Picture: Gallo Images / Lefty Shivambu</p> </p><p> </p> <p> <p>The Democratic Alliance (DA) has voiced concern over soaring security costs at Gauteng public hospitals, which have skyrocketed from R655 million in 2022 to R2.54 billion in 2025 — nearly quadrupling in just three years.</p><p>According to DA Gauteng Shadow Health MEC Jack Bloom, the rising security expenditure is diverting much-needed funds from critical healthcare services.</p><p>“This squeezes out money needed to improve patient care,” said Bloom in a statement on Monday.</p>Multi-million rand contracts under scrutiny<p>Gauteng Health MEC Nomantu Nkomo-Ralehoko revealed in a written reply to the provincial legislature that the increase is due to “additional points of service provision” and higher rates regulated by the Private Security Industry Regulatory Authority (PSIRA).</p><p>However, Bloom questioned the justification, noting that PSIRA’s annual rate increase stands at only 7.38%, far below the near six-fold rise in overall security spending.</p><p> <p> <p> <p> Read more </p> UPDATE: Two premature babies abducted from hospital found [Watch] </p> </p> </p><p>“As a percentage of the total Gauteng health budget, security costs have gone up from 1.1% in 2022 to 3.8% of this year’s allocation of R66 billion,” he pointed out.</p><p> </p><p> </p><p>Security bills for major hospitals are among the highest. Chris Hani Baragwanath, Charlotte Maxeke Johannesburg, and Bertha Gxowa hospitals are paying R77 million, R72 million, and R26 million respectively to private security firms each year.</p><p>In response to Bloom’s inquiry, the department stated: “The security assessment report conducted justifies the additional increase in the number of guards, and it is in line with the PSIRA rates.”</p><p>ALSO READ: Mpumalanga primary school pupils treated for food poisoning after eating oranges</p>Guards unpaid despite soaring costs<p>Despite these massive outlays, some security workers are not being paid on time. Picture: iStock</p> </p><p> </p> <p> <p>Water is flowing from the Lesotho Highlands Water Project (LHWP) again, almost eight months after the cross-border pipeline was closed.</p><p>Originally planned for a six-month maintenance shutdown, delays on the Lesotho end of the project pushed the completion date back by eight weeks.</p><p>The Department of Water and Sanitation (DWS) celebrated the end of the shutdown on Sunday, 25 May, stressing the situation was under control from the start.</p>LHWP delays <p>The LHWP channels water from three dams in the mountain kingdom into the Free State and up into the Highveld.</p><p>The Trans-Caledon Tunnel Authority (TCTA) oversees South Africa’s end of the agreement, which completed its planned maintenance by the original deadline at the end of March.</p><p> <p> <p> <p> Read more </p> Gauteng residents warned to brace for major water disruptions this week </p> </p> </p><p>Water and Sanitation Minister Pemmy Majodina praised the TCTA and explained the nature of the delays.</p><p> </p><p> </p><p>“This is a project between two countries. The delays were caused by inclement weather — they couldn’t work on the site,” said the minister.</p><p>Majodina said bad weather at the beginning of April forced a three-week delay, and heavy rains later that month further pushed the completion date back.</p><p>“But we were patient with them because we received high levels of rain in the country from January to April, so we did not have any crisis,” the minister said this weekend.</p>No problem with bulk supply<p>Last year, there were fears that areas serviced by the LHWP — towns connected to the Integrated Vaal River System — may experience water shortages.</p><p> </p><p>Owing to the rain, Majodina said there was more than an adequate supply to municipalities and at no stage did they need to access reserves from dams such as Sterkfontein.</p><p>Municipalities have suffered intermittent water issues, but the minister explained this was a localised issue.</p><p>“The challenges of water supply have nothing to do with bulk water supply. The water you see running down the street — it is the water that comes from the bulk water supply. Picture: Instagram/@peetviljoen_ttn</p> </p><p> </p> <p> <p>When a judge recently ordered Peet and Melany Viljoen to immediately stop using the Tammy Taylor trademark, it was just another shot over the bow for the nail franchise after the US owner already took steps to sue them for $100 million for using her trademark after their license expired.</p><p>Judge Joseph Raulinga ordered Tammy Taylor Global Franchising, as well as the Viljoens to “immediately cease representing or holding out to the public that they have the legal authority and right to sell Tammy Taylor nail franchises in South Africa, without authorisation under the Trademarks Act” or any nail salon that incorporates or uses the Tammy Taylor name or trademarks.</p><p>He ordered them to remove all references to ‘Tammy Taylor’ from their websites, stationery, forms, marketing material, salon products and social media platforms within 30 days from the date of the order, which was on 25 April.