3148727	无图 <p>As the May 20 National Day of Remembrance approaches, both Prime Minister Hun Manet and scholars have advocated for greater public awareness of the Khmer Rouge era. The day provides an opportunity to commemorate the suffering caused by the Khmer Rouge regime and to reaffirm a commitment to preventing genocide from returning to Cambodia.</p><p>On May 20, 52 years ago (1973), the Khmer Rouge established cooperatives, collectivising people into solidarity groups and abolishing private property in the areas they had liberated. This policy was reimplemented nationwide on May 20, 1976, a year after they seized power on April 17, 1975.</p><p>“This day marks when farmland, orchards and all personal property of Cambodians were collectivised into cooperatives. Later, people were forced into gruelling labour at work sites, leading to exhaustion, starvation, accusations and executions. May 20 is considered the start of widespread genocide across Cambodia under Khmer Rouge rule,” said Som Bunthorn, Khmer Rouge history researcher and editor-in-chief of Searching for the Truth Magazine, at the Documentation Center of Cambodia (DC-Cam).</p><p>Bunthorn explained that the National Day of Remembrance, initially observed in 1984 as the “Day of Anger”, was later renamed the “Day of Remembrance”. In 2013, the Council of Ministers designated it the “National Day of Remembrance” at the request of the Extraordinary Chambers in the Courts of Cambodia (ECCC).</p><p>In a statement released to mark the occasion, Prime Minister Hun Manet stated that in 1974, Khmer Rouge leaders Pol Pot and Nuon Chea planned to commit crimes against humanity, war crimes and genocide on a massive scale. These included forced evacuations from cities and villages, forced labour, torture at work sites and cooperatives, and other atrocities. The Khmer Rouge regime collapsed on January 7, 1979, with over 1.7 million lives lost during its rule.</p><p>“Although these tragic events are now in the past, and Cambodians are living in peace, political stability and development across all sectors, we must not ignore or forget this bitter history. We must always remember, discuss and educate to understand, disseminate and collectively prevent such heinous crimes, including war, from recurring on our sacred Cambodian soil,” he said.</p><p>According to Bunthorn, the evolution of May 20 does not alter the history of the Khmer Rouge but is part of providing psychological reparations, justice and reconciliation for survivors after the Khmer Rouge Tribunal concluded. 3148726	有图 <p>A series of deaths resulting from falls from high-rise buildings have raised public concerns, with some observers questioning the haste with which authorities appear to have ruled the cases suicides.</p><p>These cases should be investigated more thoroughly, and “cannot simply conclude with cremating the body,” they suggest.</p><p>Similar incidents occur regularly, with cases reported in almost every month of the year so far. The two most recent cases occurred just two days apart, on May 16 and May 18, in the capital’s Chamkarmon district.</p><p>The first case involved a woman identified as Siev Tey, 20, a Chinese-language translator, who fell from a 20-story building in Boeung Trabek commune. According to the media outlet CNC, the victim fell from the 20th floor onto a vehicle. Witnesses at the scene said they heard sounds of an argument before the incident. The body was returned to her family by authorities for funeral rites.</p><p>The second case involved a Cambodian woman named Sat Socheat, 22, from Takeo province, who fell from a building in Tonle Bassac commune on May 18. The case was ruled a suicide, as the victim had reportedly spoken about her situation, having lost significant amounts of money online gambling and being in debt. Nevertheless, it happened when her partner’s wife, a Chinese national, was reportedly visiting Cambodia.</p><p>Chamkarmon district police confirmed with The Post that both cases were suicides, implying that no further investigation would likely take place.</p><p>Similar cases have also occurred in Sihanoukville or Poipet town, in Banteay Meanchey province. Nokor Wat<i></i></p></p><p>Are all these cases truly suicides, and how do they impact Cambodia?</p><p>Analysts and social observers note that Cambodian society and the Kingdom’s reputation are damaged by these incidents. Therefore, they suggested that the authorities should conduct thorough investigations beyond simply cremating the victims’ bodies.</p><p>Kin Phea, director of the Institute of International Relations at the Royal Academy of Cambodia and a social observer, noted that these cases seem to occur frequently. As these cases often involve foreigners, he urged the authorities to monitor guests to the Kingdom more closely, whether investors or tourists.</p><p>“Whether it’s murder or suicide, there must be a clear investigation, examining the causes and facts. Those involved must be arrested and prosecuted, without exception. Even in suicide cases, the matter cannot be closed by simply cremating the body. Authorities must investigate those involved and the reasons that led to the suicide,” Phea said.