3114614	无图 <p>I am a fourth seat trainee in HM Revenue & Customs (HMRC) Legal Group’s European and International Law advisory team. The team advises on, drafts and helps negotiate a range of international agreements, including Free-Trade Agreements and Double Taxation Treaties.</p><p>I studied Philosophy and Politics as my undergraduate degree, focussing my studies on human rights and the regulation of transnational enterprises. I suspected that a career in law was the best opportunity apply these interests in practice; however, as a non-law graduate I was reluctant to immediately volunteer for the expense and stress of two more years of study in the form of the GDL and LPC. So, after graduating, I moved abroad to pursue a career playing and coaching rugby; the COVID-19 pandemic put paid to that ambition but provided me the opportunity to start an online law conversion.</p><p>I applied for the role at HMRC as I thought that first-hand experience of the legislative process and regular precedent setting litigation would provide a great opportunity to develop my career as a solicitor; but also because the tax arena seemed to offer a lot of variety, encompassing my interests in both public law and commercial questions.</p><p>All trainees start in litigation for their first year, though pupils spend 6 months of this seconded to Chambers. My first seat was in VAT litigation so after three years of intensive study, I arrived at HMRC braced for mountains of paperwork and long days of dense tax calculations. Instead, waiting on my desk were various packets of lentil-based snacks and the deceptively knotty legal question; are these crisps, or at least similar to crisps? I spent the seat thinking about other such questions, like what distinguishes cosmetic surgery from medical care. During this seat I visited the Supreme Court assisting a senior lawyer and saw my own case feature in national newspapers.</p><p>For my second seat I applied for HMRC’s Enforcement and Illicit Finance litigation Team. The question for this team was less frequently whether someone owes tax, but how HMRC can actually collect it from them. My tasks ranged from advocating on HMRC’s behalf in the magistrates Court to instructing counsel at fast pace on High Court Proceedings, attending the Court of Appeal and working with international law enforcement to seize overseas assets.</p><p>As a trainee you will get give your own cases to run as part of a cross-HMRC case team with tax and policy experts, so you can stretch yourself in an environment surrounded by expert lawyers and tax professionals, who are all very generous with their time. Your role is to co-ordinate this team and ask the right questions to tease the legal arguments out of your clients. In this respect the skills I developed playing teams sports were as important as my legal knowledge. </p><p>In your second year you move into an advisory team. In my first six months I worked on a mix of human rights and technical tax advice as part of the Personal Tax and Welfare team. I drafted my statutory instrument, which was a particular highlight, and fed into a major budget measure. It can feel like a drastic transition from the more adversarial world of litigation, but the training is extensive with HMRC running internal induction courses alongside the wider GLP offering.</p><p>The advisory lawyers cover a wide variety of tasks, with my final seat feeling like an entirely new role. I didn’t study EU or International Law as part of my law conversion, but having the lawyers who drafted the treaties sat next to you in the office is always a good starting point!</p><p>Whilst the HMRC training contract will be of particular interest for anyone who wants a career in public law, I think it is really important to understand the breadth of the department’s work. 3114613	无图 <p>I am a trainee solicitor, currently in my second seat, working in HM Revenue & Customs (HMRC) Legal Group’s VAT Litigation team. My current work includes conducting litigation and looking at the VAT treatment of certain supplies, like food, beauty procedures, books, and marketing deals from some big household names. A big part of the team’s work is also focusing on serious non-compliance fraud cases and various VAT avoidance schemes. Is Jaffa Cake a biscuit or a cake? That is the type of work you would be able to be involved in working for HMRC’s Legal Group.</p><p>When applying for a training contract at HMRC, I never truly understood what being a government lawyer would be like. As HMRC’s lawyers, we are protecting billions of pounds that are then given back to the community in the way of public services, like healthcare, police and many other areas funded by the taxpayers. It’s a ‘pinch-me’ moment knowing that your work is meaningful.</p><p>In my first seat in Business and Property Taxes Litigation team, and continuing into my second seat, I was given a lot of responsibility from the get-go. I am leading my own cases, managing clients that are experts in a tax field and working with the country’s best counsel. As a trainee, you get to experience various aspects of litigation, whether it is drafting statements of case, creating bundles, attending hearings, or even doing a bit of advocacy, you will not be bored. Some litigation teams are more fast paced than others, but that’s the beauty of it, you will be able to steer your training in the direction you want it to go.</p><p>I have truly enjoyed my time as a trainee so far and have been given the opportunity to get involved in work that I never thought I would be able to as a trainee. As strange as it may seem, the highlight of my first seat was when my counsel had suddenly fallen ill on the morning of an important hearing that I had been preparing for months. After dozens of calls with different Chambers, the tribunal, clients, and understandably very unhappy opposing counsel, we managed to adjourn the hearing. 3114611	无图 <p>Today (24 April), the government has announced the appointment of five members to the Building Control Independent Panel.</p><p>This delivers on a Grenfell Tower Inquiry recommendation, accepted by the government, to set up a panel to carry out a review of whether to change the way in which building control is delivered in England. </p><p>The panel will be chaired by Dame Judith Hackitt, whose leadership of the Independent Review of Building Regulations and Fire Safety has already helped to shape vital reforms across the sector. An engineer by profession, Dame Judith currently serves as an adviser on building standards to both the UK and Australian Governments and is a member of the International Building Quality Council (IBQC).  She will be joined by four experts with extensive experience in the regulation and use of the building control sector: Elaine Bailey, Ken Rivers, Rt Hon Nick Raynsford and Dr David Snowball. </p><p>The panel members’ collective expertise will support a thorough and independent review of the current building control model, including on the Inquiry’s recommendations to consider the issue of commercial incentives from the system and exploring alternative options and approaches. The panel is expected to provide a report to the government this autumn.</p>Minister for Building Safety, Alex Norris MP, said: <p>“The appointment of this independent panel is a significant step in our response to the Grenfell Tower Inquiry. We need a building control system that puts safety first and supports our plans to accelerate remediation. It must also help to deliver 1.5 million safe, high-quality homes over this Parliament, and be equipped to meet the demands of a modern construction sector.  </p><p>“Their work will play a vital role in shaping a safer, more accountable building industry, and I look forward to receiving the panel’s recommendations as they take this important work forward.”</p>The Chair for the Building Control Independent Panel, Dame Judith Hackitt said: <p>“The panel stands ready to get to work on this important review.  