FREDERICK FLORIN / AFP <p>La Cour européenne des droits de l’homme (CEDH) «considère que, dans chacune des trois requêtes, les autorités d’enquête et les juridictions internes ont failli à protéger, de manière adéquate, les requérantes qui dénonçaient des actes de viols alors qu’elles n’étaient âgées que de 13, 14 et 16ans au moment des faits», a-t-elle fait savoir, jeudi 24avril, dans un communiqué.</p> <p>Elle estime que «les juridictions internes n’ont pas dûment analysé l’effet de toutes les circonstances environnantes ni n’ont suffisamment tenu compte, dans leur appréciation du discernement et du consentement des requérantes, de la situation de particulière vulnérabilité dans laquelle elles se trouvaient, en particulier eu égard à leur minorité à la date des faits litigieux».</p> <p>Dans deux des requêtes, la Cour relève, en outre, «l’absence de célérité et de diligence dans la conduite de la procédure pénale».</p> <p> <p>Lire aussi le décryptage \| Article réservé à nos abonnés Définition du viol: l’ajout de la notion de consentement dans la loi fait débat </p> <p> Lire plus tard </p> </p> <p>La Cour, qui siège à Strasbourg, estime encore qu’il y a eu violation des articles3 (interdiction des traitements inhumains ou dégradants) et 8 (droit au respect de la vie privée) de la Convention européenne des droits de l’homme dans chacune des trois requêtes.</p> <p>Elle conclut également qu’il y a eu violation de l’article14 (interdiction de la discrimination) combiné avec les articles3 et8, dans un des trois cas, l’affaire dite «Julie» (nom d’emprunt), qui avait accusé plusieurs pompiers de viols quand elle était adolescente.</p> <p>Une deuxième requérante, présentée sous les initiales H.B., avait dénoncé des viols subis par deux hommes de 21 et 29ans dans la nuit du 26 au 27mai2020. Elle avait alors 14ans. La troisième avait dénoncé un viol subi à l’âge de 16ans par un homme de 18ans, chez elle, après une fête. LUDOVIC MARIN / AFP <p>Emmanuel Macron a demandé «l’intégration» du département français de Mayotte à la Commission de l’océan Indien (COI), jeudi 24avril, en plaidant pour une «approche pragmatique» face à l’hostilité des Comores. «Nous ne pouvons pas laisser un territoire et ceux qui y vivent à l’écart d’un certain nombre de nos programmes», a-t-il déclaré, en citant expressément Mayotte, au cinquième sommet de la COI dans la capitale malgache, Antananarivo. JEFF CHIU / AP <p>La Chine a fermement réfuté l’existence de négociations avec Washington, jeudi 24avril, après des propos du président américain Donald Trump ayant suggéré l’éventualité d’un accord entre les deux puissances, engagées dans un bras de fer commercial.</p> <p>Interrogé la veille sur la possibilité d’une réduction de ces surtaxes, le 47<sup>e</sup> président des Etats-Unis a répondu qu’il y aurait «un accord équitable avec la Chine, ce sera équitable», après que la Maison Blanche eut déclenché une guerre commerciale qui a abouti à 145% de droits de douane additionnels sur les produits chinois entrant aux Etats-Unis, et 125% décidés en représailles par Pékin sur les marchandises en provenance des Etats-Unis.</p> <p>Le ministère du commerce chinois a rétorqué que «toute affirmation concernant une avancée dans les discussions sino-américaines relève de la pure spéculation et ne repose sur aucun fait concret». «En tant qu’autorité chargée des relations économiques et commerciales extérieures, je tiens à souligner qu’il n’y a actuellement aucune négociation commerciale en cours entre la Chine et les Etats-Unis», a souligné un porte-parole du ministère du commerce, He Yadong.</p> <p>L’existence de ces discussions est «une fausse information», a également martelé Guo Jiakun, porte-parole du ministère des affaires étrangères chinois. «La position de la Chine est constante et claire: s’il faut se battre, nous irons jusqu’au bout, mais si c’est pour dialoguer, alors nos portes sont grandes ouvertes», a-t-il ajouté.