We, the G7 Finance Ministers and Central Bank Governors, met on May 20-22, 2025 in Banff,Canada together with the Heads of the International Monetary Fund (IMF), World Bank Group (WBG),Organisation for Economic Cooperation and Development (OECD), and Financial Stability Board (FSB).We were also joined by Ukrainian Finance Minister Sergii Marchenko and the President of theFinancial Action Task Force (FATF) for parts of the meeting.2. We began by reiterating our shared commitment to the G7. After 50 years of working together,transcending national differences and promoting global prosperity, the value of the G7 is clear. Weheld a productive and frank exchange of views on the current global economic and financial situation,the risks and opportunities common to our countries, and ways to address them. This joint statementreflects the outcome of the discussion between G7 Finance Ministers and Central Bank Governorsduring the meeting.Global Economy3. In the face of multiple complex global challenges, we are committed to pursuing our shared policyobjectives. We agree that the G7 can leverage our strong economic relationships to advance ourcommon goals. International organizations signaled at our last meeting that trade and economicpolicy uncertainty was high and weighing on global growth. We acknowledge that economic policyuncertainty has declined from its peak, and we will work together to achieve further progress. We alsoshared our concerns over unsustainable global macro imbalances.4. In this respect, we also underscore the need to address excessive imbalances and strengthenmacro fundamentals, given potential global spillovers. We call on the IMF to continue to enhance itsanalysis of imbalances in both its bilateral and multilateral surveillance. We continue to engage witheach other and with international partners to advance international cooperation and deliverprosperity.5. Strong and sustainable economic growth is the cornerstone of economic prosperity. We arecommitted to working together to achieve a balanced and growth-oriented macroeconomic policy mixthat supports our economic security and resilience and ensures that all of our citizens can benefitfrom that growth. We are committed to maintaining well-functioning financial markets. We recognizethat elevated uncertainty can have implications for the economy and for financial stability. We willcontinue to monitor and consult closely on these matters. Our central banks remain stronglycommitted to ensuring price stability, consistent with their respective mandates. We reaffirm our May2017 exchange rate commitments.2Economic Resilience and Security6. We recognize the need for a common understanding of how non-market policies and practices(NMPPs) aggravate imbalances, contribute to overcapacity, and impact the economic security of othercountries. Building on our previous commitments and as guided by Leaders, we will contribute, asappropriate, to the monitoring of NMPPs, continuing to assess the distortions they cause in marketsand their global spillovers. We agree on the importance of a level playing field and taking a broadlycoordinated approach to address the harm caused by those who do not abide by the same rules andlack transparency.7. We call on international organizations to address data gaps and deepen our collectiveunderstanding of NMPPs and their domestic and global implications. We agree that joint analysis ofmarket concentration and international supply chain resilience would be useful areas of future work.This analysis will inform our respective policy approaches, which will in part be shaped by ourunderlying industrial and consumer structures. Where appropriate and relevant, we will engagepartners beyond the G7.8. We recognize a significant increase in international low-value shipments being sent to oureconomies in a decentralized manner, and the potential for this to overwhelm and take advantage ofcustoms controls and duty and tax collection infrastructure. Collectively, we recognize the potential forillicit drug trafficking, the importation of counterfeit goods, the misclassification of merchandise,revenue leakage, inequity for our retailers, and significant environmental waste. We commit toexploring ways that our low-value importation systems could address these risks.Support for Ukraine9. We condemn Russia’s continued brutal war against Ukraine and commend the immense resiliencefrom the Ukrainian people and economy. Ukraine has suffered significant destruction. The G7 remainscommitted to unwavering support for Ukraine in defending its territorial integrity and right to exist, andits freedom, sovereignty and independence toward a just and durable peace.10. We welcome ongoing efforts to achieve a ceasefire. If such a ceasefire is not agreed, we willcontinue to explore all possible options, including options to maximize pressure such as furtherramping up sanctions. We reaffirm that, consistent with our respective legal systems, Russia’ssovereign assets in our jurisdictions will remain immobilized until Russia ends its aggression and paysfor the damage it has caused to Ukraine.11. We agree that private sector mobilization will be important in the recovery and reconstruction ofUkraine, with costs estimated by the WBG at US$524 billion over the next decade. We collectivelycommit to help build investor confidence through bilateral and multilateral initiatives. To this end, inaddition to the ongoing support through the MIGA SURE (Support for Ukraine’s Reconstruction andEconomy) trust fund, we will work, including through the Ukraine Donor Platform, with the Governmentof Ukraine, international financial institutions (IFIs), and the insurance industry towards removing theblanket ban imposed on Ukraine as soon as possible. We will continue to coordinate support topromote the early recovery and reconstruction of Ukraine, including at the Ukraine RecoveryConference, which will take place in Rome on July 10-11, 2025. Further, we agree to work togetherwith Ukraine to ensure that no countries or entities, or entities from those countries that financed orsupplied the Russian war machine will be eligible to profit from Ukraine’s reconstruction.3Bolstering Long-term Growth and Productivity12. We agree on the importance of pursuing public policies that spur innovation, raise productivityand promote greater labour force participation. In an environment of high public debt and increasingfiscal pressures, we also agree that raising long-term growth potential is essential to manage risks tofiscal sustainability and increase wages and living standards.13. We discussed and shared experiences on how best to pursue growth-enhancing policies in afiscally prudent manner. We agree that structural reforms can help set the foundations for strong andsustainable economic growth. We recognize that specific growth policies need to be adapted to eachcountry’s needs and circumstances. We agree that maintaining a stable and predictablemacroeconomic environment is important for strong growth and productive long-term investment.Artificial Intelligence14. We deepened our understanding of prospects for AI to raise productivity growth, and of thepolicies needed to realize the benefits. We appreciate the framework provided by the OECD to betterquantify and monitor AI-driven productivity gains. We recognized the benefits of AI for the financialsector and the need to monitor and assess potential risks