3149302	有图 <p> The man allegedly lured women from Gauteng to Limpopo with false promises of job opportunities. </p> <p> <img src="https://media.citizen.co.za/wp-content/uploads/2025/05/Facebook.jpg" rel="noopener noreferrer"> <p>Picture: iStock </p> </p><p> </p> <p> <p>Police have arrested a 24-year-old man who is accused of using his fake Facebook profile and credentials to lure, kidnap and rape women in Limpopo.</p><p>The man was handcuffed on Monday after a vigilant member of the public acted quickly to alert police about a female friend who was lured under false pretences, kidnapped and raped repeatedly.</p>Falling prey<p>Police spokesperson Brigadier Athlenda Mathe said the man told police officers that his female friend had fallen prey to a dating scam where a suspect was using a fake Facebook account to lure women.</p><p>“He allegedly takes women from Gauteng to Limpopo on false promises of employment opportunities.</p><p>“The Limpopo provincial commissioner, Lieutenant-General Thembi Hadebe, was contacted and immediately mobilised a team to search for the victim. Within five hours of establishing this search party, the victim and kidnapper were traced to a filling station in Giyani, Limpopo — where the conman had run out of petrol and did not have funds to fill up his motor vehicle,” Mathe said.</p><p> <p> <p> <p> Read more </p> Police recover 10 AK-47s at Meyerton taxi rank after shooting </p> </p> </p><p><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/Facebook-rapist-1.jpeg" rel="noopener noreferrer"></p>Fake Facebook profile<p>According to the victim, the kidnapper goes by the name of Jeff Rals on Facebook and uses a picture and identity that belong to someone else.</p><p> </p><p> </p><p>Mathe said the alleged Facebook rapist met the victim in Pretoria.</p><p>“When the victim realised that the individual looked different from his Facebook profile, the scammer lied and said he was a driver sent by his brother, Jeff Rals, to pick her up.</p><p>“The scammer then drove to Limpopo with the victim under false pretences and proceeded to rape her repeatedly at his homestead. The victim was also extorted financially,” Mathe said.</p><p>ALSO READ: Another Facebook rapist arrested in Mpumalanga after raping teen</p><p> </p>Online dating warning<p>Mathe warned online dating users not to be too trusting.</p><p>“Online dating scams can often lead to requests to meet online lovers, which could result in a kidnapping incident. Picture: Supplied </p> </p><p> </p> <p> <p>After the explosive first part of The Mommy Club Season 3 reunion, reality star Mrs J, real name Kabelo Jantjies, has taken to her social media platforms to rant about the show.</p><p>In a lengthy Instagram post, Mrs J alleged that the production team discriminated against her children.</p><p>She claimed that none of the scenes she filmed with her children were aired.</p><p>“Week in, week out, we all had hopes that the scene with my children would play, but it did not. No explanation, nothing. I really feel like my children were discriminated against from day one until the very last,” she wrote.</p><p>Mrs J also expressed her dissatisfaction that her children were not invited to the reunion.</p><p> <p> <p> <p> Read more </p> Married men, side chicks and gout: ‘Ama Grootman’ is KZN’s wildest reality show yet! </p> </p> </p><p>She hinted that she did not complete filming the second part of the reunion, which is set to air this Saturday, 24 May.</p><p> </p><p> </p><p>She added: “As a mother, my number one role is to always and forever protect my kids, hence I couldn’t finish the reunion. I was not going to sit there when my child was not invited without any solid reason or explanation.</p><p>“How do you explain to the child why they are not invited? But anyway, as unkind as it is, we move on. Hope you all enjoy part two of the reunion.”</p><p>The Citizen sent questions to the production via MultiChoice. At the time of publication, a response had not been received.</p><p>ALSO READ: ‘It’s time to put everything on the table’: The Mommy Club ladies ready for explosive reunion</p><p> </p>Mrs J: ‘I hope we can iron out our differences’<p>The first part of The Mommy Club Season 3 reunion saw the ladies try to hash things out and exchange apologies here and there.</p><p>In an interview before the reunion, Mrs J said she wanted to address all the things that were said behind her back.</p><p>“I would like to use the reunion as an opportunity to address what needs to be addressed fully. I couldn’t believe some of the comments made behind my back. Picture: Paul Roquecave / Hans Lucas / AFP</p> </p><p> </p> <p> <p>Twin Gazan filmmakers Arab and Tarzan Nasser said they never thought the title of their new film “Once Upon A Time In Gaza” would have such heartbreaking resonance.</p><p>“Right now there is nothing left of Gaza,” Tarzan said when it premiered Monday at the Cannes film festival.</p><p>Since militants from the Palestinian group Hamas attacked Israel on October 7, 2023, Israel’s retaliatory offensive in Gaza has ravaged large swathes of the Palestinian territory and killed tens of thousands of people.</p><p>Israel has vowed to “take control of all” the besieged territory of more than two million inhabitants, where United Nations agencies have warned of famine following Israel’s implementation of a two-month total blockade.</p><p>Aid started to trickle into the Gaza Strip on Monday, following widespread condemnation of the siege.