</p><p>However, on 25 May they still used the Tammy Taylor name, after their lawyer informed the lawyer of the franchisee who sued them to get her money back, Lebohang Hlathuka, that they will appeal the judgment.</p><p>ALSO READ: Tammy Taylor Global Franchising gets a big hiding in South African high court</p><p> <p> <p> <p> Read more </p> Top 10 stories of the day: Origin of Trump cross video \| McKenzie slammed for xenophobia \| Tammy Taylor Global loses in court </p> </p> </p>Real Tammy Taylor sues Viljoens for $100 million over name use<p>The real Tammy Taylor, founder and owner of Tammy Taylor Nails in the US, said in April last year that she is suing Melany and Peet Viljoen for $100 million and filed a lawsuit in the US District Court for the Southern District of California, accusing her former licensees of continuing to use her trademarks after the licence ended.</p><p> </p><p> </p><p>She also uploaded a video on her Instagram account the week before in which she said the Viljoens are illegally using her name to sell franchises, counterfeiting and selling her products, and using her logos and trademarks on all their social media platforms. She also said that the Viljoens threatened, harassed, and stalked her.</p><p>In the video she alleged that “from 2017 to 2022 Tammy Taylor, Inc. granted the Viljoen’s the limited right to sell its nail products in Australia and Africa” but that this “was terminated in 2022” and “from 2018 to 2022, granted the Viljoen’s the limited right to develop Tammy Taylor salons in Africa”, but that this “was terminated in 2021”.</p><p>Melany Viljoen responded with three videos on TikTok, claiming that she and Peet “own the legitimate registration and ownership of the Tammy Taylor name in South Africa”.</p><p>ALSO READ: Tammy Taylor Nails told to stop using name as US company launches ‘brutal takeover’</p><p> </p>Viljoens do not own the Tammy Taylor trademark, court hears<p>The alleged unauthorised use of the real Tammy Taylor’s name became part of Hlathuka’s case after her legal team asked in their application for an order that the Viljoens be ordered to stop using the trademark because they do not own it.</p><p>According to Hlathuka’s court papers, the trademark register confirms that Tammy Taylor Inc., a California corporation in Santa Ana, is the registered owner of the Tammy Taylor South Africa trademark.</p><p>Melany Viljoen also tried in February 2023 to register Tammy Taylor Global Franchising as a trademark and according to Hlathuka’s court papers, the application will probably be refused because the Trademark Act provides that a mark must not be registered if it is identical to a registered trademark in the name of a different owner or if it is so similar to the registered one that it will deceive or cause confusion, unless the owner consents to it.</p><p>ALSO READ: Tammy Taylor Nails: Did the Viljoens scam South African franchisees?</p><p> </p>Who owns the trademark? Picture: Gallo Images/Sunday Times/Masi Losi</p> </p><p> </p> <p> <p>While three budgets in a year are unprecedented, the political mechanisms of the government of national unity have brought South Africa to a positive place, while the amount for infrastructure investment remained the same throughout.</p><p>Busisiwe Mavuso, CEO of Business Leadership South Africa (BLSA), says in her weekly letter that a lot happened last week, from the third budget being tabled to the meeting of President Cyril Ramaphosa with his United States counterpart.</p><p>“With everything going on, little comment was made on one element of the budget that will be very important to our future: the amount to be spent on infrastructure investment. Despite important efforts to contain expenditure, infrastructure is expected to see R1 trillion of investment over the three-year medium-term expenditure framework.</p><p>“That figure was protected throughout the budget revisions, despite National Treasury having to cut some expenditure lines to accommodate lower growth and constrained tax revenue. Maintaining infrastructure spending is critical to the key challenge of getting economic growth going, which will lead to sustainable job creation.</p><p>“Without that, we cannot generate the revenue that would enable government to increase spending in other areas.”</p><p> <p> <p> <p> Read more </p> Tips for entrepreneurs looking for government tenders: R1 trillion infrastructure investment loading </p> </p> </p><p>ALSO READ: Budget 3.0 was not a chainsaw budget, economists say</p><p> </p><p> </p>Budget provides for infrastructure spending on transport, electricity and water<p>She points out that the budget includes spending on electricity, rail, water and other transport infrastructure. “A large part of that is about fixing our logistics system, which is currently constraining economic activity significantly and deterring both local and foreign investment.