We will work at speed but we come at this issue with an open mind and a determination to further raise standards”. </p>Background on the Building Control system  <p>The building control system is there primarily to oversee key safety standards set in legislation and ensure that buildings are checked and safe in areas such as fire and structural safety. Following concerns raised by the Grenfell Tower Inquiry, especially around conflicts of interest in the system, a new panel has been appointed to look at whether changes are required.  </p>Notes to Editors  <p>The establishment of the panel was announced in the Government’s response to the Grenfell Tower Inquiry on February 26, 2025. </p> <p>The Grenfell Tower Inquiry recommended that the Government establish an independent panel to consider whether to remove commercial interest from building control and whether to move to a national authority decision model. </p> <p>The panel’s role is advisory and independent.  The aim is a report to Government in the autumn with a response before the end of the year. </p> <p>Further updates, including the panel’s Terms of Reference, will be published on GOV.UK shortly. </p> Panel members:Elaine Bailey <p>Elaine Bailey is a member of the Industry Safety Steering Group and was formerly the CEO of Hyde Housing (2014-2019). Elaine holds several non-executive directorships, including at MJ Gleeson plc, a house builder operating in the North and Midlands; McCarthy&Stone Shared Ownership (MCSSO), a For Profit Registered Provider of older persons’ housing with a strategic partnership with Homes England; and Andium Housing, Jersey’s largest provider of sub-market value homes for rent and purchase. </p>Ken Rivers <p>Ken is a non-executive director at the HSE, alongside his role as a member of the Industrial Safety Steering Group. Prior to that he chaired the Control of Major Accident Hazards Regulations Strategic Forum and led the tripartite group since its inception, bringing industry and regulators together to identify and address important matters of managing major hazard in the UK. He spent 38 years of his career working at Shell, through various different positions and was President of the Institution of Chemical Engineers. </p>Rt Hon Nick Raynsford MP <p>Nick Raynsford was a Labour MP for 24 years. During this time he held positions as Minister of State for Housing and Planning, Minister for Construction, Minister for London and Minister of State for Local and Regional Government. The latter included responsibility for the Fire and Rescue Service. Since then he has had a number of advisory and non-executive roles in the private, voluntary and public sectors. This included chairing CICAIR (CIC Approved Inspectors Register), the organisation responsible until April 2024 for registering private sector Building Control bodies. Nick is a member of the New Towns Taskforce, working with MHCLG.  </p>Dr. David Snowball <p>David spent his working career in the Health and Safety Executive, joining as a Factory Inspector in 1984 and retiring 35 years later. He held senior posts in operational divisions overseeing HSE intervention and enforcement and was also responsible, as Director Regulation, for the quality of operational work. 3114610	无图 <p>Specially selected, trained staff to be equipped with synthetic pepper spray</p> <p>Response to rising violence in young offender institutions</p> <p>Rate of assaults on staff 14 times higher than in adult prisons</p> <p>Amid rising levels of violence, the decision will help keep both staff and young people safe and reduce the severity of incidents in young offender institutions.</p><p>Over the last few years, more and more frontline officers have been forced to put themselves in danger to protect young people in custody from attack and fend off homemade weapons.</p><p>PAVA, a synthetic pepper spray which temporarily incapacitates those it is sprayed upon, will now be available to specialist staff in young offender institutions to help de-escalate and diffuse violent situations. </p><p>Today’s announcement comes as new figures show the rate of assaults in public youth offender institutions is around 14times higher than in adult prisons.</p><p>By giving staff the tools they need to keep young people in custody safe, they will be able to focus on rehabilitation and help them turn their lives around. Reducing reoffending is fundamental to the government’s pledge to keep our streets safe, part of its Plan for Change.</p><p>Minister for Youth Justice Sir Nic Dakin said: </p> <p>This government inherited a criminal justice system in crisis. The unacceptable levels of violence faced by our brave frontline officers in young offender institutions is yet another symptom of that.</p> <p>This is not a decision we have made lightly, but our overarching duty is to keep staff and young people in custody safe. This spray is a vital tool to prevent serious violence, helping staff to focus on rehabilitation as part of our Plan for Change.</p><p>The number of young people in custody has fallen significantly in recent years. Those now held in young offender institutions are mostly older teenage boys, aged 16 to 18 years of age, and over two-thirds of all young people are there for violent offences such as murder, attempted murder and grievous bodily harm.</p><p>Recent incidents have seen young people in custody sustain serious injuries while staff have experienced fractures, dislocations, puncture wounds and lacerations.</p><p>The PAVA rollout will allow staff to respond to these incidents more effectively and restore order more quickly. </p><p>It will only be deployed in limited circumstances by specially trained individuals where there is serious violence or an imminent risk of it taking place. It has previously been used in young offender institutions when National Tactical Response Groups have been called to deal with serious incidents, but this change will mean it can be used more quickly to diffuse situations. It is already used by police in the community and by prison officers in the adult estate to reduce the risk of serious harm to staff and prisoners alike. </p><p>To keep both staff and young people safe, use in the youth estate will have strict controls, with each use of PAVA being reviewed by an independent panel and reported to ministers for further scrutiny. Ministers will also review its operation and impact after 12 months including to address any disproportionate use.</p><p>Today’s announcement follows extensive research and evidence gathering with specialists including subject matter experts and NHS England. </p><p>The Government has also recently taken action to end the practice of placing girls in young offender institutions following recommendations from Susannah Hancock’s independent review into the placement and care of girls in youth custody.</p> Government action to improve safety in young offender institutions - GOV.UK	查看 3636	英国政府	2025-04-24 00:00:00 2025-04-25 04:57:17	word