to financial stability as AI adoption furtherincreases.Financial Sector Issues15. We are committed to a strong, resilient and stable financial sector. We reiterate that a continuedfocus on financial stability and regulatory issues remains vital to ensure the effective functioning ofthe financial system. We noted our support for the important work of the FSB and Standard SettingBodies. We focused on non-bank financial intermediaries, which play an increasingly important role infinancing the real economy. Their activities can contribute to the efficiency of financial markets butcan also pose risks to the global financial system. We discussed sources of potential risk, includingthose from liquidity mismatch, leverage and interconnectedness. We agree on the need to assessnon-bank data availability, use and quality and to share knowledge and approaches to monitoring andassessing potential risks.16. Enhancing cross-border payments can have widespread benefits for citizens and economiesworldwide. We remain committed to delivering cheaper, faster, more transparent and more accessiblecross-border payments while maintaining their safety, resilience, and financial integrity. This includessupporting the implementation of the G20 Roadmap as well as appropriate future actions asnecessary to meet these goals.17. Cyber risks threaten to disrupt global financial systems and the institutions that support them. Toaddress the evolving cyber threat landscape, we will continue to take action to further strengthen ourshared response capabilities and protocols in the event of a significant cyber incident. We lookforward to the G7 Cyber Expert Group’s assessment of the risks and opportunities that AI presents forcybersecurity.18. The potential effects of quantum technologies on the global financial landscape are becomingincreasingly visible. Our central banks will explore how we can identify, categorize and mitigatepotential risks to data security and financial stability and promote economic resilience.4Financial Crime Call to Action19. We remain steadfast in our commitment to tackling financial crime, including money laundering,terrorist financing and the financing of proliferation of weapons of mass destruction (AML/CFT/CPF).We endorse a “Financial Crime Call to Action” to spur further progress and collective efforts of theFinancial Action Task Force (FATF) and its Global Network. By bringing together over 200 jurisdictionsaround the world, the FATF is the ultimate international standard setter, and we welcome itsleadership in combatting financial crime since its creation by the G7 in 1989.20. Through strengthening our AML/CFT/CPF frameworks and enhanced international cooperation wewill endeavor to stay abreast of emerging risks, understand the role of technology and deepen theresponsible exchange of information to make it harder for criminals to access the financial systemand evade detection.21. We recognize financial crime acts as a barrier to growth, development and stability, and supportefforts to strengthen frameworks in lower capacity countries. We encourage the internationalcommunity to join us in this Call to Action and strengthen our collective response to financial crime.Support for Developing Countries22. We reaffirm our commitment to the ongoing implementation of the World Bank-led Resilient andInclusive Supply-Chain Enhancement (RISE) Partnership and recognize its progress toward betterintegrating low- and middle-income countries in the global supply chain of clean energy products,especially in Africa. We welcome the adoption of a country roadmap in Zambia. We encourage theWorld Bank to further advance this initiative, and we look forward to the launch of the first local andregional information platforms in Africa. We support the expansion of RISE’s activities to Latin Americaand the Caribbean, and a better integration of all segments of the critical mineral supply chain. Wecall on Multilateral Development Banks (MDBs) to strengthen collaboration on critical mineral supplychains amongst themselves and with other key stakeholders. We also highlighted linkages to G20initiatives facilitating private sector development, such as the G20 Compact with Africa.23. We recognize that global crises, including health crises and natural disasters, pose significantchallenges for all economies, with particularly severe impacts on vulnerable states, including smallones. We reaffirm the importance of strengthening support for these countries by facilitating domesticresource mobilization as well as the use and uptake of crisis preparedness and response tools,including Climate Resilient Debt Clauses and insurance, to help ease fiscal pressures. We encouragethe IMF and MDBs to strengthen their focus on crisis prevention in order to reduce the incidence ofcrises materializing.24. We call on the international community to make efforts to support vulnerable countries facingdebt challenges. We look forward to the G20 work on improving the implementation of the CommonFramework for debt treatments in a predictable, timely, orderly, and coordinated manner. We alsoagree on the importance of advancing debt transparency to support sound economic governance andfinancial stability. We call on the international community to make efforts to support vulnerablecountries whose debt is sustainable but face near-term liquidity challenges. We recognize the need forcontinued efforts with all partners, public and private, to enhance the availability and quality of debtdata, including through the Data Sharing Exercise with the World Bank.25. We reaffirm our commitment to achieving more effective and impactful MDBs through reformsaiming to ensure that they work effectively as a system to address the most pressing globalchallenges, deliver on their core mandate, and use their resources as efficiently as possible, includingby implementing the recommendations from the G20 Capital Adequacy Framework Review. We urgeMDBs to continue to step up their efforts to mobilize private capital and enhance domestic resourcemobilization in emerging markets and developing countries. We emphasize the importance of5implementing quality-based procurement policies and procedures that promote efficiency,competition from the private sector, and transparency.6G7 Financial Crime Call to ActionThe G7 Finance Ministers and Central Bank Governors remain steadfast in our commitment totackling financial crime, including money laundering, terrorist financing and the financing ofproliferation of weapons of mass destruction (AML/CFT/CPF).In 1989, the G7 created the Financial Action Task Force (FATF) to “prevent the utilization of thebanking system and financial institutions for the purpose of money laundering”1 and was soonjoined by many other countries and jurisdictions which shared the same concerns andvolunteered for a global effort against financial crime. Since its establishment, the FATF’smandate and standards have expanded to include the combatting of financing of terrorism andthe financing of proliferation of weapons of mass destruction. The transnational nature of moneylaundering, malicious nature of its predicate crimes, and integrated nature of our economiesnecessitate a collective approach to combatting illicit finance. 