Picture: Michel Bega/The Citizen</p> </p><p> </p> <p> <p>The Distinguished Gentleman’s Ride unites classic and vintage styled motorcycle riders from all over the world to raise funds and awareness for prostate cancer research and men’s mental health.</p><p>The annual event was founded in Sydney, Australia, by Mark Hawwa. </p><p>It was inspired by a photo of TV Show Mad Men’s Don Draper astride a classic motorcycle and wearing his finest suit. </p><p>Hawwa decided a themed ride would be a great way of connecting niche motorcycle enthusiasts and communities while raising funds to support various causes.</p><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/distinguished-gentlemens-ride-22.jpg" rel="noopener noreferrer">Motorcyclists gather prior to the start of the Distinguished Gentleman’s Ride (DGR) at Mall of Africa in Midrand, 18 May 2025. 3147324	有图 <p> The possibility that Transnet could run out of funds within the next three months may increase pressure on government to step in with additional financial aid. </p> <p> <img src="https://media.citizen.co.za/wp-content/uploads/2025/05/Transnet-to-run-out-of-money-in-three-months.-Will-government-come-to-the-rescue.jpg" rel="noopener noreferrer"> <p>Picture: Transnet website </p> </p><p> </p> <p> <p>Moody’s Ratings has warned that the state-owned logistics company, Transnet, could run out of money in the next three months.</p><p>“Today’s rating action reflects our growing concern over Transnet’s unsustainable capital structure, its deteriorating liquidity position, lack of formal agreement so far on additional government support, and the slower-than-planned pace of operational improvements,” said Moody’s.</p><p>The ratings agency put the already struggling logistics company on review for a downgrade last week. This comes months after S&P Global put Transnet on credit watch.</p><p>ALSO READ: S&P Global keeps SA’s credit rating on positive outlook</p>Transnet to run out of money<p>Moody’s provides data, intelligence, and analytical tools to help business and financial leaders make informed decisions. The warning that Transnet could run out of money within the next three months could intensify pressure on the government to initiate a financial rescue.</p><p> <p> <p> <p> Read more </p> Transnet faces standstill on Thursday as Untu demands revised offer </p> </p> </p><p>“In December 2023, the Government of South Africa provided Transnet with a R47 billion guarantee facility that allowed it to issue government-guaranteed debt. This facility has been fully exhausted and expired on 31 March 2025.</p><p> </p><p> </p><p>“While Transnet still has undrawn available loan commitments of around R7 billion and some cash as of the end of March 2025, we expect this amount of available liquidity sources will only be sufficient to reliably cover the company’s operating and investing needs as well as upcoming debt maturities for the next three months.”</p>Will the government bailout Transnet?<p>Moody’s believes Transnet needs further government support to refinance upcoming debt maturities and secure funds for its expanded capital expenditure programme.</p><p>But will the government bail out Transnet? The National Treasury has previously attributed poor service delivery to its decision to bail out cash-strapped state-owned enterprises(SOEs) with billions.</p><p>The ratings agency stated that the state-owned entity is subject to debt amortisation payments on a near-monthly basis during the 2025/2026 financial year, which ends in March 2026. The next substantial maturity is a R9.9 billion local bond due on 19 August 2025.</p><p> </p><p>“We believe the government remains supportive of Transnet and will provide additional guarantees or other assistance to prevent default on its upcoming debt maturities. However, the lack of a formal announcement so far creates uncertainty and heightens default risk.”</p><p>ALSO READ: Transnet executives to repay millions in irregular contract payments</p>Sabotage of the recovery programme<p>Moody’s acknowledged that Transnet’s operational performance has improved under the recovery programme launched at the end of 2023. However, progress remains slower than planned, to some extent due to the continued high occurrence of theft, vandalism, and adverse weather conditions.</p><p>“As such, we believe the company continues to underperform the plan’s targets. As of March 2024, rail volumes had increased to 152 million tons per year, up from 150 million tons the previous year, but had achieved only around half of the targeted improvement of 4 million tons.