3114077	有图 <p>MANILA, Philippines — The Philippines is set to assume the chairship of a group of middle-income countries (MICs) that share a common goal of securing greater support and making more meaningful global contributions.</p><p>The UN bloc is composed of 18 countries, including several with income levels similar to the Philippines—such as Chile, Colombia, Thailandand Malaysia.</p><p>The Philippines is set to host the High-Level Conference of Middle-Income Countries in Makati City, which will take place from April 28 to 29. Delegates from these countries are set to discuss a plan of actions for MICs.</p><p>“The Philippines will assume the chairship of the like minded group of middle-income countries at the United Nations, succeeding Morocco. Our aim as chair is to rally middle-income countries in becoming a unified voice in the global stage to advocate for more support and partnership, and to be responsible contributors to peace and progress of nations,” Foreign Affairs Secretary Enrique Manalo said in a press conference.</p><p>Manalo explained that there was a need to recognize the specific needs of MIC that differed from those in the Global South, and even more so than developed countries. He said the MICs need to exert more influence in decision-making in areas such as the UN.</p><p>He said there was a need to possibly develop new indicators that measured the growth of a country and in effect, the amount of aid they receive from the UN.</p><p>“Middle-income countries are victims of their own success in many ways. The higher you reach in development, in income, sometimes you get penalized, For example in terms of access to assistance, access to other types of development assistance,” Manalo said.</p><p>The traditional mark for growth recognized by the UN is the country’s gross domestic product.</p><p>Part of the points of discussion in the upcoming conference is seeking solutions for inequality, climate vulnerability, technology access, innovation and more.</p><p>“At its heart, this common purpose is about shaping a more equal world and fairer international system. This is more pertinent in this period when dramatic shifts highlight the compelling centrality of multilateralism as a platform for fostering dialogue and cooperation,” Manalo said.</p><p>National Economic and Development Authority Secretary Arsenio Balisacan said the Philippines is set to become an upper middle-income country by 2026, which has its own set of challenges.</p><p>“In a global environment marked by rising trade uncertainties, geopolitical tensions and climate-related vulnerabilities. The initiative, led by iBEST Company, aims to provide students with high-quality lessons in Science, Technology, Engineering, and Mathematics through an engaging digital platform.</p><p>Tharchen, Chief Executive Officer (CEO) of Educare Skills, announced that the iBEST team is currently developing the STEM platform, building on the success of their existing educational offerings.</p><p>“With the widespread success of our platform—used by students, teachers, and parents across all 20 districts—we are now working to introduce dedicated content for STEM subjects,” said Tharchen. “We recognize the growing importance of STEM education in Bhutan’s development and aim to launch this platform by next year.”</p><p>Currently, Educare Skills focuses on promoting Dzongkha, the national language, especially among young learners. 3114071	无图 <p>To enhance the country’s renewable energy capacity, the Ministry of Energy and Natural Resources (MoENR) has embarked on various solar projects aimed at boosting both rooftop and utility-scale solar technologies.</p><p>Druk Green Power Corporation (DGPC) has been tasked with developing 1,000 MW of solar energy as part of the 13th Five-Year Plan. “DGPC has already initiated the implementation of a 120 MW solar project at Jamjee in Thimphu and is pursuing other large-scale projects like the 120 MW Wobthang and 120 MW Apa Amai Pang,” an official from the Ministry said.</p><p>While hydropower remains the mainstay of Bhutan’s energy system, the government acknowledges the crucial role of solar energy in addressing seasonal energy shortages.</p><p>As part of the renewable energy development roadmap, the Ministry aims to integrate 5,000 Mega Watt (MW) of solar capacity into the grid by 2040. While Bhutan has not participated in recent trial runs, it has given its formal consent to the agreement and the protocol, reaffirming its strategic role in enhancing sub-regional connectivity.