</p> <p> <p>Lire aussi \| Article réservé à nos abonnés Comment la Chine peut riposter à la guerre commerciale de Donald Trump: 5graphiques pour comprendre </p> <p> Lire plus tard </p> </p> «Un embargo commercial» <p>Donald Trump avait imposé, au début d’avril, des droits de douane prohibitifs à tous les partenaires des Etats-Unis, provoquant une tempête sur les marchés mondiaux. Mais, alors que ces surtaxes ont été ramenées une semaine plus tard à 10% pour l’ensemble des pays, elles ont grimpé à 145% pour la Chine. Cette dernière a répliqué par ses propres droits de douane de 125% sur les marchandises en provenance des Etats-Unis.</p> <p>Ces surtaxes réciproques sont comparables à «un embargo commercial» bloquant les échanges entre les deux pays, a estimé mardi à huis clos le ministre américain des finances Scott Bessent, selon le témoignage d’une source présente à l’AFP. La Chine et l’UE devraient «travailler ensemble pour construire une économie mondiale ouverte», a-t-il déclaré à son homologue autrichienne, selon un communiqué du ministère des affaires étrangères chinois.</p> <p>«La pression, les menaces et le chantage ne sont pas des méthodes acceptables pour la Chine», a de nouveau insisté jeudi le ministère chinois du commerce. M.Sharif a dirigé une rare réunion du comité de sécurité nationale de haut niveau après que l’Inde a accusé son voisin de soutenir le «terrorisme transfrontalier», deux jours après un attentat au Cachemire au cours duquel 25ressortissants indiens ont été tués.</p> <p>L’Inde avait ordonné à tous les citoyens du Pakistan, juste avant l’annonce d’Islamabad, de quitter son territoire d’ici au 29avril, en représailles à l’attentat qu’elle impute à son voisin. «Tous les citoyens pakistanais actuellement en Inde doivent quitter l’Inde avant l’expiration de leurs visas», fixée au 27avril pour les visas ordinaires et au 29avril pour les visas médicaux, a annoncé le ministère des affaires étrangères indien.</p> <p>Mardi après-midi, plusieurs tireurs ont ouvert le feu sur des touristes dans la ville de Pahalgam, tuant 25Indiens et un ressortissant népalais. Cette attaque, attribuée par l’Inde à des islamistes soutenus par le Pakistan, est la plus meurtrière visant des civils menée depuis 2000 dans ce territoire indien à majorité musulmane. Jeudi, la fusillade n’avait toujours pas été revendiquée. Le gouvernement ultranationaliste hindou de New Delhi a annoncé une série de mesures de représailles diplomatiques contre Islamabad, qui a nié toute implication dans l’attentat.</p> <p>Lors de la réunion gouvernementale, le premier ministre pakistanais a ajouté qu’il avait été décidé que le Pakistan expulserait des diplomates indiens, suspendrait des visas d’Indiens et considérerait toute tentative de détournement de l’eau du fleuve Indus par l’Inde comme un «acte de guerre». Mercredi, New Delhi a dit dénoncer le traité sur les eaux de l’Indus, ratifié en1960 et jamais remis en question malgré trois guerres entre les deux voisins.</p> <p>Mercredi, le gouvernement ultranationaliste hindou de New Delhi a annoncé une série de mesures de représailles diplomatiques. Parmi ces décisions largement symboliques, la suspension d’un traité sur le partage de l’eau, la fermeture du principal poste-frontière terrestre entre les deux pays et le rappel de diplomates.</p> «Tous les efforts seront faits pour que justice soit faite» <p>«Je le dis au monde entier: l’Inde identifiera, poursuivra et punira les terroristes et ceux qui les soutiennent. This $435,000 will get Uralla, Armidale, Guyra and Inverell back on track by giving police the tools to catch crooks and let local businesses breathe easier," Mr Joyce said.</p><p>Mr Joyce announced the investment to help tackle soaring break-and-enter rates, including:</p> Uralla Shire Council $155,000: An upgraded CCTV network for the main street, parks, and council depots, responding to a spate of vehicle thefts and commercial break-ins. Inverell Shire Council $180,000: Mobile CCTV camera trailers to target crime hotspots and the CBD, one of NSW"s worst for break-and-enters. Dicho contexto condena a las policías a la pobreza patrimonial.Fortalecer a las policías locales es indispensable para avanzar en la pacificación del país; para ello se les debe asegurar profesionalización, protección y condiciones laborales dignas conforme a estándares claros.México Evalúa desarrolló un Estándar de Condiciones Laborales para policías municipales y una ruta con acciones puntuales de mejora, considerando sus costos económicos y posibles fuentes de financiamiento.