</p><p> </p><p>“As of September 2024, volumes reportedly increased by 3.2%, implying continued underperformance against a target of 170 million tons for the full year that ended March 2025.</p><p>“While revenue increased by around 12% during the year that ended March 2024 and a further 6% during the six months that ended September 2024, these improvements were primarily driven by higher tariffs rather than increased volumes.”</p>Debt burden remains high<p>Moody’s stated that Transnet’s debt burden remains excessively high, resulting in unsustainable interest payments.</p><p>“The company’s EBIT to interest coverage ratio remains at 0.6x for the twelve months that ended in September 2024, and we expect it to remain below 1.0x for at least the next two to three years.</p><p> </p><p>“This means the company is unable to meet regular capex [capital expenditure] and interest payments from its earnings.”</p><p>The ratings agency emphasises that no funds have been raised to date, and timelines remain uncertain.</p><p>“The review will focus on the government’s willingness and ability to provide further support to Transnet, as well as the materiality and sufficiency of such support in bringing the company’s capital structure and liquidity position on a sustainable footing.”</p><p>ALSO READ: Transnet half-year results show better income, but even bigger loss</p><p> </p>S&P places Transnet on ‘credit watch’<p>In December 2024, S&P placed the logistics company on credit watch, citing “Transnet’s operational improvements are expected to be gradual, but the company’s cash flow is unlikely to rise sufficiently or quickly enough to sustain its current liquidity, leverage, and capital structure.”</p><p>Additionally, elevated capital expenditure requirements and debt servicing costs leave the company with limited room to manage operational underperformance.</p><p>“The CreditWatch placement reflects the increased likelihood of a downgrade if the anticipated turnaround in Transnet’s business performance and cash flow generation does not materialise soon enough to control the current leverage levels and capital structure,” said S&P.</p>Can Transnet afford salary increases?<p>The struggling logistics company has offered at least 20000 employees who are members of the South African Transport and Allied Workers’ Union (Satawu) salary increases. They agreed to the offer of 6% effective from 1 April 2025, 6% in 2026, and 5.5% in 2027.</p><p>However, the union representing most of the 46000 employees at Transnet has rejected the offer, noting that it does not reflect the economic crisis the working class faces.</p><p>The United National Transport Union (Untu) is threatening to bring the logistics company to a standstill on Thursday if a revised offer is not received from the Commission for Conciliation, Mediation and Arbitration (CCMA) by the end of Monday.</p><p>If the strike goes ahead, more than half of the Transnet workforce will be absent, which could result in significant disruptions in the sector.</p>Bailouts lead to poor service delivery<p>The South African government’s ability to provide quality service delivery has deteriorated over time, with streets marred by potholes, sewage spillages, collapsing infrastructure, and roads resembling wasteland.</p><p>Last year, poor service delivery was attributed to the government’s decision to provide state-owned enterprises with billions in bailouts. Over the past nine financial years, SOEs have received R456.5 billion in taxpayer money in the form of bailouts. Picture: RODGER BOSCH / AFP</p> </p><p> </p> <p> <p>DA leader John Steenhuisen could be compelled by his constituency to speak about his party’s position on race-based laws in the U.S.</p><p>This is the view of political analyst Theo Neethling from the University of Free State (UFS).</p><p>The leader of the blue party is part of a South African delegation in Washington to meet with Donald Trump and other White House representatives.</p><p>This meeting will take place on Wednesday and is meant to ease tensions between the Trump administration and Pretoria.</p>Steenhuisen’s priorities<p>Steenhuisen said on Monday that he would raise a number of priority points in his engagements with the Trump administration.</p><p> <p> <p> <p> Read more </p> What those on the plane to Washington said prior to Trump-Ramaphosa showdown </p> </p> </p><p>However, there was no mention of the DA’s views on race-based views, which are part of the decaying relationship between the Trump administration and South Africa.</p><p> </p><p> </p><p>“The highest issues on my priority list will be securing trade relations between the US and SA, particularly in agriculture, to protect jobs, grow the economy and expand employment opportunities,” he said.