</p><p>Signed in Thimphu on June 15, 2015, the BBIN-MVA aims to facilitate seamless movement of passenger, personal, and cargo vehicles across borders, enhancing trade, people-to-people exchanges, and regional integration. The agreement represents the first of its kind in South Asia and is widely seen as a pragmatic response to the current dormancy of the South Asian Association for Regional Cooperation (SAARC), which has struggled to hold a summit since 2014.</p><p>The recently concluded protocol outlines detailed provisions on permits, fees, vehicle tracking systems, liability insurance, and customs facilitation. However, it cautions that this ambitious growth can only be sustained if the country undertakes financial deepening—a comprehensive process aimed at expanding and improving the financial sector’s efficiency, liquidity, and capacity to support long-term investments.</p><p>The ADB emphasizes that Bhutan’s limited financial depth results in higher risk premiums and borrowing costs, while simultaneously restricting access to more productive, high-return investments. This situation, the report argues, undermines countercyclical fiscal policies, with increased government borrowing potentially crowding out private investment.</p><p>Conversely, a more developed financial sector, the report notes, would stabilize markets, offer more affordable financing options, and promote fiscal consolidation by balancing public and private sector investment.</p><p>Between 2016 and 2024, Bhutan’s net claims on the private sector averaged only 60% of GDP—well below levels observed in comparable economies such as Nepal—highlighting the stagnation in private sector credit growth. Since the COVID-19 pandemic, private credit has shown high volatility, and recent trends indicate a deceleration.</p><p>Bhutanese banks continue to rely heavily on fixed asset-backed lending due to their limited ability to conduct thorough cash flow-based appraisals. Most of the credit is concentrated in the tourism and housing sectors, with housing alone accounting for 30% of total credit. This poses a risk of credit concentration and limits resources for other productive sectors.</p><p>While non-performing loans declined to 7.4% of outstanding credit in 2024—down from 14.6% in 2020—the ADB warns that this improvement may be temporary, as pandemic-era loan repayment deferments are still in effect. The end of these financial relief measures may expose hidden vulnerabilities in the financial system.</p><p>ADB’s Economics Officer in Bhutan, Sonam Lhendup, noted that the country’s monetary policy remained accommodative throughout 2024. The Royal Monetary Authority (RMA) maintained the cash reserve ratio at 8.0%, its main liquidity control tool. A halt in the withdrawal of hydropower project-related balances in mid-2023 also helped boost liquidity. Moreover, the minimum lending rate was reduced from 6.8% in June 2024 to 6.4% in December 2024.</p><p>He stressed the need to move beyond non-market tools like the cash reserve ratio, advocating instead for mechanisms aligned with actual cash or project flows to enhance monetary policy effectiveness.</p><p>Bhutan’s current account remained narrow in 2024 but is projected to widen in 2025. On a positive note, net foreign assets increased by 7.4% in 2024, a sharp recovery from the 18.3% contraction seen in 2023. This growth was supported by higher remittances, official grants, and proceeds from bitcoin sales.</p><p>However, private sector credit growth slowed sharply to 2.7% in 2024, down from 15.0% the previous year. This was largely due to a decline in education loans, as key destination countries tightened visa regulations and imposed restrictions on international student enrollments.</p><p>The overall money supply expanded by 8.0% in 2024, fueled by an increase in domestic deposits. They can either:</p><p>Approve each transaction individually using their UPI PIN, or</p>Set predefined limits so that secondary users can make payments up to that amount without requiring further approvals.</p>This flexibility allows families and small businesses to delegate financial tasks efficiently, while still maintaining full oversight.</p><p>Despite UPI’s growth, many Indians still depend on cash for daily needs due to lack of digital literacy or access to personal bank accounts. UPI Circle addresses this gap by enabling users who don"t handle their own finances to participate in digital payments safely.<p></p></p><p>According to NPCI, about 6% of UPI users make frequent transactions on behalf of others. With UPI Circle, these delegated payments become more structured, reducing reliance on cash and increasing transparency.</p><p>Real-world use cases</p>Parental oversight: A parent can authorise their child to spend on stationery or food while monitoring spending limits.