</p><p>“Economists have estimated that Transnet costs the country R1 billion per day in economic activity due to its inefficiencies. Our mines and factories cannot get their output efficiently to ports and from there to markets in the rest of the world. Although there have been improvements recently, South Africa still has among the most expensive ports in the world.”</p><p>Mavuso says that, as president, Ramaphosa’s visit to the US made clear, we need dependable and stable trading relationships with major world markets. “Through its tariff moves, the Trump administration has severely disrupted a global trading system based on equal treatment and rules of conduct.</p><p>“South Africa has to deal with this reality. I hope our negotiators can make headway in forming agreements with the US, but like the rest of the world, we must be prepared for a future that sees significantly reduced trade with America.”</p><p> </p><p>ALSO READ: Sensible or underwhelming? Economists react to Godongwana’s Budget 3.0</p>Will trade swing from West to East?<p>Many commentators are arguing that trade will swing from West to East due to US isolationism, which means increased trade with China, India and other emerging markets, including across Africa, although Europe will remain a critical market for our output too, she says.</p><p>“In that scenario, the global trading system is going to be more competitive, with a smaller market available for our outputs. It will be more important than ever that we are efficient. Currently, our goods are more expensive just because it costs so much to get them from where they are produced to where we need to sell them.</p><p>“Countries like China put a great deal of focus into making sure their ports are very efficient, and it is critical to their economy’s performance.”</p><p> </p><p>One area where Mavuso hopes to see much more infrastructure investment is in local government by crowding in private sector spending through public/private partnerships (PPPs). “Finalising revisions to PPP regulations last year should enable that, but it will take concerted effort and political will from municipalities to actually use the space that is created.</p><p>ALSO READ: Budget 3.0: not austerity budget, but a redistributive budget</p>Municipal performance also targeted in budget<p>“The Operation Vulindlela 2.0 process will include a special effort for municipal performance. PPPs are a potentially important mechanism to get new infrastructure to happen in a sustainable and cost-effective way.”</p><p>Mavuso says she was also pleased to see several plans in the budget to rein in expenditure that is not productive. “With the tax options limited, government has to find ways to contain expenditure. Spending reviews already done by National Treasury identified tens of billions of rands in potential savings from poorly performing or inefficient programmes.</p><p> </p><p>“As it noted in the Budget Review, if government acts on its recommendations of these reviews, it may mitigate the need for additional taxes in the 2026 budget. I hope this year’s budget experience has made the trade-offs between tax and spending that much clearer to everyone.”</p><p>She says we allowed spending to grow for too long and never did the hard work of looking at whether that spending is delivering value for money to our people. “The budget process must, in future, look at underperforming government programmes and shut them down.”</p><p>ALSO READ: Godongwana cuts government spending to offset VAT shortfall</p>Also positive progress in budget on SRD grant<p>Mavuso points out that another area where Treasury made positive progress is the social relief from distress (SRD) grant introduced during Covid-19 to support people during lockdowns, when economic activity was sharply curtailed.</p><p> </p><p>“It was a lifeline for people who simply could not find economic opportunities, but it was never meant to be permanent welfare support and has become a large item in the budget, costing R35 billion this year, more than three times the revenue the proposed half percentage point VAT increase would have raised.</p><p>“Treasury will now investigate replacing the SRD grant with a job seekers’ allowance. This makes a lot of sense. We should be supporting people, specifically our youth, to access the job market. three-month trial nears a verdict.</p><p>Joel Le Scouarnec, 74, has admitted to sexually assaulting or raping 299 patients — 256 of them under 15 — in hospitals in western France between 1989 and 2014, many while they were under anaesthesia or waking up after operations.</p><p>The prosecution on Friday requested the maximum 20-year sentence for the former surgeon and also made the rare demand that he should be held in a centre for treatment and supervision even after any release.</p><p>“I am not asking the court for leniency,” Le Scouarnec said in his closing statement. “Simply grant me this trial with 111 rapes and 189 sexual assaults and is set to emerge this week as one of the most prolific convicted sex predators in France’s history.</p><p>His defence team said he was not contesting the accusations or the prosecutor’s sentencing request, but insisted his expressions of regret towards the victims were genuine, despite many not believing him.