</p><p>Steenhuisen described himself as a proud member of the Government of National Unity (GNU) and claimed all those in the travelling party were putting country before party interests.</p><p>“This delegation to Washington represents all South Africans, who have entrusted us to put the shared national interests and desire for economic growth and job creation first, ahead of any party or ideological positions,” he said.</p>Will he speak on race-based laws?<p>However, Neethling said Steenhuisen is in a difficult position and may have to respond to tough questions from the White House.</p><p> </p><p>“Steenhuisen is in a difficult position if he says nothing about race-based laws and expropriation. These are things that the DA feels very strongly about.</p><p>“If he comes back without saying anything about these issues, he might face some criticism from his constituencies. So, he could face criticism from within the DA and Afrikaners as such,” he said.</p><p>Neethling said silence would help Ramaphosa’s aim for unity at the meetings.</p><p>“The president will obviously want a united team as they go into any meeting. The president was quite clever here because he is taking Steenhuisen as the leader of the opposition within the GNU as well, so this adds inclusivity to the delegation.”</p>Trump unlikely to use visit to start another Zelensky debacle<p>Political economy analyst Daniel Silke expected the talks to be smooth and focus on economic issues, particularly the strengthening of trade between the two countries and mineral. </p><p>He said Trump was unlikely to use the visit to start another Volodymyr Zelensky debacle or shouting match, but would likely use it to achieve his international goals. </p><p>“I expect there to be amicable relations between the two. This is an important meeting for Africa ahead of G20 summit, so it is in Trump’s interest to be seen to be more compromising in dealing with South Africa,” Silke said.</p><p> </p><p>Steenhuisen will be joined by the international relations minister, Ronald Lamola, Minister in the Presidency, Khumbudzo Ntshavheni, Pretoria’s special envoy to the US, Mcebi Jonas, and Trade and Industry Minister Parks Tau.</p><p>The meeting comes as 49 Afrikaners from South Africa begin their new lives in the US as refugees.</p><p>The Trump administration has granted them refugee status after false reports that there is a genocide of white people in South Africa, especially Afrikaner farmers.</p><p>Trump accused South Africa of doing terrible things to ethnic minorities in the country. It is time for parliament and government to show that we are capable of rallying around a coherent budget that maintains fiscal consolidation.”</p><p>ALSO READ: S&P Global keeps SA’s credit rating on positive outlook</p><p> <p> <p> <p> Read more </p> Budget 3.0: Godongwana under pressure to make up for downgraded growth </p> </p> </p>S&P Global’s rating reinforces what‘s at stake<p>Mavuso says ratings agency S&P Global’s recent decision to reaffirm its positive outlook for South Africa’s credit rating reinforces what is at stake. “S&P sees a potential upside that would lead it to increase our credit rating if an improving track record of effective reforms resulted in the strengthening of economic growth and reduced government debt and contingent liabilities.</p><p> </p><p> </p><p>“On the other hand, it notes the downside risk if ongoing economic and governance reforms do not progress, resulting in a deterioration in economic growth or a higher-than-expected fiscal deficit and interest burden.”</p><p>She points out that investors will be watching closely how politicians react to the budget speech. “National Treasury has stayed the course to ensure the budget does not worsen our debt position and I expect the budget tabled this week will maintain that.</p><p>“But in the absence of increased VAT, which has been abandoned from the first budget, we must see restraint on spending. I particularly want to see an honest reckoning with how productive distinct parts of government are, particularly outside of the main service delivery lines.</p><p>“We had a succession of administrations over the past 30 years and each one set up new public institutions and programmes. They do not all deliver value for money. As we must do in the private sector, when a budget is constrained, we must reduce spending in those areas that create the least value.”</p><p> </p><p>ALSO READ: Budget 3.0: Will it be third time lucky for Godongwana?