3158997	无图 <p>DILI, 28 May 2025 (TATOLI) – The Philippines government welcomed Timor-Leste’s move to deport former congressman Arnolfo “Arnie” Teves Jr., following his arrest on May 27 at his residence in Dili, the capital of Timor-Leste. </p><p>In a statement released on Wednesday, the Philippines government acknowledged recent developments in Timor-Leste concerning the deportation of former lawmaker Arnolfo Teves, and welcomed the country’s renewed stance that he should not be allowed to stay.</p><p>“While we welcome the recent pronouncements from Timor-Leste indicating a renewed position that Mr. Teves should not remain in their territory, we await their action—whether he would simply be deported for being an undocumented foreigner or extradited forthwith pursuant to our pending application. We emphasize that the Philippine government has not been furnished with any legal or official document on the matter,” read the statement released today by the Philippines’ Justice Department. </p><p>The Philippines Government said it remained ready and committed to bringing Mr. Teves to justice in accordance with the rule of law and the principles of international cooperation. “We continue to work closely with the appropriate authorities in Timor-Leste and stand by to act the moment a formal process is initiated.”</p><p>“Nonetheless, we are ready to arrange the transfer of custody by the most expeditious means once we are clarified on this issue,” theJustice Department said.</p><p>The statement added that the Government of the Philippines had been prepared to bring Teves back to the country to face the charges against him since the time our request for his extradition was first granted. “However, that decision was unexpectedly reversed, stalling the process.”</p><p>Timor-Leste authorities, on Tuesday, arrested and detained Teves during a joint operation conducted by the Immigration Police and the Public Order Battalion (BOP) of the Timor-Leste National Police (PNTL).</p><p>Teves is expected to be deported back to the Philippines today (Wednesday, 28 May), two months after Timor-Leste’s Court of Appeal rejected the extradition request from Philippine authorities in March 2025.</p><p>Teves is currently being held at the Immigration Police in Dili, awaiting deportation.</p><p>Teves’ Lawyer, José Ximenes, described his client’s detention as unlawful, claiming authorities carried out the arrest without a valid warrant.</p><p>“The arrest carried out by the authorities is inhumane and illegal,” Ximenes told reporters following Teves’ apprehension.</p><p>Teves is on the Philippines police’s wanted list after fleeing to evade legal proceedings over murder cases he is allegedly involved in. </p><p>He is facing 10 counts of murder, 12 counts of frustrated murder, and four counts of attempted murder before the Manila Regional Trial Court Branch 51.</p><p>Teves, who flew to Timor-Leste in 2023 to seek political asylum, was labeled by the Philippines’ Anti-Terrorism Council as a terrorist.</p><p>He was arrested on March 21, 2024, by the Scientific and Criminal Investigation Police in Areia Branca, Dili.</p><p>Journalist: Camilio de Sousa</p><p>Editor: Filomeno Martins</p> Philippines Welcomes Timor-Leste’s Move Toward Deporting Arnolfo Teves - TATOLI Agência Noticiosa de Timor-Leste	查看 3196	塔托利新闻社	2025-05-28 14:42:17 2025-05-29 12:36:37	word
3158996	无图 <p>DILI, 28 May 2025 (TATOLI) – The Secretariat of State for Forestry, in collaboration with UNESCO, held a seminar to form a committee that will define the official status of Nino Konis Santana National Park as part of the country’s efforts to nominate it for the UNESCO Biosphere Reserve.</p><p>The Nino Konis Santana National Park is Timor-Leste’s first national park. The park, established on 15 august 2007, covers 1,236 square kilometers.</p><p>The committee’s mission includes drafting a Conservation Action Plan (CAP) and preparing the necessary documentation to support the park’s nomination.</p><p>The Secretary of State for Forestry Fernandino Vieira da Costa highlighted the importance of the initiative, saying: “It is important to formally define the status of Nino Konis Santana National Park so we can submit its nomination to UNESCO, especially given its historical significance.”</p><p>Although the area was officially declared a national park in 2007, Vieira da Costa acknowledged that the key infrastructure needed to support tourism and conservation efforts has yet to be developed.</p><p>He added that the nomination document — which will include a site description, detailed mapping, photographs, and videos — is currently being compiled, and stressed that the preparation process should be completed as soon as possible to enable submission of the bid to UNESCO by 30 September.</p><p>Among ASEAN countries, only Brunei and Timor-Leste lack World Heritage Sites. 3158993	无图 <p>DILI, 28 May 2025 (TATOLI) – The Government of Timor-Leste has officially announced the deportation of Filipino Fugitive Arnolfo Teves Jr, calling his continued presence in the country a threat to national security and regional stability.