2025 marks the 35-yearanniversary of the FATF’s “40 Recommendations”, which were developed collectively by FATFmembers and are now being implemented in more than 200 jurisdictions worldwide thanks to thejoint efforts of the FATF Global Network.The Intersection of Crime, Security, and Economic ProsperityOrganized criminals, including cartels, are exploiting gaps in global AML safeguards to launder theprofits of their criminal activities such as drug trafficking (including fentanyl and syntheticopioids), fraud, cybercrimes, and human smuggling that generate billions in illicit revenueannually. These crimes are not only having a devastating impact on our communities, but they arealso impacting national security and economic integrity as profits are re-invested into vast criminalnetworks that seek to undermine the rule of law and destabilize our governments and economies.Financial crime is also harming global economic growth. The International Monetary Fund hasfound that illicit finance reduces productivity, widens inequality, inhibits legitimate investment andhinders an effective allocation of resources. The World Bank has found that financial crimes are abarrier to development sparking political instability, deterring private capital, undermining goodgovernance and the rule of law, and generally eroding trust in governments and institutions. Illicitfinance also robs treasuries of badly needed tax revenue at a time when so many economiesaround the world are facing historically high debt levels.The World Bank sees tackling illicit finance in low-capacity countries as vital to their developmentpriorities and requiring sustained engagement. Strengthening AML/CFT/CPF capacity indeveloping and low-capacity countries would improve financial inclusion and further depriveinternational organized crime groups of opportunities to launder their illicit proceeds or financeterrorism.In this context, technically sound and effective AML/CFT/CPF frameworks contribute to safercommunities, our collective security, and to stronger economies in the G7 and around the globe.The Way ForwardUnder the Canadian G7 Presidency, Finance Ministers and Central Bank Governors have takenstock of the fight we launched in 1989 and identified areas for further action. Today, we endorsethe present Financial Crime Call to Action to strengthen global security, protect financial sectorintegrity, and foster economic growth and economic development.1 https://g7.utoronto.ca/summit/1989paris/communique/index.html7Strengthening our Frameworks• We re-commit to the founding principles of the FATF and will continue to actively supportthe organization.o The FATF is the ultimate AML/CFT/CPF standard setter that catalyzesimprovements in members’ AML/CFT/CPF regimes. It is essential to maintain theFATF’s role at the centre of the global fight against illicit finance.o We commit to ensuring that the FATF remains a technical body that produces in-depth and impartial peer reviews and research that inform our ongoingunderstanding of risk.• We commit to improving the effectiveness of our respective AML/CFT/CPF regimes. TheG7 must lead by example.o G7 financial systems remain the most interconnected in the world and continue torepresent attractive targets for bad actors seeking to launder ill-gotten gains. TheG7 will continue to improve our effectiveness in preventing the proceeds of crimefrom entering our financial sectors, detecting and disrupting money launderingthreats, sanctioning criminals and depriving them of their illegitimate proceeds ina manner consistent with our domestic legal frameworks.o Shell companies are enablers for criminals to hide proceeds of crime and engagein illicit activities, such as large-scale tax and sanctions evasion. Ensuring thatcompetent authorities, particularly law enforcement, have sufficient resources andtools to investigate and prosecute money laundering, terrorist financing, andproliferation financing involving shell companies is critical to fighting financialcrime.o The procurement of dual use and military technology through circumvention ofsanctions violates United Nations Security Council Resolutions and underminesglobal security. We commit to enhancing implementation of our targeted financialsanctions and ensuring they are the most effective in the world.Enhancing International Cooperation• We will stay abreast of emerging risks tied to money laundering, terrorist financing andproliferation financing through research and the development of joint typologies andstrategic intelligence.o We express our serious concerns that virtual asset thefts and scams, including bythe Democratic People’s Republic of Korea, have reached unprecedented levels.These threats, as well as the methods used by criminals to launder their proceeds,must be better understood and addressed. This is necessary to raise awareness,enhance prevention, and mitigate money laundering as well as being critical topromoting responsible innovation in virtual assets and protecting virtual assetusers in our jurisdictions. We will further research and exchange information suchas typology work on emerging risks related to virtual assets, including from theperspectives of cybersecurity and AML/CFT/CPF, and take necessary measures.o We recognize that illicit actors will continue to take advantage of jurisdictionaldifferences in approaches to countering sanctions evasion and the financing ofproliferation. Therefore, we commit to work together to maintain an up-to-date andcommon understanding of relevant threats, vulnerabilities, and typologies toprevent and combat complex proliferation financing and sanctions evasionschemes.8• We must break down silos and deepen the responsible exchange of informationinternationally to make it harder for criminals to access the financial system and evadedetection.o Bad actors are exploiting silos within, and across, AML/CFT/CPF regimes toconceal their actions. In response, we will improve risk-based and secureinformation sharing internationally between our national competent authorities,and domestically amongst the private sector and between public and privatesector partners, consistent with our domestic legal frameworks. Facilitating thistype of information sharing supports G7 efforts to mitigate the negative impacts offraud on our businesses and citizens and to combat illicit activities bytransnational organized crime groups, including cartels.o Many of our financial institutions operate across G7 markets. We will encouragedeeper cooperation between our regulators who supervise on a group-wide basis.We commit to ensuring that our AML/CFT/CPF supervision is risk-based, effectiveand focused on stopping financial crime. We will also ensure that sanctions fornon-compliance are proportionate, dissuasive and effective.Addressing Financial Crime as a Barrier to Growth and Stability• We will support efforts to strengthen AML/CFT/CPF frameworks in lower capacitycountries to foster growth and economic development.o This can be achieved through many channels, including bilateral and multilateralassistance and collaboration. This work will ensure the G7 together with otherFATF members keep pace with evolving regional risks, and support asset recoveryto further deprive criminals of illicit proceeds and reduce opportunities for moneylaundering.o The FATF and its Global Network of nine FATF-Style Regional Bodies (FSRBs),which bring together more than 200 jurisdictions and 20 observer internationalorganizations, are at the heart of the global fight against financial crime. Wereiterate our commitment to supporting the FSRBs in overseeing the consistentand effective implementation of the FATF standards worldwide, including in thenext round of mutual evaluations.