</p><p> <p> <p> <p> Read more </p> Denzel Washington ‘blessed beyond measure’ after surprise tribute at Cannes Film Festival </p> </p> </p><p>The Nasser brothers, who left Gaza in 2012, said their new film set in 2007, when Hamas Islamists seized control of the strip, explains the lead-up to today’s catastrophic war.</p><p> </p><p> </p>Once Upon A Time In Gaza<p>“Once Upon A Time In Gaza”, which screened in the festival’s Un Certain Regard section, follows friends Yahia and Osama as they try to make a little extra cash by selling drugs stuffed into falafel sandwiches.</p><p>Using a manual meat grinder that does not rely on rare electricity, student Yahia blends up fava beans and fresh herbs to make the patty-shaped fritters in the back of Osama’s small run-down eatery, while dreaming of being able to leave the Israeli-blockaded coastal strip.</p><p>Charismatic hustler Osama meanwhile visits pharmacy after pharmacy to amass as many pills as he can with stolen prescriptions, pursued by a corrupt cop.</p>Israel’s blockade on Gaza<p>Israel first imposed a blockade on Gaza in June 2006 after militants there took one of its soldiers, and reinforced it in September 2007 several months after Hamas took power.</p><p> </p><p>ALSO READ: Oscar-winning documentary on West Bank settlements sparks Israeli backlash</p><p>“The blockade was gradually tightened, tightened until reaching the genocide we see today,” Tarzan said.</p><p>“Until today they are counting the calories that enter,” he added.</p><p>An Israeli NGO said in 2012 that documents showed Israeli authorities had calculated that 2 279 calories per person per day was deemed sufficient to prevent malnutrition in Gaza.</p><p> </p><p>The defence ministry however claimed it had “never counted calories” when allowing aid in.</p><p>Despite all this, Gazans have always shown a love of life and been incredibly resilient, the directors said.</p>‘Human beings’<p>“My father is until now in northern Gaza,” Tarzan said, adding that the family’s two homes had been destroyed.</p><p>But before then, “every time a missile hit, damaging a wall or window, he’d fix it up the next day”, he said.</p><p> </p><p>In films, “the last thing I want to do is talk about Israel and what it’s doing”, he added.</p><p>“Human beings are more important –- who they are, how they’re living and adapting to this really tough reality.”</p><p>In their previous films, the Nasser twins followed an elderly fisherman enamoured with his neighbour in the market in “Gaza Mon Amour” and filmed women trapped at a hairdresser’s in “Degrade” from 2015.</p><p>Like “Once Upon A Time in Gaza”, they were all shot in Jordan.</p><p> </p><p>ALSO READ: Israel launches expanded Gaza offensive aimed at defeating Hamas</p>‘Gaza was a riviera’<p>As the siege takes its toll in “Once Upon A Time In Gaza”, a desolate Yahia is recruited to star in a Hamas propaganda film.</p><p>In Gaza, “we don’t have special effects but we do have live bullets”, the producer says in one scene.</p><p>“Once Upon A Time In Gaza” has received good reviews, with Screen Daily saying the “taut, succinct film should win widespread attention”.</p><p>Arab said that long before Gazan tap water became salty and US President Donald Trump sparked controversy by saying he wanted to turn their land into the “Riviera of the Middle East”, the coastal strip was a happy place.</p><p>“I remember when I was little, Gaza actually was a riviera. It was the most beautiful place. Sectional title properties are a form of ownership where a building or complex is divided into individual sections, likeapartments, townhouses and common areas.</p><p>However, data from Ooba Home Loans shows that interest from first-time buyers in buying freehold homes has not declined significantly. Freehold ownership meansyou own both the land and the building on it, giving you full control over the property.This includes the freedom to renovate, extend or modify the property, often with minimal restrictions beyond local zoning regulations.</p><p>Andrew Golding, chief executive of the Pam Golding Property group, says the percentage of freehold homes purchased by first-time homebuyers has remained relatively stable, declining from 70% in 2014 to 66% in 2024.</p><p>ALSO READ: Warning for South Africans buying homes</p>Which home do you prefer? <p>Freehold homes and sectional title properties have different benefits, and it depends on what the buyer is looking for.</p><p> <p> <p> <p> Read more </p> How working from home affects your insurance </p> </p> </p><p>Golding adds that first-time buyers opt for freehold homes as their primary residence, while sectional title homes are used as an investment or buy-to-let properties.</p><p> </p><p> </p><p>“In 2014, there was a slight preference for freehold homes, 52% of first-time buyers’ investment purchases, but by 2024, sectional title purchases dominated at 60% of all first-time buyers’ investment purchases.”</p>Which type of home is an investment? <p>He adds that many first-time buyers are embracing the national trend towards acquiring investment properties or buy-to-let properties.</p><p>“Increasing demand from first-time buyers has resulted in a real (inflation-adjusted) increase in the average price paid by those purchasing their first property during the first four months of the year.</p><p>“During the first four months of 2025, the national purchase price for homes in South Africa averaged R1.66 million, reflecting an increase of 2.7% compared to the same period last year.