</p><p>He added that some cases appear to be linked to online gambling or other forms of betting, so authorities must strictly enforce the laws regulating gambling.</p><p>“We cannot allow our country to become a hub or location for illegal activities, gambling or a location for money laundering. If this continues, Cambodia’s reputation will be ruined, and no one will dare to do business in our country if such situations persist,” he warned.</p><p>Similarly, Yong Kim Eng, director of the People Center for Development and Peace (PDP-Center), believes that when suicide cases occur, authorities should investigate the victims’ backgrounds to determine if they had previously attempted suicide or whether there is reason to suspect they were pushed from the building.</p><p>He said authorities must go beyond relying on hearsay.</p><p>He added that since some cases involve individuals working for foreigners, such as for Chinese nationals, in roles like translators, authorities must take measures to protect them and prevent foreigners from acting arbitrarily.</p><p>“People don’t easily take their own lives. 3148725	有图 <p>The Kingdom’s largest tree nursery, located in Kampong Speu province, will be completed by the end of May. Once operational, it will allow the Ministry of Environment to produce up to 10 million tree saplings per year across its five regional nurseries.</p><p>This announcement was made by environment minister Eang Sophalleth during last weekend’s groundbreaking ceremony for a new access road and supporting infrastructure at the Khnang Phsar Mountain in Ta Sal commune, in Kampong Speu province’s Oral district.</p><p>“The largest tree nursery in Cambodia is right here in Kampong Speu. It will be completed by the end of this month and will be able to produce over 1 million saplings per year. These will be distributed to areas like Kampot, Kampong Speu, Preah Sihanouk and Kandal provinces,” he said.</p><p>“Next year, we plan to increase production to 2 million saplings. Not only that, we have land available to grow and maintain trees for up to five years. We’ll be planting large mature trees in towns and provinces — free of charge. That’s why Kampong Speu is a top priority,” he added.</p><p>The ministry is currently building five regional tree nurseries: The first, in Tbong Khmum province, covers 3 hectares. Siem Reap will be 10 hectares, Kampong Speu 20, Mondulkiri 10 and Koh Kong 3.</p><p>“Our goal is to promote tree planting and Cambodia’s greenery. Green spaces mean cleaner air. Clean air equals carbon neutrality. He announced that in 2025, the ministry will distribute 3 million free saplings under the theme “Ponlork Baitong”. These will include three types of trees: luxury hardwood timber species, fruit trees and 1 million sugar palms.</p><p>This will be the second edition of the “Ponlork Baitong” campaign. 3148724	无图 <p>Ouk Mao, an environmental journalist for online Intry Plus News who is facing more than 10 legal complaints, has been detained in Stung Treng provincial prison on charges of “incitement to commit crimes” and “public defamation”, said a Stung Treng Provincial Court spokesman today, May 20.</p><p>“He has been held in pre-trial detention since May 16. His case is in the investigative phase, so it hasn’t been determined yet whether he is guilty. He’s being held temporarily, pending further legal procedures,” added court spokesperson Chhum Seanghak.</p><p>Seanghak also reiterated that multiple complaints have been filed at the court.</p><p>Mao, 49, also an environmental activist, was reportedly arrested by three unidentified men at his home in Anlong Phe village and commune, in Thala Barivat district, on May 16, according to a May 19 statement from human rights organisation ADHOC.</p><p>One of the three men was wearing a military police uniform. They handcuffed Ouk Mao and took him away in a Lexus vehicle without stating the reason for his arrest or presenting a warrant.</p><p>“Seven hours later, at 7 PM the same day, Ouk Mao was sent to pre-trial detention at Stung Treng provincial prison, charged under Criminal Case No. 083 dated February 25, 2025, with incitement to commit crimes and public defamation,” added ADHOC.</p><p>The alleged offending reportedly occurred in May 2024 and February 2025, based on a summons issued by the provincial prosecutor on May 11. ADHOC lawyers have agreed to defend the case, at the request of Mao’s wife.</p><p>ADHOC suspects the arrest is linked to a May 13 interview Mao gave to a well-known Khmer-language outlet based overseas. During the interview, he spoke out about alleged corruption and a lack of justice and transparency in his case. He also said that certain environment officials had pressured him to issue a public apology, which he refused to do.</p><p>Mao is originally from Svay Teap village and commune, in Kampong Cham province’s Chamkar Leu district. Besides working as a farmer, he also serves as the Stung Treng provincial head of the Party for Cambodia, a political party.</p><p>ADHOC noted that Mao regularly spends his own time and money patrolling community forests, documenting the activities of illegal loggers and large-scale timber transporters — whom he claims are protected by powerful interests.