• We commit to supporting the effective implementation of AML/CFT/CPF measures thatare risk-based and proportionate.o We recognize that a risk-based approach can promote economic development andfinancial inclusion by encouraging assessments of risk, identifying lower andhigher risk scenarios, and implementing simplified AML/CFT/CPF measures incertain scenarios proportionate to the relevant risks.o By implementing the revised FATF standards, we will facilitate legitimate fundscontinuing to move through the formal financial sector, promoting economicdevelopment and financial inclusion while mitigating unintended consequences.• We commit to exploring the role of technology in AML/CFT/CPF implementation.o We encourage adoption of new technologies that can more effectively detect,report and interdict illicit finance. This includes partnering with the private sectorto understand how emerging technologies (including artificial intelligence) can beused to improve the efficiency and effectiveness of AML/CFT/CPF regimes. Thisshould be consistent with our respective domestic legal frameworks and risk-based, while ensuring data protection and human rights.o We continue to support the FATF’s initiatives to accelerate global implementationof its standards on virtual assets and virtual asset service providers (VASPs) as9well as its work on emerging risks, including those that arise from misuse ofstablecoins and peer-to-peer transactions, offshore VASPs, and decentralizedfinance (DeFi) arrangements.o We are contributing to the FATF’s ongoing work to strengthen its Standards onPayment Transparency to adapt to changes in payment business models andmessaging standards and to foster payment systems that are more transparent,inclusive, accessible, safe and secure, while enabling faster and cheapertransactions, including remittances. Consistent with this work, we also support theG20 Roadmap for Enhancing Cross-border Payments.Lastly, we commit to furthering this work under the French G7 Presidency in 2026, in coordinationwith all FATF members, and to report on the actions taken to implement the commitments in thisCall to Action.We encourage all countries to join us in this Call to Action. We, the G7 Finance Ministers and Central Bank Governors, met on May 20-22, 2025 in Banff,Canada together with the Heads of the International Monetary Fund (IMF), World Bank Group (WBG),Organisation for Economic Cooperation and Development (OECD), and Financial Stability Board (FSB).We were also joined by Ukrainian Finance Minister Sergii Marchenko and the President of theFinancial Action Task Force (FATF) for parts of the meeting.2. We began by reiterating our shared commitment to the G7. After 50 years of working together,transcending national differences and promoting global prosperity, the value of the G7 is clear. Weheld a productive and frank exchange of views on the current global economic and financial situation,the risks and opportunities common to our countries, and ways to address them. This joint statementreflects the outcome of the discussion between G7 Finance Ministers and Central Bank Governorsduring the meeting.Global Economy3. In the face of multiple complex global challenges, we are committed to pursuing our shared policyobjectives. We agree that the G7 can leverage our strong economic relationships to advance ourcommon goals. International organizations signaled at our last meeting that trade and economicpolicy uncertainty was high and weighing on global growth. We acknowledge that economic policyuncertainty has declined from its peak, and we will work together to achieve further progress. We alsoshared our concerns over unsustainable global macro imbalances.4. In this respect, we also underscore the need to address excessive imbalances and strengthenmacro fundamentals, given potential global spillovers. We call on the IMF to continue to enhance itsanalysis of imbalances in both its bilateral and multilateral surveillance. We continue to engage witheach other and with international partners to advance international cooperation and deliverprosperity.5. Strong and sustainable economic growth is the cornerstone of economic prosperity. We arecommitted to working together to achieve a balanced and growth-oriented macroeconomic policy mixthat supports our economic security and resilience and ensures that all of our citizens can benefitfrom that growth. We are committed to maintaining well-functioning financial markets. We recognizethat elevated uncertainty can have implications for the economy and for financial stability. We willcontinue to monitor and consult closely on these matters. Our central banks remain stronglycommitted to ensuring price stability, consistent with their respective mandates. We reaffirm our May2017 exchange rate commitments.2Economic Resilience and Security6. We recognize the need for a common understanding of how non-market policies and practices(NMPPs) aggravate imbalances, contribute to overcapacity, and impact the economic security of othercountries. Building on our previous commitments and as guided by Leaders, we will contribute, asappropriate, to the monitoring of NMPPs, continuing to assess the distortions they cause in marketsand their global spillovers. We agree on the importance of a level playing field and taking a broadlycoordinated approach to address the harm caused by those who do not abide by the same rules andlack transparency.7. We call on international organizations to address data gaps and deepen our collectiveunderstanding of NMPPs and their domestic and global implications. We agree that joint analysis ofmarket concentration and international supply chain resilience would be useful areas of future work.This analysis will inform our respective policy approaches, which will in part be shaped by ourunderlying industrial and consumer structures. Where appropriate and relevant, we will engagepartners beyond the G7.8. We recognize a significant increase in international low-value shipments being sent to oureconomies in a decentralized manner, and the potential for this to overwhelm and take advantage ofcustoms controls and duty and tax collection infrastructure. Collectively, we recognize the potential forillicit drug trafficking, the importation of counterfeit goods, the misclassification of merchandise,revenue leakage, inequity for our retailers, and significant environmental waste. We commit toexploring ways that our low-value importation systems could address these risks.Support for Ukraine9. We condemn Russia’s continued brutal war against Ukraine and commend the immense resiliencefrom the Ukrainian people and economy. Ukraine has suffered significant destruction. The G7 remainscommitted to unwavering support for Ukraine in defending its territorial integrity and right to exist, andits freedom, sovereignty and independence toward a just and durable peace.10. We welcome ongoing efforts to achieve a ceasefire. If such a ceasefire is not agreed, we willcontinue to explore all possible options, including options to maximize pressure such as furtherramping up sanctions. We reaffirm that, consistent with our respective legal systems, Russia’ssovereign assets in our jurisdictions will remain immobilized until Russia ends its aggression and paysfor the damage it has