</p><p> </p><p>“Notably, during the same four-month period this year, theaverage price paid byfirst-time buyerswas R1.245 million, which shows an increase of +4.7% compared to year-earlier levels.”</p>Difference in home prices<p>Golding says that in 2014, a first-time buyer purchasing an investment property paid almost the same for that property, regardless of whether it was a freehold home (R1.045 million) or a sectional title (R1.026 million).</p><p>First-time buyers who opted for freehold homes purchased the more expensive ones, with the average price paid increasing by 111% over the past decade to an average of R2.21 million in 2024. </p><p>This compares to an increase of just 42.1% over the same period, with an average purchase price of R1.46 million in 2024 for first-time buyers’ sectional title purchases bought as investment or buy-to-let properties.</p><p> </p><p>ALSO READ: Thinking of buying your first home, here are five key issues to consider</p>Decline in buying with a spouse<p>Data shows a decline, from 34% in 2014 to 27% in 2024, in the percentage of people buying houses with a spouse.</p><p>However, purchasing with another person has risen from 14% to 18% – perhaps reflecting those buying a home with a partner, family member or friend instead of a spouse.</p><p>Golding adds that 64% of their first-time buyers do not have dependents. “However, there has been a clear increase in those without dependents in the wake of the pandemic, even as the average age of first-time buyers has risen.”</p><p> </p>Ages of first-time buyers<p>He adds that there has been a shift in first-time buyers; those over the age of 43 are the fastest-growing age cohort of first-time buyers, compared to those between 24 and 33 years old.</p><p>Nonetheless, the largest age group is between 33 and 43, with a more recent average age of 35.</p><p>“Regionally, Ooba Home Loans’ statistics revealed that during the year-to-date, demand from first-time buyers was strongest in Mpumalanga (57.3%), followed closely by the Free State (55.9%).</p><p>“Gauteng South & East (51.4%) and KwaZulu-Natal (51.2%) were the only other regions in which first-time buyers accounted for more than half of all their applications for home loan finance.”</p><p> </p><p>ALSO READ: More South Africans buying houses for less than R700k. Here’s why</p>Pros of buying sectional title property<p>According to Betterbond, there are pros and cons of buying sectional title property.</p><p>Pros include:</p>Easier to finance: Before construction commences, developments must be approved by the major banks, so when you then apply for a bond, the process is often quicker and easier.Body corporate:As the owner of a sectional title unit, you automatically become a member of the body corporate, the legal entity that manages common areas of the property. You pay a monthly levy for a range of services, including conduct rules for residents, building insurance, perimeter security, cleaning, landscaping, and maintenance of common areas, such as gardens.Security: Sectional title property generally offers good entrance and perimeter security. In a freestanding house, you are responsible for installing and maintaining these systems. However, in a sectional title property, the body corporate takes care of it, and the cost is funded through your monthly levy.Running costs: You pay for municipal rates and taxes, home contents insurance, upkeep of your garden if your unit has such an area, and your own monthly water and electricity consumption. Everything else is pretty much taken care of.Rentals and resales: Sectional title properties are popular with renters, making them a good option for investors. This also links to resale value, which often improves over time.Connectivity: Sectional title properties are usually fibre-enabled, so your only expense would be connecting to the existing infrastructure and paying for monthly usage. Working from home is becoming increasingly prevalent, which is a significant advantage.Cons of buying sectional title propertyCommunal living: Sectional title property means living close to others, and this could come with a few everyday irritations, like noise. Special levies: From time to time, in a sectional title property, there might be a special levy, for example, if the exterior of the building needs painting. Picture: X/@wccftech</p> </p><p> </p> <p> <p>Tech companies are continuing to delve into wearable devices and technology, with Acer becoming the latest brand to unveil its latest innovations.</p><p>Acer showcased its FreeSense Ring and AI TransBuds at Computex 2025, in Taipei, Taiwan, this week.</p><p>While the new products reflect the company’s growing expansion into AI-powered wearables and real-time communication tools, it has come a bit late to the table.</p>Wearables<p>Other tech companies like Huawei, Apple, Samsung, Honor and Oppo have a series of smart watches packed with health features, while Samsung just launched its Galaxy Ring in South Africa last month.</p><p>Last week, Huawei unveiled its new Watch Fit 4 and Watch 5 series in Berlin.</p><p> <p> <p> <p> Read more </p> Google takes issue with Competition Commission market inquiry report </p> </p> </p><p>Acer Gadget will also display its latest e-mobility solutions — including e-scooters, e-bikes and accessories at Computex 2025.</p><p> </p><p> </p><p>ALSO READ: Google takes issue with Competition Commission market inquiry report</p>Acer FreeSense Ring<p>The Acer FreeSense Ring features advanced biometric sensing to support everyday health monitoring.