3114609	无图 <p>Francine, thank you so much. </p><p>And distinguished delegates, on behalf of the UK government and the International Energy Agency, I want to welcome you all to this historic setting of Lancaster House and to London for this first global summit on the Future of Energy Security. </p><p>As Francine has said, there are numerous countries represented here – almost 60 countries represented here today. </p><p>And I want to thank each and every one of you who have made the trip here. We truly appreciate your presence and we really look forward to the discussions over the coming 2 days.</p><p>We also have leaders from more than 50 global businesses with us.</p><p>And I want to thank all of you for everything you do to help create energy security for our countries and our world. </p><p>And we also have NGOs and civil society groups from around the world who are here with us, who play an important role in ensuring accountability of governments.</p><p>I also want to pay a specific thank you to the official partners of the summit: Iberdrola-Scottish Power, National Grid, SSE and Urenco. </p><p>And if I may, I want to also thank the teams at the International Energy Agency and across the UK government who have worked incredibly hard to pull this event together. It is some feat of organisation.</p><p>And I want if I may also to pay particular tribute to Fatih Birol. Fatih, your leadership of the IEA for nearly a decade now has been marked by your commitment to rigour, to values and to multilateral cooperation. That is why the IEA is so central to the global discussion on energy, and I want to thank you. Perhaps the audience could show our appreciation for Fatih and the work he does. </p><p>You’ve got much more interesting people than me to hear from in these coming sessions, but let me make a few remarks to frame our discussions over the next 2 days. </p><p>First, our starting point for this summit is that in an unstable and uncertain world, there can be no national or international security without energy security.  </p><p>And indeed it is now more than 50 years since the IEA was founded in response to the oil crisis of 1973.</p><p>Over that time, the challenges we face have changed. </p><p>But I think the principle underpinning the IEA’s work – that countries need to collaborate to secure the uninterrupted supply of energy at an affordable price – remains the same. </p><p>And in the years since Russia’s invasion of Ukraine we’ve been reminded in the UK, and indeed across Europe and the world of a simple truth: </p><p>That as long as energy can be weaponised against us, our countries and our citizens are vulnerable and exposed. </p><p>It is for this reason that energy security is also at the heart of economic security – because it is central to living standards, job creation and economic growth. </p><p>And we hope this summit marks an important moment for countries to come together and discuss what the shifting global landscape means for how we deliver energy security in this era.</p><p>Second, the act of bringing together, which is an initiative that I’ve taken alongside Fatih and the IEA, I think stems from an underlying belief that can unite us all, which is there is huge benefit for us from cooperating on the basis of our shared interests. </p><p>I think it’s really important to say every country faces its own energy security challenges and its own constraints. </p><p>And each country will pursue its own pathway, following its national interest in securing its energy supplies. </p><p>Different pathways – and I think this is a really important point for this conference – different pathways for different nations should be respected.  </p><p>And we will all get a chance to reflect on our different national circumstances in our discussions over the coming days. </p><p>But here is the key thing: whatever our national pathways, I do believe that we share a fundamental belief that shared challenges invite shared solutions. </p><p>Multilateral co-operation can make us stronger not weaker – in our own individual national interest. </p><p>Third point – hopefully this is also a uniting idea – I believe that we gathered here are the optimists about what we can achieve for our society. Business, government, civil society – I believe we are, in this energy sector, the optimists. </p><p>Abundant energy can raise living standards, economic growth and deliver for today’s and future generations of citizens.</p><p>For the UK, just to talk about us for a moment, there is an exciting vision of energy security and abundance from cheap, homegrown, low carbon power. </p><p>Following Russia’s invasion of Ukraine, we saw family finances, business finances and public finances wrecked as fossil fuel prices rocketed on the global markets, and therefore here in Britain. </p><p>Now oil and gas, including from our North Sea, will continue to play an important role in our energy system, and we really value our industry and the jobs it supports. But as with many countries, we are a price taker not a price maker in international fossil fuel markets.  </p><p>So our vision of low carbon power goes well beyond the climate imperative — important as that is. Homegrown low carbon power is our nationally chosen route to energy security. </p><p>Solar power, wind power, tidal, geothermal, nuclear power – also an essential part of the low carbon opportunity. </p><p>These are often unlimited, low-cost power supplies which we can exploit for the benefit of our citizens. </p><p>So to be clear about this, ours is a hard-headed approach to the role of low carbon power as the route to energy security. </p><p>And I believe this isn’t just true for the UK – alongside a continuing important role for oil and gas, low carbon energy can play a critical role in delivering energy security for many countries around the world. </p><p>And it presents a solution to the issue of energy security that simply wasn’t true in the same way as a decade and a half ago – and this again is important – and that’s because of what many countries in this room, working with business, public and private sector together, have achieved. </p><p>The cost of solar globally has fallen by 90% since 2010.  </p><p>Offshore wind by more than 60%. </p><p>That’s in part why last year, $2 trillion was invested in clean energy with 80% of new electricity generation met by renewables and nuclear. </p><p>Indeed, according to BNEF, for more than two-thirds of the world’s population, new renewables are the cheapest source of bulk power generation. </p><p>In the spirit of multilateralism, the UK is determined to work with others to accelerate this transition, including through our Global Clean Power Alliance, which the Prime Minister launched at the G20 last year. </p><p>Final point, let me finish by saying that at a time when so much of what is happening in the world looks so intractable, I hope we can carry this spirit of optimism into our deliberations. </p><p>And I hope genuinely that everyone here enjoys this event and your time in London.</p><p>I want to end with the following message from His Majesty The King that he has asked me to read out to you all because this summit is something that he was very much personally interested in. </p><p>And this is the message from King Charles:</p> <p>As we all navigate the transition to cleaner energy for our planet and energy security for our citizens, summits such as these are of vital importance in facilitating shared learning between nations, particularly those in the global south and across the Commonwealth.</p> <p>Events over recent years have shown that, when well-managed, the transition to more sustainable energy sources can itself lead to more resilient and secure energy systems.</p> <p>While each country will follow its individual path, there are many shared challenges and opportunities on which we can work together, as partners.</p><p>And he ends by saying:</p> <p>I wanted to take this opportunity to thank you all for participating in this summit on the future of energy security, and to send my warmest best wishes for productive discussions over the coming days.</p><p>Ladies and gentlemen, thank you so much for your attendance, and now it’s my huge privilege to introduce the Executive Director of the IEA, Dr Fatih Birol.</p> Future of Energy Security summit: Energy Secretary opening remarks - GOV.UK	查看 8340	英国政府	2025-04-24 00:00:00 2025-04-25 04:57:17	word