</p>Budget 3.0 will affect different stakeholders<p>Mavuso says the problem facing our politicians is that it is very difficult to assess value for money in an objective way, given that there are different interest groups who will be affected. “That is why our constitution protects the independence of several bodies, including the Financial and Fiscal Commission, Reserve Bank and National Treasury.</p><p>“The framers of our constitutional order recognised that the financial system is technical and requires institutions that are somewhat protected from short-term political expediency. For the budget, there is a technical question that must be answered: what expenditure cuts will have the least damage on growth or service delivery?</p><p>“We must identify those purely on the evidence and follow through to reduce expenditure. This is a task best done by technocrats and our National Treasury is the institution with the right capabilities to do it.”</p><p> </p><p>She says that she hopes Godongwana will be able to announce credible steps to reduce expenditure and that we quickly see the political support to do so because that is what will give comfort to investors that we are a country that can politically manage its finances appropriately.</p><p>“If we do that, we will maintain our trajectory of improving the confidence of lenders. Eventually, we will see a return to an investment-grade credit rating, which will reduce the cost of borrowing not only for the government, but the whole economy. And with lower costs of borrowing, we will get more investment and more economic growth.”</p><p>ALSO READ: Economic activity slows in April as economy struggles</p>Critical that budget increases SA’s economic growth<p>Mavuso notes that it is critical that South Africa increases its economic growth. “This came across loud and clear at the business/government partnership meeting that we held with the president and several government ministers last week.</p><p> </p><p>“It was abundantly clear to everyone how serious our growth outlook is. We have now agreed to accelerate reforms by introducing several ‘sprint’ approaches to getting things done. We also increased the frequency of future engagements for the partnership from quarterly to every six weeks.</p><p>“This shows the impressive level of determination and engagement from the president and his team. We recognised that several issues, ranging from the global trade situation to local politics, can distract the reform effort, but we must double down and remain focused.</p><p>“No matter what happens in the international arena, our structural reforms are critical to enabling our economy. Certain reform areas, such as logistics, are lagging the initial timelines, but the meeting was clear that this must be fixed. I appreciated the urgency of fixing our country and ensuring the right policies are in place.”</p><p>Turning to last week’s unemployment figures, Mavuso says it keeps increasing. “Whether it is government trying to balance the books, or workers trying to secure a job, our economy is not delivering. We must fix it and I saw last week just how engaged and serious both government and business are about doing so.</p><p> </p><p>“It gave me a new sense of optimism that South Africans are grasping the challenges and ready to implement the solutions. A finalised budget that hits the right balance of fiscal prudence will be a key enabler. The narrative has always been the same: when you talk about Brenda, we include Bongani. end the grinding war set off by Moscow’s 2022 invasion of Ukraine.</p><p>Trump had vowed during his US election campaign to halt the conflict within a day of taking office, but his diplomatic efforts have so far yielded little progress.</p><p>Despite Ukraine saying Russia launched a “record” drone attack at the weekend, Moscow said Monday it would prefer to end the conflict through diplomacy and described the upcoming call as “important”.</p><p>“It is preferable to achieve our goals through political and diplomatic means, of course,” Kremlin spokesman Dmitry Peskov told state media, adding that Russia “highly valued” Washington’s attempts to end the fighting.</p><p>Ukrainian President Volodymyr Zelensky refreshed his push for a “full and unconditional ceasefire” ahead of the abstaining from extensively criticising Putin.</p><p>The US president has also argued that “nothing’s going to happen” on the conflict until he meets Putin face-to-face.</p>Push for sanctions<p>At the talks in Istanbul, which were also attended by US officials, Russia and Ukraine agreed to exchange 1,000 prisoners each and trade ideas on a possible truce, but with no concrete commitment.