<p>Ciudad de México, 23 de abril de 2025</p><p>La organización México Evalúa presentó el reporte “Policía desprotegida. Ruta para su dignificación laboral”, que evidencia la precarización de las policías municipales en México. A la vez, propone una ruta para atender este problema con fuentes de financiamiento sostenibles desde el nivel municipal. De acuerdo con el informe, alrededor de 69.1% de los elementos de policías locales en México percibe un salario menor a 16,688 pesos netos mensuales, cifra mínima recomendada por el Secretariado Ejecutivo del Sistema Nacional de Seguridad Pública; y menos del 70% cuenta con todas las prestaciones básicas establecidas en la Constitución, como aguinaldo, vacaciones y prima vacacional.</p><p>Al revisar otras prestaciones, el reporte pone de manifiesto que entre el 19.3% y 52.5% de los elementos cuenta con cobertura de seguridad social efectiva; 51.6% seguro de vida; 25.7% apoyo psicológico; 8.3% servicios de guarderías; 27.6% vales de despensa; y sólo el 7.6% créditos para la vivienda.</p><p>Aunque el Artículo 123 de la Constitución establece que las policías municipales deben contar con prestaciones de Ley y con los esquemas básico y complementario de seguridad social, la legislación federal no precisa qué prestaciones complementarias deben incluirse, por lo que hay importantes asimetrías en las condiciones laborales ofertadas y materializadas en las distintas corporaciones policiales.</p><p>En este contexto, existen pocos incentivos para que las y los agentes policiales tengan un buen desempeño y permanezcan en las corporaciones, por lo que resulta muy complejo incrementar su eficacia. Para contribuir a revertir esta situación, México Evalúa desarrolló un Estándar de Condiciones Laborales para policías municipales y una ruta con acciones puntuales de mejora,considerando sus costos económicos y posibles fuentes de financiamiento.</p><p>“La pacificación desde lo local es posible y debe iniciar con la profesionalización y protección de las policías municipales. Sin embargo, las políticas públicas sin fuentes de financiamiento sólo son buenos deseos, por lo que urge asegurar fuentes de ingreso adecuadas y sostenibles a nivel municipal ”, comentó Mariana Campos, directora general de México Evalúa durante el evento de presentación.</p><p>“Desde México Evalúa ofrecemos un Estándar de Condiciones Laborales que no sólo cumple con la regulación en la materia, sino que ofrece mejores condiciones de vida. Si lo que queremos es frenar el reclutamiento de las organizaciones criminales, hacer más atractiva la función policial es uno de los pasos”, puntualizó.</p><p>Dicho estándar ya ha sido implementado en Monterrey, Nuevo León, y en Ensenada, Baja California, gracias a convenios de colaboración entre los municipios y la organización. Ambos casos evidencian que los municipios en México pueden constituirse en actores relevantes para la construcción de seguridad por vías alternas a la militarización.</p><p>La ruta planteada por México Evalúa para implementar el estándar propuesto a nivel municipal, incluye acciones tales como identificar las prestaciones que se requieren implementar; estimar el número ideal de elementos policiales; calcular el costo de brindar mejores prestaciones; y consolidar un modelo de financiamiento sostenible adaptable a cada municipio.</p><p>“No puede haber paz en aquellos territorios en donde prevalezca la precariedad laboral de las policías. En un contexto en donde el 70% de las y los agentes carecen de un salario digno, es muy complicado que la policía se convierta en el primer dique de contención frente al crimen organizado”, apuntó Armando Vargas, coordinador del Programa de Seguridad de México Evalúa.</p><p>Durante el evento también participaron Mónica Pérez Ankarvall, titular del Centro Nacional de Certificación y Acreditación del Secretariado Ejecutivo del Sistema Nacional de Seguridad Pública; Miguel Garza, director ejecutivo de INSYDE; y Ernesto López Portillo, coordinador del programa de seguridad ciudadana de la Universidad Iberoamericana, quienes coincidieron en que la construcción de seguridad inicia desde lo local, cuidando a las policías municipales; y que la ruta para su dignificación laboral es clave para diseñar esquemas a la medida y plantear financiamiento a mediano y largo plazo.