3114608	无图 <p>This reminder follows updates to product information and the National Institute for Health and Care Excellence (NICE) guidance for short-acting beta 2 agonists (SABAs), including salbutamol and terbutaline, which are used to relieve sudden asthma symptoms such as chest tightness, wheezing, coughing and breathlessness.</p><p>Patients are advised to continue using their daily preventer inhaler as prescribed, and to speak to a healthcare professional if they find themselves needing their blue inhaler more than twice a week.</p><p>If asthma symptoms, such as chest tightness, wheezing, coughing or difficulty breathing, worsen or are not relieved by the blue inhaler, patients are advised to seek urgent medical help. Any suspected side effects should be reported to the MHRA via the Yellow Card scheme.</p>Dr Alison Cave, Chief Safety Officer at the MHRA, said:<p>“Patient safety is our top priority and we continue to monitor all medicines to ensure their benefits outweigh any risks.</p><p>“Patients should use their preventer inhaler as prescribed by their doctor, even if their asthma feels under control. Blue inhalers are important for treating symptoms during an asthma attack, but should not be used as the only treatment to manage asthma.</p><p>“We advise patients to speak to a healthcare professional if they find themselves needing their blue inhaler more than twice a week. Preventer inhalers should be taken as prescribed, even when symptoms appear under control. </p><p>“If asthma symptoms worsen or are not relieved by their blue inhaler, such as chest tightness, wheezing, coughing or difficulty breathing, patients should seek urgent medical help. Any suspected side effects should be reported through ourYellow Card scheme.”</p>Advice for asthma patients: Use your preventer inhaler as prescribed, even if your asthma feels under control and the blue inhaler is rarely or never needed. Without regular use of a preventer inhaler, symptoms could worsen and increase the risk of severe asthma attacks. If you have been prescribed a blue inhaler to use during asthma attacks, you should also be prescribed a separate preventer inhaler for daily use. Follow your asthma action plan, or speak to your healthcare professional, if you need your blue inhaler more than twice a week – this may indicate your asthma is not well controlled. If your blue inhaler does not have a dose counter, manually track the doses used and ensure you always have access to a spare blue inhaler before your current inhaler runs out or expires. Seek urgent medical help if your symptoms are not relieved by your blue inhaler, such as chest tightness, wheezing, coughing or difficulty breathing. Your healthcare professional can provide advice on recommended alternative or additional treatments (to the blue inhaler) for people over 12 years of age with poorly controlled asthma.Notes to editors: The MHRA has issued a Drug Safety Update for healthcare professionals to remind of the risk from overusing blue inhalers which includes a full summary of the evidence and asthma prescribing guideline changes. NICE published updated national asthma guidance (NG245) in November 2024, which no longer recommends prescribing short-acting beta 2 agonists (SABA) alone for any age group. NICE now recommends that the majority of patients should be treated using combination inhalers containing both preventer (anti-inflammatory) and reliever medicines as Anti-inflammatory Reliever (AIR) or Maintenance and Reliever Therapy (MART). The MHRA updated UK product information for SABAs in 2024 to strengthen warnings on the risk of asthma deterioration due to SABA overuse. These changes are reflected in the updated Summaries of Product Characteristics (SmPC) for salbutamol and terbutaline. A December 2024 report from the UK National Child Mortality Database (NCMD) found that: 87% (47 out of 54) of children who died from asthma had 3 or more SABA inhalers dispensed in the previous year. There is a known association across all asthma severities between having 3 or more SABA prescriptions in 1 year and experiencing severe asthma exacerbations. The Medicines and Healthcare products Regulatory Agency (MHRA) is responsible for regulating all medicines and medical devices in the UK by ensuring they work and are acceptably safe.  All our work is underpinned by robust and fact-based judgements to ensure that the benefits justify any risks. The MHRA is an executive agency of the Department of Health and Social Care. TheYellow Card schemeis the MHRA’s system of monitoring the safety of medicines in the UK and it acts as an early warning system to identify new, and strengthen existing, safety information about medicines. Yellow Cards are used alongside other scientific safety information to help the MHRA take action, if necessary, to make changes to the warnings given to people taking a medicine or review the way the medicine is used to maximise benefit and minimise the risk to the patient. 3114607	无图 <p>The government will table an amendment to the flagship Crime and Policing Bill later this week to provide a presumption of anonymity for firearms officers who are subject to a criminal trial following a shooting.</p><p>This will apply during court proceedings and in media reporting up until the point of conviction.</p><p>Improving policing systems is a crucial part of making our streets safer under the Plan for Change, and this move addresses specific concerns raised during the accountability review about the risks firearms officers face from criminal gangs and will protect them and their families against any such threat.</p><p>Three measures to improve the timeliness and appropriateness of investigations into police use of force and the rights of victims will also be also included in the bill:</p> <p>Aligning the threshold for referrals by the Independent Office for Police Conduct (IOPC) of officers to the Crown Prosecution Service (CPS) to that used by police when referring cases involving members of the public. This is to avoid the system being clogged up with cases, allowing greater focus and swifter resolution of those that are referred.</p> <p>Speeding up processes by allowing the IOPC to send cases to the CPS where there is sufficient evidence, prior to their final investigation report.</p> <p>Putting the IOPC victims’ right to review policy on a statutory footing to ensure the voices of victims and their families are heard.</p> <p>This is a crucial step in delivering measures set out by the Home Secretary to parliament in October, in which she set out a package of reforms to rebuild confidence for police officers and communities. The measures are designed to tackle unacceptable delays and confusion in the system, to ensure that the complexity of specialist operations is considered at an early stage, and that the highest standards within policing are upheld and maintained.</p><p>Home Secretary Yvette Cooper said:</p> <p>The proud British tradition of policing by consent depends on mutual bonds of trust between the police and the communities they serve. That’s why we have set out an ambitious package of measures to rebuild both public trust in policing and the confidence of police officers in their vital work to keep the public safe.</p> <p>Police officers in specialist roles who make split-second decisions to keep the public safe must have the confidence to carry out their duties, knowing that the systems which hold them to account for their decisions are fair.</p> <p>Too often those processes have involved unacceptable delays and confusion, which has been damaging both for the police and the public. These changes will help to boost confidence that the system will work swiftly and effectively for all those involved.</p><p>The accountability review found that the current system for holding police officers to account is not commanding the confidence of either the public or the police, with misconduct proceedings too often plagued by delays stretching for years, which is damaging for complainants, police officers and police forces alike.</p><p>Alongside the changes being made in the Crime and Policing Bill, the Director of Public Prosecutions has already completed a review of CPS guidance and processes in relation to charging police officers for offences committed in the course of their duties. Revised guidance provides greater clarity for prosecutors, ensuring the dynamic and fast-changing nature of specialist policing decisions are taken into account when charging decisions are made.