</p><p>ALSO Putin of deliberately ignoring calls for a truce and pushed for fresh sanctions against Russia.</p><p>The leaders of Britain, France, Germany and Italy also held a phone call with Trump on Sunday.</p><p> </p><p>“The leaders discussed the need for an unconditional ceasefire and for President Putin to take peace talks seriously,” said a spokesman for British Prime Minister Keir conversation between Trump and Putin.</p>‘Root causes’<p>On the ground, the Russian army continued its attacks.</p><p>Moscow claimed its forces had captured two villages in Ukraine’s eastern Sumy and has put forward as justification for launching the invasion in February 2022.</p><p>They include pledges to “de-Nazify” and demilitarise Ukraine, protect Russian speakers in the country’s east, push Picture: Robyn Beck/AFP</p> </p><p> </p> <p> <p>Newly crowned strongman world champion Rayno Nel has warned his opponents that his career is still on an upward trajectory, after stunning a powerful line-up to secure the global title at the weekend, just two years after taking up the sport.</p><p>A former Cheetahs rugby player, Nel hung up his boots in 2019 and opted to focus on his career as an electrical engineer.</p><p>In 2023, he started training for strongman competitions, and he found immediate success, winning the Africa’s Strongest Man title in 2023 and 2024 before being crowned overall winner of last year’s Strongman Champions League series.</p>World championship<p>Gaining a wildcard entry for the World’s Strongest Man championship in California, which ended on Sunday, Nel was spectacular throughout the four-day event.</p><p>He won his first-round heat before claiming overall victory in the 10-man final, which consisted of carry and hoist, max deadlift, Hercules hold, Flinstone press max and Atlas stones contests.</p><p> <p> <p> <p> Read more </p> In the gloom, two South Africans bring global glory </p> </p> </p><p>Nel became the first African athlete to win the world strongman title in the 48-year history of the competition, and the first South African to step on the podium since Gerrit Badenhorst took third place in 1996.</p><p> </p><p> </p><p>Raking in 47 points, he edged out three-time champion Tom Stoltman of the UK who grabbed the runner-up spot (46.5 points) and another former champion, Mitchell Hooper of Canada, who was third (43.5).</p>Golden opportunity<p>The 30-year-old South African, who stands at 1.91m and weighs 148kg, was pleased to be able to showcase his ability against world-class athletes he had only previously seen competing on TV.</p><p>“I watch every Giants Live (global series) competition there is and I’m always sitting on the couch and I just want to compete,” Nel said in an interview with MST Systems.</p><p>“So it’s awesome to compete against these guys who I only saw for the last two years since I started strongman. Picture: AFP / Saul Loeb</p> </p><p> </p> <p> <p>South Africa’s delegation to the United States is in transit en route to its most high-profile diplomatic engagement in recent memory.</p><p>President Cyril Ramaphosa is leading a team of four ministers this week for bilateral discussions with the Trump administration.</p><p>The president is set to meet his US counterpart on Wednesday in Washington, and the nation is eager to see how the heads of state’s contrasting personalities mesh.</p>Question of national pride<p>The delegation consists of Minister of International Relations Ronald Lamola, Agriculture Minister John Steenhuisen, Trade and Industry Minister Parks Tau, and Minister in the Presidency Khumbudzo Ntshavheni.</p><p>The team will be tasked with protecting South Africa’s interests on multiple fronts in the face of a US Presidency that has been on the offensive since taking office.</p><p> <p> <p> <p> Read more </p> Steenhuisen walks a political tightrope ahead of Trump meeting </p> </p> </p><p>The public wants a strong performance by Ramaphosa and the ministers, and the outcome of the engagement will have implications for national pride.</p><p> </p><p> </p><p>Aid, tariffs, expropriation, the expulsion of an ambassador and an argument over what constitutes a refugee are all flashpoints that may raise the temperature in the Oval Office this week.</p><p>Here is who makes up the delegation and what they have said about SA–USA relations in 2025.</p>‘Sovereign and democratic’<p>Department of International Relations and Cooperation Ronald Lamola is the youngest of the group at 41 years old.</p><p>The former ANC Youth League deputy president was junior only to then-leader Julius Malema and has backed the constitutionality of the Expropriation Act.