</p><p>Senior citizen support: Elderly users who are hesitant about digital payments can allow children to complete the transaction remotely.</p><p>Busy households: Working couples can enable domestic help to purchase essentials on their behalf with spending limits.</p><p>Business owners: Entrepreneurs like car rental service providers can allow staff to make payments for fuel and other needs, ensuring accountability and reducing the use of petty cash.</p><p>On BHIM, UPI Circle is integrated with built-in security and ease-of-use. After Wednesday"s lower closing, the MCX gold June futures contract initiated Thursday"s trading at Rs 96,188/10 grams, showing an increase of Rs 1,466 or 1.5%.</p><p>Silver May futures contracts commenced trading lower at Rs 97,75/kg, displaying a decrease of Rs 124 or 0.13%.</p><p>On Wednesday, domestic and international markets witnessed mixed settlements for gold and silver. The gold June futures contract concluded at Rs 94,722 per 10 grams, declining by 2.69%, whilst silver May futures contract finished at Rs 97,799 per kilogram, gaining 2%.</p><p>Both precious metals demonstrated significant volatility. Gold prices recorded their steepest single-day decline in five years due to diminishing risk sentiments and profit-taking. Any such visas issued earlier have been cancelled, and Pakistani nationals under SVES have 48 hours to leave.</p><p>Additionally, the overall strength of both countries’ diplomatic missions will be capped at 30 personnel by May 1, down from 55. The Resistance Front (TRF), a proxy outfit of the banned Pakistan-based Lashkar-e-Taiba, has claimed responsibility for the Pahalgam attack, in which most of the victims were civilians. Asif said Thursday’s National Security Committee meeting reflects the gravity of the moment, noting that such sessions are held “when issues related to national security are to be discussed.”</p><p>India had last downgraded diplomatic ties in 2020 by reducing the mission strength to half of what it was earlier.</p><p>In what is being described as the deadliest assault since the abrogation of Article 370 in 2019, at least 28 tourists were killed and many others injured on Tuesday.</p><p>The attack occurred in Baisaran meadow, a scenic area approximately 7 km from the resort town of Pahalgam, popular among tourists for its natural beauty and serene environment.</p><p>According to survivors, six foreign terrorists dressed in Army"s fatigue uniform targeted their victims based on religion. The assailants reportedly asked individuals to identify themselves by name and recite Islamic verses before opening fire at point-blank range.</p><p>The attack occurred around 1:30 pm as tourists relaxed in the picturesque meadow, surrounded by snow-capped mountains and pine forests. The US equity market has surpassed its peak performance period, and investors need to be ready for additional dips in stocks, Treasury bonds and the US currency, warns Christopher Wood from Jefferies Financial Group Inc.</p><p>According to Wood, who serves as the firm"s global head of equity strategy, US equities" market value as a proportion of the MSCI All Country World Index hit its highest point in late December. "The US has made an all-time peak," he said, likening it to the Japanese market in 1989. "The dollar has begun a long-term weakening trend, and that"s going to reduce the US stock market capitalization as percentage of the world."</p><p>According to a Bloomberg report, Wood suggests that investors should diversify their portfolios by incorporating assets from China, India and Europe.</p><p>The experienced strategist"s negative outlook on US markets reflects growing worldwide skepticism about America"s continued market dominance, particularly in light of President Donald Trump"s disorganised implementation of tariff policies.</p><p><p><img src="https://static.toiimg.com/photo/83033472.cms" rel="noopener noreferrer"><p>US stocks underperform global peers</p></p><p>US stocks represent approximately 60% to 70% of global market capitalisation, yet their economic contribution to worldwide wealth is not proportionally equivalent, he observed. <p></p>"It"s an extreme of valuation relative to other markets. Japan"s valuation at the end of 1989 was extreme."</p><p>American equities have barely escaped entering a bear market, contrasting sharply with their previous record-breaking performance this year. It"s a question of Europe, China and India going up," he said.</p><p>The majority of international investors lack investment presence in India, Wood stated. "I"m saying they should. Any global emerging market investors tend to own India.