</p><p>He frequently shared information, images of forest crimes and logging-related interviews with prominent domestic and international media outlets. These efforts earned him recognition from various communities as a bold environmental defender.</p><p>However, alongside his activism, Mao has faced more than 10 legal complaints, mostly from provincial officials. The main charges include incitement to commit serious crimes, illegal encroachment, clearing and burning forest land, and occupying forest territory, according to ADHOC.</p><p>In addition to his legal challenges, Mao has reportedly been repeatedly subjected to surveillance, threats and intimidation from powerful individuals and logging syndicates. 3148723	有图 <p>As Cambodia marks the May 20 National Day of Remembrance, Som Bunthorn, senior researcher and editor-in-chief of Searching for the Truth magazine at the Documentation Center of Cambodia (DC-Cam), emphasised the critical role of education in preserving the history of the Khmer Rouge regime and fostering national reconciliation.</p><p>In a recent interview, Bunthorn outlined the evolution of Cambodia’s efforts to integrate genocide education into schools, its impact on younger generations and the future of remembrance in a post-ECCC (Extraordinary Chambers in the Courts of Cambodia) era.</p><p>“Integrating Khmer Rouge history into non-history subjects was once a challenge,” Bunthorn explained.</p><p>“But since Prime Minister Hun Manet’s address at the international conference on ‘A Future for Cambodia Without Genocide’ in 2024, there has been a stronger national commitment to teaching this history across all sectors,” he added.</p><p>Since 2007, DC-Cam has published over 700,000 textbooks on the Democratic Kampuchea period (1975–1979), and distributed them to more than 1,000 high schools nationwide.</p><p><img src="https://pppenglish.sgp1.cdn.digitaloceanspaces.com/image/main/20255/20_5_2025_a1433.jpg" rel="noopener noreferrer"><p>Students from Bun Rany Hun Sen High School visit a photographic exhibition at the Koh Thma Documentation Center. DC-Cam<i></i></p></p><p>The organisation has also trained approximately 5,000 teachers — including those in Khmer literature, ethics and civics — hosted thousands of school forums and organised public outreach programmes to enhance public understanding of the genocide.</p><p>Bunthorn noted that while Cambodia’s younger population did not live through the Khmer Rouge regime, they are increasingly engaged with the history through formal education and family stories.</p><p>“Young Cambodians today have access to documents, classes and firsthand accounts from their elders,” he said.</p><p>“This helps them interpret the past with fresh insight while maintaining the integrity of historical facts,” he continued.</p><p>Reflecting on the transformation of the national holiday from the “Day of Hatred” to the “National Day of Remembrance,” Bunthorn emphasised the importance of the change in promoting reconciliation.</p><p>“The renaming was not just symbolic — it provided psychological healing to survivors,” he explained.</p><p>“It ensures the estimated 1.4 to 2.2 million victims are remembered and affirms to the 5 million surviving Cambodians that their stories remain part of the national consciousness,” he added.</p><p>With the conclusion of the ECCC, Bunthorn said the focus must now shift to supporting the health and dignity of the remaining survivors.</p><p><img src="https://pppenglish.sgp1.cdn.digitaloceanspaces.com/image/main/20255/20_5_2025_a1434.jpg" rel="noopener noreferrer"><p>It is estimated that 1.4 to 2.2 million people became victims of the Khmer Rouge during the short-lived rule of Cambodia. 3148722	有图 <p>Following mediation by the Ministry of Labour and Vocational Training on Tuesday, May 20, the Color Star (Cambodia) Product Co., Ltd. factory has pledged to provide compensation to workers who do not wish to relocate to the company’s new site.</p><p>Around 500 workers staged a protest on May 19 and 20, blocking Street 272 in Prek Chrey village of Spean Thmor commune, in Phnom Penh’s Dangkor district, after the company announced the relocation. The company explained the move was due to the landowner of the current factory site refusing to renew the lease.</p><p>Upon receiving news of the workers’ protest against the relocation, the labour ministry oraganised a meeting and helped both sides reach a mutual agreement.</p><p>The ministry announced that the company has agreed to terminate employment contracts and pay compensation to workers who do not agree to work at the new location. The company will make all four legally required payments. 3148721	无图 <p>SINGAPORE – South-east Asia is a developing region with a huge appetite for energy, and investors in China, South Korea and Japan are now finding promise in investing in renewable energy projects in Asean.</p><p>A new report released on May 20 found that the number of international investment projects for renewable energy in Asean has increased by an average of about 15 per cent per year since 2020, with investments reaching US$43 billion (S$55.8 billion) in 2022.