</p><p>In a statement released Wednesday, the Government said that: “Arnolfo Teves Jr. will be deported from Timor-Leste by administrative decision of the Ministry of the Interior, as he is in the country without a valid visa, lacking legal authorization to remain, and holding a passport that the Government of the Philippines has canceled.”</p><p>The government said that the presence of Teves in Timor-Leste — who is suspected of committing several serious crimes and has been formally charged by judicial authorities in the Philippines, a member country of ASEAN represents a “serious and unacceptable situation.”</p><p>Teves is facing multiple serious criminal charges in the Philippines, including 13 counts of murder, 13 counts of frustrated murder, and 4 counts of attempted murder. He highlighted key government policies to support the logistics sector, including the development of infrastructure such as the expansion of the Sihanoukville deep-sea port to transform it into a regional logistics hub, along with airport and road construction.</p><p>He also noted that the government has introduced investment mechanisms in special economic zones (SEZs), categorised by industry type and specific countries, along with supportive policies for foreign investors. 3158980	无图 <p>NatureLife Cambodia has announced plans to reforest more than 1,700 hectares of land in Mondulkiri province that was illegally cleared. Their operations will be supported by the Lumphat Wildlife Sanctuary REDD+ Project.</p><p>Bou Vorsak, executive director of NatureLife Cambodia (NLC), told The Post that to regenerate forest cover on the land – in the Lumphat sanctuary – thnong, beng, kokoh and chres trees will be planted.</p><p>“Our reforestation efforts aim to prevent further forest loss due to opportunistic encroachment, reduce heat, mitigate erosion and address climate change,” he said.</p><p>Chuop Paris, secretary of state at the Ministry of Environment and national REDD+ official, visited the sanctuary’s central Royorleu station and tree nursery in late January.</p><p>NLC stated that the purpose of the visit was to inspect progress on infrastructure development at the station and prepare for the launch of the tree-planting initiative, which is funded by the REDD+ project.</p><p>The reforestation will take place on a total area of 1,762.90 hectares of land that was reclaimed from illegal encroachment. For the first phase, a pilot planting will take place over 10 hectares during the current rainy season, with a focus on native tree species that are found in the area.</p><p>Lumphat Wildlife Sanctuary spans a total of 356,087 hectares across four provinces, Ratanakkiri, Mondulkiri, Kratie and Stung Treng. The sanctuary is home to several communities —mostly indigenous people — who rely on non-timber forest products.</p><p>The sanctuary includes dense forests, semi-dense forests and grasslands. They provide critical habitats for a wide range of wildlife, including 23 species of mammals, 194 bird species and 5 species of reptiles.</p><p>The area eligible for REDD+ implementation is limited to approximately 130,000 hectares within Koh Nhek district in Mondulkiri, and Kon Mom and Lumphat districts in Ratanakkiri.</p><p>NLC is working with the environment ministry and the provincial environment departments in Mondulkiri and Ratanakkiri to implement the REDD+ project. They are focussed on strengthening law enforcement, biodiversity research, and promoting community participation, while improving livelihoods in and around the sanctuary. Implementation began in late 2023.</p><p>In addition, the REDD+ project has supported the construction of infrastructure at the central station in Royorleu, including a meeting hall, office spaces, campsites, restrooms, tree nurseries and the renovation of ranger accommodation.</p><p>Vorsak noted that the REDD+ project is currently undergoing its final stage of audits by independent auditing company, SCS Global Services. After the audit, the company will submit a report to the carbon credit agency VERRA. 3158978	无图 <p>In a rapidly evolving world where automation is transforming industries, Cambodia stands at a critical juncture.</p><p>As robots and artificial intelligence (AI) increasingly become part of the workforce in the East Asia and Pacific (EAP) region, the question remains: will they help boost Cambodia’s economy by creating jobs, or will they lead to widespread job losses?</p><p>The latest World Bank report, Future Jobs: Robots, Artificial Intelligence, and Digital Platforms in East Asia and Pacific in 2025, provides a nuanced look at the future of labour in this dynamic region, including insights on Cambodia’s potential challenges and opportunities.</p><p>Across the EAP region, including Cambodia, automation is reshaping the labour market. The adoption of robots and AI in manufacturing has been a double-edged sword.</p><p>On one hand, productivity has surged and production scales have expanded, resulting in job creation in certain sectors.</p><p>On the other hand, the automation of routine manual tasks has displaced low-skilled workers, especially those in manufacturing and agricultural industries.