</p><p> </p><p>In February, Lamola requested that President Trump’s advisors rethink their position on the Expropriation Act.</p><p>“This approach will promote a well-informed viewpoint that values and recognises our nation’s dedication to democratic ideals and governance,” stated Lamola.</p>Refugee status for Afrikaners<p>Minister in the Presidency Khumbudzo Ntshavheni was spirited in her refusal to acknowledge the refugee status recently granted to a group of departing South Africans.</p><p>“The decision by the United States to confer refugee status to a group of Afrikaner South Africans is misinformed, as they do not fit the definition of refugees as set out in the 1951 Refugee Convention and its 1967 Protocol,” Ntshavheni stated.</p><p> </p><p>Nshavheni confirmed last week that civil interest groups portraying South Africa in a negative light would be investigated for treason.</p><p>However, Ntshavheni said she is not expecting a hostile reception at the White House, as it was the US that initiated the talks.</p><p>“There is no one who invites a guest to mistreat them, so we are expecting the highest level of decorum and necessary protocol,” the minister said.</p>An experienced head<p>In Parks Tau, the delegation has an experienced head who has successfully conducted business in Washington before, albeit under less tense circumstances.</p><p> </p><p>Tau led South Africa’s delegations to the 21<sup>st</sup> African Growth and Opportunity Act (Agoa) summit last year, and is well-versed in the legislature.</p><p>In the wake of the US president’s implementation of reciprocal tariffs, Tau said it was important to view the tariffs and their effect on Agoa through the prism of shifting global trends. </p><p>“As a country, we have had to begin to think about how we diversify our own trade and supply chains, so it is work we have actively been doing to ensure that we adapt to the new realities.”</p>The odd man out<p>DA leader John Steenhuisen will be the only member from an opposition party or government of national (GNU) unity partner on the trip.</p><p> </p><p>Steenhuisen stated on Monday that his priority would be to secure trade relations with the US, repeating his party’s mantra of jobs and economic growth.</p><p>Steenhuisen said the delegation would prioritise the interests of South Africans over party or ideological positions. </p><p>“As a proud member of this GNU delegation, I will endeavour to ensure every effort is made to mend and improve relations between the US and SA,” stated Steenhuisen.</p>The president <p>President Cyril Ramaphosa’s stately demeanour could be tested by Trump as the South African juggles the need to appear firm in the face of aggression.</p><p>Ramaphosa said that he was not worried, downplaying the meeting as a conventional engagement.</p><p>“Just as he meets with other people and I also meet with other people, it’s state to state; we’re representing our peoples,” Ramaphosa said on Saturday.</p><p>He was adamant in challenging the US leadership’s assertion that life in South Africa was not how it was being promoted.</p><p>“The false narratives about a genocide are not a reflection of who we are as a nation. He will now have to make up for the downgraded growth as well as the gap left by scrapping the VAT increase.</p><p>Tertia Jacobs, treasury economist at Investec, says the two VAT increases of 0.5% each would have raised R75 billion in revenue over the medium-term expenditure framework (MTEF), a three-year spending plan used by government to guide its budget process.</p><p>“Scrapping the VAT increase makes it necessary to reduce government spending to maintain a neutral impact on the budget deficit. The focus now will be on where spending will be lowered and the ability of the government of national unity (GNU) to craft a way forward that both demonstrates its priorities and allows for consensus.”</p><p>ALSO READ: Budget 3.0: Time to fix our economy – BLSA</p>What has changed between Budget 2.0 and Budget 3.0?<p>Jacobs says this has changed from Budget 2.0 to Budget 3.0:</p><p> <p> <p> <p> Read more </p> Budget 3.0: time to fix our economy – BLSA </p> </p> </p>Global growth and South Africa’s macroeconomic forecasts have been revised lower.A VAT increase is not available to finance an increase in new spending.The GNU is committed to stabilising the debt-to-GDP ratio.Operation Vulindlela Phase 2’s agenda has been announced and Budget 3.0 will allocate more funding.There is additional cash from a higher closing balance and possibly the Gold and Foreign Exchange Contingency Reserve Account (GFECRA) valuation, depending on a formulaic allocation which has to be agreed to.