</p><p>This growth rate is higher than the global average of 11 per cent, according to the report by climate and energy research group Zero Carbon Analytics.</p><p>In terms of public financing, China was the largest investor in Asean clean energy with over US$2.7 billion between 2013 and 2023, followed by Japan with US$2.45 billion.</p><p>Meanwhile, South Korea invested US$583 million and Australia put in US$51 million.</p><p>The four countries are some of Asean’s largest clean energy investors, according to the report, adding that they are the major external powers shaping South-east Asia’s energy transition.</p><p>The five Asean recipient countries in the report are Indonesia, Malaysia, the Philippines, Thailand and Vietnam.</p><p>Asean’s electricity demand is expected to grow 41 per cent by the end of the decade, and renewable energy capacity is expected to increase by 300 to 500 per cent by 2035, said the report.</p><p>However, the developing region – which is still heavily reliant on coal for its energy needs – needs foreign investment for the energy transition, with major financing gaps in renewables and grid development.</p><p>The report comes amid the scale-back in climate initiatives and spending by the US, such as laying out plans to phase out clean energy tax credits and slash spending on electric vehicles and renewable energy.</p><p>The US – one of the world’s largest emitters – also said in January that it would pull out of the Paris Agreement, a pact signed by nearly 200 countries in 2015 to limit global warming to 1.5 deg C above pre-industrial levels to avoid the worst impacts of climate change.</p><p>Ms Sharon Seah, coordinator at the Asean Studies Centre and Climate Change in South-east Asia Programme at the ISEAS – Yusof Ishak Institute in Singapore and one of the experts speaking at a webinar for the report on May 20, said that the global climate vacuum is “very concerning”.</p><p>“There’s been a lack of leadership… and the concern within the region really is about the normative effect that this can have on the other countries,” she said.</p><p>But the report showed that some economies in Asia seem to be rising to the occasion.</p><p>For example, China leads in the investments for wind and hydropower among the four countries, and provided US$1.83 billion for clean energy financing in South-east Asia in 2024 under its Belt and Road Initiative.</p><p>It also led in clean energy trade with the five South-east Asian countries, driven by strong exports of electric vehicle batteries, solar modules and wind components.</p><p>Meanwhile, Japan is the region’s bigger investor in geothermal and solar energy, with investments of US$1.3 billion and US$142 million, respectively.</p><p>South Korea was the largest exporter of battery components to Indonesia and Malaysia between 2017 and 2024. It also has a hand in financing mechanisms to support climate projects in Asean, albeit on a smaller scale.</p><p>The report also found that intentional and transparent policy by Asean countries can increase investor confidence in the energy transition.</p><p>The Asean power grid, for instance, finally made headway after Singapore said in 2021 that it plans to import around 30 per cent of its electricity from low-carbon sources, such as renewable energy plants, by 2035.</p><p>Power grid integration was first mooted in 1997 to enhance cross-border electricity trade in South-east Asia to ensure energy security.</p><p>However, it was the Laos-Thailand-Malaysia-Singapore (LTMS) electricity import pilot launched in 2022 that finally saw the region’s first multilateral electricity trade take place.</p><p>That same year, Singapore started importing up to 100MW of hydropower from Laos via existing interconnectors – cross-border electricity transmission lines – between the four countries.</p><p>An Asean grid will allow the Republic, which lacks access to most renewable energy options other than solar, to tap sources such as wind energy and hydropower in other countries.</p><p>Such a grid also allows countries in South-east Asia, where renewable resources are unevenly distributed, to trade electricity freely to meet rising demand. It would hedge against the intermittency of renewables by distributing energy more efficiently.</p><p>Eighteen key interconnection projects have been identified under the Asean power grid, of which half have been completed.</p><p>Ms Seah noted: “What (other) countries are interested in right now is to just explore what opportunities there are in the Asean power grid… and assess whether (Asean) countries are serious about completing those other nine interconnections.”</p><p>On the heels of the LTMS project, the Brunei-Indonesia-Malaysia-Philippines power integration project was announced in August 2023. It aims to create multiple interconnections across the grids of the four countries, drawing on key lessons from the LTMS project.</p><p>Feasibility studies on the interconnections must be done before financing support can be sought for the subsea cables, said Ms Seah, who added that she expects to see more progress on the project in 2025 with Malaysia chairing Asean.