3147558	无图 <p>MANILA, Philippines — The Philippine Coast Guard is currently tracking two Chinese research vessels presumed to be conducting unauthorized marine scientific research inside the Philippines" exclusive economic zone, PCG Spokesperson Jay Tarriela said on Tuesday, May 20.</p><p>The first vessel, Xiang Yang Hong 302, was first detected entering the Union Banks, a group of features in the Spratlys Island within the Philippine EEZ, on Monday, May 19, Tarriela said.</p><p>The second vessel, Tan Sou Er Hao, was first monitored entering the Philippine EEZ three days ago.</p><p>The Coast Guard has since deployed aircraft to challenge the two vessels by radio, Tarriela said, but the Chinese vessels have not responded to any of the challenges.</p><p>Tarriela added that a third Chinese research vessel, Zhong Shan Da Xue, departed from China"s Guangdong province on March 31 to conduct marine scientific research in the northern part of the Philippines" exclusive economic zone (EEZ). The vessel remained there for an unspecified period before returning to Guangdong on May 20.</p><p>"One thing is clear, they are violating our exclusive economic zone. And their marine scientific research is basically a violation of international law," Tarriela said at a press conference where he shared the PCG"s findings. "We never permitted the Chinese government to conduct marine scientific research within our own exclusive economic zone."</p><p>As of 8 a.m. Tuesday, the Xiang Yang Hong 302, a 100-meter research vessel operated by China’s State Oceanic Administration, was located 118 nautical miles off the coast of Rizal, Palawan.</p><p>It departed from Hainan on May 1 and was tracked by the PCG using Canada’s dark vessel detection technology.</p><p>"The capability of this Chinese research vessel is to conduct deep-sea surveying. This is the reason why it is also equipped with remotely operated vehicle and underwater drones," Tarriela said.</p><p>The second research vessel, Tan Suo Er Hao, was last detected on Tuesday about 103.5 nautical miles off the coast of Burgos, Ilocos Norte.</p><p>Tarriela said it departed from Hainan, China, on May 8 and is operated by the China Ocean Mineral Research and Development Association, with personnel from the Institute of Deep Sea Science and Engineering.</p><p>He confirmed that PCG Commandant Admiral Ronnie Gil Gavan has deployed aircraft for the past two days to monitor the vessels" movements.</p><p>"The Coast Guard aircraft also challenged these Chinese research vessels. And as what we always expect, they never responded to our radio challenges," Tarriela said.</p><p>Under the United Nations Convention on the Law of the Sea, foreign vessels must obtain prior authorization from coastal states before conducting marine scientific research in their exclusive economic zones.</p><p>"These Chinese research vessels are always considered to be for dual use. It can be for scientific or civilian. It can also be used for military because of for the use of submarine navigation or seamen," Tarriela said.</p><p>While the PCG attempts to drive these vessels out, Tarriela said there are "reports" that the information gathered by the research vessels were being sent to the People"s Liberation Army Navy "for whatever reasons that they can make use of those data."</p><p>This is not the first time that Chinese research vessels have entered the country"s EEZ without permission.</p><p>In early May, the PCG tailed the Chinese research vessel Tan Suo 3 after it entered the Philippines" EEZ and recorded its crew retrieving a deep-sea submersible capable of reaching 4,500 meters.</p><p>The vessel was also observed recovering an unidentified yellow piece of equipment, possibly related to marine scientific research activities</p><p>Such activities are seen by the PCG as a possible security threat as deep-sea mapping of the country"s seabed can facilitate submarine deployment.</p><p>The Philippine Navy earlier said that China has likely deployed drones to map the country"s underwater terrain — data with potential military use for "undersea warfare" — based on forensic evidence from drones recovered in Philippine waters from 2022 to 2024.</p><p>China claimsalmost the entirety of the South China Sea through its so-called"nine-dash line" — a position invalidated by the 2016 ruling of the Permanent Court of Arbitration in The Hague.</p> PCG monitoring 2 Chinese research vessels within EEZ \| Philstar.com	查看 4393	菲律宾星报	2025-05-20 00:00:00 2025-05-20 18:42:32	word