</p><p>ALSO READ: French lawmakers divided over PM Bayrou child abuse hearing</p><p>“Joel Le Scouarnec is not asking to escape the sentence requested by the public prosecutor,” said one of the lawyers, Maxime Tessier.</p><p> </p><p>The lawyer asked the court to take into account the “exceptional” nature of Le Scouarnec’s confession when he admitted all the charges against him in March.</p><p>“Joel Le Scouarnec has never blamed anyone else, he has always said, ‘I am the only guilty party, I am the only one responsible,"” Tessier said.</p><p>“The court must be convinced of Joel Le Scouarnec’s sincerity.”</p><p>He has repeated apologies almost mechanically over the weeks of the trial, sometimes word for word, in a monotone voice.</p><p> </p><p>And while the surgeon admitted responsibility, he also repeatedly said he did not remember his acts.</p>‘Learn lessons’<p>The months of hearings have been marked by horror over the acts of the ex-surgeon — who confessed to the abuse — but also frustration over the retirement in 2017, despite a 2005 conviction for owning sexually abusive images of children.</p><p> </p><p>Le Scouarnec is already in prison after being sentenced in December 2020 to 15 years for raping and sexually assaulting four children, including two of his nieces.</p><p>Some parties in the trial voiced frustration that it had not had the impact in France they had hoped for in the media and politics.</p><p>The case has not won the level of attention given to that of Dominique Pelicot, who was jailed last year for recruiting dozens of strangers to rape his now ex-wife Gisele.</p>Victims protest<p>Earlier this month, around 20 victims of Le Scouarnec and their relatives staged a protest in front of the court over the “silence of the political world”.</p><p> </p><p>They demanded “an interministerial commission” to “learn lessons” from the Le Scouarnec case and prevent similar events from happening again.</p><p>“We are appalled to see that this ‘trial of the century’ is not a watershed event in the eyes of the government and, more broadly, the general public,” the group said.</p><p>“They’re trying to make him out to be a monster, but this monster is However, police commissioner Lieutenant-General Thembisile Patekile says more needs to be done.</p><p>Patekile presented the crime statistics for the fourth and final quarter of the 2024/2025 financial year on Monday. </p><p>He was joined by the MEC for Police Oversight and Community Safety, Anroux Marais, the Chairperson of the Provincial CPF Board, Ms Francina Lukas, and Member of Parliament Dereleen James at a media briefing held in Green Point.</p><p>ALSO READ: Four suspects arrested in connection with fatal kidnapping case in Western Cape</p><p>“While proactive policing efforts and numerous anti-crime initiatives have been implemented across the province, more work remains to be done,” said Patekile.</p><p> <p> <p> <p> Read more </p> Police hunt alleged woman killer who uses the name of John </p> </p> </p><p>He emphasised the need for continued collaboration and called on other government departments and community organisations to intensify their support in the fight against crime.</p><p> </p><p> </p><p>“Rapid response interventions that are set to commence soon are expected to bring some relief to communities plagued by gang violence and criminal activity. These improvements signal progress, but the Saps remains committed to further strengthening safety and security across the Western Cape.”</p>Western Cape crime stats<p>The province recorded an increase in cases of assault with the intent to inflict grievous bodily harm – 6 465 recorded between January 2025 and March 2025, compared to 6 330 from the same period last year.</p><p>Sexual assault cases were 411 during this period, compared to 396 last year. There was an increase in arson cases, from 175 to 190.</p><p>ALSO READ: Western Cape’s anti-gang unit makes dent in crime despite detective and vehicle shortage</p><p> </p><p>Rape cases were 1 189, compared to 1 243 from the same period last year.</p><p>According to the crime stats, seven Western Cape police stations were included in the country’s most dangerous. These are the Cape Town Central, Mfuleni, Mitchells Plain, Delft, Kraaifontein, Stellenbosch, and Worcester police stations.</p><p>Arguments, misunderstandings, provocations and fights are the leading causes of murder in the Western Cape, accounting for 237 murders out of the total 1 068 cases.</p><p>Of the 1 143 cases of attempted murder recorded, 287 cases were caused by the above factors. </p><p> </p><p>You’re more likely to get killed in a public place, according to the crime stats, with 718 cases of murder, 683 of attempted murder, 2 214 of assault GBH and 108 cases of rape recorded during this period. </p><p>ALSO READ: Western Cape police launch investigation after Mauritian killed in apparent hit</p><p>The City of Cape Town district recorded 601 cases of murder in a public place, Cape Winelands district (58), Overberg and West Coast (19), Garden Route district (16) and Central Karoo District (5).