<p>“The May 2025 budget will be trying to balance new expenditure measures and lower tax revenue. The commitment to fiscal consolidation is likely to remain, with the debt-to-GDP ratio sitting uncomfortably at 76% of gross domestic product (GDP).”</p><p> </p><p> </p><p>She says tax measures, such as the bracket creep that Budget 2.0 resorted to to finance new expenditure, are currently required to fill a potential shortfall in the baseline October 2024 medium-term budget policy statement (MTBPS) forecast, which exposes the main budget deficit to the political decision on how much and what types of new spending South Africa can afford.</p><p>ALSO READ: Budget 3.0: will it be third time lucky for Godongwana?</p>Clock is ticking to approve budget<p>“The clock is ticking and in addition, three bills in the fiscal framework must be passed. The Appropriations Bill must be finalised within four months of the start of the new financial year in April 2025. There is currently a spending cap of 45% based on the 2024/2025 budget.</p><p>“Funds withdrawn from the Revenue Fund may be used only for services for which funds were appropriated in the previous annual budget or the adjustments budget. Thereafter, it may not exceed 10% of the total amount appropriated in the previous budget,” she warns.</p><p> </p><p>Jacobs points out that the outcome for the 2024/2025 revenue and expenditure numbers are better now and these will be included in Budget 3.0, showing a higher closing cash balance of R15 billion.</p><p>“Gross revenue receipts were R9 billion better than the February 2024 forecast and R15 billion ahead of the October 2024 MTBPS forecast. The contributory factors were a meaningful improvement in corporate income tax collections of R16 billion more than expected and a larger withdrawal from the two-pot retirement fund system of R45 billion, which raised R13 billion in tax, although personal income tax missed the target by R9 billion.</p><p>“Sars’s effort to improve efficiencies and compliance also played a role in closing the forecast gap and this effort is expected to become more prominent over the MTEF period. On the expenditure side, the target was missed by R6 billion. The implication is a higher closing cash balance of R15 billion.”</p><p>ALSO READ: Economic activity slows in April as economy struggles</p><p> </p>Budget deficit slightly smaller<p>Therefore, she says, the main budget deficit consequently beat estimates (of 4.7% of GDP) at 4.5% of GDP, as it declined from an estimated R356.1 billion to R336.7 billion.</p><p>However, there are new macroeconomic forecasts in a changing global landscape, Jacobs says. “South Africa’s structural reform programme’s manifestation in higher fixed investment is materialising only very incrementally. In April 2025, the IMF revised its global growth forecasts to 2.8% for 2025 and 3.0% for 2026, down from 3.3% predicted for both years.</p><p>“The Trump administration’s policy agenda of raising trade barriers already caused upheaval in global financial markets, with a toned-down tariff version to be followed as bilateral trade and investment deals are negotiated.</p><p>“While a trade war between the US and China appears to have been avoided – a risk scenario that the markets moved to price in in early April – US trade tariffs will be higher and this will have an impact on global trade and economic growth in many countries in Europe and China, South Africa’s major trading partners.”</p><p> </p><p>For example, she says, the weighted average tariff on US imports from China may have been reduced from more than 100% to 43% for the next 90 days, way above the 9% tariff increase in 2018/19. In South Africa, ICIB and Bloomberg consensus forecasts for economic growth have been lowered to 1.4%, from 1.9% and 1.7% in late 2024.</p><p>ALSO READ: Minister of finance says no to wealth tax</p>Treasury’s updated GDP forecast<p>Budget 3.0 will also show National Treasury’s updated GDP forecast for 2024 of 0.6% from its projection of 0.8%, with 1.9% in 2025 to be more aligned with market consensus. Inflation has consistently surprised on the downside in the past six months, leading to a revision in the market and the Sarb’s inflation forecast.</p><p>National Treasury’s 2025 forecast of 4.4% (0.8 percentage points higher than the consensus of 3.7%) will also be lowered. For 2026, the market consensus is at 4.5%, with National Treasury at 4.6%. The combination of lower growth and inflation implies slower nominal GDP growth. National Treasury’s 7.0% and 6.4% are too high compared to ICIB’s projection of 5.1% and 6.0%, Jacobs says.