3147557	有图 <p>MANILA, Philippines — The Department of Transportation (DOTr) on Tuesday, May 20, announced that all 18 elevators of the EDSA busway were operational.</p><p>The elevators are notorious for often being unusable, with many commuters having to use the stairs on the overpass.</p><p>“Sa kabuuan, 18 elevator ang gumagana sa anim na magkakahiwalay na istayon ng busway, para sa mas madaling biyahe sa mga pasahero,” the DOTrsaid in a statement.</p><p>(All in all, there are 18 elevators working in six separate stations of the busway to ease the travel of passengers.)</p><p>The stations with available elevators are: Monumento, Bagong Barrio, Balintawak, SM North, Philam andGuadalupe.</p><p>However, it should be noted that there are 23 EDSA Busway stations, 19 of which are median stops—located in the middle of the road. 3147555	无图 <p>MANILA, Philippines — The Supreme Court has lifted the temporary restraining order on the no-contact apprehension policy (NCAP) previously implemented by the Metropolitan Manila Development Authority (MMDA).</p><p>Supreme Court spokesperson Camille Ting clarified that the lifting only applies to the MMDA resolution and does not cover those issued by local government units (LGUs).</p><p>MMDA Chairman Romando Artes said on May 16 that the agency requested the Supreme Court to lift the NCAP. They filed their “urgent motion” through the Office of the Solicitor General.</p><p>The agency made the request to help ease severe traffic congestion, especially along EDSA, which is set for rehabilitation, according to Artes.</p><p>The Supreme Court issued the temporary TRO on Aug. 30, 2022, after several groups challenged its constitutionality. The restraining order covers the implementation of the MMDA and LGUs.</p><p>Several transport groups, namely KAPIT (sa Pagbabago ng Industriya ng Transportasyon Inc.), Pasang-Masda (Pangkalahatang Sangguniang Manila and Suburbs Drivers Association Nationwide), ALTODAP (Alliance of Transport Operators and Drivers Association of the Philippines), ACTO (Alliance of Concerned Transport Organization) and lawyer Juman Paa, are among the petitioners challenging the NCAP. 3147554	有图 <p>MANILA, Philippines — The Commission on Elections (Comelec) said it is only just to resolve the six-year-old disqualification petition against the Duterte Youth before the 20th Congress convenes on June 30.</p><p>Duterte Youth, a party-list formed to support former President Rodrigo Duterte in 2016, is facing two disqualification petitions: one filed in 2019 over its registration status, which resurfaced in March, and another filed on May 8 over alleged red-tagging.</p><p>Comelec Chairperson George Garcia clarified on Tuesday, May 20, that delaying the party-list’s proclamation does not mean immediate disqualification.</p><p>“Ang sinasabi lang ng komisyon, ‘Teka muna, pag-aralan lang namin "yung kasong naka pending after several years simula nung 2019,’” he said at an interview with DZBB 594.</p><p>(What the commission is saying is, “Hold on, let us just study the case that has been pending for several years since 2019.”)</p><p>He explained the current leadership was also unaware that the case had dragged on for years, which is why it"s important to resolve it now and prevent it from affecting the party-list in future elections.</p><p>“Ito talaga dapat maresolve na kasi syempre "yung bagong liderato natin hindi namin alam ‘yung kasong ‘yun na matagal na,” Garcia said. “So, at least pagkakataon na ito na i-resolve sapagkat darating ang panahon they will always be haunted ng kasong ito.”</p><p>(This really needs to be resolved because, of course, with the new leadership, we weren’t aware that the case had been pending for so long. So, at least this is the opportunity to resolve it, because in time, they will always be haunted by this case.)</p><p>He said the Comelec is committed to reviewing the case,which includes allegations of grave violation of election laws, and resolvingit before elected candidates and party-lists take their oath on June 30.</p><p>But for the Duterte Youth, this timeline was unacceptable.</p><p>Chaired by former National Youth Commissioner Ronald Cardema, whose actions prompted the 2019 petition, the party-list plans to challenge the delayed proclamation before the Supreme Court.</p><p>To recall, Cardema tried to serve as the party-list’s first nominee just after the original five nominees withdrew post-election, where they won. However, the Comelec disqualified him for exceeding the age limit of 25 to 30 years required to represent the youth.