caused to Ukraine.11. We agree that private sector mobilization will be important in the recovery and reconstruction ofUkraine, with costs estimated by the WBG at US$524 billion over the next decade. We collectivelycommit to help build investor confidence through bilateral and multilateral initiatives. To this end, inaddition to the ongoing support through the MIGA SURE (Support for Ukraine’s Reconstruction andEconomy) trust fund, we will work, including through the Ukraine Donor Platform, with the Governmentof Ukraine, international financial institutions (IFIs), and the insurance industry towards removing theblanket ban imposed on Ukraine as soon as possible. We will continue to coordinate support topromote the early recovery and reconstruction of Ukraine, including at the Ukraine RecoveryConference, which will take place in Rome on July 10-11, 2025. Further, we agree to work togetherwith Ukraine to ensure that no countries or entities, or entities from those countries that financed orsupplied the Russian war machine will be eligible to profit from Ukraine’s reconstruction.3Bolstering Long-term Growth and Productivity12. We agree on the importance of pursuing public policies that spur innovation, raise productivityand promote greater labour force participation. In an environment of high public debt and increasingfiscal pressures, we also agree that raising long-term growth potential is essential to manage risks tofiscal sustainability and increase wages and living standards.13. We discussed and shared experiences on how best to pursue growth-enhancing policies in afiscally prudent manner. We agree that structural reforms can help set the foundations for strong andsustainable economic growth. We recognize that specific growth policies need to be adapted to eachcountry’s needs and circumstances. We agree that maintaining a stable and predictablemacroeconomic environment is important for strong growth and productive long-term investment.Artificial Intelligence14. We deepened our understanding of prospects for AI to raise productivity growth, and of thepolicies needed to realize the benefits. We appreciate the framework provided by the OECD to betterquantify and monitor AI-driven productivity gains. We recognized the benefits of AI for the financialsector and the need to monitor and assess potential risks to financial stability as AI adoption furtherincreases.Financial Sector Issues15. We are committed to a strong, resilient and stable financial sector. We reiterate that a continuedfocus on financial stability and regulatory issues remains vital to ensure the effective functioning ofthe financial system. We noted our support for the important work of the FSB and Standard SettingBodies. We focused on non-bank financial intermediaries, which play an increasingly important role infinancing the real economy. Their activities can contribute to the efficiency of financial markets butcan also pose risks to the global financial system. We discussed sources of potential risk, includingthose from liquidity mismatch, leverage and interconnectedness. We agree on the need to assessnon-bank data availability, use and quality and to share knowledge and approaches to monitoring andassessing potential risks.16. Enhancing cross-border payments can have widespread benefits for citizens and economiesworldwide. We remain committed to delivering cheaper, faster, more transparent and more accessiblecross-border payments while maintaining their safety, resilience, and financial integrity. This includessupporting the implementation of the G20 Roadmap as well as appropriate future actions asnecessary to meet these goals.17. Cyber risks threaten to disrupt global financial systems and the institutions that support them. Toaddress the evolving cyber threat landscape, we will continue to take action to further strengthen ourshared response capabilities and protocols in the event of a significant cyber incident. We lookforward to the G7 Cyber Expert Group’s assessment of the risks and opportunities that AI presents forcybersecurity.18. The potential effects of quantum technologies on the global financial landscape are becomingincreasingly visible. Our central banks will explore how we can identify, categorize and mitigatepotential risks to data security and financial stability and promote economic resilience.4Financial Crime Call to Action19. We remain steadfast in our commitment to tackling financial crime, including money laundering,terrorist financing and the financing of proliferation of weapons of mass destruction (AML/CFT/CPF).We endorse a “Financial Crime Call to Action” to spur further progress and collective efforts of theFinancial Action Task Force (FATF) and its Global Network. By bringing together over 200 jurisdictionsaround the world, the FATF is the ultimate international standard setter, and we welcome itsleadership in combatting financial crime since its creation by the G7 in 1989.20. Through strengthening our AML/CFT/CPF frameworks and enhanced international cooperation wewill endeavor to stay abreast of emerging risks, understand the role of technology and deepen theresponsible exchange of information to make it harder for criminals to access the financial systemand evade detection.21. We recognize financial crime acts as a barrier to growth, development and stability, and supportefforts to strengthen frameworks in lower capacity countries. We call on the international community to make efforts to support vulnerablecountries whose debt is sustainable but face near-term liquidity challenges. We recognize the need forcontinued efforts with all partners, public and private, to enhance the availability and quality of debtdata, including through the Data Sharing Exercise with the World Bank.25. We reaffirm our commitment to achieving more effective and impactful MDBs through reformsaiming to ensure that they work effectively as a system to address the most pressing globalchallenges, deliver on their core mandate, and use their resources as efficiently as possible, includingby implementing the recommendations from the G20 Capital Adequacy Framework Review. We urgeMDBs to continue to step up their efforts to mobilize private capital and enhance domestic resourcemobilization in emerging markets and developing countries. We emphasize the importance of5implementing quality-based procurement policies and procedures that promote efficiency,competition from the private sector, and transparency.6G7 Financial Crime Call to ActionThe G7 Finance Ministers and Central Bank Governors remain steadfast in our commitment totackling financial crime, including money laundering, terrorist financing and the financing ofproliferation of weapons of mass destruction (AML/CFT/CPF).In 1989, the G7 created the Financial Action Task Force (FATF) to “prevent the utilization of thebanking system and financial institutions for the purpose of money laundering”1 and was soonjoined by many other countries and jurisdictions which shared the same concerns andvolunteered for a global effort against financial crime. Since its establishment, the FATF’smandate and standards have expanded to include the combatting of financing of terrorism andthe financing of proliferation of weapons of mass destruction. The transnational nature of moneylaundering, malicious nature of its predicate crimes, and integrated nature of our economiesnecessitate a collective approach to combatting illicit finance. 