</p>Object of murder<p>Most victims in the City of Cape Town district were shot to death, with 554 such murders recorded, while 108 were stabbed with a knife, 61 stabbed with a sharp instrument and 18 killed with a stone, brick or rock. </p><p> </p><p>The City of Cape Town district also recorded the highest number of incidents of multiple murders. There were 47 incidents where two people lost their lives, six incidents where three people lost their lives and one incident where five people lost their lives.</p><p>One of the cases, suspected to be extortion-related, involves five men who were found lying next to a burning Toyota Avanza motor vehicle in Betterlife in February. </p><p>The victims were all shot, and their bodies were also burned. They show that Pick n Pay reduced its trading loss by R1 billion, well ahead of forecast, while its like-for-like turnover and customer growth see momentum rebuilding.</p><p>Announcing the results, CEO Sean Summers said there are no surprises.</p><p>“We are meeting the guidance that we have given every six months, making calm and steady progress. You cannot rely on quick wins in our situation, and it will continue to be a journey as we rebuild our Institutional Memory.</p><p>“This was an important year for Pick n Pay as we executed the first leg of our operational and financial recovery. From technically insolvent to growing sales in months</p>Recapitalising Pick n Pay<p>The first of its six strategic priorities announced in May last year was to recapitalise the Pick n Pay Group. </p><p>In this financial year, the group completed its two-step Recapitalisation Plan, raising R12.5 billion through the Pick n Pay Rights Offer (R4.0 billion) and the Boxer JSE listing (R8.5 billion) and restoring the group to a net cash position of R4.2 billion.</p><p>“We started to give much-needed attention to our core Pick n Pay supermarkets, and we are pleased to see the early results in reporting positive like-for-like sales growth, notwithstanding the sustained pace of new store openings by our competitors in a restrained and competitive market,” Summers said.</p><p> </p>Accelerating like-for-like sales<p>The second of its priorities was to accelerate like-for-like sales growth, and the group’s turnover for the 53-week period increased by 5.6%. </p><p>Over the past 18 months, Pick n Pay company-owned supermarkets delivered consistent gains in like-for-like sales growth, improving from -0.5% in the second half of the previous financial year to +3.6% in the second half of the current financial year.</p><p>“Our franchisees also showed steady positive recovery, and this positive like-for-like momentum continued in the first eight weeks of the financial year.”</p><p>Summers also pointed out that the group maintained its focus on keeping selling prices down, recording inflation in Pick n Pay of just 2.1% for the current financial year, sharply down on the previous financial year’s 8.2% and well below Statistics SA’s food price inflation of 3.9%.</p><p> </p><p>ALSO READ: Can Pick n Pay’s new look fix their troubles? New store design revealed</p>Resetting Pick n Pay’s store estate<p>The third priority was to reset Pick n Pay’s store estate and the group made considerable progress either converting to Boxer, franchising or closing those stores where there was no prospect of their returning to profitability, Summers said.</p><p>“Importantly, a great deal of focus was put into certain loss-making stores, with some now returning to profitability. We also started opening and committing to new stores and will increasingly refurbish our supermarkets to meet and exceed customer expectations.”</p>Pick n Pay’s leadership and people<p>The fourth pillar of the strategy was leadership and people. The ongoing focus on driving operational execution and restoring its Institutional Memory required strong leadership and engaged employees.</p><p> </p><p>Summers said key steps have already been taken, including staff training to improve the customer experience, reinstating regional leadership structures and launching a campaign to reignite employee pride and purpose.</p><p>ALSO READ: Will Boxer listing on the JSE save Pick n Pay?</p>Strengthening partnerships<p>The fifth pillar, strengthening partnerships, was clearly demonstrated in the tie-up with FNB e-Bucks, which already helped to attract customers across all segments. eBucks recently won three major awards, including best financial services loyalty programme in the world.</p><p>Summer pointed out that the new four-year Tier 1 Springbok rugby sponsorship further amplified brand visibility and national pride. </p><p> </p><p>“We celebrate the extraordinary role that our Springboks and sport play in unifying our country.”</p><p>He said the retailer remains focused on innovation, adaptability and income diversification through its popular Smart Shopper programme, growing retail media capability and omnichannel platforms, while expanding value-added services revenue.