</p><p>Cambodia’s manufacturing sector, which employs a significant portion of the workforce, has seen slow but steady shifts towards automation.</p><p>The World Bank report notes that robot adoption has remained limited in the country, largely due to low wages that reduce the economic incentives for investing in costly automation.</p><p>“While they can substitute for labour in an ever-widening range of activities, new technologies are economically feasible today only in the relatively high-wage sectors in more developed EAP countries like Thailand and Malaysia,” according to Manuela V. Ferro, vice-president of the East Asia and Pacific region at the World Bank.</p><p>Her comments in the report underscore the paradox that Cambodia faces: while automation may displace some jobs, it also offers opportunities for productivity growth, potentially driving more jobs in the skilled manufacturing, electronics and automotive sectors, where robots are already being adopted in neighbouring countries like Vietnam and Thailand.</p><p>Challenges and Opportunities for Cambodia</p><p>The World Bank report points to the fact that low-skilled workers in Cambodia, particularly those in routine physical tasks, are at high risk of displacement due to automation.</p><p>As robots increasingly take over repetitive tasks in manufacturing, the demand for low-wage manual labour may diminish.</p><p>The report noted that in Indonesia, Malaysia, the Philippines, Thailand and Vietnam between 2018 and 2022, robots displaced an estimated 1.4 million (3.3 per cent) of low-skilled formal workers engaged in routine manual tasks.</p><p>However, the productivity gains from automation and the resulting higher scale of production helped create an estimated 2 million jobs — 4.3 per cent of formal skilled employment — for skilled workers engaged in non-routine manual and cognitive tasks.</p><p>Yet, this isn’t all bad news for Cambodia. The report suggests that while automation may lead to informal sector growth, especially in the short term, it also provides an opportunity to focus on upskilling the workforce.</p><p>With technology prices expected to continue declining, Cambodia could leverage its existing comparative advantage in low-cost manufacturing to attract foreign investments in industries that have already begun to adopt robots — such as the rubber and plastics, electronics and automotive sectors.</p><p>As the report highlights, economic viability — the relationship between the cost of technology and labour costs — plays a crucial role in robot adoption.</p><p>Countries like Malaysia and Thailand are already moving ahead with automation, but Cambodia’s lower labour costs mean that the shift will likely be slower and more gradual, which could provide valuable time for the workforce to adapt.</p><p>The ratio of employment to the size of the working-age population is higher in EAP countries than in other developing economies.</p><p>The differences within the region are significant, however. From lowest to highest, the ratio is between 60 and 67 per cent in Mongolia, the Philippines, Malaysia and Indonesia and between 72 and 83 per cent in China, Thailand, Vietnam and Cambodia.</p><p>These differences partly reflect the lower labour force participation of women in the former group of countries.</p><p>The share of the working-age population in the total population has declined the most in aging Mongolia, China, Thailand and Vietnam, but has increased especially in the more youthful Philippines, Malaysia, Indonesia and Cambodia.</p><p>The report explores how technological advances are transforming labour markets across the region.</p><p>While robot adoption has supported job growth in manufacturing by boosting productivity and scaling production, it has also displaced low-skilled formal workers in routine tasks, particularly between 2018 and 2022 in five ASEAN countries.</p><p>In contrast, AI’s labour market effects remain nascent but are expected to create both displacement and augmentation impacts. We will continue discussions with Thailand’s Ministry of Defense to seek a joint solution that can quickly restore the situation to normal and prevent future incidents,” the statement emphasised.</p><p>The ministry reiterated that Cambodia adheres to diplomatic means and peaceful solutions, while maintaining its borders with neighbouring countries as peaceful frontiers that promote stability, development and mutually beneficial cooperation. 3158973	无图 <p>Senate president Hun Sen has confirmed that the area in Preah Vihear province where yesterday morning’s clash between Thai and Cambodian soldiers occurred is Cambodian territory. The exchange of fire resulted in the death of one Cambodian soldier.</p><p>Speaking in a special address this morning, May 29, Hun Sen explained that in the past, he had even visited the area in question himself.</p><p>“The place where the issue arose yesterday, I sat there in 2009. Why would it be their land? I’m not convinced. Why did our soldier die there?” he asked.</p><p>He also reassured the public that the deployment of troops and heavy weapons to the border is not intended to start a conflict with Thailand, but to ensure the Kingdom is prepared for a worst-case scenario.