</p><p>Metropolitan Police Commissioner, Sir Mark Rowley, said:</p> <p>The progress that has been made on vital accountability reform should be welcomed. In particular, I am very pleased to see that the previous commitment on anonymity for firearms officers subject to criminal trials is going to be introduced as an amendment to legislation going through Parliament.</p> <p>We know further reform is needed if officers are to have full confidence in the system that holds them to account but alongside our policing partners we are working positively and constructively with the government and that work will continue.</p><p>Lead of the National Police Chiefs’ Council Operations Coordination Committee and the Senior Responsible Officer for the accountability review, Chief Constable BJ Harrington, said:</p> <p>We welcome today’s announcement. These are positive changes which will ensure that the public interest is served, and that police officers and staff will have the confidence to protect the public and uphold the law.</p> <p>Everyone in policing expects to be held to account for their actions and use of powers. However, too often we hear of the devastating, and often disproportionate, impact on officers, staff and their families after they have stepped forward with courage and professionalism on behalf of the public.</p> <p>Whether it’s an issue concerning use of force, death following contact with the police, police driving or where officers are alleged to have broken the law, it is important that the accountability mechanism is swift, balanced, and fair. 3114605	无图 <p>Keith Fraser, Chair of the Youth Justice Board, says:</p> <p>The Youth Justice Board (YJB) does not support the use of PAVA in youth custody due to the overall detrimental effect on children and the distinct lack of evidence that its use improves safety. Our advice to the government, based on robust evidence, is that PAVA spray is not effective in reducing violence or in preventing children offending or reoffending. In fact, its use could be harmful.</p> <p>The YJB has not seen any evidence that would justify this decision, and this move is a further indication that the current model for youth custody is not working.</p> <p>We will be writing to the Minister to express our extreme disappointment at this decision, reaffirm our advice and to voice our specific concerns. In particular, we are concerned that there is a significant risk that children from ethnic minority communities, particularly Black boys, children with speech, language, communication needs, and those who are neurodivergent will be unfairly targeted. We are concerned that the introduction will erode trust and relationships, undermining safety and rehabilitation efforts.</p> <p>We urge the government to instead invest in sustained reform, to include increased staff levels, improved staff training and retention, effective behaviour management strategies and evidence-based programmes to improve safety. In the longer-term, there should be a move towards smaller, locally-based units staffed by professionals who are specially trained to work with children with complex needs. 3114603	无图 <p>The UK’s drive towards clean power, which is a huge jobs and economic opportunity for Scotland, took a significant step forward today [24 April] when Scottish Secretary Ian Murray switched on full power at Ocean Winds’ new Moray West offshore windfarm.</p><p>The windfarm, located 13 miles off the coast of Buckie, is one of Scotland’s largest offshore windfarms. It will generate up to882MW output – enough to power 1.3 million homes – half of Scotland’s households. Upon full power, Ocean Winds will become the largest offshore wind operator in Scotland, running two windfarms off the North East coast and with a third in development.</p><p>Clean energy represents the economic opportunity of the 21st century, with this project alone creating around 1,500 jobs during the construction phase. The developer, Ocean Winds, has used more than 80 UK suppliers in the project to date, which has involved installing the biggest turbines yet in British waters, spanning up to 257m above sea level.</p><p>Speaking after his visit, Mr Murray said:</p><p>“It was a huge moment today when I switched on full power for the Moray West Windfarm.</p><p>“Investment like that being made by Ocean Winds is absolutely central to ensuring that Scotland and its workers benefit from the skilled jobs and economic growth that clean energy can bring.</p><p>“With Great British energy located in Aberdeen, and billions of pounds of investment on the table, Scotland is at the very heart of the UK Government’s drive to make the UK a clean energy superpower.”</p><p>Moray West takes the UK Government a step closer to achieving the 43-50GW offshore wind targets set for 2030, as published in the Clean Power Action Plan- helping deliver on its mission to make the UK a clean energy superpower.</p><p>During his visit to Ocean Winds, Mr Murray met staff who have transitioned into renewables after careers in the oil and gas industry and the UK’s armed forces.</p><p>Energy Secretary Ed Miliband said:</p><p>“Offshore wind is the backbone of our plans for clean power by 2030, as the UK is blessed with thousands of miles of coastline.</p><p>“Developments like Moray West take us a step closer to getting off the fossil fuel rollercoaster and help deliver on our Plan for Change, protecting households from volatile gas prices and creating good jobs.”</p><p>After switching on the windfarm to full power, Mr Murray travelled to Aberdeen.</p><p>There he visited Sarens PSG and ETZ Ltd.</p><p>Sarens PSG were involved in the construction of the Moray West windfarm, marshalling 62 giant ‘monopiles’ - the wind turbine foundations. 10 metres in diameter and 84 metres long, the 2.000 tonne monopiles are the largest and heaviest ever to be handled in the United Kingdom. Mr Murray saw Sarens PSG’s new £1.6 million Aberdeen training facility for wind farm workers. The company opened the facility recently, saying that Great British Energy’s headquarters being located in Aberdeen made the city the ideal location for the facility⁠.</p><p>Touring the Energy Transition Zone, Mr Murray visited the Floating Wind Innovation Centre, the UK’s first dedicated facility of its kind for floating wind technology, run by ORE Catapult.</p><p>Also today [24 April 2025] Scotland Office Minister Kirsty McNeill visited the Port of Leith, located within the Forth Green Freeport, to mark the official opening of Forth Ports’ new Outer Berth. 3114602	无图 <p>Ian Murray has laid the ‘The Scotland Act 1998 (Increase of Borrowing Limits) Order 2025’ which increasesthe Scottish Government’s borrowing limits to a cumulative total of £3 billion for capital and £629 million for resource.</p><p>The Scottish Government’s borrowing limits (both annual and cumulative) are uprated annually in line with inflation, as set out in the Fiscal Framework. As the cumulative limits are legislated for under the Scotland Act 1998, secondary legislation is required to make the annual changes. The annual limits are non-legislative so no legislative change is required to amend these.</p><p>Speaking after laying the Order, Mr Murray said:</p><p>“I’m very pleased to have laid this Scotland Act Order which increases the Scottish Government’s cumulative borrowing limits to a total of £3.6 billion. The Autumn Budget provided an additional £4.9 billion for the Scottish Government, ending austerity. These borrowing powers are on top of the Scottish Government’s record funding settlement of £47.7 billion this financial year. 3114601	无图 <p>A meeting of the British-Irish Intergovernmental Conference took place in Hillsborough Castle on 24 April 2025.</p><p>The Government of the United Kingdom of Great Britain and Northern Ireland was represented by the Secretary of State for Northern Ireland, the Rt Hon Hilary Benn MP, and the Parliamentary Under-Secretary of State for Northern Ireland, Fleur Anderson MP.