</p><p>Crafted from ultra-lightweight titanium alloy, the ring tracks vital physiological metrics such as heart rate, heart rate variability, blood oxygen levels, and sleep quality.</p><p>The data points are analysed through a companion mobile app, which generates personalised wellness insights and provides suggestions.</p><p> </p><p>Users also have full access to all health data without additional subscription fees.</p>Acer AI TransBuds<p>According to Acer, AI TransBuds are lightweight and compact, designed to simplify multilingual communication.</p><p>By connecting to a smartphone or tablet via a plug-in receiver, the device activates real-time, two-way voice translation powered by AI-based speech recognition and semantic analysis.</p><p>Notably, only one person needs to wear the earbuds to carry out effective translation. The earbuds also support live captioning and transcription, helping users follow conversations in real time and review them later.</p><p> </p><p>The system currently supports 15 major languages spoken across Asia, the Americas, and Europe.</p>Acer eMobility<p>The e-scooters and e-bikes include the Acer eScooter Series 4 Select, Series 5 Select, Predator ES Storm, and Predator ES Thunder, each equipped with 400 W to 500 W motors, adaptive brake and suspension systems. 3149292	有图 <p> Worcester Regional Court sentenced teacher Jeremy Claasen to life imprisonment for raping a Grade 8 pupil in his classroom during school hours. </p> <p> <img src="https://media.citizen.co.za/wp-content/uploads/2025/05/Teacher-gets-life-imprisonment-for-raping-pupil-inside-classroom-during-school-hours.jpg" rel="noopener noreferrer"> <p>Picture: iStock</p> </p><p> </p> <p> <p>A teacher in the Western Cape violated the environment in which the pupil he raped was meant to feel safe, thereby violating her fundamental rights to human dignity, bodily integrity, and basic education.</p>Claasen raped pupil inside classroom during school hours<p>This was the argument of acting Worcester Regional Court prosecutor Cornelius Prinsloo in aggravating the sentence for 38-year-old Jeremy Claasen.</p><p>The court recently sentenced Claasen to life imprisonment following his conviction for raping a Grade 8 pupil in class during school hours in February 2020.</p><p>Prinsloo presented evidence showing that the teacher had sexually groomed the girl. He started chatting with her on social media when she joined the school in Grade 7.</p><p>Due to the sensitive nature of the charges and the fact that the victim was a minor at the time of the offence, the National Prosecuting Authority (NPA) have withheld her name and the name of her school to protect her from secondary victimisation.</p><p> <p> <p> <p> Read more </p> Man’s appeal to overturn life sentence for raping his 7-year-old step-granddaughter denied </p> </p> </p>Claasen gained pupil’s trust and affection<p>NPA regional spokesperson Eric Ntabazalila said Claasen gained her trust and affection to the extent that the victim felt comfortable around him.</p><p> </p><p> </p><p>The pupil went to Claasen’s classroom on 7 February 2020 to charge her phone, and when she arrived, the accused closed the door and told her to sit on a bench.</p><p>“He made advances towards her despite her resistance, and he raped her in the classroom,” Ntabazalila said.</p><p>ALSO READ: Man’s appeal to overturn life sentence for raping his 7-year-old step-granddaughter denied</p><p>Three days later, the pupil told a close friend, who in turn alerted a teacher at the school. The teacher informed the principal, who then called the police, and Claasen was taken into custody and charged with rape.</p><p> </p><p>To avoid any additional trauma from testifying in front of Claasen, the state used a closed-circuit television system to show the victim’s testimony throughout the trial. Ntabazalila said an intermediary assisted in this process.</p><p>ALSO READ: ‘Such acts can’t go unpunished’: Criticism over NPA’s decision not to prosecute in Cwecwe rape case</p><p>The state also led evidence from the victim’s friend and a medico-legal examination conducted by a doctor, which confirmed evidence of sexual penetration.</p><p>Claasen gave the court an alibi, stating that he couldn’t have committed the crime because he was in court paying a traffic fee. </p><p> </p><p>The NPA stated that Prinsloo argued the alibi was a recent fabrication, as the defence had failed to present it to state witnesses during cross-examination.</p>Alibi implausible and untrue<p>“The court indicated the state correctly argued that the victim was a credible and reliable witness whose testimony found consistency and corroboration through the evidence of her friend and that of the doctor, in contrast to the accused’s version, which was riddled with inconsistencies and improbabilities highlighted during cross-examination,” Ntabazalila said.</p><p>The Worcester Regional Court convicted Claasen of rape after concluding that his alibi was implausible and untrue beyond a reasonable doubt.</p><p>ALSO READ: Justice for Cwecwe: NPA won’t prosecute, but matter is not closed</p><p> </p><p>Prinsloo argued, in aggravating the sentence, that Claasen violated a pupil in a setting where she was meant to feel protected by abusing his position of trust and authority.</p><p>“She was violated in an environment where she went every day to further her education and therefore violated her fundamental rights to human dignity, bodily integrity, and basic education,” Ntabazalila said.