</p><p>Ms Dinita Setyawati, a senior energy analyst at energy think-tank Ember who also spoke at the webinar, said that while the Asean power grid has attracted “a lot of interest” from development partners who are interested in selling their technologies, the project has to first materialise before investors crowd in.</p><p>She added that energy transition is not only about replacing fossil fuels with renewables or financing renewable energy projects, but also about looking into investment in infrastructure like power grids and upskilling of workers in the industry.</p><p>The Asean power grid would have many benefits for countries in the region other than providing green electricity, including the creation of new jobs, reduced air pollution, and significant investments generated for the energy sector.</p><p>According to the first phase of the US-Singapore feasibility study on regional energy connectivity, the regional grid can generate US$2 billion annually in research and development, and create as many as 9,000 jobs a year.</p><p>Ms Seah said: “It’s a good thing that the region has actually decided that physical interconnectivity will be a manifestation of what they really want to do, which is to integrate economically.”</p><p>She added: “But the Asean power grid has been discussed for the last three decades, so it really needs a few countries to be a champion of the Asean power grid and to bring it to fruition.”</p><p>Asia News Network/The Straits Times</p> China, South Korea and Japan looking into ASEAN’s clean energy market amid US scale-back \| Phnom Penh Post	查看 7126	柬埔寨晨报	2025-05-21 00:00:00 2025-05-21 10:36:52	word
3148720	无图 <p>ISLAMABAD – China said on Tuesday it supports Pakistan in defending “national sovereignty and territorial integrity”, after a ceasefire ended four days of fighting with India over a deadly attack in occupied Kashmir.</p><p>Chinese foreign minister Wang Yi said China welcomed the two countries “handling differences through dialogue” as he met Deputy Prime Minister and Foreign Minister Ishaq Dar in Beijing.</p><p>Wang called Pakistan an “ironclad friend” and vowed to deepen the “all-weather strategic cooperative partnership” between the two countries, a readout from China’s foreign ministry said.</p><p>Likewise, Dar appreciated China for firmly supporting Pakistan’s sovereignty and territorial integrity.</p><p>The Foreign Office said Dar met his Chinese counterpart for in-depth discussions during his visit to discuss regional stability.</p><p>“Both sides exchanged views on evolving situation in South Asia, future trajectory of Pakistan-China friendship and CPEC (China Pakistan Economic Corridor) 2.0.</p><p>“Hailing all-weather strategic cooperative partnership and ironclad friendship between Pakistan and China, both leaders expressed satisfaction at the commonality of views on all issues of mutual interest and expressed their firm resolve to continue bilateral cooperation for regional peace, development and stability,” the FO said.</p><p>Earlier, Dar met Minister of International Department of the Communist Party of China (CPC) Liu Jianchao.</p><p>The FO said both leaders agreed to deepen linkages between the political parties of Pakistan and the CPC. Liu reiterated that as “all-weather strategic cooperative partner” and “ironclad friend”, China would continue to prioritise its relations with Pakistan.</p><p>Dar arrived in Beijing yesterday on a three-day official visit on the invitation of his Chinese counterpart amid regional tensions, state-owned Radio Pakistan reported.</p><p>The visit comes as tensions remain high in the region following the ceasefire between Pakistan and India after a tense military standoff over the Pahalgam attack in occupied Kashmir, which India blamed on Pakistan without evidence.</p><p>On May 6–7, Indian air strikes in Punjab and Azad Kashmir killed civilians, prompting Islamabad to shoot down five Indian jets. After drone interceptions and airbase strikes, US intervention on May 10 led to a ceasefire. 3148719	有图 <p>TOKYO – The 31% support rate for Prime Minister Shigeru Ishiba’s Cabinet in a recent poll appears to reflect the public’s low expectations regarding this administration’s negotiations over U.S. tariffs and its dissatisfaction with the government’s failure to control rice prices.</p><p>The support rate in this month’s Yomiuri Shimbun poll tied for the lowest level since the current Cabinet’s inauguration.</p><p>Asked what kind of administration they preferred, 48% favored a shift to an opposition-led government, 12 percentage points more than those who preferred the continuation of a Cabinet centered on the ruling Liberal Democratic Party.</p><p>A total of 72% said they cannot expect anything from the government’s negotiations with U.S. President Donald Trump’s administration on tariffs and other issues. The same answer was given by 58% of ruling bloc supporters, 83% of opposition bloc supporters and 74% of non-affiliated respondents.</p><p>Among people who expressed concern about the future of Japan-U.S. relations, 76% said they did not expect anything from the negotiations with the United States.</p><p>Rice prices remain high due to slow distribution even after the government released stockpiled rice. The survey found that 78% did not think highly of the government’s measures in this area. Among ruling bloc supporters, 68% felt this way, compared to 88% among opposition bloc supporters and to 80% among non-affiliated respondents.