</p><p>RELATED: Among top-voted party-lists, Duterte Youth not yet proclaimed</p>Threats?<p>In a radio interview with True FM on Tuesday, Cardema warned the Comelec that if the group is not proclaimed by next week, they will expose how the poll body allegedly “sells” its decisions, accreditations and projects.</p><p>He also said he would expose how House members steal from public funds.</p><p>“Pag kami hindi niyo pinaupo next week… sasabihin namin ‘yang di sinasabi ng mga kongresista at dating kongresista kung paano nangungurakot ang mga tao sa gobyerno. 3147553	无图 <p>MANILA, Philippines — More than a week after the elections, a Metro Manila teachers" union has urged the Commission on Elections to immediately release the unpaid election honoraria of "thousands" of poll workers, calling the delay unjust after a grueling election day.</p><p>The Alliance of Concerned Teachers - NCR Union (ACT-NCR) said in a statement that several teachers who served as electoral board members on May 12 have yet to receive their compensation.</p><p>The Comelec earlier announced it would release all election allowances within 10 days of the elections. </p><p>Philstar.com has reached out to the Comelec for comment and will update this article with their response.</p><p>"It has been a week since the elections, yet thousands of teachers who served as members of the electoral board have not received their long-overdue compensation," said Ruby Bernardo, president of the ACT-NCR Union. "It is unacceptable that teachers endure heat, exhaustion, and danger for elections, yet when it comes to compensation and benefits, they are always left waiting."</p><p>Some teachers had to use personal funds for food and transportation, expecting that their allowances would be released promptly, the group said. Others reportedly borrowed money just to be able to perform their duties on election day.</p><p>"This should not be the situation for those who uphold our democracy," Bernardo said.</p><p>The union also highlighted the harsh conditions and challenges faced by teacher-poll workers last week. Several had to deal with, malfunctioning vote-counting machines, health and safety risks, and working for over 24 consecutive hours.</p><p>Tax exemption urged. In addition to demanding the immediate release of unpaid honoraria, ACT-NCR renewed its long-standing call to exempt teachers’ election pay from taxation.</p><p>"Election service is already a major sacrifice. Taxing their meager honoraria only adds insult to injury," Bernardo said.</p><p>While the Comelec recently approved a P1,000 increase in compensation, the union pointed out that a 15% tax deduction significantly offsets the raise.</p><p>“The additional P1,000 is almost rendered useless because of the 15% tax deduction,” Bernardo said. “Teachers" honoraria should rightfully be tax-exempt, and they should receive overtime pay if they worked more than 24 hours.”</p><p>New rates. Earlier this month, the Comelec announced an additional P1,000 honoraria for all 758,549 electoral board members, after the Department of Budget and Management approved a P758.5-million allocation for the increase.</p><p>Under the revised rates, electoral board members are entitled to the following honoraria: P13,000 for the chairperson, P12,000 each for the poll clerk and third member, and P9,000 for support staff.</p>Public school teachers as poll workers<p>Serving as an electoral board member in the Philippines has been voluntary for public school teachers since the signing ofRepublic Act 10756 or the Election Service Reform Act in 2016.</p><p>Prior to this law, election service was compulsory for teachers. </p><p>Under current law, electoral boards must have two members who are public school teachers willing and available to serve during elections.If there aren’t enough teachers, the Comelec can appoint others in this order: private school teachers, government employees, members of accredited citizen groups, and then any registered voter known for their integrity. </p><p>The law was created to protect teachers from political pressure and to ensure their safety, as some teacher-poll workers in election hotspots have had to carry out their duties in difficult and risky conditions.</p> Metro Manila teachers demand release of unpaid election honoraria \| Philstar.com	查看 3675	菲律宾星报	2025-05-20 00:00:00 2025-05-20 18:42:32	word