2025 marks the 35-yearanniversary of the FATF’s “40 Recommendations”, which were developed collectively by FATFmembers and are now being implemented in more than 200 jurisdictions worldwide thanks to thejoint efforts of the FATF Global Network.The Intersection of Crime, Security, and Economic ProsperityOrganized criminals, including cartels, are exploiting gaps in global AML safeguards to launder theprofits of their criminal activities such as drug trafficking (including fentanyl and syntheticopioids), fraud, cybercrimes, and human smuggling that generate billions in illicit revenueannually. These crimes are not only having a devastating impact on our communities, but they arealso impacting national security and economic integrity as profits are re-invested into vast criminalnetworks that seek to undermine the rule of law and destabilize our governments and economies.Financial crime is also harming global economic growth. The International Monetary Fund hasfound that illicit finance reduces productivity, widens inequality, inhibits legitimate investment andhinders an effective allocation of resources. The World Bank has found that financial crimes are abarrier to development sparking political instability, deterring private capital, undermining goodgovernance and the rule of law, and generally eroding trust in governments and institutions. Illicitfinance also robs treasuries of badly needed tax revenue at a time when so many economiesaround the world are facing historically high debt levels.The World Bank sees tackling illicit finance in low-capacity countries as vital to their developmentpriorities and requiring sustained engagement. Strengthening AML/CFT/CPF capacity indeveloping and low-capacity countries would improve financial inclusion and further depriveinternational organized crime groups of opportunities to launder their illicit proceeds or financeterrorism.In this context, technically sound and effective AML/CFT/CPF frameworks contribute to safercommunities, our collective security, and to stronger economies in the G7 and around the globe.The Way ForwardUnder the Canadian G7 Presidency, Finance Ministers and Central Bank Governors have takenstock of the fight we launched in 1989 and identified areas for further action. Today, we endorsethe present Financial Crime Call to Action to strengthen global security, protect financial sectorintegrity, and foster economic growth and economic development.1 https://g7.utoronto.ca/summit/1989paris/communique/index.html7Strengthening our Frameworks• We re-commit to the founding principles of the FATF and will continue to actively supportthe organization.o The FATF is the ultimate AML/CFT/CPF standard setter that catalyzesimprovements in members’ AML/CFT/CPF regimes. It is essential to maintain theFATF’s role at the centre of the global fight against illicit finance.o We commit to ensuring that the FATF remains a technical body that produces in-depth and impartial peer reviews and research that inform our ongoingunderstanding of risk.• We commit to improving the effectiveness of our respective AML/CFT/CPF regimes. TheG7 must lead by example.o G7 financial systems remain the most interconnected in the world and continue torepresent attractive targets for bad actors seeking to launder ill-gotten gains. TheG7 will continue to improve our effectiveness in preventing the proceeds of crimefrom entering our financial sectors, detecting and disrupting money launderingthreats, sanctioning criminals and depriving them of their illegitimate proceeds ina manner consistent with our domestic legal frameworks.o Shell companies are enablers for criminals to hide proceeds of crime and engagein illicit activities, such as large-scale tax and sanctions evasion. Ensuring thatcompetent authorities, particularly law enforcement, have sufficient resources andtools to investigate and prosecute money laundering, terrorist financing, andproliferation financing involving shell companies is critical to fighting financialcrime.o The procurement of dual use and military technology through circumvention ofsanctions violates United Nations Security Council Resolutions and underminesglobal security. We commit to enhancing implementation of our targeted financialsanctions and ensuring they are the most effective in the world.Enhancing International Cooperation• We will stay abreast of emerging risks tied to money laundering, terrorist financing andproliferation financing through research and the development of joint typologies andstrategic intelligence.o We express our serious concerns that virtual asset thefts and scams, including bythe Democratic People’s Republic of Korea, have reached unprecedented levels.These threats, as well as the methods used by criminals to launder their proceeds,must be better understood and addressed. This is necessary to raise awareness,enhance prevention, and mitigate money laundering as well as being critical topromoting responsible innovation in virtual assets and protecting virtual assetusers in our jurisdictions. We will further research and exchange information suchas typology work on emerging risks related to virtual assets, including from theperspectives of cybersecurity and AML/CFT/CPF, and take necessary measures.o We recognize that illicit actors will continue to take advantage of jurisdictionaldifferences in approaches to countering sanctions evasion and the financing ofproliferation. Therefore, we commit to work together to maintain an up-to-date andcommon understanding of relevant threats, vulnerabilities, and typologies toprevent and combat complex proliferation financing and sanctions evasionschemes.8• We must break down silos and deepen the responsible exchange of informationinternationally to make it harder for criminals to access the financial system and evadedetection.o Bad actors are exploiting silos within, and across, AML/CFT/CPF regimes toconceal their actions. In response, we will improve risk-based and secureinformation sharing internationally between our national competent authorities,and domestically amongst the private sector and between public and privatesector partners, consistent with our domestic legal frameworks. Facilitating thistype of information sharing supports G7 efforts to mitigate the negative impacts offraud on our businesses and citizens and to combat illicit activities bytransnational organized crime groups, including cartels.o Many of our financial institutions operate across G7 markets. We will encouragedeeper cooperation between our regulators who supervise on a group-wide basis.We commit to ensuring that our AML/CFT/CPF supervision is risk-based, effectiveand focused on stopping financial crime. We will also ensure that sanctions fornon-compliance are proportionate, dissuasive and effective.Addressing Financial Crime as a Barrier to Growth and Stability• We will support efforts to strengthen AML/CFT/CPF frameworks in lower capacitycountries to foster growth and economic development.o This can be achieved through many channels, including bilateral and multilateralassistance and collaboration. This work will ensure the G7 together with otherFATF members keep pace with evolving regional risks, and support asset recoveryto further deprive criminals of illicit proceeds and reduce opportunities for moneylaundering.o The FATF and its Global Network of nine FATF-Style Regional Bodies (FSRBs),which bring together more than 200 jurisdictions and 20 observer internationalorganizations, are at the heart of the global fight against financial crime. Wereiterate our commitment to supporting the FSRBs in overseeing the consistentand effective implementation of the FATF standards worldwide, including in thenext round of mutual evaluations.