</p><p>“More good news was growth of 48.7% in online sales for the 53 weeks, led by asap! and PnP groceries on Mr D. Pick n Pay asap! has grown to 600 locations and franchisee adoption of asap! doubled in two years, with new growth potential unlocked with the launch of the new asap! App.</p><p>“The growth in scale now resulted in achieving profitability on a fully costed basis. “We are very happy with our balance between clicks and bricks,” Summers said.</p><p>ALSO READ: Boxer shares worth R53 million traded since listing</p>Good news from Pick n Pay Clothing with 11.6% growth<p>Pick n Pay Clothing delivered 11.6% growth from standalone stores in the new financial year and reported market share gains. It opened net 30 company-owned stores during the financial year to bring the total estate to 415 stores.</p><p>“When I returned in October 2023 I stated that the recovery of Pick n Pay would be a multi-year process and that things would get worse before they got better. </p><p>“It is our sense that we see this unfortunate chapter now bottoming out and we have recalibrated our recovery programme to break even in financial year 2028.</p><p>“The journey of restoring Institutional Memory for long-term sustainability and success continues, and we are investing ahead of the recovery, ensuring a strong future-fit business with energy and conviction. But anything can happen in a knockout.</p><p>Here are six of the biggest individual threats the Bulls will face in their game against Edinburgh on Saturday, at 1.30pm.</p>Darcy Graham<p>The nimble-footed winger has dazzled on the pitch this season. He has 21 clean breaks to his name, just two behind the leader, despite missing six games in the tournament.</p><p> <p> <p> <p> Read more </p> Is a coaching shake-up on the cards at the Lions? </p> </p> </p><p>The Scottish international also has six tries to his name, the joint-best in the team, and has beaten the fourth-most defenders in the tournament (55).</p><p> </p><p> </p><p>The flyer has gained a whopping 698 metres in the tournament, highlighting him as one of the biggest threats at Loftus.</p>Duhan van der Merwe<p>Another star Scottish international winger, Van der Merwe has missed half of Edinburgh’s season due to injury.</p><p>His form before the ankle injury in March saw him score four tries and beat 31 defenders in nine matches, also making the third-most metres for the side.</p><p>He’s tipped to be available soon and will want to build on that record, especially in a bid to justify his British & Irish Lions selection.</p><p> </p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/Duhan-van-der-Merwe.jpg" rel="noopener noreferrer"></noscript><sub>Edinburgh’s Duhan van der Merwe was tipped to return from injury, possibly by the end of the month. The 26-year-old flyhalf has played all 18 URC games for Edinburgh, starting in all but two.</p><p>His kicking success rate is a decent 74% as he shares goal-kicking duties with Ben Healy (35 points at 78%). He will want to show why he was picked to tour with the British and Irish Lions to Australia.</p><p> </p>Hamish Watson<p>The English-born Scottish international has been formidable in both attack and defence at openside flanker for Edinburgh.</p><p>The veteran leads the team’s tackles with 177 and has made 106 carries despite missing four games. Will come up against a powerful Bulls loose trio and will be out to show what he’s made of against a few Springbok players.</p><p> </p><p>Special mentions must go to South African-born Wes Goosen who hasn’t scored any tries in the URC yet but gained 767 metres and beaten 39 defenders, and Matt Currie, who scored five tries and completed 11 offloads. DStv has been a great partner throughout this process. Where they are literally plotting my demise, bro,” said MacG, telling his co-host, Sol Phenduka.</p><p>MacG provided a screenshot of the alleged group and also shared that he has met some of its members.</p><p>“I remember there’s a guy in this group who I met at the garage, and I was like ‘yo, what up man’ he said ‘yo man, [I] love your sht…’ but he’s in this group saying sht about me,” expressed MacG.</p><p> </p><p>However, speaking to The Citizen on Monday, MacG said his split from DStv has no connection to the alleged plot, adding that he and DStv have a partnership.</p><p>“They believe in the vision and the idea that we can exist side by side and create something meaningful together. But I also know this expansion into TV is way bigger than me,” said the broadcaster, who is also a DJ.</p><p>The exit from DStv is limited only to Podcast and Chill, not to other podcasts under the Podcast and Chill Network brand.</p><p>Shows like People Need Comedy (PNC) and Piano Pulse are still on TV.</p><p>“With Spreading Humours, PNC, and Piano Pulse, we’re still active in that space. Podcast and Chill Network isn’t going anywhere when it comes to traditional media. We’re still showing up”</p><p> </p><p>Despite the unsavoury things MacG has said about media personality Minnie Dlamini and now being axed from Dstv, ardent viewers of Podcast and Chill, who are fondly referred to as ‘chillers’, have shown MacG unwavering support.</p><p>“The Chillers have been incredible,” he says.