</p><p>The Government of Ireland was represented by the Tánaiste, Minister for Foreign Affairs and Trade and Minister for Defence, Simon Harris TD, and the Minister for Justice, Jim O’Callaghan TD.</p>Legacy<p>The UK Government and the Government of Ireland noted that one of the aims of the Good Friday Agreement - to acknowledge and address the suffering of victims and survivors of the Troubles - remains unrealised. Both Governments reaffirmed their strong desire to work in partnership on this issue and expressed a mutual commitment to making timely progress so that families can obtain the information and accountability that they deserve and have long sought.</p><p>Both Governments reflected on the positive and constructive bilateral discussions that had taken place since the last BIIGC on the Northern Ireland Troubles (Legacy & Reconciliation) Act 2023 and the Commission it established. They noted the substantive progress made and emphasised that their aim remains to reach agreement on a joint, comprehensive approach to legacy issues consistent with the principles of the Stormont House Agreement - including ensuring that legacy mechanisms are human rights compliant and balanced, proportionate, transparent, fair and equitable.</p><p>The UK Government and the Government of Ireland agreed that any joint approach to legacy will require agreement on all key issues, including: fundamental reform of the Independent Commission for Reconciliation and Information Recovery to ensure its human rights compliance and to strengthen its practical independence, governance and oversight; the approach to legacy inquests and information retrieval; and ensuring that there are clear reciprocal commitments by both the UK Government and the Government of Ireland.</p><p>It was agreed that both Governments would continue to work quickly and intensively in seeking to finalise a joint approach. The UK Government remains committed to introducing legislation to repeal and replace the Legacy Act when Parliamentary time allows, and the Government of Ireland will introduce its own legislation as necessary. Ultimately, securing the confidence of victims, survivors, and families will remain at the heart of the work of both Governments.</p>Political stability<p>The Governments discussed their shared commitment to the good operation of all three strands of the Good Friday Agreement. They affirmed the importance of the full and timely implementation of the Windsor Framework. They took stock of recent developments including US tariff measures and their respective engagement with stakeholders to date.</p><p>The UK Government also provided an update on the ongoing efforts to support the Northern Ireland Executive with public service transformation.</p>Security update<p>The Governments discussed the current security situation, including the Northern Ireland-related terrorism (NIRT) threat. That the NIRT threat level remains unchanged at SUBSTANTIAL is testament to the work being done by agencies on both sides of the border. 3114600	无图 <p>Good afternoon, everyone –it’s really fantastic to see so many people here, in London, welcome to London, I’m so pleased we have got so many representatives from so many places and in a sense we’re here today for one simple reason:</p><p>Because the world has changed.</p><p>From defence and national security on the one hand, much discussed in recent months…</p><p>To the economy and trade…</p><p>Old assumptions have fallen away.</p><p>We are living through an era of global instability…</p><p>Which is felt by working people as an age oflocalinsecurity.</p><p>Factory workers, builders, carers, nurses, teachers…</p><p>Working harder and harder for the pound in their pocket…</p><p>But feeling at the same time that they have less control oftheir lives.</p><p></p><p>And energy security is right at the heart of this.</p><p>Every family and business across the UK…</p><p>Has paid the price for Russia weaponizing energy. And it has.</p><p>But it’s not just that.</p><p></p><p>Let’s be frank.</p><p>When it comes to energy…</p><p>We’re also paying the price for our over-exposure…</p><p>Over many years…</p><p>To the rollercoaster of international fossil fuel markets.</p><p>Leaving the economy – and therefore people’s household budgets…</p><p>Vulnerable to the whims of dictators like Putin…</p><p>To price spikes…</p><p>And to volatility that is beyond our control.</p><p>Since the 1970s, half of the UK’s recessions have been caused by fossil fuel shocks.</p><p>That’s true for many of the other nations represented here this afternoon.</p><p>Sowhat’s different today is not theinformationwe have.</p><p>It’s not ourawarenessof the problem.</p><p>No.</p><p>What’s different now…</p><p>Is our determination…</p><p>In a more uncertain world…</p><p>To fix it.</p><p>It’s our determination that working people…</p><p>Should not be exposed like this anymore.</p><p></p><p>So,to the British people, I say:</p><p>This government will not sit back…</p><p>We will step up.</p><p>We will make energy a source…</p><p>Not of vulnerability, but of strength.</p><p>We will protect our critical infrastructure, energy networks and supply chains…</p><p>And do whatever it takes…</p><p>To protect the security of our people.</p><p>Because this is the crucial point –</p><p>Energy securityisnational security…</p><p>And it is therefore a fundamental duty of government.</p><p>And I’m very clear –</p><p>We can’t deliver that by defending the status quo…</p><p>Or trying to turn the clock back…</p><p>To a world that no longer exists.</p><p></p><p>Of course, fossil fuels will be part of our energy mix for decades to come.</p><p>But winning the fight for energy security depends on renewal –</p><p>It depends on change…</p><p>It depends on cooperation with others.</p><p>And that’s why we’re all here today – so many countries, so many communities represented.</p><p></p><p>The IEA was founded in 1974,</p><p>In the midst ofan energy crisis,</p><p>To help us work together to secure energy supplies…</p><p>And reduce future energy shocks.</p><p>Well, that has taken on a new urgency today.</p><p>Soour task is clear –</p><p>To act – together…</p><p>To seize the opportunity of the clean energy transition.</p><p>Because homegrown clean energy…</p><p>Is the only way…</p><p>To take back control of our energy system…</p><p>Deliver energy security…</p><p>And bring down bills for the long term.</p><p></p><p>And I want to tell you –</p><p>That is in the DNA of my government.</p><p>When we came into office last year…</p><p>We knew there was no time to waste.</p><p>Soin our first 100 days…</p><p>We launched Great British Energy –</p><p>As a national champion to drive investment and transform clean power.</p><p>We scrapped the ban on onshore wind…</p><p>And became the first G7 economy to phase out coal power.</p><p>While we won’t turn off the taps…</p><p>We’re going all out –</p><p>Through our Plan for Change…</p><p>To make Britain a clean energy superpower…</p><p>To secure home grown energy…</p><p>And set a path to achieving clean power by 2030.</p><p></p><p>Now, I know, some in the UK don’t agree with that.</p><p>They think energy security can wait.</p><p>They think tackling climate change can wait.</p><p>But do they also think that billpayers can wait too?</p><p>Do they think economic growth can wait?</p><p>Do they think we can win the race for green jobs and investment by going slow?</p><p>That would serve no one.</p><p>Instead, this government is acting now…</p><p>With a muscular industrial policy –</p><p>To seize these opportunities…</p><p>To boost investment…</p><p>Build new industries…</p><p>Drive UK competitiveness…</p><p>And unlock export opportunities –</p><p>In wind, nuclear, hydrogen, carbon capture, heat pumps and so much more.</p><p>That is the change we need.</p><p>We won’t wait –</p><p>We’ll accelerate.</p><p></p><p>Because we’re already seeing the benefits.