• We commit to supporting the effective implementation of AML/CFT/CPF measures thatare risk-based and proportionate.o We recognize that a risk-based approach can promote economic development andfinancial inclusion by encouraging assessments of risk, identifying lower andhigher risk scenarios, and implementing simplified AML/CFT/CPF measures incertain scenarios proportionate to the relevant risks.o By implementing the revised FATF standards, we will facilitate legitimate fundscontinuing to move through the formal financial sector, promoting economicdevelopment and financial inclusion while mitigating unintended consequences.• We commit to exploring the role of technology in AML/CFT/CPF implementation.o We encourage adoption of new technologies that can more effectively detect,report and interdict illicit finance. This includes partnering with the private sectorto understand how emerging technologies (including artificial intelligence) can beused to improve the efficiency and effectiveness of AML/CFT/CPF regimes. Thisshould be consistent with our respective domestic legal frameworks and risk-based, while ensuring data protection and human rights.o We continue to support the FATF’s initiatives to accelerate global implementationof its standards on virtual assets and virtual asset service providers (VASPs) as9well as its work on emerging risks, including those that arise from misuse ofstablecoins and peer-to-peer transactions, offshore VASPs, and decentralizedfinance (DeFi) arrangements.o We are contributing to the FATF’s ongoing work to strengthen its Standards onPayment Transparency to adapt to changes in payment business models andmessaging standards and to foster payment systems that are more transparent,inclusive, accessible, safe and secure, while enabling faster and cheapertransactions, including remittances. Consistent with this work, we also support theG20 Roadmap for Enhancing Cross-border Payments.Lastly, we commit to furthering this work under the French G7 Presidency in 2026, in coordinationwith all FATF members, and to report on the actions taken to implement the commitments in thisCall to Action.We encourage all countries to join us in this Call to Action. 3156034	无图 <p> <p>Com o objetivo de assegurar a humanização do atendimento às mulheres e aos familiares no momento do luto por perda gestacional, por óbito fetal e por óbito neonatal, e ofertar serviços públicos como modo de reduzir potenciais riscos e vulnerabilidades aos envolvidos, o Governo Federal instituiu a Política Nacional de Humanização do Luto Materno e Parental. A Lei Nº 15.139, que oficializa a medida, foi publicada nesta segunda-feira, 26 de maio, no Diário Oficial da União, e entra em vigor em 90 dias a contar a partir de hoje. A lei ainda institui o mês de outubro como o Mês do Luto Gestacional, Neonatal e Infantil no Brasil.</p><p>Tendo como diretrizes a integralidade e equidade no acesso à saúde e no atendimento de políticas públicas e a descentralização da oferta de serviços e de ações, a Política Nacional de Humanização do Luto Materno e Parental, entre outras medidas, promoverá o intercâmbio de experiências entre gestores e trabalhadores dos sistemas e serviços de saúde e de assistência social. A iniciativa também estimulará o desenvolvimento de estudos e de pesquisas que busquem o aperfeiçoamento e a disseminação de boas práticas na atenção ao luto pela perda gestacional, pelo óbito fetal e pelo óbito neonatal.</p><p>ACOMPANHAMENTO PSICOLÓGICO – A norma jurídica dita que caberá aos serviços de saúde públicos e privados, independentemente de sua forma, organização jurídica e gestão, a adoção de iniciativas, como encaminhar mãe, pai e outros familiares diretamente envolvidos, quando solicitado ou constatada a sua necessidade, para acompanhamento psicológico após a alta hospitalar, a ser realizado preferencialmente na residência da família enlutada ou na unidade de saúde mais próxima de sua residência que dispuser de profissional habilitado.</p><p>ACOMODAÇÃO EM ALA SEPARADA – Outra medida é a de ofertar acomodação em ala separada das demais parturientes para aquelas cujo feto ou bebê tenha sido diagnosticado com síndrome ou anomalia grave e possivelmente fatal, e para aquelas que tenham sofrido perda gestacional, óbito fetal ou óbito neonatal. Os serviços de saúde públicos e privados deverão assegurar a participação, durante o parto do natimorto, de acompanhante escolhido pela mãe; realizar o registro de óbito em prontuário; viabilizar espaço adequado e momento oportuno aos familiares para que possam se despedir do feto ou bebê pelo tempo necessário, a partir da solicitação da família, assegurada a participação de todos que tiverem sido autorizados pelos pais; e oferecer assistência social nos trâmites legais relacionados aos casos de perda gestacional, de óbito fetal e de óbito neonatal.</p><p>DECLARAÇÃO E RITUAIS – A lei também assegura que seja expedida declaração com a data e o local do parto, o nome escolhido pelos pais para o natimorto e, se possível, o registro de sua impressão plantar e digital, além de possibilitar a decisão de sepultar ou cremar o natimorto, desde que não haja óbice, bem como a escolha sobre a realização ou não de rituais fúnebres, oportunizando à família participar da elaboração do ritual, respeitadas as suas crenças e decisões.</p><p>NOME E ACESSO AOS EXAMES – A Política Nacional de Humanização do Luto Materno e Parental garante aos pais o direito de atribuir nome ao natimorto. A norma ainda assegura às mulheres que tiveram perdas gestacionais o direito e o acesso aos exames e avaliações necessários para investigação sobre o motivo do óbito, bem como o acompanhamento específico em uma próxima gestação, além do acompanhamento psicológico.</p><p>CAMPANHAS DE COMUNICAÇÃO – Segundo a Lei, competirá à União, aos Estados, ao Distrito Federal e aos Municípios, entre outras ações, instituir campanhas de comunicação e divulgação institucional, com foco na orientação sobre o luto pela perda gestacional, além de promover convênios e parcerias entre o Estado e instituições do terceiro setor voltadas ao apoio das pessoas em luto. Outra medida a ser adotada será incentivar a inclusão de conteúdos relativos ao luto pela perda gestacional nos currículos para formação de profissionais da área da saúde por instituições de ensino superior públicas e privadas.</p><p>HUMANIZAÇÃO – O texto também determina que compete à União elaborar protocolos nacionais sobre os procedimentos relacionados à humanização do luto pela perda gestacional, pelo óbito fetal e pelo óbito neonatal, ouvidos os gestores estaduais e municipais e o Conselho Nacional de Saúde, e inserir protocolos relacionados à humanização do luto nestes casos nas políticas nacionais de saúde e assistência social. A iniciativa visa fomentar a produção de alimentos, gerar empregos e promover desenvolvimento social em território angolano, com participação direta de produtores rurais brasileiros e angolanos.