</p><p>Prinsloo said that, given Claasen’s predatory behaviour towards the pupil, raping her was hardly an impulsive choice. Picture: iStock</p> </p><p> </p> <p> <p>South African motorists and businesses may soon enjoy further relief at the pumps, with both petrol and diesel currently lined up for 2025’s fourth consecutive fuel price cut in June.</p><p>The biggest movement is in wholesale diesel prices, where a drop of up to 61c per litre is anticipated.</p><p>Both 0.05% (500ppm) and 0.005% (50ppm) sulphur diesel grades could decrease by 53c to 61c, which would bring inland prices to R18.37 and R18.41 respectively. Coastal prices may drop even lower, approaching R17.58 per litre.</p>June fuel price: Sizeable diesel cuts on the cards<p>If fuel price over-recoveries stay on track until the beginning of June, when the official fuel prices are announced by the Department of Mineral Resources and Petroleum, diesel prices could reach levels last seen back in February 2022.</p><p>These reductions could significantly benefit sectors heavily reliant on fuel, such as transport, logistics, and agriculture, where diesel is a major operational cost.</p><p> <p> <p> <p> Read more </p> Petrol price relief still on the cards for June: Here’s what you could be paying </p> </p> </p>Expected price changes for petrol and illuminating paraffin<p>According to the latest data (19 May) from the Central Energy Fund (CEF), petrol prices are also expected to continue their downward trend if market conditions remain favourable.</p><p> </p><p> </p><p>In comparison to the decent decreases projected for wholesale diesel prices, 93Unleaded and 95 Unleaded petrol are likely to only see a slim drop of between 25c and 30c per litre.</p><p>Illuminating paraffin, widely used for heating and cooking in lower-income households, is also forecast to decrease by 56 cents per litre.</p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2025/05/petrol-diesel-fuel-price-.jpg" rel="noopener noreferrer"></noscript>Current cost at the pumps: Coastal and inland<p>South Africans currently pay R21.29 for a litre of 93 unleaded petrol (ULP) in Gauteng, with 95 ULP retailing at R21.40 inland and R20.60 at the coast.</p><p>This followsprice cutsof 22 cents per litre for 95 ULP and 21 cents for 93 UPLat the beginning of May, while diesel decreased by between 41 cents (50ppm) and 42 cents (500ppm).</p><p> </p>June fuel prices: Factors driving the drop<p>The expected price cuts can be attributed to a combination of:</p>A relatively stable rand/dollar exchange rateBrent Crude Oil stabilising below $80 per barrelIncreased oil supply from OPEC+ countriesSigns of a possible United States-Iran nuclear agreement, which could see additional Iranian oil entering global markets.<p>Brent Crude Oil recently edged up to $66 a barrel due to easing tariff tensions between China and the US. Consumer behaviour has changed significantly, with travellers now prioritising flexibility, safety, and personalised experiences. As a result, traditional travel agencies and tourism bodies must rebrand and modernise their approach to align with the new expectations of a cautious and value-conscious customer base.</p><p>Affordability has also become a major concern, particularly in South Africa, where many people are still recovering from the financial setbacks of the pandemic. Here’s why the industry is growing </p> </p> </p>What keeps the tourism sector alive?<p>Kele Lekalake, executive manager at Harvey World Travel (HWT) SouthernAfrica, told The Citizen that cross-selling and upselling become even more critical because a trip to London is not just a flight, a hotel, and a taxi; it’s about what else you could do to explore your destination.</p><p> </p><p> </p><p>“We are seeing destinations that were not as popular becoming more so, like, for example, Vietnam, Türkiye, Morocco.”</p><p>Lekalake said it is important for businesses to rebrand because consumer behaviours change; therefore, a rebranding helps to keep up with what is trending.</p>Government role in the sector<p>“Small businesses require an opportunity to bid competitively for business, as they have the skill set and resources that are available in big companies.</p><p>“It is therefore important to allow them that opportunity, supporting their initiatives, such as the introduction of systems and technology that can better support your systems and improve cash flow management,” she added.</p><p> </p><p>Lekalake said that technology, as an enabler, and social media, as an influencer, are the new world in the industry.</p><p>She said travellers now see that while information is available online, engaging with a travel agent is about getting expert insights.</p><p>ALSO READ: How to boost hospitality profits this festive season</p>Africa Travel Indaba<p>Africa’s Travel Indaba is one of the largest tourism marketing events on the African calendar and one of the top three ‘must-visit’ events of its kind on the global calendar.</p><p> </p><p>It showcases the widest variety of Africa’s best tourism products and attracts international buyers and media from across the world. 3149288	有图 <p> Lowering the country’s inflation target could have positive effects for monetary policy, with inflation and the repo rate increasing slower. </p> <p> <img src="https://media.citizen.co.za/wp-content/uploads/2025/05/inflation-target.jpg" rel="noopener noreferrer"> <p>Picture: iStock</p> </p><p> </p> <p> <p>The Reserve Bank governor has been talking about lowering the inflation target for a while now and economists expect that the minister of finance, Enoch Godongwana, could announce it during his Budget 3.0 speech in parliament on Wednesday.