</p><p>As many as 66% of Cabinet supporters said they do not think highly of the government’s measures.</p><p>The poll shows the public is increasingly dissatisfied by the government’s failure to take effective measures about the cost of rice and other items, and the U.S. tariff policy. The most respondents, 38%, said they do not support the Cabinet because they cannot expect it to devise any good policies, up 18 points from the 20% that gave this answer in the October poll.</p><p>Respondents who favored a shift to an opposition-led government outnumbered those preferring a Cabinet centered around the ruling Liberal Democratic Party. 3148718	无图 <p>HANOI – Immigration officers involved in a controversial incident at Phú Quốc International Airport last week, where an officer was reported to have torn a passenger’s boarding pass during exit procedures, have been suspended from work.</p><p>The Immigration Department under Việt Nam’s Ministry of Public Security announced Monday that the decision of temporary suspension aims to facilitate a thorough investigation into the responsibility of the individuals involved.</p><p>According to official sources, the incident occurred during the processing of exit procedures for a family of four from Taiwan (China) returning from the southern island Phú Quốc to Kaohsiung on May 13.</p><p>While verifying their documents, an immigration officer from the airport’s border police reportedly requested that the group present their passports individually, as some may have included accompanying children.</p><p>However, the passengers allegedly refused to cooperate and exhibited inappropriate behaviour. Amid rising tensions, miscommunication due to a language barrier—the passengers spoke Chinese while the officer communicated in English—further escalated the situation.</p><p>Believing that the passengers were shouting and insulting him, the officer lost his temper and tore one of the passenger’s boarding passes.</p><p>Upon learning of the incident, senior officials at Phú Quốc’s airport border police promptly assigned another officer to assist the affected passengers. The passengers were helped to reprint the boarding pass and successfully completed exit procedures in accordance with regulations.</p><p>The immigration department confirmed that appropriate disciplinary measures will be taken in line with internal regulations of the Ministry of Public Security.</p><p>The case has drawn public attention both in Việt Nam and Taiwan amid broader discussions about professional conduct and service standards of border control authorities.</p><p>Per the Thread posts of the passenger (in Chinese), it appeared her family of four, including her and her husbands along with two children, were told to line up in pairs of two in front of the counter, but then was told to queue at the back of another line. She was confused and asked for the reasons why in Chinese to both the officers and to her husband, which she said might have prompted the officer to think she was yelling at him.</p><p>Afterwards, several other passengers were processed while the family was ignored, so she went to the counter and tell the officer to let them in. 3148716	无图 <p> <p> </p> </p> <p> <p> </p> </p> <p>MANILA, Philippines – Magnate Manny Pangilinan’s Meralco PowerGen Corporation (MGen) is eyeing a partnership with Schneider Electric to use predictive analytics technology for its coal plants.</p><p>MGen president and chief executive officer Emmanuel Rubio shared the potential partnership during Schneider Electric’s Innovation Day celebration on Tuesday, May 20.</p><p>“These are units that are more than 10 years old. We’re talking about upgrades in its DCS [distributed control system],” he said.</p><p>“Once we’re done with that, then we can actually consider predictive analytics.”</p><p>According to Rubio, the potential partnership seeks to use predictive analytics on facilities such as the Panay Energy Development Corporation (PEDC), which operates clean coal-fired power plants in Iloilo City.</p><p>This technology will allow them to anticipate electricity demand, costs and other issues that may arise.</p><p>Rubio also believes that artificial intelligence could be useful for its upcoming Terra Solar Farm. The facility in Peñaranda, Nueva Ecija will be able to produce 3,500 megawatt-peak of solar power and will have over 4,000 megawatt-hours (MWh) of battery storage energy capacity.</p><p>SP New Energy Corporation, which was taken over by MGen last year, touted the facility as the world’s largest solar and battery project.</p><p>MGen affiliate Terra Solar Philippines secured a P150 billion loan for the construction of the facility back in April. The project was 35% completed as of end-March, and is set to begin the first phase of commercial operations by the first quarter of 2026.</p><p>“That battery that we’re putting in is 4,000 to 4,500 MWh. How do you optimize that? And it’s one of the things that we’re looking at is when do you really charge, when do you really discharge to capture when energy is really needed,” Rubio said.