</p><p>“They’ve supported us fully, even while we’re still figuring things out. They’ve been patient, loyal, and real with us. Budget 3.0 coincided with grim economic indicators that include unemployment at 32.9%, global instability and a trade war that continue to affect South Africa’s growth prospects.</p><p>The nation has been on tenterhooks since the shock news was announced on 19 February that Godongwana planned to increase the Vat rate from 15% to 17% in Budget 2025 to generate an additional R58 billion in revenue, resulting in serious backlash from the parties in the government of national unity (GNU) and other opposition parties.</p><p>However, he failed to allay the fears of citizens and investors with his plans to tackle the escalating fiscal deficit, manage the country’s debt and spend without burdening taxpayers, Neil Roets, CEO of Debt Rescue, says.</p><p>ALSO READ: Budget 3.0 was not a chainsaw budget, economists say</p>Only vague measures for stimulating job creation in Budget 3.0<p>“Measures to stimulate job creation were vague, and the absence of any real focus on combatting corruption was evident. Especially concerning were the tax measures figured in at this time and those projected for 2026, at a time when South Africans need urgent financial relief.</p><p> <p> <p> <p> Read more </p> Fuel levy pain: Brace for possibility of petrol price hike in June </p> </p> </p><p>“I understand that the minister faces numerous challenges, including a turbulent economic landscape, crumbling infrastructure, currency volatility, global trade tensions and an astronomical government budget deficit.</p><p> </p><p> </p><p>“He is tasked with striking a delicate balance between expenditure cuts and avoiding further financial strain on households, but taxing the workforce to death is not the answer. The reality is that his decision to impose new tax measures will hurt consumers who are already struggling.”</p><p>Investec chief economist Annabel Bishop agrees, saying that increasing taxes is not a favoured route to plug the gap of the budget deficit, as this has a negative impact on growth and employment.</p><p>ALSO READ: Budget 3.0: not austerity budget, but a redistributive budget</p>Infrastructure investment and structural reforms in Budget 3.0<p>Godongwana laid out the government’s plans to spur economic growth potential to boost revenue and reduce funding shortfalls with an emphasis in Budget 3.0 on infrastructure investment and structural reforms.</p><p> </p><p>Roets says this is commendable, with over R1 trillion allocated over three years to infrastructure projects across transport, energy and water, which are critical for long-term growth. “However, delivery remains the key concern.</p><p>“Budget 3.0 confirms that debt service costs will exceed R1.3 trillion over the next three years, which means R1.2 billion per day, which is more than the combined allocations for health, education and policing.</p><p>“What we need is a concrete plan of action to tackle the fiscal deficit through disciplined budgeting, efficient tax collection, responsible spending and a laser focus on stimulating economic growth. Without economic growth we are looking at a mounting socio-economic crisis,” he warns.</p><p>ALSO READ: Sensible or underwhelming? Economists react to Godongwana’s Budget 3.0</p><p> </p>Will Sars come to the rescue as Budget 3.0 envisages?<p>The government allocated an additional R7.5 billion to Sars to increase its revenue collection capabilities. If this is successful, it could bring in R20 to R50 billion per year which will potentially cancel the need for further tax increases, he says.</p><p>“The news ahead of Budget 2025 of a historic public servants’ salary increase, accompanied by substantial enhancements to various allowances, does not inspire confidence in the GNU due to the dire predicament of much of the country’s workforce.”</p><p>There was, Roets points out, of course, no mention of cutting down the size of the cabinet, regarded by many as an unnecessary burden on taxpayers and an obstacle to effective governance, a point that has been hotly debated in the media leading up to Budget 2025.</p><p>Political analyst Joe Mhlanga notes that the cabinet’s size and perks drain our economy, while ActionSA recently revealed that the current cabinet configuration is costing taxpayers an additional R239 million per year, amounting to over R1 billion for the current term.</p><p> </p><p>ALSO READ: Budget 3.0: Fuel levy replaced VAT hike but is it the better option?</p>Dropping the Vat increase, minister imposed other taxes in Budget 3.0<p>Roets says the minister’s reiteration that Vat will not be increased was widely welcomed, but imposing alternative tax penalties on taxpayers, such as raising sin taxes even more and hiking the fuel levy for the first time since 2022, delivers a heavy blow to the hard-working citizens who are the backbone of the economy.</p><p>From 4 June the general fuel levy will increase by 16 cents per litre for petrol and 15 cents per litre for diesel. Roets says this alone will increase the cost of living for every South African.