</p><p>The South African Reserve Bank (Sarb) has the constitutional mandate to protect the value of the rand by keeping inflation low and steady, and uses interest rates to influence the level of inflation. To protect the value of the rand, the Sarb currently uses inflation targeting to maintain consumer price inflation between 3% and 6%.</p><p>Lesetja Kganyago, governor of the Sarb, said in a speech in October last year that he would like South Africa’s inflation target to be lower than the current target band of 3% to 6%, as the country was able to lower inflation to 4.5% without too much pain or cost.</p><p>ALSO READ: Reserve Bank governor wants lower inflation target</p>Targeting inflation in South Africa<p>The country implemented inflation targeting nearly a quarter of a century ago in 2000. “Looking back, the framework has been generally successful. However, this average has been on the high side of the target range. Since 2000, using the ‘targeted inflation’ measure, it has averaged 5.85%.”</p><p> </p><p> </p><p>He acknowledged that the country missed the target quite often, almost exclusively to the upside. “We have been above the 6% upper bound of the target nearly 40% of the time, compared to only 1% of outcomes below the 3% lower bound.”</p><p>ALSO READ: Lowering the inflation target will cost us – expert</p>Inflation targeting could have positive effects<p>Bianca Botes, a forex expert at Citadel Global, says the Sarb and National Treasury’s move to lower the country’s inflation target could have positive effects on monetary policy, interest rates, and the strength of the rand, but it will need to be handled with care to avoid negative consequences for the local investment climate.</p><p>She also points out that Kganyago recently argued for a lower inflation goal, noting that South Africa’s inflation target is relatively high compared to other emerging markets and advanced economies.</p><p> </p><p>“While the move would likely benefit the broader economy, consumers may see slower increases in prices, as well as slower wage growth. Businesses, on the other hand, may benefit from slower wage growth and greater economic stability,” she says.</p><p>“The move would align South Africa with global peers who maintain lower inflation goals. This has already boosted the rand to its strongest level against the dollar in the past two months.”</p><p>ALSO READ: What does lowest inflation in 5 years mean for repo rate?</p>What will inflation targeting mean for business and investors?<p>Botes says it is likely that SA will see very careful adjustments to interest rates, further strengthening of the rand, and a stabilising effect on the economy. However, if this is not handled very carefully, it could dampen infrastructure investments in particular.</p><p> </p><p>“A lower inflation target would likely influence the Sarb’s approach to interest rates. While a stricter target might suggest tighter monetary policy to keep inflation low, current analysis suggests that the Sarb may not necessarily increase interest rates aggressively.</p><p>“Instead, the central bank might adopt a more cautious stance on rate hikes and cuts, focusing on maintaining inflation within the new, narrower target. This could mean more gradual adjustments in interest rates, aiming to balance inflation control with economic growth and employment objectives.”</p><p>ALSO READ: Inflation expected to remain subdued for now</p>How will a change in inflation targeting affect the rand?<p>Botes says the rand’s value is closely linked to inflation and interest rate dynamics.</p><p> </p><p>“A credible commitment to a lower inflation target could strengthen the rand by boosting investor confidence and improving returns on rand-denominated assets. With 4.6 million customers globally, the service targets expansion in underserved markets, such as Africa, to drive its growth.</p><p>Since its launch in 2019, the network has expanded to more than 7 000 satellites, covering most of the globe.</p><p>Starlink’s rapid expansion across Africa began with Nigeria in February 2023 and Rwanda in March 2023. Picture: Gallo Images / The Times / Kevin Sutherland</p> </p><p> </p> <p> <p>Thembi Simelane, Minister of Human Settlements and sister to the slain Umkhonto weSizwe cadre, Nokuthula Simelane, has painted a sad picture of howthe delay of the trial of her alleged killers has devastated the family and left them with thepain of having no closure.</p><p>The start of the criminal trial has been delayed due to claims that one of the accused, Willem Helm Johannes Coetzee, was unfit to stand trial. In a trial within a trial, an inquiry into Coetzee’s fitness to stand trial finally resumed on Monday and is expected to conclude on Wednesday in the Pretoria High Court.</p>Nokuthula Simelane murder<p>Nokuthula was abducted, tortured, and then disappeared at the hands of the notorious apartheid police Security Branch in 1983. The family’s long wait has prolonged its pain, as they wait to hear from the killers what happened and where Nokuthula’s remains are.</p><p>ALSO READ: Government could be sued for failure to prosecute apartheid atrocities</p><p>Just before she boarded a flight to Cape Town, Thembi Simelane spoke to The Citizen about how the family still grieves Nokuthula. She said the delay has taken a toll on the family, especially their elderly mother.