency land acquisition, like in Nottingham, boots-on-the-ground expertise in places like York and Bristol, and a rising number of strategic place partnerships, including with the North East Combined Authority, Liverpool City Region and Cambridgeshire and Peterborough Combined Authority.</p> <p>New, safe and affordable housing is being delivered, with the Agency on track to ensure every penny of the 2021-26 Affordable Homes Programme is spent, including recent government top-ups, with numerous projects supported including Union Village in Middlesbrough.</p> <p>New investment to unlock housing and regeneration projects is being boosted by Agency support and collaboration with the private and public sector, including the affordable-housing, low carbon focused HABIKO housing innovation partnership with Pension Insurance Corporation (PIC) and Muse, and master developer joint venture with Oaktree Capital Management and Greycoat Real Estate.</p> <p>Work to diversify the housing market and back SME homebuilders, including creating new, quality homes through the Home Building Fund by supporting organisations like Wyatt Homes to grow and deliver, and expanding lending initiatives like the Agency’s Greener Homes Alliance with Octopus Real Estate.</p> <p>Matthew Pennycook, Minister of State for Housing and Planning, said:</p> <p>Homes England is playing a crucial role in supporting the government’s Plan for Change to build 1.5 million new homes and deliver the biggest increase in social and affordable housebuilding in a generation.</p> <p>Last year I set out ambitious priorities for Homes England and I am pleased that the Agency has exceeded key housebuilding targets to ramp up the delivery of new homes and place-based regeneration. 3146838	无图 <p> From healthcare to energy, collaboration with UK researchers is supporting Ukraine’s defence and reconstruction, and the UK’s Plan for Change Academic, business and political leaders gather in London later today to celebrate UK-Ukrainian joint science endeavours – and look ahead to more Science, tech and innovation are a key pillar of UK-Ukraine 100 Year Partnership: the long-term pact to support long-term security and growth for both our countries </p><p>The critical role that Ukraine’s scientists and researchers are playing in the battle for their country’s freedom, and its hopes for a brighter future, working hand-in-hand with UK colleagues, will be celebrated at an event at the British Academy in London later today (Tuesday 20 May).</p><p>The UK is resolute in its support for Ukraine, as the country defends itself in the face of Russia’s illegal and barbaric invasion. Our backing is cemented by the landmark 100 Year Partnership, unveiled by the Prime Minister and President Zelenskyy in January, of which strong and deep science and technology ties form a key part.</p><p>Joint work by the UK and Ukraine’s researchers is not only supporting Ukraine’s freedom and future, but also unlocking benefits to the UK economy, and more besides, all of which bolsters the Plan for Change. In one joint project, on health, the University of Warwick have worked with Kharkiv National University of Radio Electronics to train AI models to quickly and accurately triage shrapnel wounds. And work by Manchester, Aston and Aberystwyth Universities and Ukrainian experts to boost Ukraine’s electricity grid with green energy, is also being applied to help Britain adapt as we get more energy from renewables, and as energy-intensive industries like data centres grow.</p><p>Meanwhile efforts like the UK-Ukraine Techbridge are helping bring innovative new technologies to bear on critical tasks like clearing landmines and unexploded bombs. The TechBridge is also focused on AI, health, cyber security, education, and agritech, and is building opportunities in both countries for trade, upskilling, and investment.</p><p>Much of this important work will be showcased at London’s historic British Academy later, at an event hosted by the UK’s Science Minister and Ukraine’s Deputy Minister for Education and Science, who will be joined by a host of academic, business and research leaders. Lord Vallance will announce an additional £100,000 for the UK-Ukraine Techbridge at the event, as well as £400,000 for trilateral efforts to harness digital technologies to improve government across the UK, Ukraine and Estonia.</p><p>UK Science Minister Lord Vallance said:</p> <p>Freedom is an essential ingredient for scientific progress. Without it we are denied the ability to act on the curiosity that sparks so many breakthroughs, or to get the answers that make us think that maybe we have been wrong about the way we have thought about something in the past.</p> <p>Science is also international, which means that Ukraine’s inventions and innovations are ones that the UK and the entire world ultimately benefits from, and vice versa. We only stand to gain from working with Ukraine to keep the flame of freedom alive, and it is only natural, that the joint endeavours of our researchers, are critical to those efforts.</p><p>Ukraine’s Minister for Education and Science, Oksen Lisovyi, said</p> <p>For Ukraine, science is not only about development — it is also about resistance. Today, our researchers are working side by side with international partners not only to support the country in its most difficult times, but also to lay the foundations for recovery. We are grateful to the United Kingdom for a partnership built on shared values and trust.</p><p>The UK-Ukraine partnership on science, innovation and technology has already delivered important work, starting with the:</p> Researchers at Risk delivered by the British Academy, Council for At-Risk Academics (CARA) and wider UK National Academies<p>Since it was launched in 2022, it has helped over 170 Ukrainian experts endangered by the war to relocate to just under 70 UK universities, and continue their work on a temporary basis – as well as funding their research with £22.5 million. The UK Government has also supported the UK-Ukraine Twinning Initiative, which has enabled Ukrainian researchers to keep making progress, despite wartime disruption, by pairing up UK and Ukrainian universities.