</p>Estamos construindo um documento que é simples, mas muito robusto. A partir dele, daremos início a uma nova fase da relação Brasil-Angola, com segurança jurídica e todas as condições para que esse trabalho comece rapidamente e de forma efetiva</p><p>Carlos Fávaro, ministro da Agricultura e Pecuária<p>De acordo com o ministro Carlos Fávaro, a proposta é resultado de uma construção iniciada desde o retorno do presidente Lula à Presidência da República. “O presidente tem uma verdadeira obsessão, no bom sentido, por fazer com que o Brasil contribua para o desenvolvimento do continente africano, especialmente no combate à fome. Por isso, criou a Aliança Global contra a Fome e a Pobreza e promoveu este segundo Fórum dos Ministros da Agricultura da África com o Brasil”, afirmou.</p><p>Fávaro relembrou que, ao longo dos últimos meses, foram realizadas duas missões a Angola, nas quais empresários e representantes do setor produtivo puderam conhecer de perto as potencialidades do país. “Visitamos arranjos produtivos, mostramos a estrutura da Embrapa, apresentamos como o Brasil desenvolveu tecnologias para a agricultura tropical e como isso pode ser útil para os países africanos”, explicou.</p><p>Na primeira missão, no fim de 2024, o ministro foi recebido pelo presidente João Lourenço. “Ele nos orientou sobre como deveríamos estruturar esse trabalho no país. De volta ao Brasil, formamos um grupo de produtores e empresários, muitos deles associados a cooperativas e entidades que têm experiência em grandes projetos agropecuários”, relatou. Na sequência, uma segunda missão foi realizada neste mês, com visitas a diversas províncias angolanas. “Percorremos várias regiões, fizemos reuniões com autoridades e, ao final, construímos um documento simples, direto e objetivo. Nele constam sugestões e condições para que esses produtores brasileiros possam, de fato, começar a produzir em Angola”, destacou o ministro.</p><p>Entre as propostas apresentadas, estão a concessão de até 500 mil hectares de terras agricultáveis, com cessões válidas por até 60 anos, renováveis, além da definição de áreas contínuas, para facilitar investimentos em infraestrutura como armazéns, oficinas e logística. “Isso é fundamental. Assim como fizemos no Brasil, quando desbravamos o cerrado, é preciso ter escala, ter continuidade de áreas para viabilizar os investimentos”, explicou Fávaro.</p><p>O documento também prevê ajustes na legislação angolana, especialmente no que se refere à proteção de cultivares, uso de sementes transgênicas e propriedade intelectual, pilares que foram determinantes para o salto de produtividade da agricultura brasileira nas últimas décadas.</p><p>Outro ponto de destaque na proposta é a criação de um fundo de aval, com recursos do fundo soberano de Angola, que poderá garantir até 70% ou 75% dos investimentos feitos pelos produtores brasileiros no país africano. “Isso dá segurança e atratividade aos investidores”, destacou o ministro.</p><p>Além dos aspectos econômicos, Fávaro ressaltou que há um compromisso social sólido assumido pelos produtores brasileiros. “Eles vão construir agrovilas, com moradias dignas, escolas, postos de saúde e escolas técnicas para as comunidades locais. Também haverá intercâmbio de técnicos e engenheiros agrônomos angolanos com o Brasil, para formação e capacitação”, detalhou.</p><p>O ministro destacou ainda que, além das áreas destinadas à produção em larga escala, serão estruturados projetos de apoio às comunidades vizinhas. “Será oferecido maquinário, insumos e assistência técnica, para que os próprios angolanos possam desenvolver sua agricultura, aprendendo e se estruturando até alcançar sua autonomia”, explicou.</p><p>Ao final do encontro, os presidentes Lula e João Lourenço determinaram que as equipes avancem na elaboração de um Memorando de Entendimento, que formalizará a cooperação. “Estamos construindo um documento que é simples, mas muito robusto em termos de impacto. A partir dele, daremos início a uma nova fase da relação Brasil-Angola, com segurança jurídica e todas as condições para que esse trabalho comece rapidamente e de forma efetiva”, afirmou Fávaro.</p><p>O ministro Fávaro concluiu destacando que a proposta representa um passo estratégico para consolidar o Brasil como referência global em agricultura tropical sustentável e solidária. O ministro ressalta que a disposição dos produtores brasileiros em compartilhar conhecimento, tecnologia e experiência é fundamental para fortalecer a segurança alimentar, gerar desenvolvimento econômico e promover inclusão social. 3156030	无图 Jakarta (ANTARA) - Indonesia"s sovereign wealth fund management agency, Danantara, has revealed that four Chinese companies are interested to invest in and establish electric vehicle (EV) manufacturing plants in the country.</p><p>"There are many [companies that are interested in investing], but the most certain ones are probably three or four. I cannot mention the names yet," Danantara Chief Investment Officer (CIO) Pandu Sjahrir remarked during the Global Business Summit on Belt and Road Infrastructure Investment in Jakarta on Sunday.</p><p>According to Sjahrir, these four companies have expressed interest in various segments, including EV battery development, data centers, and consumer services. "We will look at each case individually," he added.</p><p>Sjahrir emphasized that investments from Chinese companies should not only bring economic benefits but also contribute to the development of human resources and technological knowledge in Indonesia. </p><p>"China is more advanced, so we should learn directly from them. 3156028	无图 Jakarta (ANTARA) - Minister of Foreign Affairs Sugiono stated that ASEAN"s credibility hinges on its ability to maintain regional peace amidst geopolitical tensions and global economic fragmentation.</p><p>He made this statement at the ASEAN Foreign Ministers" Meeting (AMM), which was held before the 46th ASEAN Summit at the Kuala Lumpur Convention Center on Sunday, May 25, 2025.</p><p>During the meeting, Sugiono highlighted the importance of renewing ASEAN"s commitment to the Treaty of Amity and Cooperation (TAC), which serves as the "foundational framework for peace architecture in the region." </p><p>Sugiono urged ASEAN to take substantive, not just procedural, steps ahead of the TAC"s 50th anniversary next year.</p><p>Regarding ASEAN"s relations with its external partners, Sugiono also stressed the importance of maintaining ASEAN"s relevance and centrality amidst various external partnership initiatives.</p><p>Hence, Indonesia advocates for the adoption of the ASEAN Decision on Enhancing Relations with External Partners, which will serve as a guide in strengthening ASEAN"s external engagements.</p><p>"ASEAN needs focused partnerships and must remain aligned with the ASEAN-led corridor," he added.</p><p>On the issue of Timor-Leste"s full membership, he reiterated Indonesia’s full support for the adoption of ASEAN’s legal instrument accession guidelines for Timor-Leste.</p><p>"Timor-Leste has made significant progress. This process must be practical, supportive, and expedite integration, not hinder it," he stated. </p><p>He also called for continued solidarity and technical assistance from all ASEAN member states to support Timor-Leste’s journey toward becoming ASEAN’s 11th member.</p><p>Meanwhile, he emphasized that the crisis in Myanmar has posed a serious threat to regional stability. </p><p>Therefore, he encouraged actions to halt violence and create conditions for inclusive dialogue.</p><p>"The cost of doing nothing is too high.