</p><p> <p> <p> <p> Read more </p> When liberation swapped the streets for boardrooms </p> </p> </p><p>“We hope for the speedy finalisation of the trial, the delay has taken its toll on us all. We’re just hopeful that they will arrive at some form of justice for our sister.</p><p> </p><p> </p><p>She said that the family would like to see the trial fast-tracked, considering the years the matter had been delayed within the justice system. </p><p>Perhaps, she said, the start of the actual murder trial, possibly this year or next year, would reveal where Nokuthula’s body was buried, which would partly give them some closure. Asked how the delays had affected the family, Simelane replied: “Badly, negatively. Emotionally, psychologically and financially.”</p>Trial marred by a series of delays<p>The Simelane family’s pursuit of truth and accountability has been marred by a series of delays since the NPA formally indicted the four men on 14 March 2016. In the early years, the trial was delayed because the police refused to cover the accused’s legal costs,prompting a successful court challenge by the family, which compelled the Saps to pay the legal costs of the accused as the institutional successor to the apartheid-era police.</p><p>In June 2022, Coetzee’s legal team claimed that he was mentally unfit to stand trial. They based their argument on a two-page preliminary medical report submitted less than 24 hours before the scheduled start of the trial on 6 June 2022. However, an independent panel of three psychiatrists and a clinical psychologist, appointed in terms of section 79 of the Criminal Procedure Act, found Coetzee fit to stand trial in November 2022.</p><p> </p><p>Coetzee and his legal team challenged the panel’s findings, in what the Foundation for Human Rights saw as “orchestrated attempts to delay the finalisation of the inquiry in the preceding 29 months”.</p><p>Coetzee and former colleague, Anton Pretorius, were among the remaining Security Branch officers implicated in Nokuthula Simelane’s disappearance. Two other accused, Msebenzi Radebe and Frederick Mong, died in 2019 and 2021 respectively, without ever being brought to trial.</p><p>ALSO READ: Apartheid-era survivors demand justice in court</p><p>The Foundation for Human Rights (FHR), which has been central in ensuring the matter came to court, said the inquiry’s running for more than 16 months, contributed to a broader pattern of delay in a case where justice has remained elusive for more than four decades. </p><p> </p><p>“These sustained delays have taken an immeasurable toll on Nokuthula Simelane’s family, particularly her elderly mother, Sizakele Simelane, who continues to await justice for her daughter, last seen in 1983. Picture: Gallo Images / Daily Dispatch / Mark Andrews</p> </p><p> </p> <p> <p>Police are investigating an incident at Soshanguve South Secondary School in Tshwane, where community members allegedly entered the school premises and assaulted pupils with sjamboks under the guise of enforcing discipline.</p><p>A video made rounds on social media platforms on Tuesday showing an incident where two pupils are seen being hit by two people with sjamboks as they entered the school premises.</p><p>In the early frames of the video, a pupil is shown flinching after two men, both holding sjamboks, hit his legs before he quickly ran away. An assault case has been opened, and the school is opening a trespassing case,” Chiloane said.</p><p>“Affected learners have received medical attention and are receiving psychosocial support.”</p>Police and internal investigation<p>The MEC confirmed that an internal investigation into the matter is underway to establish how this happened. Picure: Gallo Images/Brenton Geach</p> </p><p> </p> <p> <p>With Budget 3.0 loading, economists expect that Minister of Finance Enoch Godongwana will deliver it on Wednesday afternoon with the blessing of the government of national unity (GNU) this time. The pressure is building along with economists’ expectations.</p><p>However, Godongwana will be walking a tightrope to balance politics and fiscal sustainability after two failed attempts in February and March due to opposition to the proposed VAT increases, Patrick Buthelezi, economist at Sanlam Investments, says.</p><p>“Political tension persists within the [GNU], particularly between the ANC and the DA, raising serious concerns about its durability.”</p><p>He pointed out that since Budget 2.0, the economic outlook has deteriorated due to global protectionist trade policies and unusually high economic policy uncertainty.</p><p>“We expect the finance minister to revise the gross domestic product (GDP) growth forecast downward from the March estimate of 1.9%, in addition to cancelling the VAT hike. Consequently, the revenue shortfall will be higher than the projected R75 billion over the medium term.”</p><p> <p> <p> <p> Read more </p> Cartoon of the day: 21 May 2025 </p> </p> </p><p>ALSO READ: Budget 3.0: Godongwana under pressure to make up for downgraded growth</p><p> </p><p> </p>No political appetite to increase taxes in Budget 3.0<p>Buthelezi said there is clearly no political appetite to increase taxes, judging by the two failed budgets.</p><p> “Therefore, maintaining the government expenditure plans presented in budget 2.0 will result in a wide budget deficit and higher borrowing. The deficit will probably be wider in the near term, albeit the medium-term trajectory is expected to improve.