</p><p>El documento “Policía desprotegida. 3112952	有图 <p>Guitarist Ricky Siahaan of the seminal heavy metal band Seringai has died at age 48 in Tokyo.</p><p>Ricky died right after Seringai finished its set on Saturday, according to the band. It was the final day of the band’s Wolves of East Asia Tour 2025, which started in Taiwan on April 11.</p><p>Ricky’s body is being flown to Indonesia for burial. The cause of his death has yet to be disclosed.</p><p>“Ricky Siahaan has left the stage,” the band said on Sunday on Instagram. “He was the energy, laughter and power on and off stage. We lost one of the most integral parts of this [band].”</p><p>Born in Tanjung Pandan, Belitung, on May 5, 1976, Ricardo “Ricky” Bisuk Juara Siahaan started his music career by founding the alternative rock cover band Chapter 69 in 1995 alongside schoolmate Deddy Desta Mahendra, who is a well-known presenter and former member of pop outfit Clubeighties.</p> <p> </p> <p> </p> <p>Ricky soon ventured into the hardcore scene with bands like Buried Alive and later Stepforward in 1999.</p><p>In 2002, Ricky and Arian Arifin, popularly known as“Arian13”, founded Seringai, with the latter becoming the band’s vocalist. It shows the creative collaboration between me and NOD,” Hian said at the launch on April 16.</p><p>Hian, a couture designer who has run his namesake luxury fashion brand since 2008, created the sleeve in three colors, Silver or Chrome Brew, Pink or Rosie Roast and Dark Brown or Luxe Blend. Each year, more than two billion tonnes of trash are discarded worldwide, much of it made up of persistent, non-biodegradable materials.</p><p>“Every year, we generate enough plastic waste to fill the United Kingdom’s Wembley Stadium 900 times over,” said Summer Xia, copresident of the European Union National Institutes for Culture (EUNIC) Indonesia Cluster and country director of British Council Indonesia, at the opening of the Design Matters Lab exhibition at Erasmus Huis Jakarta on Feb. 27. “Imagine walking into that iconic stadium, not to cheering fans, but mountains of discarded packaging and single-use plastics.”</p><p>“Not exactly the kind of legacy we want to leave for our future generations.”</p><p>To confront this crisis, EUNIC Indonesia Cluster launched an open call in mid-2024, inviting Indonesian and European designers and researchers to rethink waste from the ground up. 3112948	有图 <p>U<p>nited States Ambassador to Indonesia Kamala Shirin Lakhdhir will conclude her mission in Jakarta later this month, the US embassy stated on Tuesday, officially announcing the end of her nine-month long tenure in the country.</p><p>Lakhdhir will make her last round of engagement with several Indonesian officials and stakeholders before leaving, the announcement added, and her absence will be temporarily filled by the US embassy in Jakarta’s deputy chief of mission Heather C. It has become a global topic now,” Prabowo said. 3112946	有图 <p>F<p>ormer president Joko “Jokowi” Widodo will be among officials appointed to attend the funeral of Pope Francis in Rome this weekend, an event which is expected to be attended by dozens of world leaders.</p><p>State Secretary Prasetyo Hadi said President Prabowo Subianto had appointed several figures to represent him and Indonesia in attending the funeral procession, scheduled for Saturday. He previously said that the President cannot attend the funeral because of “one thing or another”.</p><p>The representatives are Jokowi, First Deputy Finance Minister Thomas Djiwandono, former transportation minister Ignasius Jonan who headed the Bishop’s Conference of Indonesia (KWI) special committee for the papal visit to Jakarta last year as well as Human Rights Minister Natalius Pigai.</p><p>“We hope that these figures can represent our nation in offering condolences,” Prasetyo told reporters on Wednesday.</p><p>He added that the representatives are expected to depart for Vatican City on Thursday or Friday, at the latest.