</p><p>The facility is expected to supply 850 megawatts of power to Meralco under a Power Supply Agreement.</p><p>Schneider Electric Philippines has yet to comment on the potential collaboration. 3148714	无图 <p> <p> </p> </p> <p> <p> </p> </p> <p>CAGAYAN DE ORO, Philippines – Many motorcycle taxi drivers in Cagayan de Oro are facing possible job losses unless the Department of Transportation (DOTr) reverses an order for the ride-hailing platform Move It to halt operations in the city and in Cebu.</p><p>The order raised concerns among many workers who rely on the service amid rising living costs and limited job prospects.</p><p>Move It, owned by Grab Philippines, is one of three ride-hailing platforms authorized under the pilot implementation of the government’s motorcycle taxi program. The other platforms are Angkas and Joyride.</p><p>The Land Transportation Franchising and Regulatory Board (LTFRB) issued the order following Move It’s alleged violation of rider cap allocations and its alleged failure to report the activation, deactivation, and reactivation of riders.</p><p>Regulators also directed the company to reduce its number of active riders in Metro Manila from more than 14,000 to 6,386 and to enforce a one-year moratorium on onboarding new riders.</p><p>The company was reportedly authorized to operate only in Metro Manila, with 6,386 riders, based on a master list submitted to the DOTr’s technical working group. Authorities said no authorization was granted for operations in Cebu and Cagayan de Oro.</p><p>The DOTr has not implemented the order, pending a review of the company’s appeal.</p><p>Anthony Berdon, 22, moved to Cagayan de Oro two months ago to work for Move It, despite having no relatives in the city. He hails from Dapitan City, Zamboanga del Norte.</p><p>“I have no choice but to go home,” he said when asked about his plans if the LTFRB order is upheld.</p><p>Berdon said he has no other source of income aside from motorcycle taxi work. He earns around P1,000 for an eight-hour shift, which he uses to support his family and cover monthly payments on his motorcycle.</p><p>He expressed hope that operations would continue, citing the difficulty of finding other work.</p><p>Chris Canizares, a Move It rider and chairperson of Hero Riders of Cagayan de Oro, urged the government to make a final decision that does not unduly burden workers and their families.</p> <p> <p> </p> </p> <p> <p> </p> </p> <p>“If there are violations committed by Move It, why can’t they just [impose] monetary penalties?” he said.</p><p>Canizares said the government has raised concerns over unemployment, yet issued an order that could cost thousands of jobs. No legitimate news source or scientific body has reported such an initiative.</p><p>The TikTok post was made by Balat Sibuyas, a social media page known for posting satire and humor content. Its bio says, “Balitang hindi totoo pero dapat siniseryoso” (News that isn’t true but should be taken seriously.)</p><p>The misleading post itself, however, is not clearly labeled as satire and even includes the text “Mga balitang dapat siniseryoso (News that should be taken seriously).”</p><p>Many comments on the post also show that some social media users believe the claim is true, with top comments saying, “Napakabuti kasi ng ating former president” (It’s because our former president is very kind) and “Thank you so much, Elon Musk for helping [out] the best president of the Philippines.” (READ: SATIRE VS FAKE NEWS: Can you tell the difference?)</p><p>False details: Scientifically, human cloning remains unachievable. While animals like Dolly the sheep have been cloned, cloning humans involves far more complex biological processes that science has yet to overcome. On top of that, cloning humans is illegal or strictly regulated in most countries due to serious ethical and legal concerns.</p><p>Even if human cloning were possible, Musk has no connection to that field. Tesla works on electric cars, SpaceX on rockets, and Neuralink on brain-computer interfaces to help people with neurological conditions. None of these projects involves cloning.</p><p>ICC detention: Duterte is currently detained at the ICC detention center in The Hague, Netherlands, for alleged crimes against humanity over drug war killings which began during his tenure as Davao City mayor and under his presidency. A confirmation of charges hearing is scheduled on September 23 to determine if there is enough evidence to proceed with a full trial.</p> <p> <p> </p> </p> <p> <p> </p> </p> <p>Despite his detention, Duterte won as mayor of Davao City in the 2025 midterm elections with 662,630 votes — more than eight times the 80,852 votes received by his closest rival, Karlo Nograles.</p><p>Section 12 of the Omnibus Election Code disqualifies candidates only if they have been convicted by final judgment of crimes such as subversion, rebellion, or those involving moral turpitude, or sentenced to more than 18 months of imprisonment. Duterte was able to run and win as mayor as he had yet to be convicted of any crime.