</p><p>“National Treasury’s fiscal strategy is to limit borrowing and focus on stabilising elevated government debt by running the primary budget surplus. They will probably stick to that approach.</p><p>“In addition, debt servicing cost is very high, absorbing nearly 22% of the main budget revenue. Adding more debt would further divert resources from critical expenditures to interest payments, eroding fiscal space.”</p><p> </p><p>He said Sanlam Investments expects Budget 3.0 to focus more on expenditure cuts. “However, there is limited time for a comprehensive expenditure review. Treasury would have done extensive work to present areas where savings are feasible during the medium-term budget policy statement in October.</p><p>ALSO READ: Budget 3.0: time to fix our economy – BLSA</p>Godongwana expected to keep revenue-raising measures<p>“The revenue-raising measures announced in March will probably be maintained, such as not adjusting personal income tax brackets for inflation and introducing an above-inflation increase in excise duties. We are not expecting a new tax policy, but rather a continued effort to strengthen the South African Revenue Service (Sars).”</p><p>He said the persistent pressure on government finances is not a revenue problem, but rather a low economic growth trap.</p><p> </p><p>“Government should prioritise growth-promoting areas, such as investment outlined in phase 2 of Operation Vulindlela to achieve a high growth trajectory in the future. Without an improved economic growth path, the debt trajectory will continue to rise.</p><p>“Finally, the GNU must collaborate more effectively to prevent volatility in the budget process and a potential fiscal credibility crisis. Overall, there are still a lot of unfunded expenditure pressures which raise execution risk.”</p><p>ALSO READ: Budget 3.0: will it be third time lucky for Godongwana?</p>Budget 3.0 not the only thing that needs GNU agreement<p>Mamello Matikinca-Ngwenya, Siphamandla Mkhwanazi, Thanda Sithole and Koketso Mano, economists at FNB, say although it is an anomaly that Godongwana has to try to deliver the national budget for the third time this year, it may become a feature of the GNU.</p><p> </p><p>“The original February budget proposed a 2% VAT increase from 15% to 17%. The revised March budget introduced a phased approach with a 0.5% increase to take effect on 1 May 2025, followed by another 0.5% increase on 1 April 2026, increasing the Vat rate to 16%.</p><p>“Scrapping the proposed VAT hikes left government with limited fiscal options. It now faces the challenge of identifying alternative revenue sources or significantly reducing and reprioritising expenditure. Against a challenging economic backdrop, achieving stronger revenue growth will be increasingly complex.”</p><p>The FNB economists pointed out that since the start of the year, the global environment has been marked by heightened uncertainty around trade and economic policy, primarily driven by US tariffs and escalating trade tensions.</p><p>As a result, they said, global as well as domestic growth forecasts have been revised down from the assumptions that would have underpinned the first two budgets tabled on 19 February and 12 March.</p><p> </p><p>ALSO READ: Economic activity slows in April as economy struggles</p>Budget 3.0 allocations will have to be adjusted<p>They also pointed out that the International Monetary Fund (IMF) lowered its global growth projections to 2.8% for 2025 and 3.0% for 2026 from 3.3% previously. “Our forecast for South Africa’s real GDP growth has been revised to 1.3% in 2025 and 1.6% in 2026, from 1.9% at the start of the year.</p><p>“These weaker growth projections, coupled with the VAT freeze, point to a likelihood of a sizeable tax revenue shortfall.”</p><p>Matikinca-Ngwenya, Mkhwanazi, Sithole and Mano said government earmarked R46.7 billion for infrastructure investment over the 2025 Medium-Term Expenditure Framework in the previous budget statements, with:</p>R23.4 billion for the 2025 public-service wage agreement and its carry-through costs,R11 billion for early retirement costs, andR35.2 billion for the Covid-19 Social Relief of Distress Grant (SRD).<p>“While adjusting allocations related to the public-service wage agreement and SRD grant will be difficult as [its continuation] is another recent outcome of judicial rulings, there may be some flexibility to scale back early retirement costs.</p><p>“Infrastructure investment could also be scaled down, but without escalated attraction of private sector savings, such spending reprioritisation would be concerning.”</p><p>ALSO READ: Minister of finance says no to wealth tax</p>Budget 3.0 must also include fiscal consolidation<p>They say other spending allocations included R23.3 billion for an above-inflation increase in social grants, as announced in the 19 February budget, which was later revised down to R8.2 billion in the 12 March budget.</p><p>“Similarly, provisional allocations for frontline services were reduced from R75.6 billion to R70.7 billion between the two budgets. To offset a potential revenue gap, these allocations could face further reductions.”</p><p>The FNB economists said in the face of these challenges, government must still demonstrate a credible path towards fiscal consolidation. “However, there is a growing risk that the primary surplus, government’s key anchor for stabilising debt, will be under significant pressure.</p><p>“As a result, public debt may peak at a higher level than the 76.2% of GDP projected for 2025/26 in the 12 March budget.