</p><p>The UK’s net zero sectors are growing three times faster than the economy as a whole.</p><p>They have attracted £43 billion of private investment since last July.</p><p>And now they support around 600,000 jobsacross the UK.</p><p>That means more opportunities…</p><p>And more money in people’s pockets.</p><p>And we’re going further.</p><p>We’ve stripped out unnecessary red tape…</p><p>To put Britain back in the global race for nuclear energy…</p><p>And allow for Small Modular Reactors for the first time.</p><p>We’re speeding up planning for clean energy projects –</p><p>Including onshore wind…</p><p>To power millions of homes and unlock further investment of £40 billion each year.</p><p></p><p>It’s really clear to me –</p><p>That investors want policy certainty.</p><p>They want ambition.</p><p>That is what we’re providing.</p><p>And now we are raising our ambition even further.</p><p>I am really pleased to announce today…</p><p>That we’re creating a new Supply Chains Investment Fund –</p><p>As part of Great British Energy.</p><p>It will be backed by an initial £300 million of new funding…</p><p>For domestic offshore wind…</p><p>Leveraging billions of new private investment…</p><p>Supporting tens of thousands of jobs…</p><p>And driving economic growth.</p><p>When companies are looking to invest in clean energy…</p><p>When partners are looking to build new turbines, blades or cables…</p><p>Our message is simple:</p><p>Build it in Britain.</p><p>I am determined to seize this opportunity –</p><p>To win our share of this trillion-dollar market…</p><p>And secure the next generation of great jobs.</p><p>I’ve met apprentices at the docks in Grimsby – fantastic individuals…</p><p>I’ve been to Holyhead in Wales…</p><p>And the National Nuclear Laboratory in Preston…</p><p>And I’ve seen the brilliant clean power infrastructure that we are building in this country.</p><p>But more than that…</p><p>I’ve seenthe pride that these jobs bring.</p><p>This is skilled, well-paid work…</p><p>Meaningful work –</p><p>A chance to reignite our industrial heartlands…</p><p>To rekindle the sense of community pride and purpose…</p><p>That comes from being part of something that is bigger than yourself.</p><p>And so I’m pleased to tell you…</p><p>That I can share some more good news this afternoon.</p><p>Earlier today, we finalised a deal with ENI.</p><p>It will see them award £2 billion in supply chain contracts…</p><p>For the Hynet Carbon Capture and Storage project…</p><p>Creating 2,000 jobs, across North Wales and the North West.</p><p>I want to thank all those here today who are part of this success story.</p><p>Because it is all built on New measures will force water companies to end their disgraceful behaviour and clean up our rivers, lakes and seas for good.<p>Water company bosses could face up to two years in prison due to new powers in force today (Friday 25 April 2025).</p><p>The new powers, delivered by the Government’s landmark Water (Special Measures) Act 2025, mean water executives who cover up or hide illegal sewage spills can now be locked up.</p><p>No prison sentences have been handed to water executives since privatisation despite widespread illegal sewage discharges into rivers, lakes and seas. These new, tougher penalties are essential because some water companies have obstructed investigations, failing to hand over vital evidence related to illegal sewage discharges. This has prevented crackdowns against law-breaking water companies.</p><p>The new measures deliver on the Government’s promise to bring tougher criminal charges against lawbreakers in the water industry. As part of the Government’s Plan for Change, the threat of imprisonment will act as a powerful deterrent as water companies invest in upgrading broken water infrastructure and clean up our rivers, lakes and seas for good.</p><p>Environment Secretary Steve Reed said:</p> <p>Bosses must face consequences if they commit crimes. There must be accountability.</p> <p>From today, there will be no more hiding places.</p> <p>As part of the Plan for Change, water companies must now focus on cleaning up our rivers, lakes and seas for good.</p><p>In addition, new powers will mean that the polluters will pay for the cost of criminal investigations into wrongdoing. Authorities will now recover the costs of their enforcement activity, with the Environment Agency currently consulting on how they will use the powers. </p><p>The payment of bonuses to water bosses will also be banned if they fail to meet high standards to protect the environment, their consumers, and their company’s finances.</p><p>Philip Duffy, Chief Executive of the Environment Agency said:</p> <p>The Water (Special Measures) Act was a crucial step in making sure water companies take full responsibility for their impact on the environment.</p> <p>The tougher powers we have gained though this legislation will allow us, as the regulator, to close the justice gap, deliver swifter enforcement action and ultimately deter illegal activity.</p> <p>Alongside this, we’re modernising and expanding our approach to water company inspections - and it’s working. More people, powers, better data and inspections are yielding vital evidence so that we can reduce sewage pollution, hold water companies to account and protect the environment.</p><p>The Government will continue to reform the water sector in order to clean up our rivers, lakes and seas once and for all.</p><p>Alongside this, £104 billion of private sector investment has been secured to upgrade and build new water infrastructure across the country, supporting the building of 1.5 million new homes, creating thousands of jobs and powering new industries such as gigafactories and data centres as part of the government’s Plan for Change.</p>Notes to editors:Criminal Liability <p>Until now, water regulators have faced significant challenges gathering evidence for prosecutions due to obstruction of their investigations.</p> <p>This is a criminal offence, but since privatisation, only three water company officials have been criminally prosecuted for obstruction by the EA without appeal and the maximum punishment was merely a fine – though no fines were issued.</p> <p>From now on, offences will be triable in both the Crown and Magistrates’ Courts and imprisonment will act as a powerful deterrent, bringing water regulation powers in line with other sectors, such as those covering fraud or health and safety investigations.</p>  The new provisions enable: <p>courts to include imprisonment as a sanction when investigations by water regulators (the Environment Agency, Natural Resources Wales and the Drinking Water Inspectorate) have been obstructed;</p> <p>obstruction offences to be heard in the Crown Court;</p> <p>directors and executives to be prosecuted where obstruction occurs with their consent, connivance or neglect.</p> Previously: <p>obstructing regulators’ investigations was not always punishable by imprisonment;</p> <p>cases could not always be heard in the Crown Court;</p> <p>there were no straightforward routes for prosecuting directors or executives where obstruction was committed with their consent or connivance, or was attributable to their neglect.   </p> <p>The Water Special Measures Act received Royal Assent in February – see press release here: New law to ban bonuses for polluting water bosses - GOV.UK</p><p>Further detail on the measures in the Act can be found in the Policy Statement here: Water (Special Measures) Act: policy statement - GOV.UK</p>Action on water <p>The government has taken immediate action to reset the water sector. Change is being delivered three stages: </p> <p>In his first week in office, the Secretary of State for Environment Food and Rural Affairs Steve Reed announced a series of initial steps. This included immediately ringfencing funding for vital water infrastructure so that it can only be spent on upgrades benefiting the environment - not diverted for bonuses, dividends or salary increases. Where money is not spent, we will force water companies to return it to customers. </p> <p>Second, the landmark Water (Special Measures) Act 2025 has been signed into law, marking the most significant increase in enforcement powers in a decade. The Act will: </p> <p>Strengthen regulation to ensure water bosses face personal criminal liability for lawbreaking. </p> <p>Give the water regulator new powers to ban the payment of bonuses if environmental standards are not met. </p> <p>Boost accountability for water executives through a new ‘code of conduct’ for water companies, so customers can summon board members and hold executives to account. </p> <p>Introduce new powers to bring automatic and severe fines. </p> <p>Require water companies to install real-time monitors at every emergency sewage outlet with data independently scrutinised by the water regulators. </p> <p>Third, the Independent Commission into the water sector, launched by the UK and Welsh governments, is carrying out the largest review of the industry since privatisation. Its recommendations, due later this summer, will shape further laws to attract the investment needed to clean up our waterways, accelerate infrastructure delivery and restore public confidence in the sector.  </p> <p>The next five years will see £104 billion in private sector investment into the water industry—the largest since privatisation. This will drive forward 150 major infrastructure projects, creating over 30,000 jobs across the country, and support the building of 1.5 million new homes and powering new industries such as gigafactories and data centres. </p> <p>The Secretary of State and Water Minister recently completed a ‘Things Can Only Get Cleaner’ tour to see where this investment will underpin the building of new homes, create jobs and turbocharge local economies around the country – a cornerstone of the government’s Plan for Change. Yet some of the violence in Darfur has shown the hallmarks of ethnic cleansing and may amount to crimes against humanity.Both sides must de-escalate urgently in Darfur and implement UNSCR2736, which calls on the RSF to halt its siege of El Fasher and bring an immediate stop to the fighting.</p> <p>The UK will continue to use all tools available to us to us to hold those responsible for atrocities to account.</p> <p>The warring parties have a responsibility to end this suffering. There are no exceptions to the laws of war: both the Sudanese Armed Forces and the Rapid Support Forces agreed at Jeddah to protect civilians and facilitate humanitarian access.</p> <p>It is their responsibility to enforce these commitments, through command and control of their fighters and aligned militias. The RSF must immediately cease attacks on civilians, and the SAF and allied Joint Forces must allow safe passage for civilians to reach safety.</p> <p>Hundreds of thousands have been displaced; yet many more in Zamzam IDP camp and El Fasher are being blocked from fleeing this violence by the warring parties. They must be free to seek safety wherever they think best and be protected as they do so.</p> <p>The warring parties must give humanitarian actors the security guarantees needed to deliver aid rapidly, safely and at scale, including through a 72-hour pause in fighting. Aktivitas ini merupakan bagian dari pemeliharaan berkala guna memastikan sistem tetap beroperasi secara andal dan optimal.</p><p>“Pemanfaatan teknologi canggih berupa drone dan kecerdasan buatan untuk memastikan keandalan sistem PLTS merupakan bagian dari komitmen kami menyediakan kualitas layanan prima kepada konsumen,” ujar Direktur Proyek & Operasi Pertamina NRE Norman Ginting.</p><p>Pemanfaatan teknologi ini merupakan kerja sama Pertamina NRE dan Terra Drone Indonesia. Drone yang digunakan merupakan seri dengan teknologi tercanggih. Teknologi ini memungkinkan pengambilan citra untuk mendeteksi titik panas atau anomali pada panel surya secara lebih tepat dan cepat. Dengan kemampuan drone menjangkau area luas dalam waktu singkat, inspeksi yang dilakukan lebih efisien dan dapat meminimalisasi risiko dibandingkan metode konvensional.</p><p>Hasil dari inspeksi ini telah membantu tim teknis Pertamina NRE dalam melakukan analisa menyeluruh terhadap performa sistem. Data visual yang dikumpulkan memberikan gambaran akurat untuk pengambilan keputusan yang lebih cepat terkait langkah perbaikan atau optimalisasi. <p>練馬区にあるインターナショナルスクールです。多国籍の3歳から15歳までの子どもたちおよそ540人が通っていますが、その半分は日本国籍の子どもです。</p><p>校内では、授業だけでなくやりとりすべてが英語で行われます。一クラス20人ほどで教員は2人配置され、教科書は使わず、カリキュラムは、将来海外の大学にも進学できるプログラムに基づき作成されています。</p><p>授業料は年間250万円ほど。それでも、日本国籍の入学希望者は毎年増え続け、2022年には文京区にも、新たなキャンパスを新設したということです。</p><p>12歳の男の子に、将来について質問すると「学んできたコミュニケーションスキルなどを使って、いろいろな国の人たちと話し、ビジネスをしたい。自分たちで考えて自分たちで行動する自分たちでアクションを起こすそこが1番大きいと思います」と話していました。</p><p>アオバジャパン・インターナショナルスクールの柴田巌理事長は「インターナショナルスクールには公的資金の補助が一切ない。少人数できめの細かい学習環境の提供には財源がかかる。若い世代の日本人の親も、我が子にグローバルに活躍する人になってほしいという気持ちが膨らんでいると思う。最高の場所で学ばせたいという親心や、教育のニーズはやはり着実に増えていると思う」と話していました。</p> <p>日本の公立、私立の学校は法律で「一条校」と規定され、原則、学習指導要領に基づいた授業が行われるほか、公的な助成も受けられます。</p><p>インターナショナルスクールのうち、この「一条校」はわずかで、多くは予備校と同じ「各種学校」などと位置づけられ、国から義務教育を行う「学校」と認められていません。そのため、インターナショナルスクールを卒業しても、小学校や中学校を卒業したと認められないことがあります。</p><p>授業料もさまざまで、寮費などを入れると1000万円近くかかるところもあります。</p><p>国は、各種学校などのインターナショナルスクールに保護者が子どもを通わせた場合、一部の例外を除き、学校教育法により就学義務違反になるとし、この状態が続いた場合、保護者は罰則が科されるとしていますが、判断は自治体に委ねられているのが実情です。</p> <p>都内のインターナショナルスクールに2人の娘を通わせる母親が取材に応じました。</p><p>4人家族で夫は会社役員。学費は2人あわせて年間700万円ほどだといいます。</p><p>インターナショナルスクールで学ぶ利点については、「テストで何点ということを気にせずに、グループワークやプレゼンテーションなど、みんなで何かを相談して作るスキルは伸びていると思います」と話します。</p><p>一方、学費など気掛かりな点はないかと尋ねると「『授業料高額だよね』と言われるのですが、大体1人300万円では通えないだろうというのがインターの世界かなと思っています。小学校をインターで卒業すると、日本の中学校や、その先の高校への進学に制限がかかるというのを我が家も心配しています」と話していました。</p> <p>各学校が公表しているデータをみると、100万円以下のところから、300万円台のところまでさまざまです。私立学校と比べても、国や自治体からの助成がないため高くなる傾向があります。ある全寮生のスクールは、年間900万から1000万円ほどと公表されています。インターナショナルスクールの関係者に取材すると、教員の人件費や賃料など、運営費すべてを授業料でまかなうため、高額にならざるをえないといいます。特に教員は、日本だけでなく、中国やシンガポールなど世界を渡り歩いている人材が多く人件費をかけなければ良い教員を得ることは難しいと話しています。</p> <p>複数の学校関係者に取材すると、それぞれのインターナショナルスクールによって通っている子どもたちも様々です。もともとは、大使館や領事館の子ども、海外から帰ってきた子どもたちが多かったのが、近年は、両親ともに日本で暮らす経済的に豊かな家庭の子どもの入学希望が増えているといいます。取材すると、夫婦共働きの会社員の家庭もいましたが、多くは、経営者や企業の役員、医者、芸能人の子どもでした。</p> </p> </p> <p> <p> <p>Q.なぜ人気を集めているのか？</p> </p> </p> <p> <p> <p>取材すると、保護者自身も、海外での仕事などを通して英語で自分の意見を述べたり、リーダーシップをとったりすることの大切さを実感していると答える人が多くみられました。また、海外の大学に進学しやすい点をあげる人もいました。さらに、公立学校への不信感や、中学受験をさせたくないという考えからインターナショナルスクールを選んだという人もいました。</p> </p> </p> <p> <p> <p>Q.就学義務違反とは？罰則は？</p> </p> </p> <p> <p> <p>学校教育法では、保護者には日本国籍や二重国籍の子どもを「学校」に通わせる就学義務があるとしています。国は、インターナショナルスクールの多くを、義務教育の施設と認めていないため、一部の例外を除き、「就学義務違反」にあたるとしています。この状態にあると判断された場合、教育委員会は保護者に就学を督促し、さらに、この状態が続くと罰則が科せられると記されていますが判断は自治体に委ねられています。複数の教育委員会を取材すると、「多様な学びに対する考え方が広がっているなか、インターナショナルスクールに通わせる保護者に対して、厳格な対応をとることは難しい」と対応に苦慮しているケースが多いと感じます。</p> </p> </p> <p> <p> <p>Q.東京23区だけで4800人ほどの子どもが通っている現状をどうみればいいのか？</p> </p> </p> <p> <p> <p>教育社会学者の早稲田大学の岡本智周教授に話を聞きました。岡本教授は「これだけの児童生徒がインターナショナルスクールに通っている事実は驚きだ。前提として、公教育が衰弱しているからそれに対するネガティブな印象とか諦めとかもっと別の教育の方がよいのではという判断がある」と話していました。その上で、「日本人だからといって、日本の学校に通わねばならないかというと、そういう時代でもなく、いろんな学びの形はあっていいはずだが、経済的資源や教育に対する熱意や理想が強い家庭は、公教育の場ではないところに自己負担で子どもを学ばせに生かせようと選択する。そうすると、公教育はますます人的にも、資源的にも衰弱していく。日本の公教育の外側に対して実態の把握自体がなされていないという問題がそもそもあるので、国による実態の把握は必要だ。その上で公教育、とりわけ公立学校の充実は、絶対的に考えられるべきだ」と話していました。</p> 3114590	无图 <p>107人が死亡したJR福知山線の脱線事故から25日で20年です。事故現場では慰霊式が行われ、鉄道の安全を改めて誓う1日になります。</p> <p> <p> <p> <p>2005年4月25日、兵庫県尼崎市でJR福知山線の快速電車がカーブを曲がりきれずに脱線して線路脇のマンションに衝突し、107人が死亡、562人がけがをしました。</p><p>負傷者の中には今も後遺症に苦しむ人がいます。</p><p>25日は電車が衝突したマンションの一部を残す形で整備された追悼施設で慰霊式が行われ、事故が起きた午前9時18分に黙とうが行われます。</p><p>また、JR西日本の長谷川一明社長がおわびと追悼のことばを述べることになっています。</p><p>JR西日本では事故後に入社した社員が7割を超え、記憶や教訓の継承が課題となっていて、ことし12月には事故車両の保存施設が大阪府内に完成し、社員研修が行われる予定です。</p><p>施設の公開については、遺族などにはさまざまな意見があり、会社は、原則として一般向けには公開しないことを決めています。</p><p>25日は遺族や負傷者、JR西日本の社員などが現場を訪れ、犠牲者を追悼する予定で、鉄道の安全を改めて誓う1日になります。</p> </p> </p> </p> 兵庫尼崎 JR福知山線脱線事故から20年鉄道の安全誓う1日に \| NHK \| 兵庫県	查看 603	日本广播协会	2025-04-25 05:04:15 2025-04-25 04:34:16	word