</p> <p> </p> <p> </p> <p>Pope Francis died on Monday morning, aged 88, after suffering a stroke and cardiac arrest at the papal residence. 3112944	有图 <p>T<p>he Attorney General"s Office (AGO) has arrested local news station JakTV"s editor in chief Tian Bahtiar for an alleged obstruction of justice following the station’s "negative coverage" of the AGO’s handling of two high-profile corruption cases.</p><p>The Attorney General’s Office (AGO) accused Tian of receiving Rp 478 million (US$28,337) from two lawyers, Marcella Santoso and Junaedi Saibih, in exchange for orchestrating negative news reports aimed at undermining the AGO’s investigations into corruption at state-owned tin mining giant PT Timah and a sugar import graft case involving former trade minister Thomas Lembong.</p><p>Marcella and Junaedi — who have also been arrested by the AGO — were members of the legal team representing Harvey Moeis, one of 14 individuals convicted in a US$20 billion corruption case involving PT Timah.</p><p>In December of last year, the Jakarta Corruption Court sentenced Harvey to 6.5 years in prison for his involvement, but the Jakarta High Court increased his sentence to 20 years in February following an appeal by the AGO.</p><p>Marcella and Junaedi have no link to Tom"s sugar import graft case. 3112943	有图 <p>T<p>he House of Representatives is focusing on the revision of the Criminal Law Procedures Code (KUHAP) first before moving on to other revisions of laws governing legal systems, particularly the ones regarding the Attorney General’s Office (AGO) and the National Police.</p><p>NasDem Party lawmaker Rudianto Lallo of House Commission III, which oversees legal affairs, said that the legislature’s attention was still on finishing the KUHAP revision. 3112941	有图 <p>T<p>he Jakarta city government is preparing for a surge in dengue fever cases citywide by the end of the month, as the incidence of the viral disease is expected to peak following the end of the rainy season.</p><p>Head of surveillance, epidemiology and immunization at the Jakarta Health Agency Ngabila Salama said that the increase in cases is mainly due to humid conditions that support mosquito, egg and larvae reproduction, a lack of public awareness of prevention methods and seasonal illnesses lowering immunity.</p><p>"The dengue case cycle typically peaks a month after the peak of the rainy season. If March has the heaviest rains, then April is usually the peak," Ngabila said on Tuesday, as quoted by Kompas.com.</p><p>"Last year, El Niño extended the dry season, which increased the risk of cases at the start of this [year’s] rainy season."</p><p>Ngabila advised the public to eliminate mosquito breeding grounds routinely. She explained that the rise in dengue fever cases was influenced by various factors such as weather, humidity and community behavior.</p> <p> </p> <p> </p> <p>The Jakarta Health Agency said most dengue fever cases happen to school-aged children who spend plenty of time outdoors. 3112940	有图 <p>M<p>any of us would quite readily align with the notion that the Bandung Conference in 1955 was transformative. It was more than an event where leaders simply gathered and had a wonderful time. Nowadays, not many conferences are of quite the same type.</p><p>Back then, leaders of 29 nations in Asia and Africa came to Bandung with all the various problems and challenges facing them, and yet, they had wisdom and dared to transform the world.</p><p>Leadership matters. And that’s what the leaders demonstrated.</p><p>In 1955, there were some 76 member states of the United Nations. In two decades, this number almost doubled to 144. People became independent and freed from colonial domination. That, I think, is transformative.</p><p>Aside from the numerical change that Bandung helped unleash, we saw the birth of new ideas on how we can deal with the challenge of geopolitical competition.</p> <p> </p> <p> </p> <p>Before Bandung, we were led to believe that we must choose sides. You were either with the East or the West, however one chose to describe the contesting parties in the then-prevailing Cold War. Essentially, the suggestion made was that for countries like ours in the Global South, we simply follow. This is what Bandung rebelled against.