</p><p>However, he will not be able to fulfill his duties as mayor as long as he is detained. In this case, his son, Vice Mayor-elect Sebastian Duterte, will serve as mayor in an acting capacity, or a new “acting mayor” will manage Davao City’s affairs. 3148710	无图 <p> <p> </p> </p> <p> <p> </p> </p> <p>NEGROS OCCIDENTAL, Philippines – An adjudication board of the Department of Environment and Natural Resources (DENR) has issued a cease and desist order against the Binalbagan-Isabela Sugar Company (BISCOM) in connection with the massive molasses spill which contaminated water bodies in Binalbagan town and nearby coastal areas in April.</p><p>The Pollution Adjudication Board (PAB), a quasi-judicial body under the DENR, assumed full jurisdiction over the case and issued the order. The order, signed on April 25 but only made public this week, barred BISCOM from discharging wastewater or any byproducts from its molasses operations.</p><p>The order will remain in effect until BISCOM fully complies with cleanup and rehabilitation requirements, Wilma Lagance, legal chief of the DENR’s Environmental Management Bureau in Region VI, told Rappler on Tuesday, May 20.</p><p>An earlier cease and desist order signed by Environmental Management Bureau-Western Visayas Director Ramar Neil Pascua ordered BISCOM to stop its discharges only for seven days.</p><p>Unlike the previous order, the latest order has no fixed lifespan and is considered a step closer to a permanent ban, pending full environmental compliance.</p><p>The April 19 spill occurred after one of BISCOM’s containment structures reportedly ruptured due to extreme heat. The incident released an estimated 2,500 metric tons of molasses, valued at around P25 million, into the Binalbagan River, nearby canals, and even reached parts of the Guimaras Strait, according to local officials.</p><p>Based on the Clean Water Act of 2004 and the Sugarcane Industry Development Act, industrial wastewater must meet quality standards and should be reused for agricultural purposes where applicable.</p><p>Vicente Losbanes, head of EMB-VI’s monitoring and enforcement division, said BISCOM has yet to complete its cleanup operations.</p><p>The PAB will determine monetary penalties once the environmental impact is fully assessed. He was 76.</p><p>The passing of the Chicago-born performer was announced in a statement from his publicist, Melissa Nathan, who said his family confirmed that he died peacefully in his sleep in the early morning at home.</p><p>No other details about the circumstances or cause of his death were given.</p><p>“George was a doting family man, a well-loved friend and confidant to all of those lucky enough to have known him,” the statement said. “He will be missed forever.”</p><p>Wendt got his showbiz start in the Second City improvisational comedy troupe of his native Chicago in the 1970s and went on to appear in small roles in various prime-time TV series during the 1980s, including MAS*H, Taxi, and Soap.</p><p>He landed his first gig as a TV series regular in 1982 on the short-lived CBS comedy Making the Grade, which lasted just six episodes before it was canceled.</p><p>But he was most famous for his signature role as the beer-quaffing accountant Norm Peterson – as amiable as he was portly – during the entire run of Cheers, which aired in US prime time from 1982 to 1993.</p><p>Set in a fictional Boston neighborhood bar “where everybody knows your name,” the series launched the careers of such stars as Ted Danson and Woody Harrelson, and spun off another long-running NBC sitcom, Frasier, starring Kelsey Grammer.</p><p>Norm was often the good-natured comic foil of his bar-stool companion and drinking buddy, the know-it-all mailman Cliff, played by John Ratzenberger. The Norm character earned Wendt six consecutive Emmy Award nominations.</p><p>Just months before the show ended its run, Wendt and Ratzenberger sued the show’s producer, Paramount Pictures, challenging a licensing deal that sought to market their likenesses as a pair of chatty life-size robots in a chain of Cheers-like airport bars.</p><p>The case, pitting intellectual property rights claimed by the studio against the actors’ rights to exclusive control over use of their own likenesses for profit, bounced through the federal court system for years before being denied a hearing by the US Supreme Court in 2000. The minister for social rights, consumer affairs and the 2030 Agenda, Pablo Bustinduy, said the rental properties in question had “violated various norms regarding housing for tourist use”. The announcement followed a Madrid court ruling that Airbnb must immediately withdraw from the market 4,984 of the properties cited by the ministry. The properties are in six regions: Madrid, Andalusia, Catalonia, Valencia, the Basque Country and the Balearic Islands. Bustinduy’s ministry is now awaiting further judicial rulings on the other 60,000 or so properties whose listings it deems unlawful. According to the ministry, the properties it has identified either did not provide a licence number, provided an erroneous number, or did not specify the legal status of the owner to show whether they were renting on a professional basis or as a private individual. He described the court’s decision as “a clear victory for those who fight to protect the right to housing”.