</p><p> </p><p>“The revision to the macroeconomic forecast lowers the gross tax revenue forecasts. Our analysis shows that when the October 2024 MTBPS revenue forecast for FY25/26 is used as the baseline forecast, tax revenues could be R35 billion less, when assuming a gross revenue-to-GDP ratio of 24.7% of GDP.</p><p>“We think there are two ways of returning the forecast to the October 2024 baseline. These consist of bracket creep of R18.0 billion, announced in Budget 2.0, with carry-over effects of R19.1 billion and R20.3 billion in the outer years over the MTEF and increased reliance on Sars.”</p><p>ALSO READ: SA’s economic growth outlook growing increasingly dim</p>Spending challenge?<p>“The removal of a 0.5% increase in VAT this year and another next year, which would have raised R80 billion to finance new spending on frontline services, means a R75 billion spend shortfall which will have to be reprioritised or reduced.</p><p>“The carry-over total from bracket creep raises R58 billion over the MTEF period. Staying compliant not only avoids legal trouble but also enhances credibility and paves the way for further global growth.”</p><p> </p><p>He advises business owners to also offer multiple payment options, because international buyers are more likely to complete a purchase when they have access to familiar and secure payment methods.</p><p>“Integrating globally renowned and reputable payment platforms that enable transactions in multiple currencies and across borders will improve conversion rates. </p><p>“Flexibility in payment options shows professionalism and meets the expectations of today’s sophisticated online shopper.”</p>Headache-free delivery<p>Saffy added that it is important to establish an efficient and headache-free delivery system, as this is key in cross-border success.</p><p> </p><p>“Outsourcing logistics also allows businesses to focus on growth while reducing the operational administration burden. There is also a wider variety of options in terms of space and subject matter, which the kids in our rural workshops have access to. The book explores themes of self-discovery, self-worth, and healing, powerful messages inspired by her personal experiences of childhood bullying and the struggles she faced growing up.</p><p>“This may be a children’s book, but it freed me,” she shared. “The title alone speaks volumes about who I am and where I am today… My inner child is happy now. She’s no longer scared; she has boundaries and knows that her voice and strength can change generations.”</p><p>Her writing, much like her advocacy, is deeply personal and purpose-driven. He’s been in Australia for three years and has been doing a bit of surfing – two high-risk areas for disagreeable hairstyles.</p><p>Jokes aside and hair be damned, local racing fans are just thankful to have the former champion apprentice jockey – and a favourite son of the local turf – back in action in the motherland.</p><p>Murray wasted no time reminding us of his prodigious talent on horseback, booting home two winners at Turffontein on Saturday in his first meeting back, then popping down to KwaZulu-Natal the next day to pilot the Equus Horse of the Year, Dave The King, to victory in the Sir Theophilus St George A Stakes at Scottsville.</p>Murray-De Kock partnership<p>The prodigal’s return had been kept under wraps until form guides for the weekend were printed and there was much conjecture about his sudden appearance. Well-known horse owner Joao da Mata was quick on the draw with a YouTube chat with a still jet-lagged Murray and got some answers.</p><p>Mathew de Kock, recently returned from a successful training sojourn in Aus, to team up with his famous father Mike, has been instrumental in the jockey’s return. Mathew and Callan have long been close friends and that bond continued Downunder – even though the former was based in Melbourne and the latter in Adelaide.</p><p> <p> <p> <p> Read more </p> All the latest Durban July news </p> </p> </p><p>Indeed, Callan’s brand-new engagement came via the De Kock connection, with fiancé Dani having worked as an exercise rider for Mathew in Melbourne.</p><p> </p><p> </p><p>In seems the Murray-De Kock partnership is a firm one – albeit of indeterminate duration in this iteration.</p><p>But the jock says he will be looking for other rides on good horses. For the moment, it’s a “see how it goes” situation.</p><p>The move has been made possible by Callan obtaining permanent residency in Australia – ironically. If things don’t work out in South Africa, he can always flit back to mulletland.