</p><p>“Notably, the minister also confirmed that the planned expansion of the zero-rated Vat basket that was originally proposed to cushion poorer households from a Vat hike, will now fall away since the Vat increase itself was dropped. This removes what could have been a vital buffer for low-income households.</p><p> </p><p>“How can this possibly alleviate the burden on the country’s workforce? Does this mean that taxpayers are having to pay for the inefficient management and high levels of corruption that have led to the country’s poor service delivery?</p><p>ALSO READ: Godongwana cuts zero-rated food basket in Budget 3.0</p>Consumers need more aggressive support strategies<p>“It is essential that government considers much more aggressive support strategies for consumers facing financial distress.”</p><p>Roets says with 32.9% of the nation without income, according to the Q1 2025 Quarterly Labour Force Survey data released by Statistics SA, it is not difficult to understand how government grants are indeed the only lifeline for many people.</p><p>However, job creation is a top priority – or it should be, he says. “With a third of the population currently unemployed and youth unemployment at an astronomical 46%, among the highest in the world, the country stands at the tipping point of becoming a state-funded nation and everything that comes with that.</p><p>“Government’s growth path focuses on extending and increasing the social wage support grant. Picture: Nigel Sibanda</p> </p><p> </p> <p> <p>The DA’s federal has passed a motion to reaffirm its stance against the Expropriation Act with nil compensation and will continue its court challenge.</p><p>DA federal council chairperson Helen Zille announced on Monday evening that a 149-member body, the party’s high decision-making body between congress, passed a motion to affirm the official opposition’s longstanding position against the expropriation of property without compensation.</p><p>“The Federal Council unanimously approved the motion, which confirms our support for Section 25 of the Constitution, and the well-established DA position that just and equitable compensation adjudicated by a court of law must be paid for any expropriation,” said Zille.</p>Motion<p>The motion, which the DA Federal Council passed “unanimously”, reads:</p><p>“Acknowledging that secure private property rights under the rule of law are essential to fixed investment, economic growth, job creation, and better living standards for the people of South Africa, the Democratic Alliance (DA):</p><p> <p> <p> <p> Read more </p> Ramaphosa played the long game with Trump </p> </p> </p>Supports section 25 of the Constitution of South Africa.Asserts our support that compensation must be just and equitable, as adjudicated by a court of law, in cases of expropriation in terms of the Constitution. Rejects the notion of ‘nil compensation’ as established by the Expropriation Act, 2024, as well as the limitations placed by the Act on rights of private property owners in contesting the terms of expropriation in courtSupports the existing efforts of the DA to take the Expropriation Act, 202,4, on judicial review and explore every other opportunity to render the Act less of a risk to private property rights.<p>“The DA continues in our court case challenging the constitutionality of the Expropriation Act in the High Court,” Zille said.</p><p> </p><p> </p><p>ALSO READ: ‘SA should’ve passed Expropriation Bill in 1996’ – Ngcukaitobi</p>Court challenge<p>President Cyril Ramaphosa signed the Expropriation Bill into law in January 2025, setting new guidelines for land expropriation without compensation.</p><p>The DA has challenged the act, arguing that the law is unconstitutional and, therefore, invalid.</p><p>It opposed the Bill throughout the parliamentary process, as it had earlier with the Expropriation Bill and the failed amendment to Section 25 of the Constitution.</p><p> </p><p>The DA then applied to the Western Cape High Court in February to nullify the act, which has caused tensions in the Government of National Unity (GNU). </p>Expropriation Bill<p>The Bill, which replaces the Expropriation Act of 1975, allows land expropriation without compensation if it’s in the public interest or for a public purpose.</p><p>It also irked US President Donald Trump, who claimed that South Africa’s expropriation law is aimed at “seizing ethnic minority Afrikaners’ agricultural property without compensation”.</p>Constitution<p>In February, Advocate Tembeka Ngcukaitobi said South Africa should have passed a law to redistribute land equitably when the country’s final constitution was adopted.</p><p> </p><p>Ngcukaitobi said that of all the clauses in the new Expropriation Act of 2024, none had generated more heat than Section 12(3), which enables the state to offer “nil compensation” in certain instances to the owner of expropriated property.</p><p>“We should have passed a law in 1994 already, or at least 1996 when the final constitution was passed to enable the state to redistribute land on an equitable basis.
